Summary

Travis County Tax Assessor and Collector Nelda Wells-Speers is a perfect example of doublespeak, lying and using semantics to shield the behavior she is engaged in. It is very sad that she passes the buck and tries to deny the fact that they take property and homes and engage in feudalistic behavior. And then she acts like she doesn t know what she is talking about when she uses many different terms like feudalism.

00:00:00.000 You're looking at Nelda Wells-Speers, Travis County tax assessor and collector.
00:00:11.000 You will see classic examples of doublespeak, that is, lying, using semantics to shield the behavior that she is engaged in.
00:00:22.000 It is very sad that she passes the buck, number one, and number two, tries to deny the fact...
00:00:28.000 That they take property and homes and engage in feudalistic behavior.
00:00:33.000 And then she acts like she doesn't know what I'm talking about when I use many different terms.
00:00:37.000 Like feudalism.
00:00:38.000 And I'm sure she must know what feudalism means.
00:00:41.000 I'm sure she's a smart lady.
00:00:42.000 It means slavery.
00:00:43.000 It means you pay a yearly rent to the government for the right to use and live in the home that you paid for.
00:00:50.000 So remember, if you pay for your house and you own it...
00:00:55.000 Or you think you own it.
00:00:56.000 You do not truly own it because you pay a yearly rent to the feudal masters.
00:01:01.000 Then we'll get to a property auction approximately three and a half weeks after we did this interview with Neldawell Spears, where she passes the buck.
00:01:12.000 They have auctions for lots, property, businesses, homes, you name it.
00:01:17.000 On Channel 17 on Travis County Television, they show the homes that they foreclose on every year.
00:01:23.000 They're in the back of the newspaper.
00:01:25.000 Then how can she sit here and say she doesn't know what we're talking about?
00:01:29.000 The government should not be able to take your home or your automobile, the things you need to live.
00:01:37.000 This is feudalism.
00:01:38.000 This is terrorism engaged in by every city, county, and state in the United States and the world today.
00:01:47.000 Now here's Nelda Wells Spears.
00:01:49.000 Travis County.
00:01:51.000 Tax collector and enforcer.
00:01:54.000 Mrs. Spears.
00:01:55.000 Hi, I'm Alex Jones.
00:01:57.000 I have a question for you.
00:01:59.000 Okay.
00:02:00.000 There are a lot of people that are not even considered middle class.
00:02:03.000 They're losing their homes due to property taxes.
00:02:07.000 And we have seen the rates of property taxes go up and up and up even while people can't sell their homes because of the watershed laws.
00:02:14.000 What's your opinion on that?
00:02:16.000 I really don't have an opinion on that.
00:02:18.000 I wasn't aware that a lot of people are losing their homes.
00:02:21.000 Oh, nobody's losing their homes?
00:02:22.000 I didn't say nobody, but not a lot of people.
00:02:25.000 A lot of people aren't?
00:02:26.000 No, a lot of people aren't.
00:02:28.000 How do you feel about making people support public schools where the test scores have dropped from number one 50 years ago to number 49th now with their property taxes?
00:02:38.000 Isn't that a form of feudalism?
00:02:40.000 I haven't the foggiest notion of what you're talking about.
00:02:44.000 Well, you do tax talk.
00:02:46.000 I mean, I heard everybody congratulating themselves on here about...
00:02:49.000 We select the property taxes for jurisdictions in Travis County as the Constitution of the State of Texas requires.
00:02:57.000 So I'm probably not the person you need to be talking to.
00:03:00.000 How many bureaucrats were here today?
00:03:01.000 About 100?
00:03:02.000 I have no idea.
00:03:03.000 And they were all being congratulated for the departments going from...
00:03:06.000 I heard one parole officer and a truancy officer bragging they went from 7 to 107. I don't know what you're talking about.
00:03:16.000 The ceremony in there was for years of service to Travis County.
00:03:20.000 I understand.
00:03:21.000 How many homes will be lost due to the 13 million overage on the county budget?
00:03:26.000 I'm not sure that any homes will be lost.
00:03:28.000 Well, aren't you all going to have to turn up the heat and squeeze some more people?
00:03:31.000 We're not squeezing people.
00:03:33.000 We're simply collecting the taxes.
00:03:36.000 Simply enforcing the law?
00:03:38.000 Enforcing the law.
