00:01:40.000 I interviewed him Sunday on my KLBJ program here in Central Texas.
00:01:47.000 Former Texas Ranger, retired Texas Ranger Ray Martinez, who was in Austin, Police officer 40 years ago today when Charles Whitman went up on the tower And killed 14 people.
00:02:01.000 Of course, he killed his wife and mother.
00:02:03.000 So 16 total and wounded 33.
00:02:06.000 And Ray Martinez, an Austin police officer, was the main individual to get the first shots in and the final shots in to the crazed sniper.
00:02:16.000 So I thought, why not have him in studio?
00:02:18.000 So he's downtown in some ceremonies with the city right now.
00:02:22.000 He's scheduled to be joining us coming up later in the broadcast today.
00:02:25.000 We probably won't have him in studio long, probably 30, 45 minutes or so because there's so much other news swirling around, but it's always interesting to mix something different into the mix.
00:02:34.000 And on my show Sunday, he commended The people of Austin who got out their deer rifles with scopes and with open sights and kept Charles Whitman pinned down so that he couldn't continue killing.
00:02:48.000 In the first few minutes he killed most of the 14 people because he was able to get beads and the police were badly coordinated and didn't really know what to do.
00:02:56.000 And it was citizens, literally dozens and dozens of them, no one knows the exact numbers, but many, many cars, pickup trucks, people on the hoods of their cars shooting at Whitman.
00:03:08.000 So another example of the population defending themselves, and of course, another citizen, or as the police call us, civilian, went up into the tower with Officer Ray Martinez and helped pump a few of the shots into Mr. Whitman.
00:03:25.000 So that is coming up in the second hour.
00:03:29.000 But I do want to give everybody a chance to respond to either what's happening in Cuba right now, where you think this is going, tell you about some of the things the White House is saying and planning.
00:03:38.000 But the really big news is Israel plans deeper push into Lebanon.
00:03:43.000 This is out of the Associated Press from Jerusalem.
00:03:47.000 In a major expansion of its ground offensive, Israel has decided to send troops deeper into Lebanon to clear out Hezbollah fighters and secure the territory until a multinational force is deployed there, senior officials said Tuesday.
00:04:00.000 But there is no plan for a multi-quote national UN force.
00:04:04.000 Israel hopes to complete the new push to the major river nearly 20 miles from the Israeli border in the next two weeks cabinet minister said following a late Monday meeting so when they claimed last week they were going to back off for a while and not go any further
00:04:22.000 I predicted, it wasn't hard to predict, that they were just simply calling up more reserve troops because Olmert had said they only needed 15,000 ground troops and 10,000 support troops and the military had said they needed 30,000 more and now they called up that exact number and have been mobilizing them for the last week for the big push coming up in the next week.
00:04:41.000 The meeting came amid a 48-hour Suspension of most airstrikes by Israel, which was imposed after an airstrike over the weekend in the southern Lebanese town, killing 56 Lebanese.

00:08:12.000 Israeli generals, when the attacks started on southern Lebanon three weeks ago, told the Israeli leader, Olmert, the told the Israeli leader, Olmert, the That they needed 30,000 additional troops than he was giving them.
00:08:34.000 Then late last week they announced they were going to slow down their invasion and basically stop it.
00:08:38.000 They were just securing the first 10 miles of Lebanon.
00:08:42.000 And then at the same time they called up an additional 30,000 troops and began massing armored vehicles, tanks, and aircraft and calling in the National Reserves.
00:08:52.000 And it wasn't hard to predict that this was simply a lie they were telling the world.
00:08:56.000 They were backing off.
00:08:58.000 They were just gearing up for a much larger movement into Lebanon.
00:09:04.000 And official Israeli war plans written up in the last year openly discuss taking over the entire country and occupying Beirut as they've done in the past.
00:09:15.000 Of course, Bush told Iran, gave them an ultimatum just about a month and a half ago, that by late July they didn't go along with the program of shutting down their peaceful nuclear energy system, that they would be confronted, that they would be confronted, that they would face airstrikes, that they would face some type of limited invasion on their western flank up against Iraq.

00:09:44.000 All of this is about escalating it.
00:09:46.000 All of this is about creating more tensions in the Middle East.
00:09:50.000 This has now empowered Hamas and Hezbollah, which is exactly what the New World Order planners want, is continued strife.
00:09:57.000 If there's continued warfare and military attacks on both sides of the Middle East, that gives the establishment a pretext to move greater and greater forces into the region.
00:10:07.000 And now Israel has announced a major expansion of its ground Offensive and they're saying the next week to two weeks they may go all the way into central Lebanon and if they follow past patterns they could go all the way up to the border of Syria and strike Syria as they have done in the past as well.
00:10:28.000 At the very same time we have the leader the dictator of Syria Saying that they need to beef up their military readiness and prepare for military actions against Israel in defense of their country.
00:10:44.000 So everything is really beginning to spiral out of control.
00:10:49.000 And then obviously you know that Fidel Castro was announced yesterday evening as some intestinal crisis.
00:10:57.000 And he's been in worse and worse health over the last few years.
00:11:00.000 A couple years ago, walking off a stage, he fell down and broke several bones.
00:11:04.000 For the first time, he has transferred power to his brother.
00:11:09.000 This is out of the Miami Herald today.
00:11:11.000 After power shift, no word on Castro's condition.
00:11:14.000 After a night of unexpected news on the health of Cuban President Fidel Castro and spontaneous celebration among Cuban exiles in South Florida, Don brought quieter reactions as a question in both Miami's Little Havana and the actual Havana.
00:11:28.000 Would the announcement Monday night that Castro's 79 was temporarily stepping down from his presidential powers because of health concerns truly mean the end of his nearly 47-year reign?
00:11:40.000 I don't think it'll matter because his brother is, what, four years younger than him and in a lot better health, so that looks like many more years of him being in control, even if Castro is in worse shape than we're even being told.
00:11:52.000 Answers were slow in coming.
00:11:54.000 Radio Havana offered no new information or commentary in its 7 a.m.
00:12:00.000 broadcast, merely a rereading of Monday's announcement that the Cuban leader had undergone surgery to correct a sharp intestinal crisis with sustained bleeding.
00:12:13.000 And he's a pretty tough guy, but we don't know.
00:12:16.000 The Cuban government lies incessantly, as most governments do.
00:12:20.000 And so it could be a stroke, it could be a heart attack, we don't know.
00:12:24.000 Or they could be telling the truth, it could be some type of intestinal crisis.
00:12:28.000 In Miami, the news that Castro, who will turn 80 in two weeks, would turn over power, even temporarily, to his brother Raul Castro, 75, had sparked a party atmosphere and immediately speculation that the widely despised Cuban leader was gravely ill or dead.
00:12:48.000 By this morning, though, many in Little Havana had grown more wary in their observations.
00:12:52.000 Spanish-language radio station WQBA, which had been carrying continuous coverage of the power transfer since Monday night, reported things were calm in Havana, Cuba as well.
00:13:04.000 It's still not clear what is happening over there, said Daniel Torres, news director at the station, which he said has five human rights activists working as journalists across the island.
00:13:16.000 So we'll see what happens with that as it continues to develop and then at the same time we have the Bush administration I guess hinting at how they would try to capitalize on this if Castro dies or power is transferred to his brother.
00:13:36.000 The big thing is Raul is not as much a messianic leader in the island communist fortress state As his brother is, and so there's discussions and hopeful machinations going on that it could be easier to overthrow his brother or to have some type of peaceful political change in the island country.

