00:13:39.000 They had a poll, what was it, like 70-something percent of the city said, no, we don't like random bag searches and being shook down by these people on the subways.

01:00:13.000 Well, my background is law enforcement and military, and I went to law school late in life.

01:00:18.000 I thought to practice law, but my mother hoped that I would take up more honest employment, so I got into academia.

01:00:24.000 And part of my military and police experience was counter-terrorism, counter-intelligence.

01:00:30.000 So after 9-11, it was a natural fit for me to be drawn back into that kind of service.

01:00:36.000 As I said, I was a political science professor in North Carolina.

01:00:40.000 About three years ago, the Governor's Office of Homeland Security in Tennessee hired me to be the regional coordinator for the eastern region of Tennessee.

01:00:48.000 Last June, I went back into academia.

01:00:50.000 I was hired by a local community college in Knoxville to head up their Homeland Security program.

01:00:56.000 We offer one of the first in the nation, Associates of Applied Science in Homeland Security.

01:01:02.000 The training that I was at yesterday was in that capacity because as part of developing my curriculum for Homeland Security, we want to integrate, to teach students how to integrate volunteers in The overall Homeland Security initiative.

01:01:22.000 You're actually there as a cadre commander to, I guess, create larger units?

01:01:46.000 The Citizens Corps that you mentioned really is involved, is made up of a lot of different segments, volunteers and police service, the Citizens Emergency Response Team, the Medical Reserve Corps, and some others.

01:01:59.000 So the Knoxville Police Department hosted this yesterday with, in conjunction with the Department of Homeland Security, The Knoxville Police Department coordinates mostly the VIPs, the Volunteers in Police Service, the Citizens Volunteer Group, but they coordinate also some of the others.

01:02:18.000 So, the volunteer coordinator for the Police Department, working with the Department of Homeland Security, set up this training.

01:02:26.000 Citizens of various backgrounds came together and learned how to operate this Homeland Security Information Network.

01:02:59.000 I know that as far as my college program, my curriculum program that we've designed, we're going to integrate part of what I'm trying to accomplish by offering an associate's degree is to train people how to be emergency planners. we're going to integrate part of what I'm trying to And part of developing any emergency plan of necessity requires involvement with citizens.

01:08:52.000 I got out of the military with the rank of captain following Desert Storm, and we had done some intelligence counterinsurgency stuff during the mid to late 80s, particularly Central American theater.

01:09:05.000 So when I went back to school late in life and got my master's and my doctorate degree, Shortly after that, 9-11 occurred.

01:09:15.000 sounds like you got recruited by an intelligence agency.

01:09:31.000 No, I was with a conventional Army Reserve Unit.

01:09:39.000 The Army euphemistically calls that low-intensity conflict, and what that really means is you send small units out into the jungle without much logistical support.

01:09:47.000 Guerrilla warfare?

01:09:50.000 So, I mean, I was your patriotic fellow, and I guess 9-11 happened, and you decided to try to get involved again?

01:09:58.000 I mean, what happened?

01:09:59.000 Well, it was an opportunity for me to conduct some counter-terrorism training for the state of North Carolina.

01:10:05.000 I had been teaching law and political science, teaching criminal justice, criminal procedure, and there was an opportunity to travel over the eastern third of North Carolina with the Governor's Crime Commission, training law enforcement in basic terrorism awareness.

01:10:20.000 And so from there then I was recruited by the governor's office in Tennessee to help stand up their office of Homeland Security about three years ago.

01:10:29.000 And now you teach a class?

01:10:31.000 Well I teach, I'm a program coordinator.

01:10:33.000 We actually offer an entire program, 14 classes related to Homeland Security.

01:10:39.000 Now I mean do you think it would really be, I know a lot of universities, UT, Texas A&M, a lot of others are really shifting into this to train tens of thousands of people.

01:10:47.000 Are we going to need tens of thousands of people to fight terrorists here in America?

01:10:51.000 Well, fighting terrorists, that's a broad term.

01:10:55.000 Ultimately, every incident Of course, we want to prevent, if possible.

01:11:00.000 That's the primary objective.

01:11:02.000 That's kind of a new psychology for America.

01:11:04.000 Instead of going after the crime after it happens to get the criminals, this is that preventative.

01:11:09.000 It represents a shift in the way we think about criminal activity.

01:13:52.000 Not a knee-jerk emotional reaction, but to be firmly grounded in constitutional principles to understand what the threat is, and to be able to work through some legitimate process to maximize the ability of law enforcement to do their job.

01:14:10.000 Because in these articles from Texas and Colorado and Tennessee, they talk about fighting terrorism and crime.

01:17:01.000 We can give some guidelines, but we leave it up to people to, if it raises the hackles, the hairs on the back of your neck, then go ahead and report it.

01:17:12.000 Then there are people, there's a screening process, that vetting process takes place at the local level, The volunteers that were trained yesterday, for example, are recruited, screened, administered by the Knoxville Police Department and they have, the Knoxville Police Department has the oversight over those particular, that particular group of volunteers.

01:17:31.000 Well I've got a neighbor, a nice old lady who likes to constantly look through her windows at me and constantly look through the cracks in the Since, and I have no idea why, but I mean, is she going to be running around as my new commander?

01:44:21.000 You know, I see the President criticize the Minutemen who sit there in lawn chairs and videotape and call the police and have spy glasses on the border, where we really need what you're doing, where we really need programs like this.

01:44:37.000 mission closing, the State Department saying it's more dangerous Then Israel's West Bank per capita.

01:44:43.000 We have car bombs going off in Texas, machine gunning of police, over 15 dead cops this year so far from Mexican Las Zetas paramilitary gangs, and because the federal government wants to keep it quiet and wants amnesty, brother, we've had about three news stories on it in Texas, and the label Laredo is shutting down, a huge tourist town.

02:23:14.000 And what they're going to try to do, his aim is to slap on this amnesty, which is what it really is, a guest worker program, to legalize 15 million people in it, it'll eventually be 40 million, to legalize them all, As part of this comprehensive deal.

02:23:30.000 So this thing is going to then go back to the House, and that there is, if they sell us out, there's going to be a revolution in this country.

02:23:40.000 If the House of Representatives agrees to an amnesty program that would cover eventually half of Mexico, there's going to be serious trouble in this country.

02:23:48.000 So I believe his strategy is to push it over into the Senate, put a poison pill in it, Send it over back to the house and nothing happens.

02:24:00.000 Now, let's assume just for a moment, however, that by some miracle, right, or his other strategy might be, okay, I will pass this without a guest worker program.
