00:03:12.880 The Hogue Commission report is out.
00:03:16.500 For those of you who don't know, Justice Hogue and the Hogue Commission is actually the Foreign
00:03:24.460 Interference Commission.
00:03:26.300 And if you follow along with my work here at Rebel News, you know that I've been just deeply
00:03:32.060 invested in the Foreign Interference Commission.
00:03:35.900 I watched as much of the Commission testimony as I could, including the brave testimony from
00:03:42.320 Michael Chong and Kenny Chu, who were targeted by the CCP for their freedom stance here in
00:03:51.100 Canada and their stance for human rights.
00:03:54.700 Justice Hogue has released her findings.
00:03:59.160 And here's what she found.
00:04:00.320 China did indeed interfere in the 2019 and 2021 election, but the level of interference
00:04:09.920 did not overturn the general election results.
00:04:14.700 So all that is to say, and I think any observer would have noted that Aaron O'Toole was definitely
00:04:22.880 going to lose that election because he did not offer a compelling alternative to Justin
00:04:30.280 Trudeau.
00:04:30.680 He was very, as I call him, butter noodles with no salt, like unsalted butter noodles.
00:04:38.080 But there was foreign interference and it probably did cost several ridings, not enough to overturn
00:04:45.540 the election, but definitely enough to sway the vote in ridings like Steveston, Richmond East,
00:04:52.700 where Parm Baines is now the Liberal MP because he served to amplify the CCP disinformation campaign
00:05:00.600 against human rights activist Kenny Chu, who was the Conservative Party candidate there,
00:05:07.100 who had initially proposed a foreign registries or foreign agents registry, which the CCP, of course,
00:05:14.240 didn't like.
00:05:15.000 So they spread misinformation and disinformation, I should say, about him through Chinese language
00:05:22.400 social media and Chinese language news media in his riding.
00:05:27.360 And I should note, the PMO, the Prime Minister's office, was fully aware of it, helped amplify
00:05:34.700 it even, echoed the CCP lies against Kenny Chu.
00:05:38.920 And because of that, Parm Baines is the Liberal MP, by the way, has the gall to sit on the
00:05:46.000 Ethics Committee in the House of Commons.
00:05:49.280 Just these people are so shameless.
00:05:51.180 But anyway, let's go into a couple of the findings here.
00:05:54.880 This is what Justice Hogue wrote.
00:05:57.080 The evidence allows me to conclude foreign interference likely impacted some votes in the 2019 and 2021
00:06:03.480 general elections.
00:06:04.840 She found that the acts of interference that occurred are a stain on our electoral process
00:06:11.580 and impacted the process leading up to the actual vote.
00:06:16.140 More broadly, Hogue emphasized, there's a real risk of politicians modifying their positions
00:06:21.120 or their messages, which we heard the Liberals do, as a result of foreign interference.
00:06:25.700 And this risk will increase if we do not take sufficient protective measures to guard against it.
00:06:31.820 I'm reading from the Bureau, Sam Cooper.
00:06:38.560 But we have the report there in front of us.
00:06:43.380 Hogue found that Liberal MP Han Dong's nomination in 2019 could well have been secured by covert
00:06:50.800 support from Chinese international students who faced threats from Chinese officials.
00:06:55.420 And that's a good point to make, is that, so again, if you didn't watch the commission as closely as I did,
00:07:04.860 congratulations, you have a life.
00:07:06.880 But I'm also paid to do this.
00:07:08.620 And also, I find it very interesting because while I, off the top of the show, may have called other people nerds,
00:07:13.920 I might be the nerd.
00:07:15.160 The phone call of nerdiness is coming from inside the house.
00:07:18.300 So, what happened in Han Dong's writing is that Han Dong campaigned at a Mandarin-speaking private school
00:07:29.800 where foreign students are outside of his nomination writing, which is absolutely unheard of.
00:07:37.420 You only have this many resources to campaign in a nomination.
00:07:41.100 Why are you spending them outside of the writing?
00:07:45.580 Well, he says, well, miraculously, all of those students live in the writing.
00:07:50.040 Sure, sure, sure, sure, sure.
00:07:51.280 And then, on election day, a bus containing those foreign national Mandarin-speaking students
00:07:58.100 turned up to vote in his nomination.
00:08:00.420 Wouldn't you know it?
00:08:02.380 Han Dong won.
