02:37:21.000 They said the red line is we will not dismantle our nuclear program today Every Republican senator except one.

02:58:05.000 So we've been talking about this now for a very long time, really for the past three months.
02:58:10.000 We've been talking about this ongoing negotiation.
02:58:14.000 We are coming up on week six out of eight of Trump's deadline, which he has laid down for Iran to agree to an interim nuclear deal.
02:58:26.000 Six weeks ago, Trump said that Iran had 60 days, or a little bit over eight weeks, to make a deal.
02:58:33.000 We're two weeks away from that deadline.
02:58:37.000 And the ultimatum is this.
02:58:39.000 Either Iran makes a deal, And the deal would entail restrictions on their nuclear program in exchange for sanctions relief.
02:58:48.000 Now, how long the deal will last, the specifics, that is up for negotiation.
02:58:54.000 But the basic structure of the deal is there are significant restrictions on their nuclear program in exchange for sanctions relief.
02:59:04.000 Otherwise, if there isn't a deal in two weeks, Trump has threatened that we are going to war.
02:59:14.000 Maximum pressure campaign, which is already underway, that is hardcore sanctions on Iran, secondary sanctions on China, which imports Iran's oil and is one of Iran's biggest customers, Iran's biggest customer for their oil, and a war.
02:59:33.000 We are going to bomb their nuclear facilities.
02:59:36.000 Which almost certainly entails a protracted regional conflict where we're not only fighting to topple the Iranian regime, but we're fighting all of Iran's proxies in the Middle East.
02:59:49.000 Specifically in Yemen, but also in Iraq, potentially in Lebanon.
02:59:55.000 And maybe the United States could become a battlefield also for terrorism or other asymmetric forms of warfare.

03:00:05.000 Now, the impasse in the deal, as we've discussed, what they are not able to reconcile is that Iran does not actually have a nuclear weapons program.
03:00:17.000 Contrary to what a lot of people think, Iran has never pursued weapons.

03:00:27.000 They have a fatwa against it.
03:00:29.000 The Supreme Leader promulgated a fatwa 20 years ago that said that it's contrary to Islamic law to have nuclear weapons.
03:00:37.000 So, contrary to what the Israelis say, the Israeli-controlled American press says, they do not have a nuclear arsenal.
03:00:46.000 They're not on their way.
03:00:47.000 They're not building one.
03:00:49.000 They do not have a weapons program.
03:00:51.000 They have a civilian nuclear program.
03:00:55.000 The impasse is over some of the activities.
03:00:59.000 That Iran conducts in their civilian nuclear program.
03:01:03.000 Specifically, they have nuclear centrifuges which they use to enrich uranium.
03:01:10.000 And the reason that's a problem is because if Iran has the ability natively to enrich uranium, they could create nuclear material that could be used in a bomb.
03:01:22.000 The problem is that they have this capability.
03:01:25.000 If they so decided to make a bomb, they could.
03:01:30.000 And they can because they have centrifuges and they use them to enrich uranium.
03:01:38.000 So the big disagreement in these negotiations, Iran doesn't have a weapon.
03:01:44.000 So it's not like they give up their weapon.
03:01:47.000 Iran doesn't have a weapons program.
03:01:49.000 So it's not like they give up a weapons program.
03:01:51.000 All they have is a civilian program.
03:01:55.000 And some of the activities in the civilian program entail creating material that could theoretically be used for a bomb.
03:02:03.000 So what Washington wants is for Iran to, in the most generous deal, they get to keep their nuclear program but they cannot enrich their own uranium.
03:02:16.000 They can keep their nuclear power plant.
03:02:20.000 Which is at Bushir.
03:02:21.000 And they can keep their infrastructure.
03:02:23.000 They don't have to destroy it.
03:02:25.000 They can keep it.
03:02:26.000 They can maintain it.
03:02:27.000 And they can have nuclear energy.
03:02:29.000 But they cannot engage in enrichment.
03:02:33.000 And we have to supervise that.
03:02:35.000 We have to have oversight over their facilities.
03:02:38.000 Or the IAEA does.
03:02:41.000 And Iran would import enriched material from other countries to use in their reactors.
03:02:47.000 Rather than making it themselves.
03:02:49.000 And the reason they can't make it themselves is because when you enrich uranium to a little over 3%, that can be used for energy.
03:02:59.000 If you enrich it past that to 60, 90%, then it can be used in weapons.
03:03:07.000 So if Iran is importing already enriched material, then we have nothing to worry about.
03:03:13.000 If they can enrich it themselves, Then they could theoretically make material that's suitable for a bomb.
03:03:19.000 That's the problem.
03:03:20.000 So that is the basic idea of the deal.
03:03:23.000 In the most generous deal, they don't enrich.
03:03:27.000 They have to stop that activity.
03:03:30.000 Although they can keep their program and they just import the material for it.
03:03:35.000 In the most restrictive deal, they cannot have the nuclear program at all.
03:03:40.000 Not even a civilian program.
03:03:43.000 They can't have their nuclear power plant.
03:03:46.000 They cannot have their centrifuges.
03:03:48.000 We would go in and oversee the destruction of the infrastructure.
03:03:54.000 Americans would come in and they would literally demolish the infrastructure so that they don't even have the capability at all.

