00:01:54.000 And I heard neocons all over talk radio yesterday saying this is a conservative budget and really cuts the government And the evil liberals out there don't want to cut the government.

00:02:14.000 And we mean classical FDR or Lyndon Baines Johnson style government.

00:02:33.000 Radically expanded abortion funding by 85%.

00:02:38.000 But again, the average conservative has no idea and thinks everything's fine.
00:02:42.000 They think 2.6 trillion dollar budget is smaller than 1.7 trillion.

00:03:09.000 Bush proposes steep cuts in the budget, but huge expansions of other areas of the budget, and to be technical, some reports say 2.5 5 trillion, others say 2.6 trillion.
00:03:29.000 The actual amount, as it stands now, is normally much more once they actually pass it all, is 2.57 trillion.
00:03:39.000 And I was taught to round up, so we'll say 2.6 trillion.

00:04:09.000 District Judge Roy C. Lamberth, for the District of Columbia, said the enlistment contract does not notify those who sign up, but the government could extend their terms of service.
00:04:19.000 While acknowledging minimal harm to the Army, if ordered to release the officer, Lamberth said similar claims could lead to substantial disruption and diversion of military resources.

00:09:11.000 The provisional number of the House, as for the close of the call of the House, shall be the number of representatives We're responding to the call of the House, so I guess just whoever shows up.
00:09:24.000 Supporters claim the bill, passed under the cover of Congressional darkness, is intended to allow the government to continue operating in the event of a catastrophic emergency or terrorist attack.
00:09:33.000 However, Constitutional experts say the law is blatantly unconstitutional and ripe for challenge.
00:09:40.000 Normally, 218 lawmakers out of the 435 members are needed to declare war, pass laws, ...and validly conduct the people's business.
00:09:49.000 But under the new rule, a majority is no longer needed when circumstances arise, including natural disaster, attack, and terrorist attacks, rendering representatives incapable of attending House proceedings.
00:10:04.000 It's another measure brought up by lawmakers that shows their callous disregard for democracy, said one California attorney who preferred to remain anonymous.
00:10:15.000 GOP House leaders pushed the controversial Doomsday legislation, as it was dubbed, through for passage as part of a hefty and voluminous rules package that drew little attention And it was probably not even discovered by many who voted on it since the rules package centered on recent ethics violations.

00:11:36.000 I'm sure you've seen the newspapers.
00:11:38.000 I was at the convenience store early this morning.
00:11:42.000 They've got four or five papers they carry.
00:11:43.000 They all have the same basic headline.
00:11:45.000 Massive cuts announced by Bush.
00:11:47.000 Huge cuts announced by Bush.
00:11:49.000 New budget has big cuts.
00:11:51.000 The average person?
00:11:52.000 Why?
00:11:53.000 Bush is cutting government.
00:11:55.000 And that's just folks reading the newspaper.
00:11:57.000 If you were to tune in to the neocon lords of disinformation and big government and open borders and gun control yesterday, I heard them yesterday and this morning.
00:12:10.000 Why, look at Bush!
00:12:11.000 Big cuts!
00:12:12.000 And yeah, he's cutting a few things like farm subsidies and they've been cutting VA benefits and doing things like that, though they're now increasing the death benefit for troops.
00:12:21.000 While rolling into that bill, a legislation that gives the vaccine makers total liability protection across the board, but that's a side issue.
00:12:30.000 If you were to hear these shows or read the newspaper, you'd think there were big cuts.

