00:01:44.000 I said, guys, you got to find new voters and you got to register new voters and you got to get low props.

00:01:51.000 And we are on pace to have our civilization back.
00:01:54.000 Now, there are a lot of threats still on the horizon, especially considering that Joe Biden is potentially going to hand Donald Trump World War III on the way out.
00:02:07.000 But I want to emphasize something that I'm spending some of my time on and kind of give you guys an idea of what is a presidential transition.
00:02:15.000 Now, mind you, I'm not going to share anything confidential.
00:02:18.000 I'm not going to share anything that is Private.
00:02:21.000 However, I get a lot of questions.
00:02:23.000 Charlie, what is a transition team?
00:02:25.000 And by the way, this is one transition we can get behind.
00:02:27.000 It's actually a very real transition.
00:02:30.000 Unlike the fake transition of that man from Delaware, of which we will discuss with Nancy Mace, this is a transition that actually is a metamorphosis.
00:02:38.000 So a transition team, you're going to keep on hearing that in the news, is very simple.
00:02:44.000 You have one administration, you have the Biden administration, that has a thing called Tier 1, Tier 2, and Tier 3. Candidates or jobs.
00:02:52.000 Tier one is all of your cabinet positions.
00:02:54.000 It's people that are quote unquote in charge.
00:02:56.000 Those are people like Lee Zeldin at the EPA, like Bobby Kennedy at HHS, like Pete Hegseth at the Department of Defense, like Matt Gates at the Department of Justice.
00:03:05.000 Tier one individuals are ones that are Senate confirmed and they report directly to the president.
00:03:12.000 Now there's about 38 Tier 1, maybe 40. I could be wrong.
00:03:17.000 But these are people that will run direct agencies that the president manages.
00:03:22.000 When he has a cabinet meeting, that is Tier 1. And there's a couple more on top of it.
00:03:26.000 Small Business Association, for example.
00:03:28.000 Administration, I'm sorry.
00:03:29.000 SBA, Department of Labor, Department of Interior, Department of Energy.
00:03:34.000 So that is Tier 1. But then it starts to get very interesting at Tier 2. Tier 2 has over 800 positions that are, of course, also presidentially appointed.
00:03:44.000 But the president, and not just President Trump, but other administrations, you just don't have time for the president to be able to look eye to eye at every single deputy.
00:03:54.000 Now, mind you, deputy attorney general, deputy secretary of defense, deputy of the CIA, the president is going to be involved in.
00:04:00.000 But if you're talking about the Department of Education, The deputy of the deputy is not necessarily going to get a face-to-face interview with the president of the United States.
00:04:09.000 So there are over 850, just approximating, tier two positions.
00:04:17.000 The tier two positions are actually what runs the government.
00:04:20.000 The tier two positions are the ones that do 80 to 90% of the work.
00:04:25.000 That is your upper mid-level management, if you will.
00:04:28.000 Those people are all presidentially appointed.
00:04:31.000 Joe Biden will have no hangovers from that.
00:04:34.000 And then you get down to Tier 3. There are 5,000 Tier 3 positions.
00:04:39.000 And back in 2016 and 2017, Tier 3 is where we just got slaughtered.
00:04:43.000 Tier 3 are the people that are usually 24, 25, 26 years old.
00:04:48.000 People that are, they're going to be assistant comms director or undersecretary to the chief of staff.
00:04:55.000 These are not Senate confirmed.
00:04:57.000 Some of Tier 2 is.
00:04:59.000 The Tier 3 are all of the ground workers.
00:05:02.000 And then after Tier 3, you have the careers.
00:05:05.000 People that are very difficult to remove.
00:05:07.000 I'm sure that President Trump working with Vivek and Elon Musk are going to try to get rid of some of the careers, considering that they work at home and they are not always there and they have second or third jobs.
00:05:17.000 The careers are a separate issue and more legally difficult to remove.
00:05:22.000 However, if you count Tier 3 plus Tier 2 plus Tier 1, That's almost 6,000 positions that President Trump can fill on day one.
00:05:31.000 Those 6,000 people will determine the structure, the form, the tone, the tempo of the federal government.
00:05:40.000 These are the people that when President Trump says, I want to be the most pro-crypto president in history, the tier two and tier three people at Treasury are actually going to get that done.
00:05:52.000 When President Trump, for example, says that he wants to hold off a new regulation, that has to go through the Office of Management and Budget, which I hope is Russ Vogt, by the way.
00:06:02.000 He's terrific.
00:06:03.000 And then it has to kind of go through the grinder of the bureaucracy.
00:06:07.000 Now, let me give you an example.
00:06:09.000 Cut 55 ready.
00:06:11.000 This is the military PSA. We play this clip a lot, but it's worthy of repeating.
00:06:15.000 This was likely, this policy was almost assuredly not created by By the Secretary of Defense.
00:06:23.000 It was almost certainly crafted and developed by these tier two type individuals.
00:06:29.000 The undersecretary of whatever.
00:06:32.000 And again, I'm in some of these transition meetings.
00:06:35.000 These titles, we got to do away with some of these titles.
00:06:38.000 They are so long.
00:06:39.000 They are so bureaucratic.
00:06:40.000 You're like, what exactly is this job?
00:06:42.000 Well, I'm the undersecretary assistant to Northern Eurasian Affairs.
00:06:46.000 Turns out, super important job, like incredibly important job.
00:06:49.000 Just the title will make you dizzy.
00:06:51.000 You can't remember it.
00:06:52.000 And then, by the way, Foster Fries, may he rest in peace.
00:06:57.000 One of our original donor and great mentor.
00:07:00.000 Foster Fries is rolling in his grave right now.
00:07:04.000 Because one of Foster's rules for life was that you never say an acronym without first explaining the acronym.
00:07:12.000 So I'm in this meeting and they're like, oh yeah, the ORIRA is going to talk to the USCEF and that will be able to go with the codec and the AFIL will go to the ACWA. I said, what in the, what are you talking?
00:07:26.000 I need an org chart and an explanation.
00:07:29.000 I think that people in government Use acronyms to either make themselves feel more important or some sort of special code that civilians don't know what they're always talking about.
00:07:40.000 Anyway, once you Google it, you can obviously figure it out.
00:07:43.000 So Cut 55 is very interesting.
00:07:46.000 This is the United States military more interested in how to use pronouns than actually creating the lethality of the United States military or to kill our enemies and protect the American people.
00:08:01.000 This is why presidential personnel is so important.
00:08:03.000 And I have to tell you, this transition is going incredibly well.
00:08:07.000 The team that is behind it, I've mentioned those names before.
00:08:10.000 Susie's doing an amazing job at Chief of Staff.
00:08:12.000 The whole team on there, Sergio, my friend at PPO, is doing a great job.
00:08:15.000 And the vetting It's far better than anything in 2016, 2017. However, it's important to understand that so much of the things that we find objectionable happen below the cabinet level.
00:08:27.000 It happened at that upper middle tier, that middle bureaucracy.
00:08:31.000 Cut 55 shows the importance of presidential personnel, which is unfolding in real time.