03:04:08.000 These are the bounds in which the negotiation is taking place.
03:04:12.000 Iran says that both are non-negotiable.
03:04:14.000 Iran says they're going to keep their centrifuges and they're going to keep enriching and that's it.
03:04:19.000 The United States has gone back and forth and they say you have to get rid of the facilities and sometimes they say, well, maybe you can keep them but you can't enrich.
03:04:29.000 That is where the wiggle room is happening.
03:04:34.000 And we talked about this the other day.
03:04:37.000 Iran proposed on Sunday potentially a way to reconcile this.
03:04:42.000 Iran said, well, maybe we keep our centrifuges and maybe we enrich on our territory.
03:04:50.000 But American potentially or Saudi or Emirati personnel, they can come in as a consortium, as a...

03:06:58.000 So Iran has fortified itself because they don't trust that we and Israel and Israel in the driver's seat will not topple their government.

03:07:28.000 They could expel the personnel, they could run up the centrifuges, and they could make a bomb if they needed to, if they needed to deter some imminent threat.

03:07:49.000 Iran says, well, I mean, that's why we have them.

03:07:58.000 The United States might be willing, out of understanding for this situation, and Iran doesn't want the war.

03:08:08.000 There might be a deal where Steve Witkoff and Trump can negotiate that Iran can keep its centrifuges.

03:08:22.000 But there are some restrictions on enrichment activities, whether that's where it takes place, the personnel, how much they can enrich, to what purity and how the quantity of it, and whether there's oversight by the IAEA or the United States.
03:08:40.000 That is going to be the structure of the deal, and that would be a very difficult deal.

03:08:52.000 It's a very tricky regime that would have to be created to oversee this.

03:09:52.000 And for them, by the way, to understand why Israel is so adamantly opposed to a deal, you need to understand why.

03:10:27.000 If there is a deal, we're going to bomb you anyway.

03:10:32.000 The reason that Israel is so opposed to a deal is because Israel wants to bomb Iran's nuclear program.

03:12:29.000 And we know they're not making a bomb, and we know if they start to make one, we'll catch it early.

03:12:41.000 But that's not so for Israel.
03:12:43.000 Israel, they don't want Iran to have nukes, not necessarily because of nonproliferation, but because they want to take it further and obliterate Iran so that they can dominate the region.

03:12:59.000 For Washington, this is about making sure the world is a safer place that the United States is not vulnerable to a nuclear attack.
03:13:08.000 This is about controlling the spread and development of the most lethal weapons known to man.

03:15:36.000 If the United States makes a deal with Iran, probably it will have to be ratified by the Senate, according to the Constitution.
03:15:45.000 The Constitution says any major deal has to be ratified by the U.S. Senate, and what's more, Iran will likely demand that it's ratified by the Senate, because that gives them more confidence that the deal is long-term, rather than if the president signs it, then a future president could unsign it.
03:16:05.000 Well, today, 52 Republican senators signed a letter saying that they oppose any deal that does not dismantle Iran's nuclear program completely.

03:16:20.000 The letter was authored by AIPAC, the Israel lobby, and it was signed by 52 Republican senators and 100 Republican representatives in the House.
03:16:35.000 That's a majority in the Senate, and that's about half of a majority in the House.
