00:23:09.000 The official theory was that by changing the temperature outside the eye wall of a hurricane, which they did by seeding the clouds with various compounds such as silver iodide, a decrease in strong winds will result.

00:23:24.000 On October 13, 1947, Project Cirrus targeted a hurricane heading out to sea.

00:23:31.000 Approximately 180 pounds of dry ice was dropped into the clouds.

00:23:36.000 The crew then reported a pronounced modification of the cloud deck.

00:23:41.000 And the hurricane abruptly changed direction and made landfall near Savannah, Georgia.

00:23:48.000 The public blamed the government.

00:23:51.000 Irving Langmuir, who pioneered General Electric's Atmospheric Research Department and admitted that the project was about learning how to weaponize the weather, also claimed the reversal of the hurricane had been caused by Project Cirrus.

00:24:10.000 After a short delay, the project officially continued, and in 1965, Project Storm Fury had targeted Hurricane Betsy for seeding.

00:24:43.000 In 1997, US Defense Secretary William Cohen admitted we have the technology to control the weather, including earthquakes and volcanoes.

00:25:00.000 In October of 2012, after Hurricane Sandy weakened to a tropical storm, microwave imagery shows a thick red beam immediately followed by Sandy growing into a Category 1 hurricane and taking an unexplained left turn into New Jersey.

01:10:44.000 The cries for help from people stranded without food, water or electricity hit social media soon after the flooding last Friday.

01:11:15.000 Siddham and his son rescued four people on Saturday and spent the night in a nearby pilot's lounge, then decided to fly again Sunday morning.

01:11:22.000 I spoke with my son, which is my co-pilot.

01:11:25.000 I said, hey, do you want to go back out and try to help today?

01:11:29.000 And his response was, there's so many messages, I don't think we can't not go help.

01:11:34.000 Siddham and his son were headed up to Black Mountain.

01:11:37.000 Flight tracking shows no flight restrictions in place Saturday or Sunday morning when Siddham flew through the Lake Lure Gap.

01:11:44.000 But that was all about to change.

01:11:46.000 The sit-em spotted an older couple waiting for help then landed in what's left of their driveway

01:11:52.000 I originally left my son co-pilot on the side of the mountain

01:12:08.000 There was It was kind of unstable, so I didn't want to put more weight in the helicopter to lift back off.

01:12:15.000 So I left my son with the other victim, and I was just going to take one person down at the time.

01:12:20.000 And you could hear me in the video talking through with the victims and with my son what we were going to do.

01:12:26.000 Three minutes away, Sidham spotted a group of rescuers just down the river.

01:12:29.000 He landed and found someone in charge.

01:12:32.000 Told him my background experience, law enforcement, firefighting, Pilot, he immediately started helping with coordination.

01:12:41.000 He gave me radio frequencies to coordinate with them on, set up a landing area for me to come back with the other victim.

01:12:48.000 And in the middle of the whole conversation and then blocking the road off, I was greeted by the, at that time I didn't know, but Lake Lewer fire chief or assistant chief maybe, and he shut down the whole operation.

01:13:00.000 So at that point, I felt like the conversation wasn't going any further.

01:13:05.000 And again, he asked me to leave, and I said, hey, I have no problem getting out of your area.

01:13:09.000 If that's what you want us to do, we'll leave, no issue.

01:13:12.000 At that point, I asked him, you know, what was the reason I had to leave them there?

01:13:17.000 And he said, again, you're interfering with my operation.

01:13:20.000 I just need you to get out of the area.

01:13:22.000 I said, sir, I don't know where you were trained at, but I know how my training is, and I'm not going to leave personnel behind.

01:13:27.000 I'm going back to get my copilot.

01:13:29.000 He said, if you turn around and go back up the mountain, you're going to be arrested.

01:13:32.000 I said, well, sir, I'm going back to get my co-pilot.

01:13:36.000 I don't know what to tell you. And he said, I'm letting you know.

01:13:39.000 And at that point, he waved for two law enforcement officers to come over and told me that again.

01:13:44.000 If I go back up the mountain, I would be arrested.

01:13:46.000 He flew the three-minute trip back, picked up his son, and left the woman's husband behind.

01:13:52.000 I'm sure he was flooded with emotions and trying to rescue us.

01:13:58.000 There are a lot of petty tyrants out there, ladies and gentlemen, and FEMA has been blocking people in trucks trying to go in and save people. 0.98

01:18:19.000 But that's how it always kind of falls back on the local community and your friends and your family to, like, get things done.

01:19:39.000 But like I said, we've never experienced in, you know, over 100 years, some water will maybe come up to the very low-lying part of the beach.

01:19:54.000 And I do, one of my friends that has actually been helping me through this, he You know, he knew where I was at and we didn't have a phone or anything to call for help.

01:20:05.000 And we were just kind of like in a daze.

01:20:12.000 But anyway, he's the business owner here and he lost, you know, $2 million worth of remodeling they had just done and furniture.

03:22:53.000 You allow them to be self-determining and by determining their own security.

03:24:22.000 The money we give to all of the countries that we say are the Southeast Asian bloc against Chinese influence there.