00:14:03.000 I'd like to go see Cuba sometime.
00:14:05.000 It's pretty close.
00:14:06.000 It's just a, what, four hour flight from Texas, about an hour flight or less.
00:14:11.000 from areas of Florida, and clearly he's tortured and killed hundreds of thousands of people, and is an absolute murdering piece of filth, but again, most governments are throughout history.

00:14:28.000 The Bush administration, which has made no secret of its desire to see the end of Fidel Castro's regime in Cuba, said it had a plan in place to help transition the island nation to democracy after Castro.
00:14:39.000 I speculate that let's say the government fell, or there was some new election, or an upheaval there, that you would see our government move in there, put the elements of the communist government back into place, and basically set up a fascist system, and go back to building casinos there.
00:14:53.000 I mean, before the fall of the Cuban government, back in the late 1950s, 1960, before all of that happened, The place was completely corrupt, secret police, secret arrests, the same stuff you saw under Fidel Castro.

00:15:18.000 Quote, we can't speculate on Castro's health, but we continue to work for the day of Cuba's freedoms, said White House spokesman Peter Watkins.

00:17:32.000 It's the end of our Bill of Rights and now Bush is trying to recodify it in an official piece of legislation.
00:17:39.000 The 30-plus page draft bill has been out now since last Friday and has been in several national publications.

00:18:45.000 Yeah, and also it mixes the subject of establishing military, I'm against establishing the military tribunals, but it mixes that subject, which I would be against and I think is illegal, but it mixes that with all these criminal, well, these illegal procedures that wipe out the power of the courts to decide how they handle trials.

00:43:32.000 It is admitted that the Israeli government sent them over and that they even had them on infrared scopes, the Israeli commanders, and when the Israeli troops wanted to kill the Hezbollah that was coming to grab them, they said no and let them capture.

01:00:38.000 It's a story of also the citizens taking action and supporting the police and taking this individual down.

01:01:07.000 Well, all I can say is that I'm from a little town of Rotan, Texas, in West Texas, and I came to Austin in 1956 to attend the University of Texas.
01:01:17.000 Of course, my career as a student took a downturn, joined the Army, and I returned back to Austin.
01:01:24.000 And then from there, of course, I went job hunting, and I ended up in the Austin Police Department.
01:01:30.000 And, of course, so to speak, the rest is history.
01:01:37.000 What is it like to be back in Austin 40 years after, getting pretty close to the time all this happened?
01:01:45.000 Well, I just love Austin because it's always been a part of me and I'm always happy to come back to Austin because I still have family here.
01:01:54.000 And of course today is the 40th and right now with this time 40 years ago I was at home preparing something to eat when I saw the news bulletin come out about the incident that was occurring at the University of Texas.
01:02:09.000 What time did the shooting start?
01:02:11.000 Right around this time.
01:02:12.000 Well, it was going on right now because I understand it started about four minutes, four or five minutes before twelve.
01:02:19.000 And I didn't get to hear it until a little after twelve.
01:02:23.000 So we are literally at the very fortieth anniversary, right at the minute this stuff was kicking off, right now.
01:02:30.000 That is correct.
01:02:30.000 Right now I was at home.
01:02:32.000 I saw you looking at your watch and I was looking at my notes and I was going, wow, it started right now and here you are in studio forty years later talking about it.

01:02:42.000 So you're at home, you're fixing something to eat.
01:02:45.000 Go ahead and start the story and then we're going to break in just a moment.
01:02:49.000 I'm a creature of habit, and of course I listen to the news every time at high noon, because I was on the 3 to 11 shift.
01:02:57.000 I was not supposed to go to work until 3 that afternoon.
01:03:00.000 So I was preparing my uniform, because I always like to polish my boots, my brass, my everything.
01:03:06.000 I wanted to look very professional.
01:03:08.000 And I turned the television on to listen to the news, and I saw a note being handed to Joe Roddy, who was the anchor at the time.
01:03:15.000 And he advised the public that there was a person, I don't remember if he said a sniper, but he said somebody, a man or a person on the top of the University of Texas tower shooting at people and there had been a number of people already injured and possibly some dead.
01:03:34.000 After that, of course, I watched a little longer, and he was handing another note, and of course, from what I heard, the situation was getting worse.
01:03:43.000 There were some dead people already.