00:08:04.120 And that was a nomination for the Liberal Party because China wanted to make sure that their man got in.
00:08:09.060 And subsequent to that, Han Dong was just, as a backbench nobody, meeting with Chinese consulate officials,
00:08:17.580 talking about the two Michaels, and telling the consular officials,
00:08:23.600 hey, do us a favor, do us a solid, keep those two innocent Canadians locked up until after the election
00:08:30.220 because if you release them, it makes the Conservative Party position on China look like the reasonable one.
00:08:39.060 So, the point I'm trying to make here is that those foreign students from China,
00:08:47.980 obviously, spoke Mandarin, they weren't willing participants in this scheme.
00:08:53.700 It sounds like they were being threatened by the CCP also, like, hey, you guys better vote for Han Dong
00:08:59.560 or we're going to send you home to China, and wouldn't it be terrible if something happened
00:09:04.020 to your mom and dad back home?
00:09:06.100 And also, if you are somebody attending a Mandarin-speaking private school in Canada,
00:09:12.160 you are probably from a powerful CCP-linked family.
00:09:17.000 But they were threatening them, which means, well, what do you think that they would do to you here?
00:09:21.740 And somebody like Kenny Chu and Michael Chong.
00:09:27.380 So, Hoag wrote,
00:09:28.580 Before the election, intelligence reporting indicated that Chinese international students
00:09:32.580 would have been bussed in to support Han Dong,
00:09:35.680 and that individuals associated with a known PRC, that's People's Republic of China proxy agent,
00:09:40.760 provided students with falsified documents to allow them to vote.
00:09:45.320 That's falsified residency documents saying, oh, we all go to school outside of the riding,
00:09:52.940 but we all miraculously live in the riding, so let us vote, despite not being residents of Don Valley North.
00:10:01.020 After the election, some intelligence indicated that veiled threats were issued by the PRC consulate
00:10:05.940 to the students, implying that their student visas would be in jeopardy
00:10:08.980 and there could be consequences for their families living in the PRC if they did not support Mr. Dong.
00:10:13.840 Given that Don Valley North was considered a safe liberal seat,
00:10:19.320 if foreign interference did impact the nomination race,
00:10:22.560 this would not likely have affected which party held the riding.
00:10:27.420 Okay, fair enough.
00:10:28.860 It would, however, have affected who is elected to parliament.
00:10:34.320 And this is significant.
00:10:36.220 Sure is.
00:10:38.100 Because it says that not only was the PRC, People's Republic of China,
00:10:43.840 let's call it what it is, the CCP, the Communist Party of China,
00:10:46.840 because the party is the state and the state is the party,
00:10:50.620 if they were attacking conservatives,
00:10:55.840 they were also making sure, which was a little bit more difficult,
00:11:00.440 but they were also making sure, thanks to rigging nominations,
00:11:04.760 making sure that their guys in the Liberal Party got elected.
00:11:08.080 So they were going around the nomination process,
00:11:14.060 installing their people in safe liberal ridings.
00:11:18.740 So then it goes on to say,
00:11:22.600 while Prime Minister Justin Trudeau was warned of potential regularities
00:11:26.000 involving the students and Chinese officials in Handong's Don Valley North nomination,
00:11:31.020 he decided not to intervene before the October 19th general election.
00:11:35.580 Yet, Hogue also said there's no indication that Trudeau and the Liberals
00:11:42.300 examined the case any further after the October 19th election.
00:11:47.180 Yeah, why would they?
00:11:49.520 They got all the help they wanted from the PRC,
00:11:52.260 and so what's to look at?
00:11:56.940 You know, the outcome worked in the Liberals' favor.
00:11:59.660 All they had to do was turn a blind eye to Chinese meddling,
00:12:02.280 and then they did.
00:12:02.860 And then they formed a government.
00:12:06.400 I asked Mr. Trudeau whether the issue was revisited after the election, Hogue wrote.
00:12:12.040 The specifics of any follow-up are, at this point, unclear,
00:12:15.760 and I'm not certain what steps were taken.

00:12:22.760 Hogue also found that British Columbia MP Kenny Chu,
00:12:25.500 who testified this week at the Ethics Committee and called out Parm Bain's right to his face
00:12:31.520 for his poor moral character.
00:12:34.920 And former Conservative leader Aaron O'Toole were attacked with Chinese disinformation,
00:12:39.460 and Chu may have lost his writing to attacks on WeChat.