00:12:35.000 I have to commend the LA Times.
00:12:36.000 Their headline, Error of Big Government, is back under Bush.
00:12:42.000 And then, here's another headline, an AP headline, that's indicative of the disinformation.
00:12:47.000 Bush proposes steep cuts As part of his 2.57 trillion budget.
00:12:54.000 Now, that's a double thing.
00:12:57.000 He proposes big cuts and they give the amount of the total budget.
00:13:02.000 It's just amazing.
00:13:03.000 So now you can argue with people that think they're conservative, who are really socialist and didn't know it.
00:13:09.000 You can argue with them all day long.
00:13:11.000 They'll tell you the government's smaller and I say just move on to people that have brains in their heads.
00:13:19.000 And again, they'll also say, well, this is for the military.
00:13:22.000 Actually, military spending is only up about $150 billion a year.
00:13:27.000 150 billion a year and over the next four years that is a large part of the total budget increases but it's not even half of it.
00:13:43.000 What is it, about 40%?
00:13:46.000 The rest... Oh, by the way, the way these budgets always work is that they're always at least 20% bigger by the time they actually pass all the spending authorization.
00:13:59.000 Because pork always gets attached and pork barreled on us.
00:14:03.000 And so I think we're going to be looking, many experts agree, at a three trillion dollar year in 2006 fiscal year.
00:14:14.000 So three trillion dollar budget.
00:14:18.000 Because Bill Clinton would pass a 1.7 and then they'd end up spending 1.9 And Bush has been getting 2.2 trillion dollar budgets passed.
00:14:29.000 Radically expanding government.
00:14:30.000 It was, what, 2.6?
00:14:31.000 So this is 2.6.
00:14:34.000 Who knows how big?
00:14:35.000 It could push past 3 trillion.
00:14:39.000 And I got an interesting email the other day.
00:14:41.000 Somebody asked, well, Alex, if the military budget is only general military budget, then you have all these supplemental 80 billion dollar packages they've been passing twice a year.
00:14:51.000 If the Military budget is $450 billion.
00:15:00.000 Then how can there be missing from the Pentagon, in the last two years, $1.2 trillion?
00:15:07.000 And in the eight years before that, nine years, excuse me, $1.2 trillion.
00:15:13.000 Now a grand total, in the last, um, eleven years, Of 2.4 trillion.
00:15:24.000 So in the last two years, it's accelerated geometrically, or exponentially.
00:15:30.000 It's doubled.
00:15:31.000 Doubled the looting and stealing of Bill Clinton in the first two years of Lord Bush.
00:15:35.000 So, if the budget's only 450 billion, And with all the supplements before that, a little over $500 billion, and then again with the Iraq War the last two years, over that, where's the money coming from?

00:15:53.000 They've slashed veterans' benefits, the government had built up its own accounts, had bought its own stock, the Pentagon had its own CAFR, Comprehensive Annual Financial Report, Every time I say that, I get an email from somebody in South Africa going, that's a racist slang.
00:16:12.000 No, it's the name of the comprehensive annual financial reports, okay, that counties and cities and school districts and water districts have and the feds have and different federal departments have and state governments have.
00:16:25.000 I mean, New York back in 96 had a 1.4 trillion dollar surplus, okay?
00:16:32.000 I mean in cream assets, after expenditures.
00:16:35.000 Give you an idea.
00:16:36.000 So the Pentagon had built up all these huge slush funds, and what they've been doing in the last 11 years is dumping, in fact it was first the Pentagon in 1952 that started setting up comprehensive annual financial reports, or the CAFR reports.
00:16:56.000 And so they've started sucking those dry.
00:17:00.000 And look, don't believe me, just type 2.4 trillion missing from Pentagon, and you'll get CBS News.
00:17:08.000 And I talk a lot about this because I just can't get over it.
00:17:12.000 I mean, I've been talking for years, for two years, since I saw the 1.2 trillion in the Associated Press, which they admitted in the press conference was missing, and we don't know where it is.
00:17:23.000 And then now, a couple years later, Rumsfeld gives a press conference and it makes it in CBS News and one other news wire, but that's it?
00:17:31.000 And then the average person has no idea?
00:17:33.000 2.4 trillion?

00:17:37.000 That's almost as big as the entire federal budget for 2006.
00:17:47.000 That's as big as this year's budget was.

