01:27:39.000 And I think most conservatives come from a liberal place at some point in their life, and I think most liberals or most leftists were liberals and leftists their entire lives.

03:21:01.000 And I'd really like to start this by thinking about what we just said about Reaching out to each other.

03:21:08.000 And I want to talk about the baseline on my baseline values.

03:21:12.000 First of all, I believe that we are, in fact, created in the image and likeness of God.

03:21:19.000 And I think we should start to act like that.

03:21:22.000 And maybe this gets us to a closer place of solution.

03:21:25.000 When you look at another human being, and you see the divinity in them when you look in their eyes, and you start to recognize that a certain level of respect is required.

03:21:35.000 That begins to change the paradigm.

03:21:39.000 That begins to change the way we see the world, when we begin to see each other differently in the world.

03:21:45.000 You know, in between us, and I've said it before, are the electronic sort of interfaces that are the priest of the 21st century, if you will, that which stands between us in divinity in the earth, which is each other.

03:22:00.000 Created in the image and likeness of God.

03:22:02.000 So on that foundation is where I start and finish my work each day.

03:22:07.000 And what I want to say in the context of today's program, when we're talking about the things going on in the world is to inform, is to educate, and it's also to change the way we see it.

03:22:20.000 But on the basis of a foundation of values that I think, I hope, most of us share in common.

03:22:26.000 And Alex was saying, you know, I come from a political background.

03:22:29.000 That's true.

03:22:30.000 My father was a state senator and then later a United States congressman.

03:22:33.000 My brother Mark was a U.S.

03:22:34.000 senator.

03:22:35.000 He's currently running, actually, for the governor of the state of Alaska, which was announced last Friday when we were on the air.

03:22:43.000 Thinking about what's coming.

03:22:47.000 In fact, my other younger brothers in the state senate here in Alaska.

03:22:50.000 But the fact is, coming from a background, a political background, I think it's important in the context of where we are today.

03:22:58.000 And I want to mention, too, you know, my father was a first-generation American.

03:23:01.000 My grandparents were immigrants from Croatia.

03:23:04.000 He was born in the United States, first-generation American, worked his butt off.

03:23:09.000 He couldn't afford college for four years, so he finished a four-year degree in two and went on to become a teacher, a state senator, a superintendent of schools at one point, and a congressman up until his death at the age of 40.

03:23:24.000 Under mysterious circumstances that we'll talk about maybe another time.

03:23:29.000 Today I want to get back into some of the things we left off with last Friday on resource-related issues because these are important.

03:23:38.000 You know, when we think about the country and we think about the budget, everybody thinks about the budget and then they think about taxes.

03:23:44.000 And in the business world, we would call that the profit and loss statement, or the income statement.

03:23:49.000 Money in, money out.

03:23:51.000 In our personal lives, that's our budget.

03:23:53.000 Money in, money out.

03:23:55.000 And that's what everybody talks about.

03:23:57.000 What they don't talk about, that the globalists do not want us talking about, is the balance sheet of the country.

03:24:07.000 What are the assets, what is, what are the assets we hold in common?

03:24:12.000 In this republic, what do we own as Americans in common?

03:24:17.000 The natural resources, public lands, I mean, our military, the things our tax dollars buy, all that belongs to us.

03:24:26.000 But who does it serve?

03:24:29.000 It serves globalist interests around the world.

03:24:31.000 It's worth a policeman for the planet.

03:24:33.000 That is not what our founding fathers intended.

03:24:36.000 That is not where we started.

03:24:38.000 We were to be a light to the world.

03:24:41.000 An example that others would emulate based on their intrinsic, internal desire to have something different.

03:24:50.000 Not to be packed down their throats by propaganda or our worldview, but to have the respect, again, for the right of self-determination by people around the planet.

03:25:02.000 The balance sheet, U.S.

03:25:04.000 $16 trillion in the hole.

03:25:05.000 Let me tell you where that $16 trillion is.

03:25:07.000 In one national asset.