01:07:19.000 The famous tower shooting was taking place and Ray Martinez was just now seeing the second bulletin on the news about someone on the tower shooting and of course many Austinites have heard the famous Neal Spells report coming in about there's a sniper on the tower.
01:07:35.000 So you weren't scheduled to go into work for about two and a half hours at this point.
01:07:39.000 You get the second bulletin, Ray.
01:07:41.000 You're there, I guess, getting your uniform on right at that time.
01:07:44.000 What did you do next?
01:07:45.000 Well, I didn't get my uniform on, but I felt that they might need some assistance, so I got on the telephone and called the police station.
01:07:55.000 The PBX operator hooked me up to Lt.
01:07:58.000 Thomas.
01:08:00.000 I asked Lt.
01:08:00.000 Thomas if he needed some assistance, and he said, yes, we need assistance.
01:08:05.000 I said, where do you want me to report, police station or the university area?
01:08:10.000 Go to the University area, find an intersection, and work traffic and divert it away from the campus.
01:08:15.000 Where did you live at the time?
01:08:17.000 I lived in South Austin on Margaret Street, which is close to Barton Springs.
01:08:22.000 All right, so right over kind of in this area then.
01:08:24.000 That's correct.
01:08:25.000 So you, I would guess, got over there pretty quick then, were you burning rubber?
01:08:28.000 No, no, no, no.
01:08:30.000 I had a little 54 Chevrolet I got dressed and I took off.
01:08:33.000 Of course, I obeyed the traffic laws because I wasn't Speeding, per se.
01:08:40.000 I mean, red lights and what have you.
01:08:43.000 If you're in a personal car, you're not going to be able to hurry.
01:08:47.000 Sure.
01:08:48.000 You've got to go along with the traffic.
01:08:50.000 And I was listening to Neil Spells on the radio, but back in those days, the radios were tube type.
01:08:58.000 And I had a default, a faulty tube, and so the voice would drift in and out.
01:09:06.000 And so I wasn't getting a whole blow-by-blow account of what was happening.
01:09:10.000 I was disturbed that when I got to Lamar and Martin Springs, I saw a detective lieutenant and a detective sergeant going south on Lamar.
01:09:23.000 Why were they going the wrong direction?
01:09:25.000 That I don't know.
01:09:27.000 And then when I got to Riverside and Lamar, I came up to a red light and there was a forgery investigator, a sergeant, And at the traffic light, I rolled down my window and I asked him what was going on.
01:09:42.000 He said, well, I think we've got a person up on top of the tower shooting people and I think one of the victims is Bobby Sides.
01:09:49.000 That was a policeman.
01:09:51.000 And I was pretty well disturbed because Bobby Sides was a friend of mine and he had gotten shot back in 1964 by a burglar, but survived.
01:10:00.000 So I did peel out Yes, I did.
01:10:04.000 location when the light turned green.
01:10:06.000 You were getting mad because you saw cops going the wrong direction, standing around.
01:10:10.000 This sergeant was very nonchalant about it, you know, and so that kind of disturbed me, so I did kind of peel out as much as I could with the 54 Chevrolet.
01:10:19.000 I went on to 19th in La Mar, took a right, went up the hill, and when I could see towards the campus or to the university area, I could see that all the intersections were already been manned by officers. I could see that all the intersections were already been Most of them were from the motorcycle bunch, and so I said, well, I don't have any use.
01:10:44.000 There's no intersection for me, so I parked my car behind St. Austin's Church, and once I got out of the car and started going through the church property towards the campus, I could hear all of the shooting, and I could hear sirens, and I knew it was very bad because sirens were the The ambulance is Back in those days, the Austin Police Department did not have sirens in their cars, and so only the ambulances had sirens.
01:11:11.000 In fact, my good friend Mike Hanson, his dad was one of the ambulance drivers.
01:11:18.000 Do you remember that?
01:11:19.000 One of the ambulance drivers, he also got some awards because he was out dragging people into the ambulances and getting shot at.
01:11:24.000 I guess it must have been Otto Hanson?
01:11:25.000 Yes.
01:11:26.000 Otto.
01:11:26.000 Yeah, I knew Otto.
01:11:28.000 And like I said, they all had... Back in those days, we did not have EMS, per se.
01:11:33.000 The funeral homes were the ones that operated the ambulances, and of course, they did not have medical technicians.
01:11:39.000 All you did was drive to the scene, pick up the person, throw him inside, and race it to the hospital.
01:11:45.000 But like I said, it was the sirens were all ambulances and so I knew it was very seriously because of the volume of sirens and the shooting.
01:11:54.000 It was all high-powered rifles that I was hearing.
01:11:57.000 So we've got the ambulance folks doing their job and then you see kind of, I'm not trying to bash here, but you brought it up, police kind of standing around nonchalant.
01:12:06.000 How often were the reports?
01:12:08.000 Were they regular or did they go in spurts?
01:12:11.000 Well, it was sporadic at times, and sometimes they would kick up, just like if somebody fired and somebody else would take a clue and open fire.
01:12:23.000 The police, of course, like I said, they were working the intersection, which was about two blocks away from the campus because it was 19th.
01:12:33.000 People that were firing, I could not recognize because I would see people from behind trees, from inside buildings, from behind cars with rifles aiming up at the tower.
01:12:43.000 And you later learned that was mainly citizens?
01:12:45.000 Well, they were all citizens.
01:12:46.000 I didn't recognize a single police officer because I knew them all.
01:12:49.000 What an interesting event!
01:12:50.000 So the police are all doing traffic or going the other direction, but the citizens are all out blasting.
01:12:55.000 Now you talked Sunday on my Sunday radio program on Kelby J about how important that was because keeping him pinned down, that then kept him from killing a lot more people, didn't it?
01:13:04.000 That is correct.
01:13:06.000 But let me say this, in the defense of the police department, that the timing was very good as far as Charles Whitman's planning, I guess, if he planned it, because at 12 noon, most of your detectives were going to go out for lunch, or would be out for lunch.
01:13:21.000 Sure, he was running a military operation.
01:13:22.000 He probably chose to do that.
01:13:24.000 And then, once they checked out, remember they did not have radios like they have, or pagers, or any type of communications.
01:13:32.000 They were completely isolated from the police department.
01:13:35.000 So it was difficult for the police department to call Those officers, wherever they were... I'm not bashing the police, I'm saying this is a great illustration of how important armed citizens are.
01:13:47.000 Yes, but I understand that a lot of those officers, when they got wind of it, they went home and got their own rifles and came back too, you know, and started shooting.
01:13:56.000 A lot of the detectives did.
01:13:58.000 But the citizens were the main bulk of the people that were shooting at them.
01:14:02.000 So you saw folks all over shooting at you?
01:14:03.000 Yes, I did.
01:14:04.000 I saw quite a number of them.
01:14:06.000 And like I said, I have it in my book that I am Still mad because a lot of those people never got any credit because they saved a lot of lives by kicking the sniper pin down.
01:14:19.000 Now, your book is in stores because I have actually seen it in stores and didn't know what it was about.

