00:02:00.000 The Bay Area Air Quality Management District was established a little over 50 years ago.

00:02:05.000 And at that time, The state gave the authority to the Air Pollution Control Officer to permit polluting facilities in the Bay Area.

00:02:14.000 And my title is Deputy Air Pollution Control Officer, so that means that I have that responsibility when our Chief Executive is not in the office.

00:02:26.000 Now, I've got a newscast reporting that it's basically bakeries, auto shops, just thousands of businesses.

00:02:33.000 What will be under this new umbrella?

00:02:37.000 Well, it's actually the same group of facilities that the Air District already regulates.

00:02:44.000 Excuse me, and has regulated for some time.

00:02:46.000 So it's about two and a half thousand facilities in the Bay Area, all stationary sources.

00:02:51.000 In other words, meaning not cars, for instance.

00:02:54.000 And it ranges anything from small backup generators in smaller facilities all the way up to the large refineries that we have in this area.

00:03:02.000 The vast majority of these groups are only paying fees of less than a dollar.

00:03:10.000 Yeah, but the income tax started real low too.

00:03:14.000 First we had voluntary emissions testing as they keep lowering it, lowering it, lowering it until no one can pass.

00:03:20.000 And then of course it became mandatory and then they jacked it up.

00:03:24.000 We have 9,000 PhDs, 31,000 scientists who have signed saying carbon dioxide is good, it reverses the expansion of deserts, plants like actually 10 times higher carbon dioxide that then produce higher oxygen.

00:03:38.000 All the ice core samples back 300,000 years.

00:03:40.000 You're, of course, a physicist.

00:03:41.000 I'm wondering if you've looked into this.

00:03:42.000 But I've had Nobel Prize winners and others on about it.

00:03:44.000 They're saying that carbon dioxide is one of the four elements of main life on this planet.

00:03:50.000 That's oxygen, carbon dioxide, solar radiation, and water.

00:03:54.000 And this is a tax on breathing, as the New York Times called it, once they're done expanding it.

00:03:59.000 I mean, it's not proven that carbon dioxide is a devil weapon.

00:04:06.000 You know, certainly this is a field where research continues to be done and there are people with very defensible positions on different sides of the topic, but what we're doing here is actually a very modest first step.

00:09:08.000 Thousands of businesses would be impacted by that move, which is thought to be the first of its kind in the nation.

00:09:21.000 Yeah, I was just told moments ago that this was indeed approved.

00:09:24.000 They just took the vote about 15 minutes ago.

00:09:27.000 Now, this will affect all sorts of businesses, from bakeries to gas stations, but certainly oil refineries in the Bay Area will be hit the hardest.

00:09:37.000 Now, let me go back to our guest who is the Deputy Head of this operation, Deputy Air Pollution Officer there in San Francisco.

00:11:05.000 Have you read Richard N. Haas, chairman of the CFR, admitting that this is a way to control populations and regulate them, and that in England and in the U.S., we're going to have a card we swipe that tracks our entire carbon footprint?

00:11:19.000 You know, I think that that's getting far, far ahead of what we are attempting to accomplish here.

00:11:24.000 This is actually simply a small fee that's not supposed to be an incentive of any type, and it's certainly not priced as an incentive.

00:11:33.000 It's not a large enough fee to have any incentivizing effect.

00:11:36.000 Kind of like that half percent income tax.

00:11:39.000 Now, what about the state?

00:11:40.000 Lord Schwarzenegger, excuse me, Commander Schwarzenegger, Governor Schwarzenegger, the Gropenator, he is coming out with his own carbon tax, isn't he?

00:11:51.000 Well, I think you're referring to the California Air Resources Board, and it's absolutely true that the California Air Resources Board is mandated with moving ahead, looking at how greenhouse gas emissions are affecting the whole state.

00:12:06.000 We have always worked closely with the Air Resources Board, and we have, in fact, been requested by the Air Resources Board to provide greenhouse gas inventory information for several years, and we have been doing that, and they've been very happy to receive it.

00:12:20.000 Now, going forward, if they do wish to start incentivizing actions with increased fees of some type, we certainly would be completely coordinated with them on that.

00:12:31.000 There would not be any overlap, and, in fact, if, as sometimes happens, they then use those fees to provide for coverage of the costs of the Air Districts, then we would be able to perhaps revisit our fees.

00:12:48.000 So, So, you're not worried about overlap, because the way I've read this being written up by the policy makers, really it was codified by the early 90s, that you're going to have your local regional directorates, you're going to have your state, and then larger regions, and then national, and then international, all interlocking.

00:13:06.000 Now, you can say air quality, it's one thing to say we want to reduce carbon monoxide, or we want catalytic converters, that those are good things.

00:13:12.000 But now, this is all about, I mean, you're saying we can debate the science, and that it's still open for debate, though in Europe they're talking about outlawing it, and that's mainstream news today.

