00:01:49.180 to their hotels or whatever, file their stories. Biden's campaign has been calling a lid
00:01:54.200 every morning at around 930 a.m. That's got to be unprecedented. You're running for the
00:02:01.740 presidency. You're the candidate of one of the two major parties. It's 39 days out, and
00:02:07.380 you just quit every day at 930? No interviews, no events? It's sad, nothing else. Did you see
00:02:14.840 this speech he gave on Constitution Day? Good afternoon and welcome to the nation's Constitution
00:02:24.120 Center. I had the great privilege of being a guest leader of this outfit for a year. It's
00:02:36.380 an appropriate place to make the speech I'm about to make. I'm sorry he's not well. They
00:02:42.740 probably give him a shot of something, adrenaline, I don't know, just a needle in the tush to give
00:02:47.560 him an hour of lucidity and energy. And they get him away from microphones and cell phone
00:02:52.720 cameras. I really don't know how he'll get through a debate. I truly believe they're going
00:02:57.960 to try and come up with an excuse like that he's caught COVID. I bet you they'll say that.
00:03:02.300 It doesn't seem to have hurt the Democrats, though. I think their support for their party
00:03:08.180 is just as solid as Trump's support amongst Republicans. Just like the daily scandals that

00:03:19.200 for the past five years. I think Democrats' faith in their party is just as unshakable.
00:03:24.740 They don't care if Joe Biden is non-compass-mentus. They don't care. Kamala Harris will do just
00:03:30.440 fine. She's already thinking about being the president in all but name. I think that was

00:09:07.360 Former New York Mayor Mike Bloomberg and his team have raised more than $16 million to pay the court fines and fees of nearly 32,000 black and Hispanic Florida voters with felony convictions, an effort aimed at boosting turnout for Democratic presidential candidate Joe Biden.

00:12:23.340 The throne speech, Julie Payette, the Governor General, reading a speech written by the Prime Minister's office.
00:12:30.420 I like to watch for key words in these speeches, like Alberta or farmers or civil liberties, things like that.
00:12:37.920 There was a mention of Alberta and Saskatchewan and the oil-producing provinces.
00:12:42.200 But the only mention was these provinces have to get ready to net zero their emissions.
00:12:50.120 That's code word for, hey guys, can you get ready to shut down?
00:12:54.800 Here, take a look.
00:12:55.920 Canada cannot reach net zero without the know-how of the energy sector and the innovative ideas of all Canadians,
00:13:03.900 including people in places like British Columbia, Alberta, Saskatchewan and Newfoundland and Labrador.
00:13:12.200 The government will support manufacturing, natural resource and energy sectors
00:13:17.980 as they work to transform to meet a net zero future, creating good paying and long-lasting jobs.
00:13:25.900 You wouldn't think that a province with the highest unemployment in generations
00:13:33.260 would be asked to bear the brunt of getting the country out of the pandemic recession.
00:13:39.960 But that's how it looks. Joining us now via Skype from Edmonton is the senior columnist for the Edmonton Sun
00:13:46.380 who has written about this subject and about Jason Kenney, the Premier's response to it.

00:13:53.800 Lauren, have I overstated, sometimes thrown speech is going to be a bit vague.
00:13:58.540 Do you think I've misunderstood what Julie Payette meant?

00:14:02.500 I don't think you've overestimated it.
00:14:10.440 I think that's what it's going to come to.
00:14:12.960 I think what the Liberals are doing is hoping very much that the obstacles they've thrown up to oil and gas
00:14:21.760 in the tanker ban, the new regime for approving pipelines and oil sands projects
00:14:30.520 and other energy-related initiatives, all of that is going to continue to stymie development of the energy sector in Canada.
00:14:44.600 So much so that they won't have to declare it closed, it will just close on its own.
00:14:52.540 I think we've already missed, well, the one estimate I saw today was $150 billion in extra investment,
00:15:03.540 mostly overseas investment, in oil and gas, primarily in Alberta.
00:15:09.780 My own estimate is it's probably closer to $200 billion since the Liberals came to power in 2015
00:15:16.140 that has not come to Alberta and otherwise would have come to Alberta.
00:15:21.040 If you look at other oil-producing areas, even in the developed world,
00:15:27.360 our share of what has gone on since the prices recovered after the 2015 collapse,
00:15:35.900 our share should have been somewhere, I think, closer to $200 billion.
00:15:38.900 So this is a government that has done everything it possibly could to stymie oil and gas development.
00:15:48.300 The one thing that it's done in favor of oil and gas would be to continue to press through the Trans Mountain pipeline.
00:15:58.500 But I think they did that purely for political reasons.
00:16:01.120 They had to be seen to be somewhat in favor of economic development.
00:16:05.980 And Trans Mountain seemed the easiest thing for them to grab on to to prove they had some economic development interests at heart.
00:16:15.340 And so that's what they've done.
00:16:16.600 But almost everything else, they have tried everything they can, very successfully,
00:16:20.920 getting rid of the Energy East pipeline, getting rid of the Northern Gateway pipeline,
00:16:26.060 going so hard on the tech resources frontier oil sands line that tech resources after 10 years and a billion dollars in development costs,
00:16:38.340 threw up their hands and said, you know, you don't want this.
00:16:42.840 You're not going to let us have the permits.
00:16:45.340 We're just walking away.
00:16:46.360 And more and more and more of that stuff has happened because the Liberals have put these obstacles up there.
00:16:54.960 Not because the Liberals went and said, you can't have the frontier mind.
00:17:01.260 They just made it so difficult that the company finally thought, she's not worth it.
00:17:05.600 And that's the sort of thing that that they're doing when they're talking about net zero.
00:17:11.140 They could they could mandate that they could dictate that there will be net zero.
00:17:17.180 They could put hard legal definitions on our limits on how much oil and gas development there could be.
00:17:26.140 But they're not doing that.
00:17:27.160 They're the Liberals.