00:35:29.000 And I was talking to Mr. Fortier, who is Executive Director of the Cognitive Government Commission, and during the break, and he agreed with me, he said, this is not good.

00:35:55.000 But tell us just a little bit about yourself and then let's launch into why your commission was formed and what you think of this legislation that passed a month ago.
00:36:05.000 Well, I'm a political scientist here at the American Enterprise Institute and I do a lot of work on institutions with Presidency and Congress and really the commission came about because of 9-11.
00:36:15.000 I'm thinking, my colleague Norm Ornstein started it and others followed on of what would have happened had that fourth plane come and hit the Capitol.
00:36:24.000 We know now from the 9-11 Commission that it was the target of the plane that they'd also considered the White House.
00:36:30.000 Yeah, that or the White House.
00:36:32.000 Additional tragedy certainly, but not only tragedy, loss of human life symbolic.
00:36:37.000 Uh, tragedy, but possibly, uh, trying to take out our leaders, decapitate our government, make us, uh, vulnerable at a time where we needed real leadership.
00:36:46.000 And if you, certainly we would hope the President would stand in a, in a...
00:36:50.000 In an emergency, but we have all sorts of questions about presidential succession, if Congress were knocked out for a period of time.
00:36:56.000 But couldn't he ride in on a white horse and save us if a rice sack was burned?
00:37:01.000 Look, none of us would want that situation where the president was simply in charge and there was no Congress to check him.
00:37:09.000 And you might have a case of a president somewhere down the line of succession, the Secretary of Agriculture acting as president that no one knows with no check.
00:37:16.000 So ideally we'd like to Our commission is aimed at getting constitutional government back in place as quickly as possible after a catastrophic attack on Congress.
00:37:25.000 That was our first report and we are actually working on it.
00:37:28.000 Well, I have to be honest with you, Mr. Fortier, I have to be honest with you.
00:37:32.000 I thought your plan was scary, but compared, I guess this is the dialectic, compared to what they passed a month and three days ago, it's a real gem constitutionally.
00:37:43.000 Right, well, I think, you may not like our plan, but we were up front Constitutionally, we think that you actually need to amend the Constitution, not sort of get around it and interpret things loosely, but we think that you need some sort of temporary people.
00:37:58.000 Quickly appointed in the House of Representatives, like we appoint Senators, to be in place.
00:38:02.000 All 435 districts would have a Representative quickly, until we can get the elections going, which are going to take time, especially after an election.
00:38:09.000 Kind of like the 17th Amendment.
00:38:11.000 It is like that for the House.
00:38:12.000 It wouldn't be in normal circumstances.
00:38:14.000 Why not be like Paul McGonagall, stroke of the pen, law of the land, kind of cool?
00:38:18.000 I mean, our new Attorney General says Bush is above the law.
00:38:21.000 He is the law.
00:38:22.000 He is the sovereign.
00:38:23.000 Well, the alternative to that in Congress really is to either do nothing or to do something very small around the edges.
00:38:29.000 Some people have proposed trying to get the elections speeded up in the states, but there's a real problem, especially with the case where lots of people are incapacitated.
00:38:37.000 Well, in a nutshell, tell us what your plan was.
00:38:39.000 Our plan is, if lots of members of Congress are killed or incapacitated, we would allow some sort of appointments, probably by a governor, but there's some other methods.
00:38:48.000 That would get somebody in there quickly from each district in Congress and so we could have a full membership and we could meet a quorum requirement.
00:38:56.000 A quorum is a majority and then we could have the Congress and the President dealing with our problems with national security.
00:39:02.000 So the regional governors would appoint members to the Imperial Council and then at a later date we would have elections at the state level?
00:39:10.000 The elections are going to go forward but realistically they're going to take three or four months to undertake.
00:39:16.000 In that time period, we did a lot of things after September 11th, and we might find ourselves wanting to have, again, representation from all throughout the country in the body that represents the people the most right after an attack.
00:39:27.000 Our goal is to get those people in place quickly.
00:39:31.000 It could be done by other methods.
00:39:32.000 The governor doesn't have to do it.
00:39:33.000 There's some suggestions that the members themselves could provide a list of successors.
00:39:37.000 Some people think that's a good idea or not.
00:39:39.000 As long as it's a legitimate way of getting people in who are reasonable.
00:39:44.000 How were you going to get this amendment?
00:39:45.000 I mean, were you going to just try to go for the full amendment or maybe have a con-con so we could slip Arnie in while we're at it?
00:39:53.000 Well, no, we were hopefully going through the regular amendment process through Congress.
00:40:00.000 Got some support in the Senate.
00:40:01.000 Actually, in your state, John Cornyn is a big supporter of this sort of approach, Senator Cornyn.
00:40:05.000 And we have supporters in the House as well, although the issue has been somewhat politicized in the House.
00:40:10.000 There are people who worry that we shouldn't have someone appointed to the House, ever.
00:40:16.000 Now, that's interesting.
00:40:17.000 In this other rules package, They passed this on January 5th, a separate plan that's even more draconian.
00:40:26.000 I mean, it makes your plan look wonderful, and this sucker's passed.
00:40:30.000 Can we talk about that plan while you have problems with it?
00:40:32.000 Absolutely.
00:40:33.000 I mean, we believe that we want a Congress after an attack, but we don't think any old Congress will do that five members or twenty members Uh, it's a good idea with most of the country, you know, left out and unrepresented.
00:40:44.000 You can pick your least favorite.
00:40:45.000 I've got the bill here, it just says whoever can show up.
00:40:48.000 Right.
00:40:49.000 The Constitution says that the House and the Senate must have a majority of its members in order to conduct business.

