01:01:03.000 And it's a law that they do that, but I went and found news articles where they're actually violating the law, and 49% of the money already goes to the trans-Texas corridor control grid.

01:09:00.000 And the process that's being used to build the Trans-Texas Corridor is completely foreign.

01:09:24.000 It's not something that's make-believe or conspiracy theory.

01:09:30.000 They passed a bill here in the 78th legislature that put it in place.
01:09:35.000 And has created the Trans-Texas Corridor.
01:09:38.000 With no public input, with no oversight, it is now the official plan.
01:09:43.000 And it's highways, it's toll roads, it's railroad, it's utilities, and it is a government grant of an absolute monopoly.
01:09:53.000 And in the first instance, this monopoly is going to a foreign enterprise out of Madrid, Spain.
01:09:59.000 And it's incredible that we're giving up Public infrastructure and sovereignty to a foreign corporation and they will have the right to rape, pillage, and plunder Texas for the next 50 to 70 years as a starting point.
01:10:13.000 Often they say well it's limited to 50 years as if 50 years was some finite period of time and everybody's crystal ball works very well and we know what 25 years from now will look like and in this process we are giving up Not only things related to the corridor directly, but we're putting in there protections for this corporation.
01:10:32.000 We're giving it liability protection, just like the government has given now this vaccine protection to the drug companies that just goes across the board, and that's very dangerous.
01:10:41.000 But I want to go back, because that's the second part of my question.

01:10:49.000 I mean, you've done things, you know, the feds come in and lobby for years for bad things and can't get done what you've done with Texas that has the most counties of any state in the union.

01:11:07.000 So I'm going to go over, you know, you've been a police officer, you've been a city councilman, you are a city manager.

01:12:42.000 I mean, you can't pass a law where you just go, we're making you viceroy, because this legislature doesn't have the imperial power to just give edicts of governorship to people.

01:12:54.000 They've passed this law and they've given all the power to the Texas Transportation Commission and appointed bodies, every member appointed by the same governor, And they have the ability to negotiate these contracts and agreements in secret to sign them in secret with no oversight.
01:13:08.000 And then we can't even see the agreements as they're being implemented because it's a private company and so now they've got the corporate private protection.
01:13:16.000 That's insane!

01:13:17.000 As a matter of fact, the Attorney General of Texas said it's a public document now that it's signed.

01:13:23.000 And they're using Texas taxpayer money for the Department of Transportation to sue the Texas Attorney General to keep it secret.

01:14:22.000 It is now a stand-alone plank in the state party platform to repeal all authorization for the Trans-Texas Corridor.

01:14:33.000 The Texas Farm Bureau opposes the corridor.
01:14:36.000 We have numerous associations and organizations statewide in Texas that are both urban and rural that oppose the corridor.
01:14:42.000 There's the River of Trade Corridor Coalition, which are the cities.
01:14:45.000 You know, you might think that it's a rural issue and that rural Texas doesn't want this highway coming through farms and ranches, but the reality is large cities don't want it moved out there either.
01:14:55.000 They've made huge investments in infrastructure for transportation, which drives the economy of urban centers.
01:15:00.000 And these corridors don't go to any major cities.
01:15:03.000 It bypasses all of the cities.
01:15:04.000 It's not about driving the economy of existing communities.
01:15:08.000 It's about creating a new economy.
01:15:10.000 An economy that's controlled by the state and controlled by their concessionaire.
01:15:14.000 Well, it's the old royal model of they're going to give patronage to their little minions and the people who have curried their favor.
01:15:24.000 It's similar to the Supreme Court ruling saying if a local land baron wants your property, And he can openly go give contributions to your mayor, to your councils, or to the development board, regardless of conflict of interest.
01:15:36.000 Because in every case we've looked at, from Three Port, Texas to New London, Connecticut, it's the people who are going to make the money off of it.
01:15:44.000 And it's not just poor people having their houses taken.
01:15:46.000 I mean, because this should scare you.
01:15:47.000 It's bad when it happens to them, but it's really bad when it's somebody who's got a $44 million a year company, like Western Seafood.
01:15:55.000 We're not going to pay them market value, we're going to take it and they're going to give it to us because they're just setting the precedent.

01:16:04.000 It's taxpayer money anyway, so it'll be given for some yacht club.