00:17:32.000 What they want to do is get their way by kind of sneaky methods.

00:17:39.700 I don't think you are overestimating what Payette meant, what was meant by the words that Payette spoke on behalf of the government.

00:17:49.800 And I saw an interview with the president of the company that's building it.
00:17:54.840 I mean, the ownership is a little murky to me, but he is a lifelong pipeline builder.

00:18:05.720 There is pipeline construction, but it's in Alberta mainly.
00:18:10.440 When it gets to the lower mainland of B.C., because that's where the pipeline ends, it'll be easy in Alberta.
00:18:17.580 It may well be easy even in eastern B.C. rural, but let me show you a quick clip.

00:18:27.320 He was asked a really fair question.
00:18:30.040 What will you do if there's protesters?
00:18:32.780 And he said, well, we'll take action.
00:18:34.960 Here, take a quick look at this.
00:18:36.800 I think it's fair to say another challenge that you're likely going to face would be protesters as we head towards those areas.
00:18:42.440 How do you anticipate dealing with that?
00:18:44.120 We keep a close eye on activity.
00:18:47.780 We obviously, you know, don't discourage, you know, law-abiding, peaceful protest activity.
00:18:53.560 That's everybody's right in our society.
00:18:55.840 And we don't discourage that.
00:18:57.620 But to the extent that it impedes our work at our work sites or threatens or causes unsafe conditions,
00:19:04.000 then we'll take immediate action.
00:19:07.400 We're, you know, prepared for whatever might come our way.
00:19:11.740 But at the same time, we're really hopeful that it's going to be peaceful and law-abiding
00:19:16.000 and that the men and women working on this project can continue to.
00:19:19.760 When you say immediate action, what happens if these protests turn violent,
00:19:24.240 as we've seen with some of the other protests around pipelines?
00:19:27.000 Yeah, the authorities have their jobs to do.
00:19:29.660 And, you know, we're in regular contact with authorities.
00:19:32.760 And we are inclined to take, you know, immediate and swift action.
00:19:36.980 And we've got an injunction in British Columbia that prevents anybody from impeding the work
00:19:40.980 or creating unsafe conditions.
00:19:43.240 We're patient.
00:19:44.300 We will take the necessary steps, but we'll ensure that the work is safe and can proceed.
00:19:51.840 I like his attitude, but I don't think a company can take action other than running to court.
00:19:57.420 And even with a court order, he can put that on a stack of 10 other court orders
00:20:01.820 if the RCMP won't enforce it.
00:20:04.300 And we know Trudeau certainly wouldn't use the military.

00:20:08.340 Do you think Justin Trudeau really will clear the way of his environmentalist allies
00:20:15.340 like Sephora Berman and all those groups that helped get him elected in B.C.?
00:20:20.500 Do you think he will really clear the path for that pipeline

00:20:29.740 I'm not entirely sure he won't, but I'm pretty sure he won't.
00:20:34.300 I mean, right now, as you said, most of the construction is in Alberta.

00:20:39.300 I went past it about two weeks ago, and it was nice to see.
00:20:45.340 But it's in a place where it's hard to get kombucha and fair trade pour over coffee.
00:20:50.300 So, you know, the environmentalists are not there.
00:20:53.880 Goodness, do you think in McClure, B.C., we could get a fine kombucha?

00:20:59.020 Well, let's not go up there and throw that in.

00:21:04.520 Yeah, but when you get to when you get to Burnaby, it's much easier.
00:21:11.360 And if you remember, there were boycotts.