00:40:57.000 You know, a small group from running off and saying, we're the Congress, we're doing this, that, and the other thing.

00:41:04.000 Exactly, and you can imagine after an attack with the chaos that would ensue, that one would want to be very careful about those things.
00:41:11.000 Well, you know, I think that's a conspiracy theory, doctor, sir.
00:41:15.000 I mean, powerful men don't want more power in history, let's just trust them.
00:41:20.000 Well, we would like to have whatever institutional provisions in place beforehand so that we wouldn't necessarily have to go to that.
00:41:35.000 We could have something like a normal checks and balances constitutional system.
00:41:39.000 We don't think a House of Representatives with Well, it sounds like a dictatorship to me.
00:41:43.000 I mean, you're talking about five people could go in there and do whatever they want, and even for natural disasters?

00:42:17.000 But one thing it can do by itself, and that's if we really are talking about some sort of attack on us that happened in the State of the Union or something, where everyone is together and the President and Vice President are killed and many members of Congress The Speaker of the House is next in a line of succession.
00:42:31.000 And in fact, the law is written so that a new Speaker of the House could come bump out the Cabinet member who takes over as President.
00:42:38.000 So, those five people left in Congress, your least five favorite people out there, come together.
00:42:44.000 They have a quorum of three, they vote someone to be their new speaker, and that person becomes President of the United States for the next four years.
00:42:50.000 So it's a troubling thing that the Congress would try to operate with just a few people, but it's especially troubling if you're really talking about the disaster that affects presidential succession as well.
00:42:59.000 Well, we know that political intrigue and assassination has been part of human history, but today we're told it doesn't exist.
00:43:07.000 In America, but I think Congress is doing something that's dangerous to themselves in this climate, passing this.
00:43:15.000 I mean, it's just asking.
00:43:17.000 I know you wouldn't think anyone in the government would go after other members of Congress, but I think it's setting up a recipe for even bigger problems.
00:43:25.000 Yeah, we are concerned about this.
00:43:27.000 Oh, you are concerned about this?
00:43:27.000 We really do.
00:43:29.000 Oh, absolutely.
00:43:31.000 We're against this proposal that has been put forward.
00:43:34.000 We think that... Well, it passed!
00:43:36.000 Yes, it has passed the House Rules.
00:43:38.000 It is now part of the House Rules for the 109th Congress.
00:43:41.000 So how does that operate and link up with the Senate?
00:43:45.000 Say again?
00:43:46.000 So the House is saying, we don't even care if the...
00:43:49.000 We don't even care what the Senate does.
00:43:50.000 We've just passed our own rules.
00:43:52.000 The House and Senate do have their own rules for their own internal deliberations, but this actually affects something larger.
00:43:59.000 It affects other institutions.
00:44:00.000 It's a constitutional provision that says that the House has a majority quorum.
00:44:06.000 I'm looking at the bill.
00:44:07.000 It just says here, let me find it, it says whoever can Get there, I'll find the actual sentence.
00:44:13.000 Right, what they're worried about is that in the past they've sort of tried to whittle away saying, well it's whoever's alive, half of whoever's alive, which we think is not really consistent with the Constitution.
00:44:22.000 Now they've gone a step further saying, whoever's alive and who's ever able to show up, we'll just say that that group, that's the whole Congress, a majority of them constitute a quorum and we can go ahead no matter how small a group it is.
00:44:34.000 This sounds like the final years of the Roman Empire.
00:44:38.000 Well, I don't want to attribute too many bad motives to the people who have proposed this, but I do think it is somewhat in reaction to what we've said.
00:44:46.000 They've tried very hard to bend over backwards to find some way to keep Congress going.
00:44:51.000 But, you know, our point is we want to have Congress quickly in place, we want to have the House quickly in place, but we want to have a full membership of the House.
00:44:58.000 We want to have each district... Well, explain to me, though, in the Federal Reserve Act of 1913 was passed, what, the night before Christmas?
00:45:07.000 Uh, went all through the House, not a creature was stirring, not even a mouse.
00:45:12.000 Uh, and, and, you know, we, we had, what, three Senators, uh, pass it into the rules for the Federal Reserve Act.
00:45:19.000 Uh, I mean, so they've already been doing stuff like this before with the lawmaking.
00:45:23.000 So, what, what does this change?
00:45:26.000 Well, I mean, I don't know all the details of the case you just put forward about three Senators, but certainly there have been, over the years, occasions where they've been one or two short on a quorum and they've kind of played fast and loose, I think, with some of the precedents and the rules to say, well, let's just push this through.
00:45:42.000 A majority of members living or other things.
00:45:44.000 This is just a step further.
00:45:46.000 And this is done with eyes open.