00:03:38.000 Ma'am, I'm not being sarcastic when I say this.
00:03:41.000 Was Martin Luther King bad whenever he went and sat in at the lunch counters and was taken to jail and beaten because it was the law that black people couldn't use water fountains or go in and sit at lunch counters?
00:03:52.000 Or what about when that one lady refused the law because she thought it was wrong and sat at the front of the bus?
00:04:00.000 What about it?
00:04:02.000 What about Rosa Parks?
00:04:03.000 What about her?
00:04:04.000 You act like all laws are holy and sacred and that nothing's wrong with them.
00:04:08.000 My grandparents...
00:04:10.000 Have had their house attempted to be stolen.
00:04:12.000 They're over 75 years old.
00:04:14.000 They live in a modest South Austin home.
00:04:16.000 Something's wrong here.
00:04:17.000 We don't steal any one home.
00:04:20.000 You don't steal homes?
00:04:21.000 No, we don't.
00:04:22.000 Y'all don't put liens on homes?
00:04:23.000 There's a tax lien that is attached at January 1st of every year for every property in the county.
00:04:31.000 Well, you just heard that.
00:04:35.000 We're not...
00:04:36.000 Stealing homes, but we do put a lien on everyone's house at the start of each year.
00:04:41.000 Even before it's time to pay, they just have that threat there.
00:04:44.000 They have that sheriff, that constable standing there at the ready, just like of old, just like in feudal Europe or feudal Japan or feudal China, feudal Russia.
00:04:54.000 Oh, it's always the same.
00:04:57.000 I guess we're not modern at all, are we?
00:04:59.000 We're still slaves of old.
00:05:00.000 It's just high tech now with a pretty face.
00:05:04.000 They live in a modest South Austin home.
00:05:05.000 Something's wrong here.
00:05:06.000 We don't steal any one home.
00:05:09.000 You don't steal homes?
00:05:10.000 No, we don't.
00:05:11.000 Y'all don't put liens on homes?
00:05:12.000 There's a tax lien that is attached at January 1st of every year for every property in the county.
00:05:20.000 So you're not stealing homes, I see.
00:05:21.000 That's correct.
00:05:22.000 We're not stealing homes.
00:05:23.000 Oh, they're your homes.
00:05:24.000 I see.
00:05:25.000 They haven't paid, so they're your homes.
00:05:27.000 No.
00:05:28.000 They're your slaves, aren't they?
00:05:30.000 No.
00:05:30.000 Because you're the local vicewoman.
00:05:33.000 I'm none of that.
00:05:34.000 I'm a local tax collector.
00:05:36.000 Period.
00:05:37.000 You're the local tax collector.
00:05:38.000 How do you sleep at night?
00:05:39.000 Very well, thank you.
00:05:41.000 You sleep very well knowing the families you've wrecked.
00:05:43.000 We've not wrecked any families.
00:05:45.000 We've not taken any homes.
00:05:47.000 You've not taken any homes.
00:05:48.000 That's...
00:05:49.000 You're saying the county's never taken any homes?
00:05:51.000 I didn't say never.
00:05:53.000 Well, you said we haven't taken any homes.
00:05:54.000 I'm not aware of it.
00:05:56.000 I've seen y'all listing the homes that have been taken.
00:05:58.000 I've been mailed things in the mail about auctions and homes that are being sold by the hundreds.
00:06:04.000 Those are not necessarily people's homes where people are living.
00:06:08.000 What do you mean?
00:06:08.000 They're houses?
00:06:09.000 They're homes.
00:06:10.000 No.
00:06:11.000 They're vacant lots.
00:06:12.000 I've seen you.
00:06:13.000 This lady right here, she's having her own house stolen.
00:06:16.000 Well, she needs to take it up with someone else.
00:06:18.000 She has.
00:06:18.000 She's here every week.
00:06:19.000 Every week.
00:06:21.000 Okay, last question.
00:06:24.000 You say that you're not selling people's homes.
00:06:25.000 You show the foreclosed homes on TV that you're taking.
00:06:29.000 You've shown them on TV. You're trying to sell my home now, man.
00:06:31.000 On Channel 17. What about my cameraman?
00:06:35.000 You're trying to steal his house.
00:06:36.000 Well, he can come to the office and we'll talk about his house.
00:06:39.000 He can come to the office?