01:15:57.000 So that's when I made up my mind that I was going to get into the tower.
01:16:00.000 How many yards was that, Sean? 400?
01:16:03.000 I really don't know how far, but it was a good distance.
01:16:09.000 So you made up your mind to go into the tower then?
01:16:12.000 That is correct.
01:16:13.000 I felt that there would be an assault squad inside of the tower, so what I did, I ran fast, zigzagging, And ran by the dead, the wounded, you know, getting to the building.
01:16:27.000 Was he shooting at you at that time?
01:16:28.000 I do not know if he ever shot at me or if he even saw me.
01:16:32.000 But you heard a rifle going off?
01:16:33.000 I heard rifles going on.
01:16:34.000 I heard a lot of shooting, but I don't know if he shot at me or not, or if he even saw me.
01:16:41.000 I made it to the west side of the building and went inside, because I had been at the UT Tower ten years previously, in 1956, when I first came to Austin as a student.
01:16:51.000 My cousin and a friend took me up there, so I knew where the elevator was.
01:16:55.000 But once I got inside, I ran across Jerry Day, who was a policeman, and I asked him what was going on, so he didn't have any more information except that that guy was up there shooting.
01:17:06.000 I tried to use a telephone to call the police station, but when I dialed the first number, and it was a rotary dial back in those days, the lines were jammed.
01:17:18.000 Everybody was calling everybody.
01:17:19.000 That's right.
01:17:19.000 And I wanted them to see if they could bring some bank trucks, armored trucks to get the wounded.
01:17:25.000 Failing to do that, I saw a campus police officer.
01:17:29.000 I took his handheld radio.
01:17:31.000 They had handheld radios.
01:17:33.000 And I used a couple of channels trying to contact the station, but I could not reach the station because those channels were not compatible.
01:17:41.000 Yes.
01:17:41.000 So I decided, well, I'm going to go into the tower and see what's happening up there.
01:17:47.000 So I walked down that hallway.
01:17:49.000 And before I got on the elevator, there was a young man there with a clipboard.
01:17:56.000 And he asked me what my name was and so I told him and he wrote it down.
01:18:00.000 And I don't know what his function was.
01:18:01.000 Talk about bureaucracy.
01:18:03.000 I mean, they're just still operating like it's a... No, but this was a young man.
01:18:06.000 I don't know who he was or who... He might have been the devil himself.
01:18:10.000 Because I haven't seen him to this day, you know.
01:18:13.000 But, you know, he was doing something.
01:18:14.000 At least somebody was doing something.
01:18:16.000 So I got on the elevator and I pushed the button to the 27th floor and I saw... I was going up.
01:18:22.000 I could see the little lights flickering as the floors passed by.
01:18:25.000 I could still hear the rifle report, so I decided I better say a prayer, and I said an act of contrition.

01:23:13.000 He had again shot and killed 14, injured 33 and of course had killed his mother and wife hours before.
01:23:21.000 I want to try to talk a little bit about him later.
01:23:25.000 Obviously, Ranger Ray only met him for about five seconds before he killed him, so I didn't get a chance to know him.
01:23:32.000 Maybe he can give us some inside knowledge on people that he did talk to who did know him.

01:23:41.000 I was reading through a synopsis of the book, fighting corruption in South Texas, vote rigging, fighting the kingpins down there.
01:23:47.000 I mean, you're a man after my own heart, sir.

01:23:52.000 So you've gone into the tower and you say a prayer.

01:23:58.000 Well, I had completed my prayer when the elevator got to the 27th floor when the door opened.
01:24:04.000 Of course, I had my gun out because I didn't know what to expect.
01:24:07.000 And I was hoping to see a lot of officers in there.
01:24:10.000 But when the door opened, I was looking at a rifle and a pistol.
01:24:13.000 And the pistol belonged to Jerry Day, a police officer.
01:24:16.000 And the rifle was a person in civilian clothes.
01:24:20.000 And I figured that he was from another police agency.
01:24:24.000 So he was kind of like a king's axe, you know, and I came out of the... You guys were pointed at each other.
01:24:29.000 Yeah, I came out of the elevator and there was a little table and at the little table was a telephone.
01:24:35.000 And there was Doug Cowan who was with DPS Intelligence.
01:24:39.000 He was in civilian clothing.
01:24:42.000 And he appeared to be trying to establish communication because he kept dialing the rotary phone.
01:24:48.000 I immediately found out that this was it.
01:24:51.000 There was no assault force I mean, I was shocked because I had come all the way from my house, and here I was inside of the tower.
01:25:00.000 So, my military training took over, and of course, you secure the ground that you're on, and then from there you proceed.
01:25:07.000 So I said, okay, let's check the offices here so that we can make sure that the sniper is not here.
01:25:14.000 Of course, I could hear shooting upstairs, and I could still hear it from the outside.
01:25:19.000 And we started checking the offices, and I found one that was locked.
01:25:23.000 And I couldn't open it, and I tried to force it, and somebody said from the inside, says, who is it?
01:25:28.000 And I said, it's the police.
01:25:29.000 He said, just a minute.
01:25:31.000 So I waited, and I could hear the furniture being unstacked from the door, because they had barricaded themselves in there.
01:25:38.000 Once the door, the furniture was removed, the door opened, and a stream of people came out.
01:25:44.000 I remember two nuns, because they still wore their habits, their black and white habits, and you should have seen the terror in the face of those people as they came out.
01:25:54.000 We put them on the elevator, send them down, but there was one man that came out who was later identified as Mr. Kabor.
01:26:00.000 He had a pair of white women's shoes in his hand and he said, "My whole family has been killed." He says, "Give me the gun, I'll kill that SOB." He tried to get my gun.
01:26:13.000 I wrestled with him, restrained him, and he tried to get Jerry Day's gun.
01:26:19.000 You might have even let him help if he hadn't been hysterical grabbing your gun, Jim.
01:26:23.000 That's right.
01:26:24.000 But anyway, Jerry Day and I maneuvered him to the elevator and Jerry restrained him while I pushed a button and we sent him down because we couldn't have that distraction.
01:26:34.000 So that left the civilian who I'm going to identify as Allen Crum at this time.
01:26:40.000 And of course I did not know who he was at the time.
01:26:43.000 And I ended up counting on the phone.
01:26:45.000 So I started going up the steps and opened the door and I started going up the metal stairs and I could see bloody footprints.
01:26:54.000 So Allen Crum came to me and he says, where are you going?
01:26:57.000 I said, I'm going to go up there and look for the person.
01:27:00.000 And so he said, you're not going by yourself.
01:27:02.000 He says, I'll go with you.
01:27:03.000 We'll do it service style.
01:27:04.000 I said, come on.
01:27:06.000 So we started up.
01:27:07.000 I led the way going up the steps and of course it was very scary because for many going up we were very well exposed inside of there.
01:27:16.000 He could have popped around from any corner and shot us.
01:27:19.000 Both of us.
01:27:20.000 But at least I felt that by being two of us, one could get a shot off at him.
01:27:25.000 So anyway, went up the first flight of stairs and then took a right and then the next flight of stairs and I could see the first landing.
01:27:35.000 And I was looking at the face of a young boy who was the little Gabor boy that had been killed.
01:27:40.000 Oh my gosh.
01:27:40.000 His tongue was protruding out of his mouth and his eyes were riveted on me.
01:27:45.000 Of course, he was dead.
01:27:48.000 I walked towards him and it took an eternity.
01:27:51.000 It felt like an eternity to get to him.
01:27:54.000 When I got to him, of course, I peeked around the corner and there was a dead woman who was his aunt.
01:27:59.000 Another woman who was his mother.
01:28:01.000 She was wounded and she was face down choking in her own blood.
01:28:05.000 And at the end was another young man, the deceased boy's brother, who was an Air Force Academy cadet.
01:28:12.000 Oh my gosh.
01:28:13.000 He was wounded, but he was conscious and he pointed upward and said, he's out there.