00:45:49.000 With, I suppose, a good intent of trying to keep Congress going no matter what.
00:45:54.000 With eyes wide shut!
00:45:57.000 Well, I think it's a mistaken proposal.
00:46:01.000 A mistaken part of the rules, as you say.
00:46:03.000 It's not part of the rules.
00:46:06.000 I may not persuade you that our proposal is the way to go, but it is a real question of what would happen to Congress and the President if we're talking about many of our leaders being killed and incapacitated.
00:46:17.000 And our belief is the Senate pretty much can take care of itself, with some exceptions.
00:46:24.000 The House is going to face real problems because it has only one way of filling those vacancies by having elections.
00:46:31.000 And that ultimately we need to get people in place quickly, have those elections, and get back to normal.
00:46:36.000 Well, what about repealing this?
00:46:38.000 I mean, last year they passed a law giving liability protection to vaccine makers.
00:46:42.000 When people learned of that, it got reversed.
00:46:44.000 I mean, how do we stop this pell-mell, wild, over-the-edge dash by the executive, the legislative, Even by the judicial.
00:46:53.000 Now, just everybody saying we are the final arbiter of the law.
00:46:58.000 We are the law.
00:46:59.000 It flows from us.
00:47:00.000 Not from the Constitution, Declaration of Independence, the Bill of Rights.
00:47:04.000 I mean, we've got all these White House officials saying Bush is above the law.
00:47:07.000 We've got Congress saying we are the law.
00:47:10.000 We can have two people, three people here and make it a quorum and do whatever we want and appoint whoever we want president.
00:47:16.000 I mean, it's really across the board, just completely alien to the basic canons and foundations and pillars of our society.
00:47:27.000 Well, the way to repeal this is, it's a rule of the house, and the house just simply needs a majority of their members to change the rule.
00:47:35.000 So they can just pass a rule in the house saying they're God tomorrow?
00:47:39.000 Well, they can, and ultimately it may be challenged in court, but I think they feel confident that this... We hope it never comes to the position where this would be challenged in court.
00:47:47.000 That would mean that there's been some horrible attack on Congress.
00:47:51.000 Well, I know you've talked to a lot of people in Congress.
00:47:55.000 How many of them were aware of this because it was tucked into a rules package centering on recent ethics violations?
00:48:04.000 Well, there were some voices raised against it in the debate, but most of the attention was on the ethics matters, as you mentioned, and not just general things that come up with the new Congress, the way that new committees are set up and the ratio of things that people care about on a day-to-day basis or a next-week basis.
00:48:22.000 This is, unfortunately, thought of, I think, by some as so remote that they don't want to think about it.
00:48:27.000 Or, I mentioned also that the House of Representatives has really become divided on this in a partisan way, oddly enough.
00:48:33.000 It's not a partisan issue, but people believing that because we could never have, they don't want anyone in the House of Representatives who's never been elected, but trying to find some other way, other than what we propose to have appointments, to allow Congress to continue.
00:48:48.000 This is the way this has come about.
00:48:50.000 So, Doctor, finally in the final equation, the House really has more power than the Senate, The House of Representatives, because through the Speaker, you have the line to the Presidency, and so it doesn't matter what rules the Senate makes, the House has basically seized the claim to the Presidential Crown by doing this.
00:49:15.000 Well, the Speaker of the House is above the President pro tem of the Senate.
00:49:19.000 So it's a Vice President, Vice President, Speaker.
00:49:21.000 And if we have a case where The President and Vice President are killed and many members of Congress, and some Cabinet member becomes President.
00:49:29.000 So what is the Senate saying about this?
00:49:31.000 Well, the Senate has its own rules.
00:49:34.000 The Senate is protected in much of these disaster scenarios by the 17th Amendment because governors may make appointments to fill vacancies after they happen.
00:49:44.000 So you see a Senator leaving or dying, and quickly there's a replacement.
00:49:49.000 So the Senate gets to nearly 100 people within a week and the house is sitting around without without anyone They are either trying to operate on these rules.
00:49:56.000 But it sounds to me though like the house can seize total dictatorial control and rewrite the whole form of government under this plan before the Senate is even able to reconvene.
00:50:08.000 Well if the house continues in this case A few members are there.
00:50:12.000 They elect a Speaker quickly.
00:50:13.000 That person is entitled to become President of the United States under the current law, if there's no President or Vice President, because they've been killed.
00:50:21.000 And then under the claims of these executive orders, and now Gonzales' memos, then they're in control.
00:50:28.000 And you can imagine, with really not much of a Congress to check the President, or to even speak up, that there's a sort of greater problem than even our typical operating system.

