01:05:22.000 Treasury and the only way they can get it is through flood insurance premiums.

01:05:26.000 And so, but it's also the precedent of this being set up Where they're going to start making people buy flood insurance who are 5,000 feet above sea level.

01:05:35.000 I mean, this is really happening and it's another form.

01:05:39.000 It's like all the bills, new ones every year, on your cell phone bill.

01:05:43.000 Now they want computer service charges for your internet.

01:05:47.000 Now they want all these other environmental fees.

01:06:03.000 I mean, tell us about yourself, what's happened, what FEMA said in these meetings.

01:06:07.000 Alex, when we met with FEMA in Washington, D.C., they told us point blank that they had $20 billion worth of debt that they had to repay from Hurricanes Katrina and Rita, and the only way they had to recoup that money was through flood insurance premiums.

01:06:20.000 And what they are doing, in 2004, the Congress started the Map Modernization Program and directed FEMA to update their maps.

01:06:29.000 But the update was just to digitize these existing maps for ease of replacement and renewal.

01:06:35.000 In 2006, FEMA began a Map Modernization Program, or the Midcourse Adjustment, post-Katrina, which incorporated levies and definition of floodplains.

01:06:47.000 And what FEMA's doing Is they are redefining floodplains across the country and requiring flood insurance so that they can recoup the money lost through Hurricane Katrina and Rita.

01:06:59.000 And so what they're doing is areas that have never bought flood insurance in the past are now being at least either strongly recommended or required to purchase flood insurance.

01:07:09.000 And this will affect 40%, 40% of the country.

01:07:13.000 There's a 40% chance that you will be caught up in this scam.

01:07:17.000 The reason that it is a scam is because if you go to any insurance company in the country and buy a flood insurance policy, FEMA underwrites every single one of those policies.

01:07:29.000 FEMA is setting the rules, FEMA is defining the floodplain, and they are also setting the insurance requirements for the purchase of flood insurance.

01:07:39.000 And they get a percentage of that money put into a fund, correct?

01:07:43.000 That is correct.

01:07:45.000 That money will go to the U.S.

01:07:47.000 Treasurer.

01:07:47.000 It's supposed to be to go to the U.S.

01:07:49.000 Treasurer to repay the debt incurred by Katrina.

01:07:53.000 Now, with the mid-course adjustment, that was all written within the bureaucracy.

01:07:58.000 That was not mandated by Congress.

01:08:00.000 The 2004 bill, that modernization program, was mandated by Congress.

01:08:05.000 The mid-course adjustment was all done within FEMA and the bureaucracy, and that is what incorporated the redefining of floodplains.

01:08:13.000 And what FEMA's doing is they are completely ignoring the flood control structures that have been constructed the last hundred years across this country.

01:08:22.000 And if you are affected at all, protected at all, by a man-made structure, you will buy some form of flood insurance.

01:08:29.000 And it will affect 40% of the population of this country.

01:08:33.000 So if you live even anywhere near a dam or anywhere near a levee or any type of Army Corps of Engineers program, they're now going to have this expanded tax.

01:08:43.000 And FEMA, I've also read, but correct me if I'm wrong because I've seen it here and there in the news, that they're also saying we may not allow building in expanded areas now.

01:08:52.000 And so it's federal jurisdiction over where you can build What you can do, federal control over the levees districts, over the counties, just a giant scam.

01:09:03.000 And if they get away with this, the sky's the limit.

01:09:06.000 Alex, what they're doing right now is that every one of these municipalities across the country that is facing the map modernization or the remapping of their area, they are sending ordinance from FEMA.

01:09:18.000 And I'll quote you from that ordinance.

01:09:19.000 This ordinance states that That they will limit that this municipality, anyone that requires this or adopts this ordinance, will limit any unwise development in floodplains.

01:09:33.000 Well, who determines what unwise development is and adverse impacts of floodplain development and what FEMA is doing is taking areas That people have lived and raised families and businesses for hundreds of years and built flood control structures to protect themselves and they're negating these flood control structures and requiring insurance behind them in an effort to limit development.

01:09:58.000 And this will destroy economic development in numerous areas across the country.

01:10:03.000 And I'll give you an example.

01:10:05.000 Collinsworth, Illinois, the federal government and the U.S.

01:10:10.000 Army Corps of Engineers came in and built a levy system from scratch that exceeded the 500-year level of protection.

01:10:19.000 Under these new requirements issued by FEMA, these levies no longer meet those requirements and although they passed a hundred year flood in 93 and 97 and protected the people of Collinsville in Illinois, they now are considered a high-risk area and are required to buy the highest amount of flood insurance.