01:32:35.000 So the young boy is wounded, but he points and he says he's up there, he's out there, and you continue to move forward?
01:32:42.000 Well, we had to move him out of the way because of the possibility that a sniper could shoot down the stairway and he could get hit as we were going up.
01:32:50.000 So we moved him out.
01:32:51.000 We turned his mother over to keep her from drowning in her own blood.
01:32:54.000 And that's where I got the blood on my shirt because when I handled him and her.
01:32:59.000 In fact, that shirt is just right over there.
01:33:01.000 Yes, it is.
01:33:01.000 Later we'll pull that out.
01:33:04.000 Anyway, after we had moved him out of the way, I proceeded up at the last flight of stairs, which was blocked by a desk.
01:33:12.000 And before we got to the desk, my companion, Ellen Crum, looked at me and he said, are we playing for keeps?
01:33:19.000 And I looked at him and I'm thinking, well, we had been through the dead and the wounded and the shooting was still going on.
01:33:24.000 And I said, you're damn right we are.
01:33:26.000 He says, well, I guess you better deputize me.
01:33:28.000 So I told him, consider yourself deputized.
01:33:31.000 And that was the formality of it right there.
01:33:33.000 So, once he was deputized, he felt real good.
01:33:37.000 He looked like, the expression on his face looked real good.
01:33:40.000 So we proceeded on up and we pushed that desk around to use it as a barrier as we secured the top floor.
01:33:47.000 We found the receptionist behind the couch.
01:33:50.000 She was dying.
01:33:52.000 We couldn't do anything for her.
01:33:54.000 The next thing I had to do was, there was only one way to get out onto the observation deck and that is on the south, almost on the southeast corner, there's a glass door.
01:34:04.000 And Whitman had propped his dolly that he used to transport all of his equipment up there against the door to keep it from being opened.
01:34:14.000 I pushed and I pushed and I pushed until I finally pushed the door open and the dolly went over backwards clanging as it went.
01:34:22.000 Now all of this time you could really hear a lot of the shooting because he was really amplified up there on the very top.
01:34:30.000 And I guess he didn't hear it because of all of the shooting.
01:34:32.000 And again, that goes back to the citizens and police.
01:34:34.000 That's right.
01:34:35.000 Down there with the deer rifles, shooting up there.
01:34:37.000 And you described for me, Sunday on the radio, that there was limestone, the towers built out of, just exploding fragments all around you.
01:34:45.000 Yes, there were quite fragments of the limestone and dust coming down.
01:34:50.000 And of course, I got out onto the observation deck and I looked to the west.
01:34:57.000 And I couldn't see anything so I then went to the next corner and I looked down on the east side all the way down to the northeast corner and I couldn't see anything so I got Alan Crum out and I faced him in the direction of the west southwest corner and I told him I said I'm going to go around and look for him.
01:35:20.000 If he comes around that corner shoot him.
01:35:23.000 Okay, so he said okay.
01:35:24.000 So I took off on the east side going towards the northeast corner.
01:35:29.000 Before I got to the northeast corner, I turned around and Houston McCoy, another police officer, came out and he had a shotgun.
01:35:40.000 And that shotgun looked like a beautiful thing.
01:35:43.000 And so anyway, I proceeded on to the corner and McCoy was advancing towards me, behind me.
01:35:50.000 When I got to the corner I looked around but I couldn't see all the way to the other corner because there's protrusions or extensions where the clocks are built.
01:35:59.000 Yes.
01:36:00.000 So I had to really move out and then of course you have all those big old lights back in those days that would light up the tower.
01:36:08.000 So they were kind of an obstruction too.
01:36:10.000 So I had to really move out and when I finally got out as far as I could I could see the sniper.
01:36:15.000 He was sitting in the northwest corner, aiming his rifle at the southeast corner, and he looked like he was drawing a bead on somebody.
01:36:25.000 And I immediately thought that Mr. Crumb had left his position and he was about to be shot.
01:36:30.000 So I fired a fast round at him, hitting him somewhere on the left, and he sprung up to his feet like a cat and turned towards me, and he was trying to bring that M1 carbine down, but I kept advancing.
01:36:43.000 It was kind of like a duck walk because I had to stay down so that I wouldn't get hit from below.
01:36:48.000 And I advanced at him, firing my gun.
01:36:52.000 McCoy was behind me.
01:36:53.000 I hollered at McCoy to shoot the shotgun, which he did.
01:36:56.000 At that time, my gun was empty, so I reached up and I took the shotgun from McCoy and fired one more blast.
01:37:03.000 At him, and then there he was, dead.
01:37:05.000 So you unloaded into him.
01:37:06.000 How many of your six shots from your revolver hit him?
01:37:09.000 I do not know.
01:37:09.000 I have never seen a copy of the autopsy.
01:37:12.000 I don't know.
01:37:13.000 I've seen reports on the encyclopedia online.
01:37:16.000 Supposedly, he was just blown to bits.
01:37:18.000 Well, he had a few bullet holes, all right.
01:37:21.000 I mean, he had a few holes in him.
01:37:23.000 But anyway, he was dead, and I started waving the shotgun, hollering at them below to stop shooting, but they couldn't hear.
01:37:31.000 So I threw the shotgun down.
01:37:32.000 It's a huge tower.
01:37:33.000 Yeah.
01:37:34.000 And I picked up my gun, put it in my holster.
01:37:36.000 At that time, Houston was kneeling or kind of squatting in front of the body and he was going through the pockets.
01:37:43.000 I guess he was trying to find identification.
01:37:46.000 And I told Houston, I'm getting the hell out of here.
01:37:48.000 And that's when Alan Crum found the towel and he started waving the towel to get the people to stop shooting.
01:37:57.000 Later, I heard that people were complaining and saying, why did they have to kill him if he gave up?
01:38:04.000 They didn't realize that he was Helen Crumb that was waving the towel.
01:38:08.000 But anyway, I got the hell out of there and when I went down, they had already removed the dead and the wounded.
01:38:14.000 I got to the bottom floor.
01:38:17.000 I was met by Lieutenant Merrill Wells and Lieutenant Morgan, Leonard Morgan.
01:38:23.000 And they both each grabbed me by the arm because they thought I was wounded because of the blood on my shirt.
01:38:27.000 And they was trying to put me in an ambulance, and I told them no.
01:38:30.000 I said, there's other people that need the ambulance.
01:38:32.000 I said, I'm all right.
01:38:34.000 And at that time, Lieutenant Wells said, you need to go to the police station and write a report.
01:38:41.000 So there was a detective sergeant there from forgery, Johnny Pope.
01:38:49.000 Uh, Johnny said, I'll take you.
01:38:51.000 And he started pushing the, uh, opening the, the, the crowd because it was a big crowd.
01:38:56.000 And I followed John and, uh, my legs, uh, couldn't support me because the adrenaline stopped pumping.
01:39:02.000 And so anyway, uh, he helped me and he took me into the car and we went to the police station.
01:39:08.000 The police station, I was met by the chief and, uh, Hub Bechtel, who was the city council person.
01:39:13.000 And he wanted to know, they wanted to know what happened.
01:39:15.000 So I kind of told them what had transpired as best as I could.
01:39:19.000 I was having the dry heaves and I didn't realize it, but reading on Texas Monthly a couple of days ago that a person that witnessed me come out of the tower said that I was covered with perspiration, which was an extremely hot day.
01:39:35.000 So I feel that I was probably dehydrated to the extreme that I was possibly going to pass out, you know, because of a heat stroke probably.
01:39:44.000 Well, there's also just the incredible stress of that entire build-up and that archetypal image of marching up the stairs of the tower, going up to face this evil creature and the stress of it, and then also the relief, of course, of being successful in doing that.
01:40:02.000 In hindsight, what's it like for you to be here being honored in the city of Austin today downtown?
01:40:06.000 What's it like for you to be here 40 years later?
01:40:10.000 In fact, I mean right now I guess you would be going back 40 years ago.
01:40:14.000 You were in your car on your way down there or do you think you'd already gotten down to that vicinity by now?
01:40:20.000 What time did you get there?
01:40:21.000 Well, right now I'd probably be getting close to the tower.
01:40:23.000 I mean I've been, I'd be somewhere right there, not exactly pinpointed, but I'd be somewhere in the general vicinity of the South Mall.
01:40:32.000 What time did you, how long did it take you from the time you got to the South Mall to the time you, what time did you kill him?
01:40:38.000 Well, it was over about 1.30, and so I can't say specifically where I was at what time, but I'm pretty sure I was working my way up to the tower at the time.