00:06:40.000 Ma'am, hey, we're not some type of evil people.
00:06:43.000 Ma'am, and you said that we're a bunch of conspiracy theorists, Sheriff.
00:06:48.000 You know these helicopters are being used, Sheriff.
00:06:52.000 These helicopters are being used for surveillance.
00:06:56.000 You know they're putting a flare on them.
00:06:57.000 You admitted it.
00:06:59.000 What about the feds?
00:07:00.000 We stopped the Delta Force.
00:07:01.000 What about the Delta Force, Sheriff?
00:07:03.000 I don't know anything about the Delta Force, Ms. Jones, and I'd ask that you get the microphone out of my face.
00:07:07.000 You want the microphone out of your face?
00:07:09.000 I'm sorry, man.
00:07:10.000 I'm sorry for trying to report the news.
00:07:14.000 Pay close attention to this fellow from Parks and Recreation.
00:07:19.000 We'll get to this just a little bit later.
00:07:22.000 By virtue of a certain order of sale issued pursuant to a judgment by the District Court in Travis County, Texas and cause number 9208940 titled Travis County et al.
00:07:31.000 vs.
00:07:32.000 Dena Sue Nelson Brewster et al.
00:07:34.000 and under the authority of Bruce Elfant Constable in Travis County Precinct 5 that did on June 28, 1998 at 10 a.m.
00:07:41.000 levy upon the fine described property located in Travis County as the property of the judgment debtor Dena Sue Nelson Brewster et al.
00:07:48.000 On said property is no no warranties expressed or implied.
00:07:51.000 You buy a debtor's interest in the property as is.
00:07:54.000 Bidders are further advised that the purchase of the debtor's interest in such property at this sale may not extinguish any liens or security interest on the property.
00:08:01.000 You're only buying whatever interest, if any, the debtor has in the property.
00:08:05.000 I know that that legalese doesn't sound very exciting, but what you have here is lots, and homes and businesses being auctioned off.
00:08:16.000 In fact, the county will even send these out to you monthly if you want the listings.
00:08:20.000 They're in the newspaper.
00:08:21.000 And again, they're on Channel 17. Let's get back to this because the story hasn't even begun yet.
00:08:27.000 But you heard him.
00:08:28.000 The debtors.
00:08:30.000 The judge that took the property.
00:08:32.000 The love.
00:08:34.000 That's what we're dealing with here.
00:08:35.000 Total corruption.
00:08:37.000 Sanctioned by the government.
00:08:39.000 Done by the government.
00:08:41.000 Tell me what you want to get for the property.
00:08:43.000 35-08-91.
00:08:45.000 $3,508.91.
00:08:48.000 That's it.
00:08:49.000 Tell me, slave.
00:08:51.000 I'm a slave.
00:08:53.000 Oh, yes, slave.
00:08:55.000 I demand you tell me now.
00:08:57.000 How dare you?
00:08:59.000 How much money for this slave's property?
00:09:01.000 Tell me now.
00:09:02.000 $3,600.
00:09:04.000 I'll take $37.
00:09:06.000 $37.
00:09:07.000 I got a bid of $3,700.
00:09:10.000 Now, pay close attention to that fella.
00:09:13.000 Our cameraman, Mike, was busy getting interviews and talking to people during the bidding and filming the main person that was giving the bids from the Sheriff's Department.
00:09:24.000 But that fellow right there from the Park Service, John Foreman, an eyewitness and one of our associates, saw him getting the bids up from the back of the crowd.
00:09:37.000 A lot of interesting behavior.
00:09:41.000 Also bidding here against the property and he was armed and I don't know if that's permissible here in Travis County.
00:09:47.000 I thought if you're on duty and you have a firearm, what are you doing down here bidding against citizens for the theft of these properties?
00:09:58.000 You know, it just doesn't make any sense to me if a citizen is going to come down here and bid and try to get the lowest bid possible.
00:10:08.000 They shouldn't have an officer of the county Bidding against him, especially if he's on duty.
00:10:13.000 And we need to check into that and probably check over with the county commissioners to find out who's in charge of this and try to figure out whether or not that gentleman had any authority to bid up these properties.
00:10:27.000 Like I said, maybe he was doing it as a private citizen.
00:10:30.000 But if you're carrying a gun, to me, you're on duty.
00:10:34.000 That was the park ranger, Mr. Nielsen.