03:25:09.000 And this comes out of a press report from Bloomberg, actually, and it's talking about natural resources.

03:25:17.000 Right now, we're exporting 10.7 million barrels of oil or producing 10.7 million barrels of oil a day.

03:25:26.000 2.57 are being exported.

03:25:31.000 Where's the money?

03:25:33.000 ANWR right now, a major, major issue.

03:25:35.000 ANWR, A-N-W-R.

03:25:38.000 Look it up.

03:25:39.000 It's a reserve on the north slope of Alaska next to Crudoe Bay.

03:25:46.000 It's projected to have 16 billion barrels of oil, not including the gas.

03:25:54.000 Just one oil field.

03:25:56.000 And we'll look at the oil basins if they'll bring that slide up.

03:26:00.000 But this one area has 16 billion barrels.

03:26:05.000 Which had a hundred dollars a barrel, which wasn't very long ago.

03:26:09.000 That's 16 trillion dollars that we own.

03:26:13.000 That's enough to cover the whole deficit.

03:26:16.000 One resource in Alaska and we're missing it.

03:26:19.000 Look at the very top of that image.

03:26:22.000 Now this was used in the 1980 lands fights over Alaska because they locked up in 1980 when this image was made, they locked up 104 million acres of public lands For preserves and parks that nobody, unless you're rich, because it's the playground of the rich, you can't even get there.

03:26:43.000 Now the fact is those oil basins, those represent only two have been in production in South Central Alaska around Anchorage, and I can't point to it because I'm remote, but you'll see it in the South Central part of the state.

03:26:57.000 That Cook Inlet, that's been developed.

03:27:00.000 Yes, indeed.

03:27:01.000 That pointer is on it.

03:27:02.000 Now you look at the very top of the state, where that last couple of oil derricks are, you'll see Prudhoe Bay.

03:27:08.000 Now that is the only other field.

03:27:10.000 But most of what you see in orange is undrilled.

03:27:16.000 These represent billions and billions and billions of barrels of oil and trillions of trillions of trillions of cubic feet of natural gas.

03:27:16.000 Okay?

03:27:27.000 Enough.

03:27:28.000 To resolve the deficit, to resolve the debt.

03:27:33.000 But we need to start talking about what do we own?

03:27:36.000 What does this country own?

03:27:38.000 And how are we managing our resources?

03:27:40.000 And who's taking those resources?

03:27:42.000 Most people don't realize this either.

03:27:44.000 The North Slope of Alaska at one time produced two million barrels of oil a day.

03:27:50.000 Right now, we're producing approximately 600,000 barrels of oil a day going through a pipeline that's running at one quarter of its capacity.

03:27:58.000 Not for a lack of oil, for a lack of will.

03:28:02.000 Meanwhile, the hubs in the lower 48 state are jammed up.

03:28:06.000 They can't even ship the oil that we're producing.

03:28:09.000 All of its bottleneck.

03:28:11.000 The refineries are full.

03:28:12.000 The export stations are full.

03:28:15.000 Everyone is full.

03:28:16.000 They're having to literally truck oil and gas out of the Midwest and lower states' ports.

03:28:24.000 And even there, it's jamming up.

03:34:28.000 And just before the break, I was talking about the North Slope and Prudhoe Bay.

03:34:32.000 Now, I want to put this all into some perspective.

03:34:36.000 When Prudhoe Bay was first discovered back in 1969 by Atlantic Ridgefield Company, they determined that there was about 1 billion barrels of oil.

03:34:46.000 That was the estimate.

03:34:48.000 Now it actually, so far we've produced over 13 billion barrels, which even at half of a hundred bucks, I mean it's over 50 now, it's running around 68 to 75 in that range, that's about eight trillion dollars more or less that's been shipped off the North Slope so far by multinationals.

03:35:09.000 Now up until the early 1980s, half owner basically of all of those resources on the North Slope was British Petroleum.