00:12:43.400 So, that's the news today.

00:12:52.000 I guess that comes next.
00:12:53.260 That's the second part of the commission,
00:12:54.960 is determining whether or not foreign interference happened.

00:12:59.580 Now, what do we do about it?
00:13:01.400 We have a year before the next election,
00:13:05.180 a year and a little bit, October 2025.
00:13:07.980 Who's counting down the days?
00:13:10.360 This girl.
00:13:12.700 But Justin Trudeau was asked about it by reporters this morning,
00:13:16.280 and he bumbled his way through it.
00:13:18.120 So, let's go to that clip, please.
00:13:23.680 Foreign interference inquiry results just came out,
00:13:27.020 and they found that while it didn't affect the election results,
00:13:31.400 it did undermine Canadians' trust in our democracy.
00:13:35.160 Hogue found the greatest impact of foreign interference,
00:13:36.960 or did your government unwillingness to call for an inquiry contribute to that?
00:13:43.560 This government, since 2015,
00:13:45.960 has put forward more measures than any previous government,
00:13:51.640 which has never put forward measures to counter foreign interference.
00:13:55.100 We put forward a number of different bodies,
00:13:59.900 including an elections oversight body that can say with confidence
00:14:04.200 that the 2019 and 2021 elections were, in fact, decided by Canadians,
00:14:11.860 despite ongoing foreign interference activities from various countries.
00:14:16.660 And the work that the Commission is doing is very, very important in two ways,
00:14:22.340 both to make sure that we are continuing to develop and improve our tools
00:14:27.000 to counter the foreign interference by countries that want to either undermine our democracy
00:14:32.840 or undermine democracy as a whole,
00:14:35.900 but also reassure Canadians about the things that are being done
00:14:40.500 to ensure that Canadian elections are decided by Canadians.
00:14:45.260 So I thank the Commissioner for the interim report,
00:14:50.380 and we'll continue to work with the Commissioner on the Foreign Interference Inquiry
00:14:53.260 over the coming months on the next phases of their work.
00:14:59.500 What is he talking about?
00:15:01.900 The previous government didn't propose to do anything.
00:15:05.800 He's been in charge since 2015.
00:15:09.040 Can we please quit blaming Stephen Harper?
00:15:14.140 After Stephen Harper is deceased,
00:15:16.440 there will be a Liberal Prime Minister blaming the ghost of Stephen Harper
00:15:21.360 for what's happening in Parliament at this point.
00:15:25.120 He's like the boogeyman for them for any excuse.
00:15:29.740 But it was Kenny Chu, a Conservative MP,
00:15:33.600 who proposed the Foreign Agents Registry,
00:15:36.440 which set about the CCP attacking him.
00:15:40.140 And Parm Baines is now a Liberal MP sitting on the Ethics Committee,
00:15:43.740 just galling because of it.
00:15:47.540 But he doesn't care.
00:15:49.880 You know, like all the testimony stated that not only did the PMO know and do nothing,
00:15:54.700 in some instances they amplified the CCP messaging
00:15:57.840 against advocates of a Foreign Agents Registry.
00:16:02.360 Kenny Chu testified that the CCP were saying to have a Foreign Agents Registry
00:16:10.460 was racism against Chinese people.
00:16:13.580 I don't know if you picked up on Kenny Chu's last name there,
00:16:16.240 but he's ethnically Chinese from Hong Kong.
00:16:19.640 He's being racist against other Chinese people.
00:16:21.880 I suppose it's a possibility, although outlandish.
00:16:24.980 And guess who amplified that messaging?
00:16:27.060 Justin Trudeau.
00:16:28.980 It became a campaign message that Conservatives were racist.
00:16:35.520 And that came directly from the CCP.
00:16:38.340 So he took the CCP seed and like grew it into this big,
00:16:42.400 gross weed that now we have to root out of
00:16:47.160 the entire Canadian political landscape.
00:16:52.280 It was a lie.
00:16:53.620 It's CCP disinformation spread by the Liberal campaign apparatus.
00:16:58.720 So that's that.
00:17:00.140 I can't wait to see what we do next.

00:18:38.380 for allegedly breaching her bail condition,
00:18:40.300 so she reported being brought back to Ottawa
00:18:42.240 to go in front of a judge.
