00:03:34.260And this past weekend, I took a walk through Beacon Hill Park.
00:03:37.800This beautiful park, which is described by Victoria.ca as the crowning jewel in Victoria's park system,
00:03:45.200has become less popular for families to enjoy.
00:03:48.260It's approximately 740,000 square metres of parkland is now being utilised as a tent city of over 100 homeless people.
00:03:58.420According to Victoria.ca, a court order was granted to the city that required tent residents to be reallocated within the park.
00:04:06.500While that was probably a step in the right direction, many feel it's not enough.
00:04:11.280Concerns about both the threat of the preservation of the park and the safety of the surrounding citizens are still commonly expressed by many.
00:04:20.840Stephen Andrew, a candidate running for Victoria City Council, told me that there is an increased police patrols in the park
00:04:28.360due to reports of increased criminal activity in and around the park.
00:04:32.820Many people reach out to him to say that they feel unsafe.
00:04:36.480On August 20th, Czech News.ca reported that according to the police data calls,
00:04:42.580reports of mischief, weapons, street violence and break-in enters in the downtown core are on the rise.
00:04:50.000Another common concern when homeless encampments take over any public area
00:04:54.580is the risk regarding improperly disposed needles,
00:04:58.620especially given that this encampment is literally across the street from an elementary school like this one.
00:05:05.620Global News reported that on August 23rd, Victoria Police issued a warning to the public
00:05:12.180after a man walking through a trail at the park felt a pain in his foot
00:05:16.360only to discover he had been poked by an uncapped needle.
00:05:21.180Now, the city's mayor, Lisa Helps, sent a letter out to parents at South Park Elementary.
00:05:27.340According to CTV News, Helps said that the encampment tents are not in an appropriate place
00:05:33.860and that the city staff were drafting amendments to bylaws
00:05:37.940that would prevent sheltering in tents near the school.
00:05:42.600Now, with that said, many tax-paying residents are not holding their breath for Mayor Helps
00:05:48.100and are losing faith in her, especially after Mayor Helps and other city council members
00:05:53.620stood in favour of deferring enforcement of the 7 a.m. to 7 p.m. bylaw
00:05:59.380that was designed to have the campers cleared out during the day.
00:06:03.740Over 25,000 city residents who still have concerns for the rare and sensitive ecology in the park,
00:06:10.620the safety for the local citizens, as well as who also wish to find an appropriate housing solution
00:06:17.560for the homeless have come together to sign a petition to help save Beacon Park.
00:06:23.220The petition states that the city of Victoria is actually breaking the law
00:06:29.260regarding the establishing of a tent city at Beacon Hill Park.
00:06:34.260Well, yet again, another tent city fiasco, and yet again, another failure on the behalf
00:06:40.280of those in government who refuse to govern, and those in law enforcement who refuse to enforce the law.
00:06:46.720And the end result? Law-abiding citizens suffer from enduring an eyesore occupied by potentially dangerous people.