03:35:17.000 Now, what people don't know is up until the mid-80s or the early 80s, the British crown owned 25% of British petroleum stock.

03:35:30.000 In other words, we were still a colony.

03:35:33.000 We were still paying the crown out of the treasury, out of the resources that we hold in common.

03:35:38.000 Now, they divested in the 80s and later British Petroleum wanted to sell their assets Or actually merge them with Arco Atlantic Richfield, which would have given them a total monopoly, a foreign company, of the biggest oil field in history and the infrastructure that went with it.

03:35:56.000 And fortunately, myself, two other guys, we filed antitrust suits.

03:36:00.000 Later, our state legislature, the state of California, the state of Oregon, the state of Washington, filed suits.

03:36:06.000 We withdraw, they won, and they didn't get to do it.

03:36:09.000 But the fact is, It's the same game today, but nobody talks about the balance sheet.

03:36:16.000 I want to draw people's attention to last week's broadcast, which sort of set the foundation here.

03:36:22.000 Go back and look at it.

03:36:23.000 June 1st of 2018, the fourth hour of Alex's show, we began to sort of shape up what does Alaska have to offer the country.

03:36:33.000 A couple points I want to cover again.

03:36:35.000 One is we are 18% of the land mass of the United States. 18%.

03:36:42.000 Yeah, we have only 750,000 people occupying this place.

03:36:46.000 When you when you think about the size of this, we have there's more roads in the city of Seattle than my whole state.

03:36:55.000 And yet we hold Most of the treasury, most of the natural resources, most of the public lands that are undeveloped and open for development in a way that is much different than the 1880s, I can assure you.

03:37:09.000 But when we look at the possibilities, and that's what I really want to draw people's attention to, that the art of the deal is in recognizing what you have at the table.

03:37:20.000 And we don't.

03:37:22.000 We're totally diverted into talking about budgets and balance sheet and never thinking about anything else producing wealth than the work of our labor.

03:37:32.000 And you know, that wasn't even legal until the Constitution was changed in 1913, which made income tax legal.

03:37:41.000 It took a constitutional amendment to tax the labor, the labor of working men and women.

03:37:46.000 It wasn't just an automatic, oh, we can go do this.

03:37:50.000 You had to change the foundation of the country to take up to a third of every hour you work and hand it off to an elite, spending it for the development of your resources for someone else.

03:38:07.000 This is how it's gone.

03:38:09.000 200 years, the biggest train robbery.

03:38:11.000 You know, you used to be the robber baron.

03:38:13.000 People talk about the robber barons of the 1800s, building railroads and robbing the public of resources and land and everything else.

03:38:20.000 Nothing's changed, ladies and gentlemen.

03:38:22.000 It is the same game, and it takes aggressive, different leadership.

03:38:27.000 That, maybe we've got the guy in the White House to make the deal a little better deal.

03:38:33.000 You know, and there's a lot of controversy right now because the Chinese are looking at our resources.

03:38:37.000 We're on the Pacific Rim.

03:38:37.000 Well, there's a good reason.

03:38:39.000 Everyone on the Pacific Rim is interested in Alaska resources.

03:38:43.000 And if you look at the very top of the state, And you think about where we sit in terms of global transportation.

03:38:50.000 As the polar regions melt, which they are, no matter what man does, and I was going to get into that today, but we're going to kick that over to next week because we just don't have time, and we'll get into the climate change issues, a very different way of looking at them, but how it affects us economically is it's happening.

03:39:06.000 Period.

03:39:06.000 You can't stop.

03:39:07.000 It's going to happen.

03:39:08.000 No matter what you want to argue about the cause.

03:39:10.000 That makes the North Polar regions, ice-free, which allows Alaska to be one of the shortest routes to Europe with our natural resources.

03:39:19.000 If we can get a rail link to Alaska, which we do not have, we could actually get our natural resources into the Midwest through the trans-Canadian rail systems and the Canadian rail systems stretching all the way up into northern British Columbia.

03:39:32.000 You know, these guys have their act together.