01:10:40.000 Well, here's another example.

01:10:42.000 Take areas of Florida, Louisiana, Mississippi, areas of Texas.

01:10:46.000 There's a lot of families and individuals that bought over the last hundred years cheap property.

01:10:52.000 They're building golf courses, hotels on it.

01:10:55.000 I mean, you name it, but people own it.

01:10:58.000 And I've seen articles in different newspapers where now FEMA and others are just saying, look, You can't build here anymore.

01:11:05.000 And if people choose to build a beach house that's 20 feet off the ground because they want to be on the beach, that's their business.

01:11:12.000 And if they don't want to have it insured, they shouldn't be forced to get that insurance.

01:11:16.000 So this is really tyranny.

01:11:19.000 And we see where this is leading, just where the sky's the limit.

01:11:23.000 Right.

01:11:23.000 And what's going to happen is FEMA is requiring these municipalities to accept this ordinance Or they will withhold funding for any emergency management, any emergency, whether it be a tornado, whether it be an earthquake, whether it be any type of emergency, they are threatening withholding of funding unless these maps are accepted by the local municipality.

01:11:48.000 And as part of that, They have got to accept floodplain management, which requires everything to be elevated above that, quote, 100-year flood elevation as determined by FEMA.

01:11:58.000 So basically, this is worse than federalization in violation of the 9th and 10th Amendment.

01:12:03.000 This is unelected executive branch, FEMA, basically saying, look, Forty percent of this country, we're now in control of it.

01:12:13.000 We're the boss.

01:12:14.000 We run your county.

01:12:15.000 We run your city.

01:12:16.000 We run your state.

01:12:17.000 That is correct.

01:12:18.000 That is exactly what they're doing.

01:12:20.000 And they are holding future federal funding for any type of disaster as they're dangling that carrot in front of them.

01:12:30.000 And let's be clear, they take our state money and on average send about 33 cents back with strings attached.

01:12:39.000 I tell you, pretty soon we won't be able to do anything without FEMA's permission, and if they pass this carbon tax law, home inspections, federal zoning laws, it just goes on and on.

01:12:51.000 I'm getting a lot of feedback on this, and I'm seeing a lot of news articles where local flood managers and people are really upset by this, so it looks like at least some people are becoming aware of what's happened.

01:13:03.000 Is there any way to stop this?

01:13:04.000 There is a way to stop it.

01:13:05.000 Congress can stop this.

01:13:09.000 It takes quite a few congressmen.

01:13:11.000 I'll give you an example.

01:13:12.000 In 2007, there was a bill that passed through the Senate requiring mandatory flood insurance across the board.

01:13:19.000 behind or protected by any man-made structure, it passed with only four votes against through the Senate.

01:13:27.000 It did not, it came out of the Senate Insurance Committee, which Senator Dodd is chairman, and it passed with only four defending votes.

01:13:38.000 However, we now have 16 senators that are against this mandatory flood insurance and what FEMA is doing, And this letter has been sent to FEMA and several meetings have occurred with FEMA to slow this down through the bureaucracy, but it has to be stopped and it'll have to be stopped through the Congress.

01:13:57.000 Okay, reading this article from KATV Television, this is out of Truman, Arkansas, it says, An official at the St.

01:14:08.000 Francis Levee District says recommendations by the Federal Emergency Management Agency for local landowners to purchase flood insurance are nothing more than a scam.

01:14:16.000 Rob Rasch, CEO and Chief Engineer of the Levee District, made this accusation Saturday during a candidate forum at Truman attended by several people hoping to win the first district congressional seat.

01:14:27.000 That is correct.

01:14:28.000 candidates that FEMA officials told him the agency owes $20 billion to the U.S. Treasury, and the only way they can get it is through flood insurance premiums, part of which FEMA gets.

01:14:36.000 So, I mean, to be specific, though, this is not an accusation.

01:14:40.000 You're saying this was openly said when you were in Washington.

01:14:42.000 That is correct, in a meeting at the Mayflower Hotel with the Mississippi Valley Flood Control Association and FEMA.

01:14:48.000 And it's very clear, and FEMA officials were very clear, that the only way that they have to get money is through their flood insurance premiums.

01:14:59.000 And that is what they are pushing.

01:15:02.000 They are taking flood control structures that have federal dollars and local dollars and billions of federal dollars and local dollars to protect citizens and have been designed, constructed, and maintained over the last 150 or 200 years And they're negating them completely on these flood maps and creating a fictitious fear for people around, certainly around our area, for the Mississippi River.