01:40:52.000 Because you've got to remember that when Alan Crumb and I went up those last two flight of stairs, it was slow because we had to use a lot of caution.
01:41:02.000 We just didn't rush in there.
01:41:03.000 We had to use caution, move very cautiously.
01:41:08.000 What do we know about Charles Whitman?
01:41:10.000 A lot has been written, a lot has been said, from talking to other officers, from talking to the police here locally, from talking to the FBI who came in.
01:41:17.000 What was going on with this individual?
01:41:19.000 What was the motivation?
01:41:20.000 Some say it was a brain tumor.
01:41:21.000 You seem to believe that might not be it.
01:41:25.000 Ranger Ray, tell us what you think really went on there.
01:41:28.000 Well, I assume it was possibly Uh, mental for one thing.
01:41:35.000 He had, allegedly, he had some swing moods and he complained of severe headaches.
01:41:42.000 He had family problems with his father.
01:41:47.000 He believed that he was on amphetamines.
01:41:52.000 And also too, there's a debate about the tumor.
01:41:55.000 You know, the size of the tumor.
01:41:56.000 I've talked to a doctor that was, Dr. Pepe, who was the emergency room doctor.
01:42:01.000 At the time, he said what he saw, he thought he was the size of a peanut.
01:42:06.000 You know, the pathologist said he was the size of a pecan.
01:42:11.000 And of course there was some debate as to how it affected the brain.
01:42:16.000 Dr. Papay told me that he didn't think much of the autopsy because there was a lot of questions about Dr. Shannard.
01:42:26.000 He supposedly came from Hungary and they could not question his documents because at the time Hungary was behind the Iron Curtain.
01:42:34.000 So they had a lot of doubts about him.
01:42:36.000 So there's a little debate now, not from me because I'm not a medical professional, but from some of the medical officers.
01:42:45.000 Things like this really hadn't happened in the United States, or anywhere else for that matter.
01:42:49.000 Mad gunmen, which later became a more common unfortunate phenomenon, but what was this like in 1966 in a little sleepy college town like Austin, Texas?
01:43:01.000 What was the effect on the public?
01:43:03.000 Well, the effect of the poplar was shocked, and also the police department.
01:43:08.000 Because, you know, the innocence, the day of innocence was gone.
01:43:13.000 Because, nowadays, people will question, well, why didn't they stop him when he came over there with that dolly full of equipment, you know, his guns and all of that?
01:43:23.000 Well, back in those days, of course, he had the guns wrapped up in blankets.
01:43:27.000 Well, I'm glad that they did.
01:43:28.000 he would have been challenged, but back in those days, we were a very trusting nation, and we wouldn't question him, so that's why he took advantage of the innocence of the people and went on up there to the tower.
01:43:41.000 They've reopened the tower now.
01:43:43.000 They've put some precautions in.
01:43:45.000 What did you think about that decision?
01:43:47.000 Well, I'm glad that they did.
01:43:49.000 I'm glad that they reopened it because I felt as long as the tower was closed, that Charles Whitman had won.
01:43:57.000 And I'm glad to see that it's open and they are conducting tours.
01:44:01.000 Of course, it's limited, but still it's open.
01:44:03.000 And I'm glad that people, the citizens of the state of Texas can get up there and see the views from their beautiful tower.
01:44:10.000 You can see the mountains off to the west and the hills and you can see the plains off and the whole skyline from there.
01:44:18.000 Shifting gears, I want to get back a little bit into this, but you're here in Austin today.
01:44:21.000 What are you here in Austin for today?
01:44:23.000 Well, primarily just for this.
01:44:26.000 I have a speaking engagement this evening in Lago Vista.
01:44:31.000 I'm not here to reminisce about it.
01:44:34.000 I'm not going to go to the Tower.
01:44:35.000 I'm not going to go anywhere else other than be here.
01:44:38.000 Have you been back to the Tower since then, 40 years ago?
01:44:40.000 Oh yes, I've been for just about every Anniversary, the 5th anniversary, the 0th anniversary, 10th, 15th, 20th anniversary, you know, there's the news media that's interested in it and I get called, I go up there with them and we do a piece and it's because it is history and there's a lot of people, especially a person that was born 40 years ago, are not aware of it.
01:45:10.000 Now they're 40 years old and they said, hey, I wasn't even born.
01:45:13.000 So it is a historical incident that happened and so people like to know about it.
01:45:18.000 Well, I think about it quite often when I look at it, especially when it's all lit up, burnt orange at night.
01:45:22.000 It kind of looks evil.
01:45:25.000 But I'm not saying it's evil itself, I just think about that.
01:45:29.000 Tell us now, spend a few minutes about after that happened, what you did, how you got into the Texas Rangers, some of the things you did in South Texas rooting out corruption.
01:45:37.000 Well, after this incident happened, of course I stayed two more years in the Austin Police Department.
01:45:45.000 I was promoted to sergeant in November and I had already, I was already on the list to be promoted.
01:45:51.000 I was on the eligibility list.
01:45:52.000 So an opening came up in November and I was promoted to sergeant investigator.
01:45:58.000 I stayed for another two years and I started looking for better, greater pastures because I had a family to feed and at that time the Austin Police Department pay was kind of very low.
01:46:10.000 The retirement system was terrible.
01:46:12.000 But nowadays they have one of the best pays in the state and a good retirement system.
01:46:18.000 But anyway, I left and I went into private business, a partnership with a cafe there on the picnic on Guadalupe Street.
01:46:28.000 And I hadn't been in that business for about two weeks and I started missing law enforcement.
01:46:32.000 So, before the year was up, I had applied and I went with the Department of Public Safety as a narcotic agent stationed in Houston.
01:46:41.000 That was the beginning of the Department of Public Safety was just hiring people because the drug problem was beginning to escalate.
01:46:50.000 As a matter of fact, in 1966, when this incident happened, the Austin Police Department, as I have the annual report for Austin in 1966 here, There was only one pound and a half Of marijuana confiscated in the whole city of Austin.
01:47:09.000 Wow.
01:47:10.000 And so you can see that by 1969 the problem had escalated.
01:47:13.000 Exponential.
01:47:14.000 Very much so.
01:47:15.000 And that's why I got into the ground floor of the State Narcotic Division.
01:47:19.000 How did you get into the Texas Rangers, one of the most elite policing groups in the country?
01:47:24.000 Well, after being on the state narcotics for a couple of years, I got a personal invitation, a letter from Captain Clint Peoples, who was the senior ranger captain, inviting me to compete for the ranger exam.
01:47:39.000 And to me and to everybody else, whenever the senior ranger captain sends you a letter of invitation, that means that you're going to make it.
01:47:49.000 However, what happened was I was stationed in Houston at the time.
01:47:53.000 And I went to have coffee with Captain Eddie Oliver, who was the ranger captain commanding company there in Houston.
01:48:02.000 And we were shooting the breeze.
01:48:04.000 And he said, well, he said the DPS commission wants to have another Hispanic ranger.
01:48:09.000 And that turned me off because I wasn't going to be a token.
01:48:13.000 I wanted to make it on my own.
01:48:15.000 So I wrote a nice letter to Captain Peoples declining to take the test.
01:48:22.000 The following year The advertisements about ranger testing came through normal channels, and that's when I applied.
01:48:30.000 I took the test, I made the interview board, I ended up on the eligibility list, but not high enough to make it.
01:48:37.000 The following year, again, I competed, and this time I made it.
01:48:40.000 So I felt like I earned my badge, and my badge was not given to me.
01:48:44.000 And so that shooting and criminology, it's a pretty hard test, isn't it?
01:48:50.000 Well, yes, it is.
01:48:52.000 Well, that's another incredible thing.
01:48:54.000 I mean, obviously, you'd make a great ranger, what you did at the tower, your military skills, all of it, you've done a good job in the DPS, so they wanted you, but because there was some politicking above that, You wanted to make it totally on your own merit, and you did.
01:49:10.000 That's what I wanted.
01:49:11.000 I wanted to earn the badge, not have it handed to me.
01:49:17.000 When I got it in 1973, I was very proud.
01:49:19.000 I was sent to Laredo.
01:49:21.000 Laredo is a different country, so to speak, a different world.
01:49:26.000 I really enjoyed it.
01:49:27.000 The people were great, but it wasn't very long before the following year that I was involved in the We'll stay there.