03:39:35.000 They build railroads to reach resources.

03:39:38.000 They build pipelines to reach resources.

03:39:41.000 They manage them environmentally with a lot of debate in Canada, just like we do, to get to the right place to develop our resources in the right way, and that's what we're doing in Alaska.

03:39:52.000 The nation needs to pay attention.

03:39:54.000 We have a greater coastline than the East Coast, West Coast, and Gulf Coast in the United States combined.

03:40:04.000 I mean, looking at what's possible right now, In Alaska.

03:40:09.000 To begin to reshape the nation.

03:40:12.000 We need the kind of emphasis we put when we built the road to Alaska.

03:40:17.000 It was in World War II.

03:40:18.000 Because we're the quickest hop and off point.

03:40:21.000 We were headed to drop things through Lend-Lease over to the Russians, who were our friends even in the middle of their communist period, to break the back of Hitler.

03:40:31.000 You know?

03:40:32.000 They built a road in a summer to Alaska.

03:40:36.000 And yeah, it wasn't much of a road, I can tell you.

03:40:38.000 When my dad took it about 10 years later in 1955, it was no picnic.

03:40:44.000 But the fact is, we need transportation corridors.

03:40:47.000 That's a national, should be a national priority.

03:40:51.000 That get us the kind of corridors that can take us all the way into interior Alaska, across the southern flank of the Brooks Range, which covers the richest mineral belt in the United States.

03:41:05.000 Huge, huge resources.

03:41:07.000 One of the publications that I use and I read, it's one of these weird ones, you know, for Alaskans, but it's this one, Mining News.

03:41:16.000 And this is the one that's written for insiders on what's going on here.

03:41:21.000 35 strategic minerals the Congress has just announced.

03:41:24.000 Most of them are in mineable quantities in Alaska, not being mined.

03:41:31.000 The few that are, zinc as an example, one zinc mine produces 6% of all the zinc concentrate in the world.

03:41:38.000 The port is frozen solid half the year.

03:41:41.000 It's out of the known area.

03:41:43.000 And yet 6% of the whole world annual supply comes from this one mine.

03:41:48.000 The 10th largest silver mine in the world is in Southeast Alaska.

03:41:51.000 We have the largest molybdenum deposit on coastal waters.

03:41:55.000 It's not even being looked at.

03:41:56.000 We have rare earths being developed by U Corp.

03:41:59.000 in the Ketchikan area of Alaska.

03:42:02.000 This will be the first major rare earth mine in the United States.

03:42:06.000 Right now, 90% of all rare earths come from China, and they're not allowing exports.

03:42:10.000 And we need them for all of the technologies that drive an economy in the 21st century.

03:42:16.000 They're at Tidewater, another major project in the same area.

03:42:21.000 When you look at the Red Dog Mine up on the screen.

03:42:25.000 Incredible, incredible deposit.

03:47:43.000 And it gives me a chance to explore some of the areas that I think are important that amplify those of foundational issues uh... that are all about taking our country back i mean when i think about the balance sheet and sort of what's happening in in alaska

03:48:00.000 I want to go back to just before the break, talking about strategic minerals.

03:48:03.000 You know, when you think about rare earths, the difficulty has been not just finding them, which we do, we have, we found them, you know, we've got them in Alaska.

03:48:13.000 The other thing that is important is how do you separate them?

03:48:16.000 They're very complex to work.

03:48:17.000 The chemistry on them is extremely complex.

03:48:21.000 So, the companies that are doing the work here have actually developed the technologies and they've trialed those technologies Piloted them and are now using them in a couple of other places for handling waste streams of heavy metals and toxic materials to keep them out of the dump and back into applied technology.

03:48:40.000 And a couple of places are using them.

03:48:42.000 They piloted a program with the oil sands in Canada.

03:48:45.000 When those oil sands are heated and extracted from the rock, there's a lot of other metals and materials in it.

03:48:53.000 And what happens is that material Can actually, in a fluid form, have the heavy metals extracted.