00:54:51.000 This new law is a radical centralization in Washington.
00:54:54.000 Well, this proposal, this new rules change is done, we think, around the Constitution, trying to say, well, it's not really a majority of people we need in a quorum.
00:55:03.000 We don't need at least 218 people here in the House.
00:55:06.000 find some circumstances where maybe it would be okay to say five people or ten people are the House of Representatives.
00:55:12.000 And that has some real bad implications after an attack when we're looking for normal constitutional leadership.

00:55:20.000 Well, it means going to the House of Representatives, going to your representative.
00:55:24.000 It doesn't involve the Senate or the President at all.
00:55:26.000 This is simply an internal rule in the House.
00:55:28.000 So getting your members to speak to their leaders and get rid of that rule that's been passed, it takes just a majority.

01:09:19.000 And we focused that conference on trying to get a dialogue going between the transhumanist movement and bioethics.
01:09:27.000 Bioethicists, in general, we believe, have some implicit sympathies with our point of view, but weren't aware of it until we held that conference.
01:09:37.000 And what is your point of view?
01:09:39.000 What does your organization that you head do?
01:09:42.000 Well, we have a couple different facets.
01:09:45.000 One is that we're a civil rights movement for people who believe that they should be able to control their own bodies, their own brains, their own reproductive capacities, and use emerging technologies to go beyond what some people consider yucky or the natural limits of the human condition.
01:10:02.000 So, for instance, we are adamant supporters of life extension technology.
01:10:07.000 We think that people have a right to use that, even if other people think that you shouldn't live past 120 or that it's unnatural for you to do that.
01:10:15.000 We're advocates of people's right to take drugs, for instance, cognitive enhancement drugs that make them smarter, or genetic engineering that makes them smarter.
01:10:26.000 We are advocates of people's right to control their own bodies for aesthetic purposes, the simple body modifications that we see around us today and the things that will come in the future.
01:10:36.000 And we believe in people's right to reproductive freedom.
01:10:39.000 We think that you shouldn't be told what kinds of children to have, when, and how to have them.
01:10:46.000 Well, the problem with some of your statements is that there are inherent dangers in genetic engineering of what type of viruses or bacteria they can give rise to, what changing the basic code of the DNA can do.
01:11:02.000 I mean, I've had a lot of different top scientists thought about the subject, even people that support almost unbridled research admit that there are great dangers.
01:11:10.000 Are you saying there shouldn't be restrictions on any of it?
01:11:13.000 Well, we're principally concerned with biotechnologies that affect the human body, and so we do have opinions, personal opinions, You start talking about what type of children people want to have.
01:11:24.000 I mean, the British government's already talking about pre-screening embryos, quote, to see if they're violent or propensity to be evil, thought criminals.
01:11:32.000 I mean, whatever you guys are going to push, the state's going to jump on later.