00:21:18.380 Not quite all it was.
00:21:19.960 There were there were protesters who had set up camps around the terminus for the Trans Mountain about two years ago.
00:21:28.280 And neither the B.C. government, which is NDP and also held in power by the Green Party, neither the B.C. government nor the Canadian government would do anything about it.
00:21:39.040 So that the B.C. government wouldn't go to court to to back up the company and the company would go to court and get these injunctions.
00:21:48.520 The courts would say, they're on your property.
00:21:50.860 They shouldn't be there.
00:21:51.820 And then the federal government could have sent the federal RCMP, could have sent the national RCMP in to do it, but they never did.
00:22:01.660 And so Burnaby is patrolled locally.
00:22:04.840 Their local police forces the RCMP.
00:22:06.940 So the local RCMP would go over and they would arrest a few people and they'd take them away.
00:22:11.380 There'd be a media circus about that.
00:22:14.200 But it wasn't being enforced by the provincial government or the federal government.
00:22:19.540 So that gives me an indication that the federal government is not keen to to see this completed.
00:22:26.940 They'd like this.
00:22:27.660 They're happy enough to see it strung out for a long time because they can say, you know, we're the owners.
00:22:33.600 We're pushing this through.
00:22:35.060 But we really don't want to see anyone hurt.
00:22:37.480 We don't want to see anybody roughed up by the police.
00:22:41.340 We're a little worried about that.
00:22:43.000 So we're going to negotiate with, well, there's no negotiating with these environmentalists because they have no skin in the game.

00:22:52.980 It doesn't matter to them.
00:22:54.880 Their jobs are not dependent.
00:22:57.140 At least they don't think their jobs are dependent on oil and gas revenue.
00:23:01.700 But I think one of the things that comes out of the throne speech, and Alberta Premier Jason Kenney made this abundantly clear, his own press conference on Thursday, the day after the throne speech.
00:23:12.120 One of the things that comes out of the throne speech that hasn't been talked about by the liberal is that they simply cannot finance everything that they're talking about without a recovery of the oil and gas sector.
00:23:27.180 The oil and gas sector for the last 20 years, 25 years, has been the number one export industry in the country.
00:23:35.320 And the largest single source of government revenue.
00:23:40.120 It sustains about 800,000 jobs across the country, not just in Alberta and Saskatchewan, but across the country.
00:23:45.580 And if you think that you're suddenly going to get all of these people into fanciful green energy, alternate economy jobs that pay just as well, you really do have a problem in your thinking.
00:24:03.060 Your logic is really faulty because that's just not going to happen.
00:24:07.040 Ontario, in the 2010s, had their Green Energy Act, 2009 until about 2014.
00:24:18.520 And they spent $50 billion of public money to subsidize the startup of alternate energy, wind, solar, bio.
00:24:31.080 They converted an old coal power plant in Thunder Bay to burning spruce chips and things.
00:24:42.780 They spent $50 billion doing that.
00:24:44.800 It was one of the reasons why Ontario was the most indebted subnational government in the world for a time.
00:24:52.260 So that means that, you know, for any province or state in any country, they were the most indebted of any of those in the entire world because of their green energy fund.
00:25:02.300 And at the end of all of that, the Auditor General in Ontario said, well, it didn't produce any new energy.
00:25:08.940 It hasn't reduced emissions.
00:25:10.620 And far and away, it did not produce the 250,000 high-paying alternate energy jobs that the Liberal Ontario government had promised.
00:25:23.660 It produced about 12,000.
00:25:26.080 And most of those disappeared when the subsidies ended.
00:25:29.640 So that's what we're going to end up with federally.
00:25:32.940 We're going to spend billions and billions and billions of dollars on alternate energy.
00:25:38.160 Billions of dollars we don't have because we're shutting down the regular energy economy.
00:25:44.960 And at the end, what few jobs are created will disappear and we will not have solved our emissions.
00:25:53.600 We will not have lowered our emissions in any meaningful way anyway.
00:25:57.100 And that's, I think, at the heart of what Kenny was talking about in his press conference.
00:26:03.420 And that is the biggest single flaw in the throne screen.

00:26:08.440 Well, you mentioned Jason Kenney, and that's the subject of your new column.

00:26:13.140 For those who haven't read it yet, it's called Trudeau Ignoring That There Will Be No Recovery From Pandemic Without Strong Energy Sector.

00:26:25.200 A couple years ago, just over a year ago, there was this Maclean's Magazine cover that looked really tough.
00:26:30.980 And it was called The Resistance.
00:26:32.700 And you had Andrew Scheer flanked by Doug Ford and Jason Kenney and Scott Moe and Brian Pallister.
00:26:40.920 And these were the young bucks of the right who were going to stop Justin Trudeau.
00:26:45.280 Well, Andrew Scheer's gone.
00:26:47.060 Doug Ford has daily phone chats with Christia Freeland.
00:26:51.760 He couldn't be more proud of Justin Trudeau.
00:26:54.140 He's having joint press conferences with him.
00:26:55.700 But really, the only one, I mean, I like Scott Moe.
00:26:58.980 He's about to head into an election himself.
00:27:01.280 The only one who's really fighting out of the five men on that cover is Jason Kenney.

00:30:28.200 And the thing that really irks me about all of this is that many of the same people who designed the failed plan in Ontario that we were talking about earlier are the same people who designed the new federal plan.