03:49:00.000 So they're running a pilot to see if they can not only get them out of the waste streams, they don't become part of the waste, but actually are used within industry.

03:49:08.000 They're also building a program in the lower 48 states to actually recycle the heavy metals out of industrial waste.

03:49:16.000 Again, by having developed the kind of technologies that make the extractive process Clean, efficient, and to serve the interests that this century requires.

03:49:27.000 When you think about the innovation, not just in the technology, but you really have to look at three things.

03:49:33.000 And when I was a young kid, when I was in my teens, I talked about information, transportation, and communication systems as being the keys for the 21st century.

03:49:44.000 Now, this is 40 years ago, over 40 years ago.

03:49:48.000 And those remain the key for the 21st century.

03:49:51.000 Transportation is a deficit.

03:49:53.000 Alaska has state-of-the-art communication.

03:49:55.000 We have state-of-the-art information systems.

03:49:57.000 We need transportation corridors so we can move from the ports that are on the coast, inland, into the resource base of the nation.

03:50:06.000 We need the same kind of initiative that pushed railroads through the West.

03:50:10.000 Now we need pushing through the rest of the West.

03:50:13.000 Alaska's West.

03:50:16.000 The hidden 18%, almost a fifth of the country.

03:50:21.000 And most people think it's sitting off to the side of maps in some lower position.

03:50:26.000 Look on a globe at where Alaska sits.

03:50:30.000 Take pride in this resource that we own together, Alaska.

03:50:36.000 And let's think about how do we take the fiftieth state, the last one in, might be the big one to bail us all out.

03:50:46.000 Let's think about it a little differently in this century.

03:50:49.000 The image up right now showing Alaska, you can see the coastline, the islands that stretch, almost touching Russia and Japan.

03:50:58.000 You know, when you think about it, we have a 200-mile limit that surrounds Alaska.

03:51:03.000 You look at southeast, just a small gap of Canada before it touches Seattle.

03:51:08.000 If you look at the north part of Alaska, 700 miles from south to north, and you see all that light blue in the map?

03:51:15.000 Those are all potential oil basins.

03:51:19.000 And only two of them are being developed right now.

03:51:22.000 And that's in the South Central part, the very, very small part near Anchorage, and then in the very northern region of the state.

03:51:30.000 One of the few roads that even penetrates the state goes straight from Fairbanks North to Crude Bay.

03:51:37.000 And it was built during the pipeline.

03:51:39.000 You know, the pipeline Zeroing in, now they're coming in close on that map, which you can see now the Brooks Range, which is the mountain range at the top of the map.

03:51:48.000 And just the other side of it is the biggest oil basin left in the United States, where you're going to see billions and billions and billions of barrels of oil found.

03:51:59.000 If you look in the Kotzebue area, which is also on the map in the same section on the very far end, that was to the ocean.

03:52:07.000 In this area is a deposit of graphite.

03:52:10.000 Now, graphite and graphene are critical for battery technologies for modern electric vehicles.

03:52:16.000 Alaska, that one deposit is a known deposit, four and a half miles long at surface.

03:52:22.000 They've tested the graphene, it's top quality for batteries, and that's going to come online in a few years.

03:52:28.000 That has enough capacity to fuel the entire graphene demand of the United States.

03:52:33.000 Right now, we import virtually all of it.

03:52:36.000 So if we're going to remain competitive, we are a raw resource place.

03:52:42.000 You know, when you think about the real factors of economic production, there's four.

03:52:46.000 It's not cash.

03:52:47.000 It's not money.

03:52:48.000 That's the medium between each of these four aspects of economic production.

03:52:54.000 And they are land and natural resources.

03:52:57.000 They are labor and they are entrepreneurship and capital equipment.

03:53:01.000 That's kind of stuff that makes other stuff like shovels and factories.

03:53:05.000 Those are the four factors.

03:53:08.000 The biggest, biggest thing we have right now in this country is underutilized labor in my state.