01:55:01.000 And we got to, and there's the task force and we investigated and that was one of them, well another ranger, Rudy Rodriguez from San Antonio and I, we were the ones who were the mainstays that stayed there.
01:55:14.000 But of course we had the Attorney General's Office People, plus some of their investigators that assist us, and Gene Powell, who was a ranger stationed in Bishop.
01:55:22.000 We all got involved into the corruption.
01:55:25.000 By the time we got through, we had indicted 118.
01:55:30.000 Anywhere from school superintendents to county judges, county commissioners, you name them, we got them.
01:55:36.000 So a lot of them had their snout in the trough?
01:55:37.000 What kind of stuff was going on?
01:55:38.000 Well, they were misdirecting county funds, city funds, school funds, water district funds.
01:55:46.000 They were all using it for their own benefit, and the poor people there are very poor, but their taxes were very high, and they were just stealing them right and left.
01:55:56.000 Boy, I bet the Texas Rangers could have a lot of work to do today.
01:55:58.000 There's lots of that going on now, Ranger Ray.
01:56:01.000 Well, there's just very few Rangers.
01:56:03.000 But now, there's corruption everywhere, but my book says South Texas because that's where I worked.
01:56:10.000 Now, I know there's some in East Texas, North Texas, West Texas, wherever.
01:56:13.000 But South Texas, that area was legendary.
01:56:15.000 Yes, it is.
01:56:16.000 And, you know, I always bring up a little story about when I was stationed in Laredo because I did the street department investigation in Laredo where we indicted 26 people, city employees, because they were diverting money from the street funds to their own pockets.
01:56:34.000 But anyway, there was a A little article in one of the newspapers there in Laredo that has so many years ago in history and this one was about so many years ago there in Webb County or Laredo and it said X number of years ago the county judge was running for re-election and he had a challenger, a young man.
01:56:58.000 The young man got up and talked to the crowd and said Ladies and gentlemen of Webb County, the judge here has had a road, a county road, paved all the way from Zapata Highway to the front of his ranch, and he had the audacity to not just pave it to the front of his ranch, but he also had it paved all the way down to his house.

