01:29:39.000They did a study of 401,000 state prisoners released in 2005, and they had almost 2 million arrests during a nine-year period.
01:29:51.000So an average of five arrests per released prisoner.

01:30:01.000I mean, before giving up on these prisoners, maybe we have to fix these prisons.
01:30:05.000Like back when a penitentiary was like the penitentiary that penitentiaries are based on, the one in Philadelphia there, the one that has the word penance in the name, those guys would do like five years for murder and stuff.
01:30:21.000And we don't know what their recidivism rates were because we didn't keep records of them because we thought it would be too cruel.
01:30:28.000So it's possible that we could fix the justice system and we'd have better post-crime rates.