00:08:57.000 A really good way to do that is to use inclusive language.
00:09:00.000 Instead of saying something like, hey guys, you can say, hey everyone.
00:09:05.000 Another way that we could show that we're allies and that we accept everybody is to maybe include our pronouns in our emails or like we just did introduce ourselves using our pronouns.
00:09:16.000 Now that is an official broadcast of the US military.
00:09:19.000 This is almost certainly third tier plus careers.
00:09:25.000 I highly doubt the Joint Chiefs of Staff were involved in creating that.
00:09:29.000 Are they okay with it?
00:09:31.000 Yeah, somebody probably came up to him and said, you know, sir, you know, General Smith or whatever, you know, we need to have an inclusive fighting force.
00:09:39.000 You know, we're just going to do that.
00:09:40.000 Okay, fine.
00:09:41.000 And it was written by the lower presidential personnel.
00:09:43.000 And next thing you know, we have a military broadcast about what pronouns you have to use.
00:09:49.000 Personnel is policy, as the great Morton Blackwell would say.
00:09:54.000 Now, of course, Milley was okay with it.
00:09:56.000 Milley wasn't the one actually crafting it or writing it.
00:09:59.000 Being okay with something is something completely different than actually doing the policy.
00:10:04.000 And then to what gradation of the extreme is it?
00:10:06.000 Again, the way that some of these careers or Tier 3 probably pitched it is, oh, we're just going to do a PSA about acceptance so that we're able to have our military force together.
00:10:14.000 Okay, sure, whatever.
00:10:16.000 And next thing you know, you have PSAs about what pronouns you use.
00:10:19.000 If President Trump needs to take back this government, It is Tier 3 careers and Tier 2. The sausage is made in these lower tiers.
00:10:28.000 And that vetting and those interviews are happening right now as we speak.