00:13:23.000 That sounds like freedom.

00:13:24.000 Sounds like a... I guess you'll be burned at the stake if you don't go along with it.

00:13:27.000 The carbon dioxide is a deadly poison.

00:13:30.000 But you can go into crowds of people and give them the scientific name, Doctor, of Water, and they'll all, 99% in studies, will say, Ban Water.

00:13:38.000 And so, meanwhile, California's passed an initiative for massive genetic engineering, cross-species engineering, things that the scientists I've had on, including a Nobel Prize winner on the subject, say is very dangerous.

00:13:51.000 You know, stuff kind of like we see in the Andromeda Strain is probably likely.

00:13:55.000 That's not a problem, though.

00:13:56.000 We've just got to do something about that carbon dioxide.

00:13:58.000 And I've read industry saying 20 years ago they wanted to agree on that, because that's something that really isn't bad.

00:14:04.000 Meanwhile, we're all diverted on that diversion while all these thousands of real things go on that really are hurting the environment and us individually.

00:14:13.000 Do you have any comments on that?

00:14:14.000 Or are you just separately implementing the first carbon tax in the country?

00:14:17.000 Certainly, you know, those other topics are obviously fascinating, but in this case, I think it's important to point out that if we do want to make responsible decisions and informed decisions about how to handle any possible problems associated with greenhouse gas emissions, then it's important that we at least understand how much greenhouse gas emissions are occurring in a variety of areas.

00:14:44.000 The great thing about what's happened here with this very small, modest first step is that by taking advantage of systems we already have in place to monitor unequivocally bad emissions from polluting facilities, We're able to inventory greenhouse gases for a very... Unequivocal!

00:15:07.000 Nobody's allowed to release fluorine.

00:15:09.000 Nobody's allowed to release any of these.

00:15:11.000 It's all permitted and controlled.

00:15:13.000 You're reading this, and I'm reading what the law you guys passed in the city.

00:15:18.000 This is for carbon dioxide and methane.

00:15:21.000 Yes, I'm sorry.

00:15:22.000 So, to clarify what I'm saying, because we regulate these other gases that everyone agrees are actually bad for human health, because we already have the system in place to regulate these other gases, We're for a very nominal fee, able to also provide an inventory of greenhouse gases, not for a cost that is prohibitive to anybody, but for a very low cost.

00:15:42.000 And then the further work, deciding should we really then take steps that would incentivize people one way or another, the further work then can be done in an informed manner.

00:15:51.000 You're a great salesman, because with the corporate Delphi training and all that, go in, calmly announce it, hey it's very small, and then we'll look at it later, the next step, everything's alright, and people hear the hothead guy versus the calm doctor who's there, and I mean, come on, you know that you're building the bureaucracy and the measuring facilities and the measuring trainees as the model for the rest of the country to go around and then jack up these taxes on an inert, life-giving gas.

00:16:21.000 Because you can't tax people's houses because there's no fluorine or radon or anything that really is bad coming out of there.

00:16:28.000 This is a way to tax basic carbon and to control the planet.

00:16:35.000 Do you agree, as I hear on NPR, that we're consuming too much and we've got to cut down our carbon footprint and we've got to stop being so wasteful consumers?

00:16:44.000 That's kind of the mantra of the mid-level People that are progenerating all of this, or do you disagree with me, doctor?

00:16:51.000 I mean, let's get down to brass tacks.

00:16:53.000 Sure, you know, actually, as a matter of fact, we're not even authorized to tax.

00:16:57.000 We're only authorized to collect fees that relate to the costs that we incur to inventory these emissions and to interact with other government agencies.

00:17:07.000 But to have the measuring mechanism is the step to a tax, and a fee is a tax.

00:17:12.000 Well, the great thing is that the measuring mechanisms we use to measure pollutants that everyone agrees are bad for human health are, in fact, the identical measurement techniques that allow us then to calculate greenhouse gas emissions.

00:17:24.000 So, in fact, we don't have to put in place any new measurement techniques to provide this inventory.

00:17:31.000 And that's why we're proud of the efficiency that we've brought to this process.

00:17:35.000 The efficiency of this process.

00:17:37.000 So what do you think about the British model, where they're all going to carry carbon cards that tracks... See, I have a problem with them also tracking and surveilling my purchases and what I do.

00:17:46.000 They're talking about under socialized health care, what we eat's going to be tracked, and then, because we're all communally paying for it, and so I just have to pay more because I eat Blue Bell ice cream.

00:17:56.000 I mean, where do you see all that going, Doctor?

00:18:01.000 That's a fascinating topic, and it extends so far beyond what the Air District is doing here.

00:18:06.000 You're talking about measures that are meant to affect people's behavior, and so it's so important that I emphasize again that all we are doing here is helping provide the information... Wait a minute, the city banned bottled water in city buildings?

00:18:24.000 And of course that's a ritual through the behavioral psychologist to train you to be under control.
