00:03:44.000 Award-winning Iran-Contra journalist Robert Perry says chemical weapons attack in Syria was launched from a joint Saudi-Israeli special operations base in Jordan, according to his intelligence sources.
00:03:55.000 The suspected reason for the poison gas was to create an incident that would reverse the Trump administration's announcement in late March that it was no longer seeking the removal of President Bashar al-Assad.

00:04:07.000 And then Paul Joseph Watson writes, as we highlighted back in 2013, after another typical weapons attack in Ghouta, that was blamed on Assad, rebels freely admitted to Associated Press correspondent David Galvak that they had been given the weapons by the Saudis and that they had handled the weapons improperly and set off explosions.

00:06:08.000 I also want to acknowledge the great work being done by our Secretary of State, Rex Tillerson, to strengthen the NATO alliance, as well as the Secretary's trip to Moscow to promote the security interests of the United States and its allies.

00:06:33.000 Sixty-eight years ago this month, not far from where we are gathered today, President Harry Truman spoke at the signing of the North Atlantic Treaty.
00:06:46.000 In the nearly seven decades since Harry Truman spoke those words, the NATO alliance has been the bulwark of international peace and security.
00:06:59.000 NATO allies defeated communism and liberated the captive nations of the Cold War.
00:07:06.000 They secured the longest period of unbroken peace that Europe has ever known.
00:07:13.000 This enduring partnership is rooted out of so many different things, but our common security is always number one.
00:07:24.000 And our common devotion to human dignity And freedom.
00:07:30.000 Since 1949, the NATO member states have more than doubled, increasing from 12 to 28. On Monday, I signed the protocol to approve the 29th, the country of Montenegro.
00:07:47.000 In the coming months and years, I'll work closely with all of our NATO allies.
00:07:54.000 To enhance this partnership and to adapt to the challenges of the future, of which there will be many.
00:08:03.000 This includes upgrading NATO to focus on today's most pressing security and all of its challenges, including migration and terrorism.
00:08:14.000 We must also work together to resolve the disaster currently taking place in Syria.
00:08:24.000 We are grateful for the support of NATO members and partners in their condemnation of Assad's murderous attack using the most horrible weapons.
00:08:35.000 The vicious slaughter of innocent civilians with chemical weapons, including the barbaric killing of small and helpless children and babies, must be forcefully rejected by any nation that values human life.
00:08:51.000 It is time to end this brutal civil war, defeat terrorists, And allow refugees to return home.
00:08:58.000 I'm so tired of them weaponizing dead babies.
00:09:01.000 In facing our common challenges, we must also ensure that NATO members meet their financial obligations and pay what they owe.
00:09:14.000 The Secretary General and I agree that other member nations must satisfy their responsibility to contribute 2% of GDP to defense.
00:09:24.000 If other countries pay their fair share instead of relying on the United States to make up the difference, we will all be much more secure.

00:09:39.000 The Secretary General and I had a productive discussion about what more NATO can do in the fight against terrorism.

00:09:58.000 It's my hope that NATO will take on an increased role in supporting Our Iraqi partners in their battle against ISIS. I'm also sending General McMaster to Afghanistan to find out how we can make progress alongside our Afghan partners and NATO allies.