01:11:37.000 Well, that's one point of view, and the notion that we can somehow prevent the state from eventually getting involved in biotechnology in order by Forbidding individuals from using biotechnology, I think, is a wrong-headed approach.
01:11:51.000 Well, what they're going to do is they're going to keep it all to themselves and use the movements that are against it to monopolize it for the elite.
01:11:57.000 I mean, look, I know the elite's obsessed with life extension technology.
01:12:01.000 They want to hold on to it forever.
01:12:02.000 They don't want to die.
01:12:03.000 In fact, who does?
01:12:05.000 But the point is, is that I don't see the elite ever letting six and a half billion people, and by the time this stuff's viable, eight, nine billion people have access to this.
01:12:13.000 In fact, they've even said that.
01:12:14.000 Well, I think you may be right.
01:12:16.000 I think there is a strong propensity on the part of certain elites, and we certainly see that in the Bush administration, to raise a bunch of bogus fears about the ways that free individuals and free societies might use these technologies.
01:12:30.000 And some of it is, for instance, that they don't want overpopulation to run rampant, as if You know, saving human lives today with medical technology and allowing people today to use birth control isn't already driving population growth around the world.
01:12:45.000 I mean, there is clearly a genocidal or anti-population control mentality on the part of some of the opponents of life extension technology.
01:12:56.000 But when you read an article like, Why the Future Doesn't Need Us by Bill Joy, or you read Age of Spiritual Machines, I'm sure you've read all that.
01:13:04.000 Sure.
01:13:04.000 The elite, and I mean, I've been around pretty high-level academics and people, and all they talk about is, oh, the people bomb!
01:13:13.000 We've got to restrict them!
01:13:14.000 We need access to this, but not them!
01:13:17.000 And I see it all being walled off behind a wall I think there is a possibility that things could go in that direction.
01:13:26.000 I think that's again why we call ourselves the human rights movement.
01:13:30.000 being shut out of the entire process with the elite then using these technologies to actually, to use a Frank Herbert term, kind of engineer and suboid the general population comments. - I think there is a possibility that things could go in that direction.
01:13:45.000 I think that's again why we call ourselves a human rights movement.
01:13:48.000 We want, in the first place, we believe in the legitimacy of institutions like the Food and Drug Administration because we do think that these new technologies should be tested for their safety.
01:13:58.000 But then we also believe that there should be as wide access to these as possible, and we don't think that bans on any of these technologies will stop despotic governments, either our own or other despotic governments, from using these technologies for police purposes, for surveillance purposes, for military purposes.
01:14:15.000 And so the best way to maintain freedom and liberty around the world is for people to have as widespread and as individual access to these technologies as possible.
01:14:26.000 The problem is there's going to be terrorist attacks using these high-tech systems.
01:14:32.000 Of course, it'll be the global crime syndicate engaging in the attacks.
01:14:37.000 To then, excuse me, restricting control.