01:16:12.000 They're doing it because they know it sets a precedent.
01:16:15.000 And the thing about the New London, Connecticut ruling is that actually they're not even giving them fair market value.
01:16:21.000 They condemn the houses and then say, we're going to give you lot value when the tax rolls show it's a $300,000 house and with the lot even more, they go, we'll give you $65,000 for it if you oppose us.
01:16:32.000 Then we're going to claim you owe us rent for the five years you fought us.
01:16:35.000 So that's the thing here.
01:16:36.000 It's part of this seamless move where private groups come in and lobby your government.
01:16:41.000 They will then sign over control for the private groups that then take on governmental power.
01:16:47.000 It's like the LCRA is quasi-public-private.
01:16:50.000 They got their own police department and SWAT teams and the rest of it.
01:16:53.000 It's like all these little nation-state kingdoms are now being set up.

01:25:19.000 The minute you have had your license suspended, you are then an actual blip.
01:25:23.000 And it says that they're going to put terminals in the cop cars.
01:25:26.000 We've got 50 red blips.

01:25:28.000 I mean, this is, I mean, this is like the enemy of the state.
01:25:32.000 Yeah, they attempted to do that in the last legislature by putting an RFID tag inside a vehicle inspection sticker that was, if that law had passed, would have been effective in January of this year.
01:25:41.000 Right now, you would have an inspection sticker with an RFID tag in it, and there would be private companies who would be authorized by the state to set up readers, wherever they wanted, to tag you for not having insurance.

01:38:34.000 They're passing laws that are contrary to the Constitution, and they're just counting on nobody paying attention, nobody objecting.
01:38:42.000 The bills that created the Trans-Texas Corridor and the Regional Mobility Authorities, for example, set up terms of six years for members.
01:38:50.000 Constitution limits it to two years.
01:38:52.000 That's not something that's difficult for someone to divine.

01:38:59.000 And unfortunately, the majority of the time, we just go along with it.

01:39:26.000 And you know they actually leave it up to the concessionaire, to the private operator, to decide where they're going to build these roads.

01:40:16.000 We're going to pay for it in ways that are countless, and we're going to pay for it with our land.
01:40:21.000 Think of a bonanza for all the people that are part of the King's Court who get to decide who gets to build shopping malls.
01:40:28.000 They're saying they'll decide where cities go, where towns go, and if you notice, the 8,000 miles they admit on these maps that you have on CorridorWatch.org and the government has even released.
01:40:38.000 Basically, they'll just build little sections of road over already existing state highways, and then it's a toll, like the old classic toll of going through the corrupt western town.
01:40:48.000 They go to Cross here, the corrupt sheriff, you got, you know, well, how much is the toll?

01:40:53.000 The daughter looks pretty good.

01:40:56.000 I mean, you know, those are the old classic real historical things that happen.
01:40:59.000 So it's not even a classic, well, the more modern classic toll road of where you build a road and then pay for it with the toll money.
01:41:05.000 No, it's just making a section of it toll just to pay to continue on through.
01:41:10.000 I mean, this is piracy.
01:41:11.000 It absolutely is.
01:41:12.000 And you know, at first we thought it was a little over the top when it was suggested to us that they may charge a toll just to cross the toll road.
01:41:19.000 Not to use it, but just to cross it.

01:41:22.000 It turns out under the law that's perfectly legal and it's very likely they'll do it because there's no economic incentive for the concessionaire to build any crossings at all.
01:41:30.000 Why would he do that?
01:41:31.000 He makes his money people who are going down the toll road or using a train or using a utility.
01:41:36.000 Well, you know, they can in fact charge a toll just to cross over the toll road and divide the state into all these pieces and there's a lot of money to be made if people are going to be controlled that way.
01:41:46.000 And you know, freedom of movement is a freedom we take for granted and that freedom is about to go away.
01:41:50.000 Well, they try to claim that travel is a quote, privilege now, driving privileges.
01:41:56.000 But I've looked at the Supreme Court rulings and that is another color of law thing that they just started 80 years ago and that we just accepted and it's actually not even true.
01:42:06.000 It is commercial vehicles are under it, but we've just all adopted it.
01:42:11.000 And so there's just, it's an incremental march.
01:42:15.000 Now, this isn't just something that our kids are going to fill with their grandkids.
01:42:18.000 Here in Austin, inside the Texas system that's going nationwide, they said that 14 major roads were going to be under this, and most of them already existing.
01:42:32.000 Upgrade a bridge, or add in more shoulder, quote, that gets around the law of it can't be an existing road, and they're going to turn Mopac, I-35, areas of 290, 183, William Cannon, literally where I live in southwest Austin, there will be four toll roads all around me.
01:42:50.000 I try to go a mile or more in any direction, I'm in like the worst area, I'm going to be like a prisoner, literally in this control grid.
01:42:57.000 You will be a prisoner.
01:42:58.000 You'll pay a toll.
01:42:59.000 You'll have a toll tag on your vehicle where you can't drive on the road.
01:43:02.000 You'll pay the toll or you'll lose your registration.
01:43:04.000 You'll lose your driver's license to drive on any road in the state or anywhere else.
01:43:08.000 And it is a multiple.
01:43:11.000 It just keeps getting worse.
01:43:13.000 You may not even be able to go on the road if you owe a toll that's past due.