00:11:48.000 Two World Wars and a Cold War have taught us all that peace in Europe is not only important for Europeans, but is also important for the prosperity and the security of North America.
00:12:03.000 So a strong NATO is good for Europe, but a strong NATO is also good for the United States.
00:12:12.000 And therefore I welcome the very strong commitment of the United States to the security of Europe.
00:12:19.000 We see this commitment not only in words, but also in deeds.
00:12:25.000 Over the past months, thousands of U.S. troops have been deploying to Europe.
00:12:31.000 A clear demonstration that America stands with allies to protect peace and defend our freedom.
00:12:40.000 And yesterday, You announced the completion of the ratification of Montenegro's membership in NATO, another expression of your strong commitment to Europe and to the transatlantic bond, and we thank you for that.
00:12:56.000 In a more dangerous and more unpredictable world, it is important to have friends and allies.
00:13:04.000 And in NATO, America has the best friends and the best allies in the world.
00:13:11.000 Together we represent half of the world's economic and military power.
00:13:18.000 No other superpower has ever had such a strategic advantage.
00:13:24.000 This makes the United States stronger and safer.
00:13:29.000 We saw that after the 9-11 attacks on the United States.
00:13:35.000 That was the first time NATO invoked our Article 5 to the Collective Defense Clause.
00:13:43.000 Allies sent AWACS surveillance planes to help patrol American skies.
00:13:50.000 And we launched NATO's biggest military operation ever in Afghanistan.
00:13:56.000 Hundreds of thousands of Europeans and Canadian soldiers have served shoulder to shoulder with American troops.
00:14:05.000 More than a thousand have paid the ultimate price.
00:14:13.000 Earlier today, I laid a wreath at Arlington National Cemetery in tribute to the fallen.
00:14:22.000 It was a deeply moving experience.
00:14:26.000 We owe it to our servicemen and women to preserve the hard-earned gains we have made together in Afghanistan.
00:14:37.000 We were reminded of their sacrifice just this week when a U.S. soldier was killed there fighting ISIL. Our mission in Afghanistan is a major contribution to the fight against international terrorism.
00:14:54.000 NATO plays a key role in many other ways also.
00:14:59.000 All NATO allies are part of the global coalition to counter ISIL. And NATO provides direct support to the coalition with training for Iraqi forces in their fight against terrorists and more intelligence sharing.
00:15:16.000 And you are right, we have established a new division for intelligence, which enhances our ability to fight terrorism and working together in the alliance to fight terrorism in an even more effective way.
00:15:30.000 But we agreed today, you and I, that NATO can and must do more in the global fight against terrorism.
00:15:39.000 In the fight against terrorism, training local forces is one of the best weapons we have.
00:15:45.000 NATO has the experience, the expertise, and the staying power to make a real difference.
00:15:53.000 And fighting terrorism will be an important topic when NATO leaders meet in Brussels in May.
00:16:02.000 The other major topic will be fair burden-sharing in our alliance.
00:16:09.000 And we have a thorough discussion on this issue today.
00:16:13.000 How are they going to fairly share the burden?
00:16:15.000 Montenegro has, like, less than 2,000 people in the military.
00:16:19.000 We are already seeing the effect Of your strong focus on the importance of burden sharing in the alliance.
00:16:28.000 We agree that allies need to redouble their efforts to meet the pledge we all made in 2014 to invest more in our alliance.
00:16:39.000 It is about spending more on the fence, it is about delivering the capabilities we need, and it is about contributing forces to NATO missions and operations.
00:16:52.000 This means cash, capabilities and contributions.
00:16:59.000 Fair burden sharing has been my top priority since taking office.
00:17:04.000 We have now turned a corner.
00:17:08.000 In 2016, for the first time in many years, we saw an increase in defence spending across European allies and Canada.
00:17:18.000 A real increase of 3.8%, or $10 billion more for our defence.
00:17:27.000 We are now working to keep up the momentum, including by developing national plans outlining how to make good on what we agreed in 2014. We know that we all need to contribute our fair share.
00:17:44.000 Because we need to keep our nation safe in a more dangerous world.
00:17:52.000 We discussed many different topics during our meeting today, including the horrendous use of chemical weapons in Syria.
00:18:00.000 Any use of chemical weapons is unacceptable, cannot go unanswered, and those responsible must be held accountable.
00:18:10.000 Well, so let's make sure we know who's responsible.
00:18:12.000 So, Mr. President, thank you once again.

00:19:13.000 And is that one reason you've decided not to label Beijing as a currency manipulator?

00:19:22.000 May I? For the Secretary General, do you believe NATO should continue to bolster its presence along the Alliance's eastern border?
00:19:30.000 And do you have – are you confident that you have President Trump and the United States support for that?

00:20:12.000 We may be at an all-time low in terms of relationship with Russia.
00:20:17.000 This is built for a long period of time.

