00:03:39.440 bills will have to be passed under suspension, meaning that they need two-thirds of House
00:03:44.660 members in order to pass them because they won't make it through the House Rules Committee because
00:03:48.720 it is stacked with some of the most conservative members of the House because of the deal that
00:03:52.640 Kevin McCarthy made to become Speaker.
00:03:54.820 So while there's optimism that they'll ultimately get this done, there is still a number of hurdles