01:44:29.000 Yeah, and they're talking about that for all vehicles.
01:44:32.000 And they're already setting aside millions of dollars for pilot projects to do GPS tracking of vehicles so they can charge you for every mile you travel.

01:44:41.000 They're also tracking you for any and every other purpose conceivable.
01:44:44.000 Let's talk about Mr. Stahl for State Senate.
01:44:47.000 Let's talk about the particulars of the amounts of money because they admit That it's going to cost an Austinite between $2,000 and $3,000 to drive in the city each year, average driving miles.
01:44:59.000 Then they admit that if you drive, say it's like a businessman, it can be $5,000 to $6,000.
01:45:02.000 You know, heavy drivers, because that's out in the state.
01:45:08.000 Their numbers, we're looking at $5,000 to $3,000, $3,000 to $5,000.
01:45:10.000 What are the numbers you're seeing?
01:45:13.000 Those are good numbers, and at the bottom end, You know, we're paying 38.4 cents a gallon in gasoline tax.
01:45:20.000 That's federal tax at 18.4 and 20 cents in state tax.
01:45:23.000 And Texas is one of the lowest on state tax.
01:45:26.000 The tolls at the race that they're proposing and the tolls that they have elsewhere in the state is the equivalent of almost four dollars a gallon in tax.
01:45:34.000 Now the gasoline tax isn't going to go away.
01:45:36.000 So you just stack all that on top and the cost of gasoline, the cost is going to be horrendous.
01:45:42.000 And that's going to go to profit margin.
01:45:44.000 I mean, that's not even just going back to the state where it's used to improve transportation, like the Harris County Toll Road Authority.
01:45:49.000 They have in excess of $50 million a year in Harris County, generated off of toll roads.
01:45:54.000 And they set the tolls at the lowest rate that will keep the traffic where it's supposed to be.
01:45:57.000 If that were a private concessionaire, it would be just the opposite.
01:46:00.000 Those tolls would be set as high as the market would bear, and all of that profit would not go back into public transportation.
01:46:07.000 It would go in someone's pocket.
01:46:08.000 Well, we know in England during peak times it is 65 pence, and that's pennies.
01:46:15.000 A mile in peak times, it's about 15 pence during non-peak times.
01:46:20.000 And London's already doing this off your license plate.
01:46:23.000 They actually scan how far you drive from point... I mean, that's how sophisticated this is.
01:46:27.000 They also have a pilot, GPS, we get discounts if you accept the GPS.
01:46:31.000 And so, 65 pence, that is, not roughly, that is a little over a dollar.
01:46:38.000 Because, you know, the pounds a little bit more than, you know, a little bit under double what a dollar is per pound.
01:46:46.000 So this is all just right out there in the open, and you brought up something that spurred me to think.
01:46:51.000 Remember about a year ago, it was in the Austin American Statesman, I'm sure it was in the Houston Chronicle, I don't know if you saw it, but TxDOT was saying, we don't have any money.
01:46:59.000 Gas tax revenues are projected to go down.
01:47:02.000 Well, I went and looked at federal projections.
01:47:04.000 We've gone from 15 million barrels a day to 22 million barrels a day in the last eight years.
01:47:09.000 So actual gas revenues, state and federal, are at the highest levels ever.
01:47:14.000 They're actually projected total revenue to only increase well above the 5% inflation each year.
01:47:22.000 But they're telling everybody that we're bankrupt, which they always do.
01:47:25.000 And you're a city manager, you know how this works.
01:47:27.000 Plus, don't do the essentials until later and tell people we've got to have these.
01:47:31.000 It's just a huge scam.
01:47:34.000 And then it got released by a TexDOT employee, and Mercer McCracken had it in the local newspaper, where TexDOT said, well, this is confidential.
01:47:42.000 We actually have plenty of money.
01:47:44.000 Well, I don't need their document to tell me they've got plenty of money.
01:47:47.000 You just went over the numbers.
01:47:48.000 We're using more fuel than ever.
01:47:50.000 We're paying more tax than ever.
01:47:52.000 I mean, it's a joke.