00:20:21.000 Yeah, I thought you guys were good buddies.
00:20:23.000 Putin is the leader of Russia.
00:20:25.000 Russia's a strong country.
00:20:27.000 We're a very, very strong country.
00:20:29.000 We're going to see how that all works out.
00:20:31.000 Last night, separately, I spoke with A man that I've gotten to know.
00:20:38.000 I don't know Putin, but I do know this gentleman.
00:20:41.000 I've spent a lot of time with him over the last two days.
00:20:45.000 And he is the President of China.
00:20:48.000 You were there.
00:20:49.000 Most of you were there.
00:20:50.000 And it was quite an interesting period of time.
00:20:55.000 President Xi wants to do the right thing.
00:20:58.000 We had a very good bonding.
00:21:02.000 I think we had a very good chemistry together.
00:21:04.000 I think he wants to help us with North Korea.
00:21:08.000 We talk trade.
00:21:09.000 We talk a lot of things.
00:21:10.000 And I said, the way you're going to make a good trade deal is to help us with North Korea.
00:21:14.000 Otherwise, we're just going to go it alone.
00:21:16.000 That'll be all right, too.
00:21:17.000 But going it alone means going it with lots of other nations.
00:21:21.000 But I was very impressed with President Xi.
00:21:25.000 And I think he means well, and I think he wants to help.
00:21:29.000 We'll see whether or not he does.
00:21:31.000 Do you feel like you have a deal with him in terms of the currency manipulation designation?
00:21:40.000 And have your views changed on Putin?
00:21:42.000 We're going to see.
00:21:42.000 We're going to see about that.
00:21:44.000 And I'll also see about Putin over a period of time.
00:21:47.000 It would be a fantastic thing if we got along with Putin and if we got along with Russia.
00:21:51.000 And that could happen, and it may not happen.
00:21:54.000 It may be just the opposite.
00:21:55.000 I can only tell you what I would like to do.
00:21:58.000 I would love to be able to get along with everybody.
00:22:01.000 Right now, the world is a mess.
00:22:04.000 But I think by the time we finish, I think it's going to be a lot better place to live.
00:22:09.000 And I can tell you that, speaking for myself, by the time I'm finished, it's going to be a lot better place to live in.
00:22:16.000 Because right now, it's nasty.
00:22:20.000 NATO is in the process of implementing the biggest reinforcement of our collective defense since the end of the Cold War.
00:22:27.000 And one element of that is to increase our military presence in the eastern part of the alliance.
00:22:33.000 And we are now deploying four battle groups to the three Baltic countries and Poland.
00:22:38.000 And there will also be more U.S. forces in that part of Europe.
00:22:42.000 And this is the first time in many, many years that we see an increase In the military presence of the United States in Europe.
00:22:49.000 So we are increasing our presence and we are also increasing the readiness and the preparedness of our forces so we can quickly reinforce if needed.
00:22:59.000 We consider the presence we will have when the four battle groups are in place.
00:23:05.000 As sufficient given the current security situation in Europe.
00:23:11.000 But of course we will assess the situation and follow the developments very closely.
00:23:16.000 The message from NATO is that what we do is proportionate.
00:23:22.000 It is defensive and we don't want a new Cold War.
00:23:25.000 We don't want a new arms race.
00:23:27.000 And actually we strongly believe that there is no contradiction between a strong NATO A credible deterrence and defense and political dialogue with Russia.
00:23:37.000 I actually believe that the precondition for a political dialogue with Russia is that we are strong and that we are united, but based on that we can talk to Russia because Russia is our neighbor, Russia is there to stay, so we have to find ways to manage our relationship with Russia.
00:23:53.000 And I am absolutely certain that the United States supports this approach, partly because the United States It's contributing with forces to our enhanced presence in the eastern part of the Alliance and also in the southeast of the Alliance in Romania.
00:24:07.000 And the United States and the President has clearly expressed that they want dialogue with Russia, but based on unity and strength in the Alliance.
00:24:17.000 Then the next question is from John Sopel, which we'll get into.
00:24:26.000 Thank you very much.
00:24:27.000 By the way, Jens Stoltenberg went to Bilderberg meeting several times before between the Prime Minister.
00:24:31.000 How long do you think it will take you to persuade the other European countries to burden share, and what are you going to do to persuade them?
00:24:36.000 Mr. President, could I ask you, do you think it's- I like that question.
00:24:41.000 I'm here to help.
00:24:43.000 And Mr. President, do you think it's conceivable, what's your instinct, was it possible that Syrian forces could have launched that attack in Idlib last week without the Russians knowing, And have you been disappointed, surprised by Vladimir Putin's reaction since then?
00:25:03.000 Thank you very much.
00:25:04.000 I think it's certainly possible.
00:25:07.000 I think it's probably unlikely.
00:25:09.000 And I know they're doing investigations into that right now.
00:25:13.000 I would like to think that they didn't know, but certainly they could have.
00:25:18.000 They were there.
00:25:20.000 So we'll find out.
00:25:21.000 General Mattis is looking into it with the entire Pentagon group that does that kind of work.
00:25:27.000 So it was very disappointing to see.
00:25:31.000 It's disappointing no matter who does it, but when you get into the gases, especially that form, it's vicious and violent.
00:25:39.000 And everybody in this room saw it all too many times over the last three or four days.
00:25:44.000 Young children dying, babies dying, fathers holding children in their arms that were dead, dead children.
00:25:54.000 Yeah, babies and incubators.
00:25:55.000 It can't be a worse sight, and it shouldn't be allowed.

