00:03:29.540 The last time we spoke, which was at, or the last time we spoke in public, which was at South by Southwest,
00:03:33.620 you introduced a new concept very much related to this, which is that when conspiracy information is shown,
00:03:41.160 you would show a panel with authoritative information, and you would lead people to Wikipedia.
00:03:45.940 Tell me how this has evolved over the last two years.

00:03:49.420 So, yes, we met almost, what, two and a half years ago, 2018, and I told you.
00:03:54.740 Oh, my God, three years ago.
00:03:56.380 Yeah, three years ago, and I told you that we were going to do label content,
00:04:03.700 and at the time that was a new idea.
00:04:05.660 No one, I don't think we had actually rolled it out, or we were just in the process of rolling it out,
00:04:09.800 and that became something that we now refer to as information panels,
00:04:13.900 and those information panels have become incredibly important.
00:04:17.680 I'd say they're a serious workforce in making sure that people have the right information
00:04:22.400 and that we can use to counter misinformation.

00:04:27.980 We certainly have used that on all the coronavirus information.
00:04:32.420 So if you look at something COVID-related, we'll link to all different kind of health information,
00:04:36.680 health authorities, depending upon what country you're in.
00:04:39.840 All kinds of common conspiracies will link that.
00:04:43.100 For election integrity, we use that.
00:04:46.140 In COVID, we serve hundreds of billions of impressions that were different information panels.
00:04:51.180 So we've come a long way, Nick, since we first met,
00:04:54.920 and I'm hopeful that our VBR is also the start to something really important,
00:04:59.360 which is more transparency and just an enhancement of our transparency report
00:05:04.500 to understand how we think about violent abuse.

00:05:08.340 Hundreds of billions of times, they correct people who think improper thoughts about the pandemic.
00:05:15.540 By the way, what does it mean to think improperly about the pandemic?

00:05:33.520 Irritating, and people are more likely to touch their face when they have a mask on,

00:05:43.660 It's not something that when I'm out in public, it's going to protect me in any way.
00:05:47.780 We don't want people wearing it all day long, for example.
00:05:51.180 We cannot rely on a mask, because the mask is not what keeps us safe.
00:05:57.260 And masks for long periods of time are not recommended by anybody in any situation.

00:06:30.420 He thinks the virus escaped from the Wuhan Virology Institute.
00:06:37.680 If I was to guess, this virus started transmitting somewhere in September, October in Wuhan.

00:06:44.380 It's an only opinion.
00:06:45.040 I'm allowed to have opinions now.
00:06:46.460 You know, I am of the point of view that I still think the most likely etiology of this pathogen in Wuhan was from a laboratory, you know, escaped.

00:07:02.540 It's not unusual for respiratory pathogens that are being worked on in a laboratory to infect a laboratory worker.

00:08:03.720 Corporations created the virus.
00:08:05.960 Okay, well, what if the consensus is wrong?
00:08:09.900 And whose consensus?
00:08:10.960 That of the World Health Organization?

00:08:13.520 America who?
00:08:14.600 Is science decided by votes?
00:08:17.180 I guess it has been for centuries.
00:08:19.420 Galileo was convicted for defying the consensus.
00:08:23.620 He said that the earth revolved around the sun, not the other way around.
00:08:27.280 And that was just out of step of the consensus.
00:08:30.640 But how do you ever advance and progress your understanding of the world if you can't challenge the establishment view?
00:08:36.700 I can't think of anything less progressive than banning new and controversial ideas.

00:08:45.900 But we don't really know until we test them out, do we?

00:08:56.760 But if you do that on YouTube's favorite issues, and you heard them, the pandemic, or did Joe Biden win through voter fraud, you'll be banned.

00:09:09.320 Susan Wojcicki, that's the YouTube CEO, even explains how they're doing it.
00:09:14.660 She says they're making many more censorship rules, and they're enforcing those many more rules harder than ever.
00:09:21.460 Those are two ways, she boasts, that she's correcting how people think.
00:09:26.100 Well, first of all, I just want to say I think it was a really important milestone in terms of what we announced today.
00:09:31.200 Because we have been asked many, many times by governments, by press, by advertising, creator community, about this violative rape.
00:09:41.160 And we were able to show exactly how good we are at enforcement of our policies, right?
00:09:48.800 So we were able to show that we have a very high ability to find this content and show exactly what that number was.
00:09:57.700 We were also able to show that we were able to reduce it significantly over time.
00:10:04.820 So if you look at where we were in 2017 at the same time of the year, we've reduced this more than 70%.
00:10:11.340 And that is due to an incredible amount of hard work with machines and also improving our policies.
00:10:17.400 So not only did we significantly remove content that violates our policies at that significant rate,
00:10:24.160 but we also created a lot more policies that we had to remove.
00:10:27.580 And I mean, I would say the machines are good.
00:10:30.200 We can find content across the board.
00:10:33.880 But, you know, something like hate speech or something that has a lot of context would be something that would be harder from a machine standpoint to be able to detect.
00:10:44.740 But in the end, we've been able to really fine-tune our machines so that we can find a lot of this content.
00:10:52.080 And it is flagged, but it doesn't necessarily mean that it's removed.
00:10:55.680 So what happens is the machines will flag it, and then it will be sent to human reviewers who will determine whether or not this is in fact violative or not.
00:11:04.300 Well, look who's ready to give that sendership a real boost.

00:11:11.540 Kill websites, says McLaughlin, referring to former Chief Justice Beverly McLaughlin.
00:11:16.700 Federal regulators should take down websites with hurtful words, says a former Supreme Court justice.
00:11:23.460 Beverly McLaughlin yesterday said enforcement measures must be taken against Internet publishers hurting our democracy.
00:11:29.460 We need to have, in some circumstances, a takedown mechanism when it's going to be a threat to life, said McLaughlin.
00:11:38.400 I don't know what she means by a threat to life.
00:11:41.440 I'm guessing she means like a death threat, a credible, imminent death threat.
00:11:46.380 I mean, that's already covered by the criminal code.
00:11:47.860 I can't actually think of a single social media company in the world that wouldn't take that down.
00:11:51.920 It's a violation of the terms of service of Twitter, of Facebook, of YouTube, whatever.
00:11:57.000 I don't think you need the courts to get involved.
00:11:59.420 I can assure you that companies do that automatically, very quickly.
00:12:04.360 But that's not what they're really after, is it?
00:12:06.940 That's not what the pandemic thing or the voter fraud thing are about, is it?
00:12:11.060 They're trying to get political mind control, not life-saving measures.

00:12:18.140 We need a place where people can raise complaints.
00:12:21.520 McLaughlin, 77, retired as Chief Justice four years ago.
00:12:24.860 She co-authored a federally funded report that said Parliament must, quote,
00:12:28.740 protect against social harms on the Internet.
00:12:32.680 Speaking in a podcast for World Press Freedom Canada,
00:12:36.480 McLaughlin said current limits on free speech are inadequate,
00:12:39.420 including libel law and 1970 hate speech provisions of the criminal code.
00:12:43.940 The problem is they're not always swift and fast, said McLaughlin.
00:12:47.900 Criminal proceedings take a terribly long time.
00:12:50.440 We are proposing an e-court where you go online, you say,
00:12:55.700 this is happening to me.
00:12:56.880 I am being bullied or harassed or whatever it is.
00:12:59.420 And how do I deal with it?
00:13:00.960 And there would be experts who know how to deal with those things.