01:47:53.000 It absolutely is.
01:47:54.000 And in the state of Texas, the Department of Transportation, they get to estimate what their revenues are.
01:47:58.000 They say, well, we don't know what the revenues are going to be, and here's our estimate.
01:48:01.000 And they chronically underestimate it to the tune of about $800 million a year.
01:48:06.000 And when that money comes in, it's off the budget.
01:48:09.000 See, they spent all the money that was put in the budget.
01:48:11.000 Now they have another $800,000 that's not.
01:48:14.000 And so they get free reign with that money.
01:48:16.000 It's incredible how they misrepresent it.
01:48:18.000 And they do some word games, too.
01:48:20.000 If they were to tear up a four-lane road and replace it with a six-lane road, you would think that that six lane is a new construction.
01:48:26.000 But you know, the way they calculate it, the four lanes that they put back that were there, that is called maintenance.
01:48:32.000 And they call that a maintenance cost.
01:48:34.000 So when they're building new highways, they're saying their maintenance costs are this amount, which is inflated.
01:48:41.000 So they can say, we barely have enough money to maintain the roads we have.
01:48:44.000 That money is not maintaining roads necessarily.
01:48:46.000 That money is building brand-new roads.
01:48:48.000 So it's disingenuous.
01:48:50.000 They're really scamming us.
01:48:51.000 Well, you talked about criminal activity in government.
01:48:55.000 There are trillions missing from the Pentagon, and Rumsfeld gets asked about it, and he just goes, I don't know, I'm not going to answer your question.

02:34:31.000 She wanted to see the plan, the real plan.

02:38:59.000 And I went home and typed in, Texas Department of Public Safety, potential surcharge notice.
02:39:04.000 And then I got driver responsibility program, which I knew it was part of, but I hadn't read the details.

02:39:55.000 And then it just goes into how you don't pay it, they're going to come arrest you.

02:40:03.000 But again, the average person isn't going to read this, David.
02:40:05.000 That's right, and you know, it was only this last legislative session that that notice that's stapled to your ticket was created.
02:40:11.000 They had done this for a year, giving people tickets without even giving them notice that they were going to be in that box.
02:40:16.000 And it's not just speeding, there's a whole host of violations, and probably one of them that disturbs me the most is if you don't have your insurance card, you get stopped and you just didn't have the card with you, and you get a ticket, and you decide, well, I'll just pay the ticket.
02:40:28.000 I had insurance, I can prove I had insurance, but I'll just pay the ticket.
02:40:31.000 If you do that, Paying that ticket is pleading guilty, legally.
02:40:36.000 And having done that, you will then get a bill just like that.
02:40:39.000 You'll get a bill to keep your driver's license for the next several years.
02:40:42.000 And you have to pay that bill, or you're criminally, you've violated another criminal law.
02:40:48.000 And they'll come after you for that.
02:40:50.000 When in reality, you didn't do anything.
02:40:51.000 You know, the rules of the game have changed.
02:40:53.000 It used to be, and we're used to, you pay your debt to society.
02:40:58.000 You go to court, they fine you, you pay your fine, you're done.

02:41:03.000 Well, this is about getting you into the system, and then there's other facets.
02:41:05.000 Then I read, oh, it's for the hospitals.
02:41:07.000 I went back and, you know, I clicked News, so I clicked all the news articles.
02:41:11.000 This will go to help the victims and the hurt people in the hospitals.
02:41:14.000 Then I go find out, and it says, illegally, they're supposed to give $180 million to the hospitals.

02:41:23.000 And it says, oh, it's illegal, but we're just going to keep it.
02:41:26.000 I mean, what's worse, speeding or stealing hundreds of millions?

02:41:32.000 Well, if you weren't giving all the illegal aliens all this free health care, that's billions every year.

02:43:40.000 On the Trans-Texas Corridor, they'll say that the state got 1.3 billion dollars up front.

02:43:46.000 It's all teared in by when the contractor gets their money.
02:43:48.000 As a matter of fact, the contractors applied for 300 million dollars in federal loans.
02:43:52.000 So they can pay the state the first payment.

02:43:56.000 We need to tell our legislators, represent us, or we'll find someone who will, and you need to be serious about that.
02:44:02.000 And it's another big fat lie that again, the tech stat is just overflowing with money.

02:44:10.000 Not only that, but you know they inflated the numbers of what we need for transportation in the state.
02:44:15.000 They passed a law that says that each one of the metropolitan planning organizations was to provide them with a budget for transportation needs for their region and it was not to be fiscally constrained.

02:44:26.000 What that means is, tell us everything you could possibly want.
02:44:30.000 It would be like asking a 16 year old to give me a Christmas list And it's not fiscally restrained.

02:45:05.000 And, uh, as soon as their proposal was submitted, and their proposal won, by the way, and we still don't know why because the selection criteria is being kept secret.

02:45:15.000 But that particular individual, lobbyist, went to work in the governor's office as, uh, legislative director.
02:45:20.000 We also have people who are on the state boards that signed off on it, then getting jobs two days later with the company.