00:26:02.000 So I felt we had to do something about it.
00:26:04.000 I have absolutely no doubt we did the right thing.
00:26:09.000 And it was very, very successfully done, as you well know.

00:26:13.000 What about Robert Perry saying that I was on from Syria after abusing Jordan?
00:26:15.000 On defense spending and burden sharing, that has been my top priority.
00:26:19.000 I have raised it in all my meetings in all capitals.
00:26:23.000 I have visited with prime ministers, presidents, minister of finance, and of course also defense and foreign ministers.
00:26:29.000 And I expect, of course, all allies to make good on what they decided back in 2014. And the very strong and clear message from President Trump has been very helpful.
00:26:41.000 So now we see that things are starting to move in the right direction.
00:26:45.000 For the first time after many, many years of decline in defence spending, we now see an increase in defence spending across Europe and Canada.
00:26:53.000 So they have started to move in the right direction.
00:26:56.000 3.8% real increase in defense spending across Europe and Canada is a significant step in the right direction.
00:27:03.000 It's not enough.
00:27:04.000 We still have a long way to go, but at least they have turned a corner.
00:27:08.000 European allies have turned a corner.
00:27:10.000 Instead of reducing defense spending, they have started to increase defense spending.
00:27:13.000 We've gotten enough chaos and terror attacks around the world that they're finally starting to...
00:27:18.000 They're injecting their money into the military.
00:27:23.000 It is in their interest to invest more in European defence, because the world has become more dangerous.
00:27:29.000 Ah, by design.
00:27:30.000 Many European allies, of course, reduced, or all European allies, reduced defence spending after the end of the Cold War, because then tensions went down.
00:27:37.000 But if you are decreasing defence spending when tensions are going down, then you have to be able to increase the defence spending when tensions are going up.
00:27:45.000 And now they are going up.
00:27:48.000 So we have still a long way to go, but I'm encouraged by the fact that we have started to move in the right direction.
00:27:55.000 And last year, there were five allies spending 2%.
00:27:59.000 This year, Romania has declared that they will reach 2%.
00:28:02.000 Next year, Latvia and Lithuania will also reach 2%, so we go from 5% to 8%, which is at least going in the right direction, but still we have some work to do.
00:28:15.000 And by the way, Ian Stoltenberg did it to Bilderberg 2015. And I did ask about all the money that hasn't been paid over the years.

00:29:24.000 The most important thing is to have a strong alliance, to stay united and be firm and predictable in our approach to Russia.
00:29:31.000 And that means that we have to invest in our collective defense.
00:29:35.000 That's exactly what we are doing.

00:30:42.000 And that was not despite our membership in NATO, but it was because of our membership in NATO, because NATO provided the strength, the predictability, the platform for a small country to have a political dialogue with Russia.
00:30:56.000 So I strongly believe that the only way to deter Russia is to be strong, but the only way to Avoid the new Cold War, avoid the new arms race, and avoid increasing tensions, is to continue to engage Russia in a political dialogue and to make sure that what we do is defensive and proportionate in response to a more assertive Russia.

01:40:35.000 And, you know, she was identifying how to identify pimps and how to identify people who are being trafficked.