01:17:20.000 So, for instance, there's right now a disability rights convention that's being debated and some of the radical disability rights folks who are crafting that proposed legislation are arguing that there should be an international ban on women's right to reproductive freedom over fetuses that might, if they want to terminate pregnancies, where they have a disabled fetus or a handicapped fetus.

01:26:07.000 So you start to converge all of these technologies, things that are happening at the molecular level, things that are happening in information science, the Moore's Law, the rapid increase in computing power, Our understanding of the functioning of the brain, our understanding of pharmacology, all these things are coming together and we're going to have some pretty dramatic benefits.

01:33:26.000 There was a WOAI TV report a few months ago where the average Texas foster child, over two-thirds are on drugs, and the average is four drugs, some as many as 17 drugs.
01:33:41.000 And I know for a fact Ritalin causes brain shrinkage, heart enlargement.
01:33:47.000 I mean, these are the medical studies done by the institutions and you're saying you're a big fan of it.
01:33:53.000 Well, Ritalin's been in use for 50 years.

01:33:57.000 Well, originally it was called minimal brain dysfunction that was being treated for and then it was called hyperactivity and as I said, I was on Ritalin 40 years ago.

01:34:13.000 And you're right that the abuse of stimulants by people who are not prescribed them in the doses that are used in pediatric treatment can have harmful effects.

01:35:16.000 We know the military's doing a lot of secret projects, and I've talked to people who are involved in them, only described as nightmarish, but how soon do you think we see a real, as you call it, new species?

01:35:29.000 I mean, the classical definition of a species is an animal that can't breed with another animal.
01:35:35.000 And I think that we're going to soon be able to have people who ordinarily wouldn't be able to have natural offspring, will be able to have offspring through the intercession of technology.
01:35:47.000 So, for instance, I think that we'll be able to have same-sex children who are the products of both a man and a man or a woman and a woman.
01:35:54.000 Through recombinant nuclear technology.
01:35:59.000 And so I don't think that actually the traditional understanding of what a species is will be relevant very much longer.
01:36:05.000 But there are some suggestions that people might translate out of carbon-based life form altogether and become, you know, computer-based minds.

01:36:16.000 You know, even as the computers get more and more advanced, I don't think that they're going to become truly You know, what you'd call self-aware for a long, long time.

01:36:38.000 I think that the challenge of generating a self-aware, self-willed personality inside a machine are much greater than any of the AI enthusiasts think.
01:36:48.000 But what we are going to have is an increasingly intimate marriage of computer technology with neural technology.

01:37:45.000 different classes of people and then those Christians, they refuse to go along with it and they're living in ghettos because they're refusing and we're having to pay for them and they're just backwards and let's just get rid of them.