01:57:19.000 And so the people cheered and the young man sat down, and the old judge got up there and said, ladies and gentlemen of Webb County, what the young man has told you is... Stay there!

01:59:18.000 I don't know why, but ever since man first came on this earth and they started voting, there's been somebody that has always been around trying to figure out a way how to Yeah, there were cases 3,000 years ago with the Greeks where they would put the stones in the bowls and people would be trying to put extra stones in there, have them in their sleeve.
01:59:39.000 I wish we had more police officers like you today, more people who really run a life of service and you're a great example and a model for everybody not just in Texas but around the country Ranger Ray Martinez a director of the former Texas Ranger Association the man who pumped the most rounds in the first rounds into Mr. Whitman 40 years ago that was just about to happen here in a few minutes wasn't it yeah in about 30 minutes or less all right well Ranger Ray thank you so much for joining us today sir

02:31:35.000 The sniper, identified as 24-year-old Charles J. Whitman, started shooting from the observation deck of the 27-story tall University Tower.

02:31:47.000 A terror-filled 90 minutes started at 5 minutes before 12, Austin time, and it was 1.22 when policeman Ramiro Martinez shot Whitman.
02:31:56.000 Victims were cut down on the west and south sides of the campus as the sniper zeroed in on his targets with unerring accuracy.
02:32:03.000 Those who were felled with bullets from the high-caliber rifle were pulled to safety as soon as possible by officials and passers-by.

02:32:13.000 Heavily armed Austin police, sheriff's deputies, highway patrolmen, and Texas Rangers converged on the campus and began returning the sniper's fire.

02:32:34.000 He described what was happening and then interviewed a Vietnam veteran who risked his life to pull the victims to safety.

02:34:18.000 A University of Texas professor was killed as he walked to class.
02:34:22.000 The campus at one time looked like a battlefield.
02:34:24.000 Dead people were lying on the sidewalks, under 100 degree temperature, with police and others occasionally darting from cover to cover.
02:34:31.000 The sniper was well armed and apparently planned a long siege.
02:34:34.000 After he was cut down, police hauled out of the barricaded observation deck two 30-06 rifles with telescopic sights, a .357 Magnum pistol, and a shotgun.
02:34:44.000 He had two large jugs of water and a footlocker containing food and hundreds of rounds of ammunition.
02:34:49.000 What caused the man to take the lives of so many and wound so many others on a hot summer day may be found in a letter discovered by the bodies of the alleged sniper's mother and wife late this afternoon.
02:35:01.000 The typed letter related Whitman's headaches and his plans to kill his mother and wife, and a grim notation on the message read, mother and wife, now dead, 3 a.m.
02:35:10.000 His wife was a biology teacher at an Austin high school.
02:35:13.000 The letter was typed last night.
02:35:15.000 This is Leland Spelce, reporting from Austin.
02:35:19.000 And again, talking to eyewitnesses, people who were there, you heard Ranger Ray earlier.
02:35:23.000 Most of the police were running in the other direction, leaving detectives and others, getting out of the university area.
02:35:31.000 And then that's when Ranger Ray got angry and decided to then have an Austin police officer go down there and do something about it himself.
02:35:39.000 And he was shocked to not find an assault team an hour plus into it not already being in the building.

02:35:45.000 And the whole moral of this is the government can't and will not protect you.

02:35:53.000 And you notice statistically that it's the ambulance drivers and men who worked at UT who are out there helping police officers and citizens that have been shot.

02:36:13.000 Where in a grocery store, one of the employees, what was it?

02:36:22.000 And it was in the Associated Press that one of the managers was coming.
02:36:27.000 He had a gun in his car.
02:36:28.000 And he drew down on the guy with the knife.

02:36:33.000 Though he was charging up about chasing out one of the employees still stabbing him.

02:36:41.000 And then the police actually chastised him in the news, saying he shouldn't have done that, he put himself in danger.

02:36:49.000 It's one thing for citizens not to put themselves in danger, that's cowardly.
02:36:53.000 It's even more cowardly to go get a paycheck, and a pension, and all of this stuff, and to not go into harm's way.

02:37:08.000 And when thousands of firemen and police from around the country went there to go help people, they were told by FEMA, no, you can't help.