03:53:14.000 40% unemployment in rural areas.

03:53:17.000 4-0!

03:53:17.000 40%!

03:53:18.000 The highest in the nation.

03:53:20.000 It's been that way since I was born here.

03:53:22.000 And yet we have resources that could create not just marginal jobs.

03:53:26.000 Mining jobs pay 80 to 100 grand a year for people working underground in my state.

03:53:32.000 These are good jobs.

03:53:33.000 These are the kind of jobs that allow families to function again.

03:53:38.000 Not with three jobs in a household, but with one.

03:53:41.000 We have opportunities to build railroads, to build roads and ports in a place that has the ability.

03:53:49.000 To support that with our natural resources.

03:53:51.000 We have an opportunity that is being missed by this nation as we debate the cash flow again.

03:53:58.000 Who's going to pay the taxes?

03:54:00.000 Who's going to pay the money?

03:54:01.000 We're all paying enough.

03:54:04.000 Let's look at who's taking our resources for nothing and create a competitive contracting environment where they begin extracting our resources for us.

03:54:15.000 The way it's done in a lot of the world.

03:54:18.000 You know, these resources are not allocated yet that we haven't made deals on yet.

03:54:23.000 We need a new deal, a different deal, a deal that puts the right weight on the nation's side of the table and not lobbyists, not multinationals who have looted and robbed this country for 200 years and continue to do so.

03:54:39.000 You know, until this tax reform, they weren't even taxed on their foreign income.

03:54:43.000 And I want to talk briefly about that in the minerals, oil and gas game.

03:54:47.000 They're only taxed on half of their income.

03:54:50.000 And this is why.

03:54:52.000 Look it up.

03:54:52.000 Look up depletion allowances.

03:54:55.000 Depletion allowances.

03:54:56.000 What they allow, and this happened back in the early 1900s when they created the income tax, the oil, gas, and minerals industry were screaming bloody murder.

03:55:05.000 They want to pay.

03:55:06.000 So they put in this little thing in the code.

03:55:08.000 It's been there ever since for over 100 years.

03:55:11.000 Depletion allowances.

03:55:12.000 So they get to take, when they deplete the resource that we own, They don't own it.

03:55:18.000 They lease it.

03:55:19.000 Okay.

03:55:20.000 But they get to depreciate it or deplete it.

03:55:23.000 And so they take the amount the field goes down, and that offsets the amount of the income they have.

03:55:29.000 And they can offset up to half of their net income.

03:55:33.000 In other words, the 20% tax cap for corporations, they're in the middle of an oil and gas game.

03:55:41.000 It's half of that.

03:55:42.000 It's 10% domestically, 7.5% internationally.

03:55:48.000 It's like a sales tax in some parts of the country.

03:55:52.000 That's what they're paying.

03:55:54.000 Because of this law, over a hundred years old, that gives them an advantage.

03:55:58.000 I'm in the minerals business.

03:55:59.000 I know how it works.

03:56:00.000 And I appreciate the tax advantage, but I don't think it's fair for Americans.

03:56:04.000 I shouldn't have to set that type of an advantage.

03:56:08.000 I should be paying my fair share on resources that once upon a time belonged to the nation in common.

03:56:16.000 In this case.

03:56:18.000 These properties were conveyed in 1904, even before the income tax.

03:56:23.000 All right?

03:56:23.000 But going back to the balance sheet, the stuff that is not allocated, we need a new way of looking at it.

03:56:33.000 We need a competitive contracting environment.

03:56:35.000 The government's not good at running businesses.

03:56:38.000 We already know that.

03:56:39.000 But these are just basic natural resources that need to be contracted for extraction so the maximum value goes to the public.

03:56:48.000 Not to private corporations that already have huge advantages tax wise and even bigger ones internationally.

03:56:56.000 A very different game.

03:56:57.000 We need to reset.

03:57:00.000 Reset the nation.

03:57:03.000 And not just in the way it's being done politically right now, which is creating all the consternation that we can imagine.