00:13:51.000 And so all of the personnel selection and the fights around personnel are incredibly important so that the president fulfills his mandate.

00:14:01.000 Do you remember Miles Taylor?
00:14:05.000 Anyone remember that name?
00:14:06.000 Miles Taylor?
00:14:09.000 Miles Taylor was one of the guys that would brag in the book Anonymous, and remember the book A Warning, that he would keep papers off of the president's desk.
00:14:24.000 Miles Taylor, he was appointed by President Trump, an ungrateful individual, to serve in DHS. He was the chief of staff at the Department of Homeland Security.
00:14:38.000 And he was first recruited by John Kelly.
00:14:40.000 He then wrote the op-ed in the New York Times under the pen name Anonymous, saying, I am part of the resistance inside the Trump administration.
00:14:50.000 This might be coming back in your memory logs.
00:14:55.000 Nameless, but incredibly influential.
00:14:58.000 So every one of the personnel people that are chosen and selected could be someone that is bragging about undercutting the president's policy.
00:15:07.000 Now, how this is even remotely acceptable in the chain of command, that someone is bragging about keeping papers off of the president's desk, this is why you can't keep your guard down.
00:15:18.000 That is why the personnel that are brought into the government is more important than ever.
00:15:24.000 And it's actually quite interesting.
00:15:26.000 The president is getting criticism by some.
00:15:28.000 Oh, he's just picking people that are loyal to him on TV. Well, actually think about it.
00:15:34.000 That is the best, most transparent body of work that he has in front of him right now of whether or not these people share his worldview.
00:15:41.000 From Pete Hegseth to Sean Duffy.
00:15:45.000 Have these people actually had my back?
00:15:47.000 There's a lot of evidence that yes, they have.
00:15:49.000 By the way, every good CEO makes sure the people around them are loyal to him or her and share the worldview.
00:15:59.000 And just to be clear, Miles Taylor, who bragged about undermining Donald Trump, I don't want to use the T word too generously, but somebody tell me how that is not treason.
00:16:09.000 Somebody tell me how that is not undermining a president to keep papers off of a president's desk.
00:16:16.000 I would love to have somebody explain that to me.
00:16:19.000 So in the presidential transition, which is occurring right now, the entire future of the government is being put together.

00:16:31.000 But we must keep our guard up.

00:16:35.000 A 5,000-person force, for better or for worse, and right now it's trending for better, is going to hit the beaches on January 20th.

00:20:55.000 I've heard from women all across the country, Democrat, Independent, Republican, gay, straight, lesbian, you name it, who aren't on with it.

00:21:04.000 And they want to see it taken out of their schools.
00:21:06.000 They want to see it taken out of public restrooms, public facilities.
00:21:09.000 And so I filed another bill yesterday that would put the same protections for women in all federal property all across the country.
00:21:17.000 My next bill is going to apply to educational institutions and schools that get any sort of federal funding.

00:21:24.000 So when we come back in December, that bill is drafted.

00:21:27.000 So first of all, just thank you for your moral clarity on this.

00:21:36.000 I think this is way more important than people realize.

00:21:40.000 This is fundamental natural law and biological truth and the distinctions of which I believe God granted us.

00:21:50.000 That this is the natural established order, that there are distinctions between man and woman and they are beautiful and we must understand them and protect them and keep men and women, especially in private spaces, separate.