01:15:28.000 We're a part of the Mississippi River and Tributaries Project, which provides a level of protection that exceeds what FEMA is wanting.

01:15:35.000 But that's always, I mean, the feds don't want development in many areas.

01:15:38.000 They want to be able to control it.

01:15:39.000 It's part of the rewilding project.

01:15:45.000 I've seen the numbers, I've had a congressman on to cover it, but most of the money that FEMA gets is used for COG, continuity of government, you know, shadow government type stuff.

01:15:57.000 So we also, I need to understand that a lot of this flood money is going to other stuff.

01:16:01.000 Right, and I'm not familiar exactly where FEMA's money goes, but I can tell you that the expansion of these floodplains, and the redefining of these floodplains, and the redefining of the risks that actually exist, We'll put billions of dollars in FEMA's bank account.

01:16:20.000 And so this is an expansion of a system that this just clearly is a scam because you have FEMA who is setting the limits, they're setting the standards, and they're the ones requiring it.

01:16:33.000 So you have all three entities under one roof.

01:16:36.000 And they're the ones getting the money.

01:16:37.000 That is correct.

01:16:39.000 That is correct regardless of where you purchase this flood insurance.

01:16:42.000 And this will destroy economic development in a number of areas across this country.

01:16:48.000 Well, that's where everybody wants to live is on a river or a lake.

01:16:54.000 This is all part of floodplain management that was put out.

01:16:58.000 This is from an excerpt out of the 93 flood report which was written to extend floodplain management and to explain floodplain management.

01:17:09.000 And basically what it does is it states that people need to be moved from floodplain and need to be moved to higher ground.

01:17:20.000 And what they're doing is they are redefining floodplains to extend into 40% of this country.

01:21:42.000 But now, FEMA underwrites it, so basically you just go into an insurance company, they're like a broker, or like a title company when you buy a house, and they get a little piece of it and it goes to FEMA, and then the government's saying, you've got to buy this from us.

01:21:57.000 Well, and just so you know, on a $100,000 home, you're going to spend about $1,200 a year.

01:22:02.000 On a quarter of a million dollar home, you're going to spend about $2,600 a year per person.

01:22:14.000 That's correct.

01:22:15.000 A targeted tax.

01:22:18.000 It's a targeted tax and FEMA is utilizing it because they underwrite the flood insurance policies.

01:22:24.000 They are masking it with a warning people of the risk and they are overstating every risk that they place on these flood maps in an effort to recoup money.

01:22:35.000 I mean, like I said earlier, I know people who are up on hilltops and they're getting these letters in Travis County saying, look, your insurance is going up.

01:22:44.000 And that will happen throughout this country, Alex.

01:22:47.000 There are a number, as I said, there will be 40% of the population of this country that will be affected by this.

01:22:55.000 And the federal government, FEMA, is not warning people of They're not warning people of earthquakes, they're not warning people of wind damage, they're not warning people of tornadoes, because they don't underwrite insurance policies for those items.

01:23:09.000 They're warning people of a fictitious risk of flooding in areas that don't need to be required to buy flood insurance.

01:23:18.000 Well, going back to the point in closing that you tried to make as we hit that break, this is all based, you said, on this 93 document, and I've seen that document before.

01:23:27.000 Go back over that document where they're saying that the real move is to basically force people out of these areas.

01:23:34.000 That is correct.

01:23:35.000 The 93 flood report, which is named Sharing the Challenge, It recommends people move out of designated areas, which FEMA now has begun designating these areas, but they use this as a deterrent for economic development or for any type of development in these, quote, floodplains.

01:23:58.000 However, the problem is that FEMA is redefining these floodplains.

01:24:02.000 They're redefining floodplains and ignoring improvements that have been made through the years with both federal money and local money.

01:24:10.000 And they are not acknowledging these flood control structures.

01:24:14.000 And they are requiring areas, they are renaming areas a floodplain and requiring flood insurance because of it.

01:24:22.000 And it is written into this, into the 21st century and sharing the challenge.

01:24:30.000 Uh, in the 93 flood report, and it states very clearly to use strict use regulations by communities to stop unwise development.

01:24:40.000 The problem is, is that FEMA is defining these unwise developmental areas.

01:24:45.000 No, this isn't even federal tyranny.

01:24:47.000 This is just an agency out of control, and they're taking over everything.

01:24:51.000 They're training the police.
