00:00:37.000 And get this it says that traffic stops in the city of Minneapolis are down 80%.
00:00:45.000 And there are a number of other findings and other figures in this report, but it basically proves what everybody, I think, understood from the beginning of the Black Lives Matter riots and protests, which is that there is a cause and effect to everything that we're seeing.
00:01:04.000 The anti police rhetoric, the defund the police type stuff, Black Lives Matter, which is that once you get all this rhetoric against police, you're going to not get a lot of policing.
00:01:16.000 And of course, the less policing that you have, the more crime that you have.
00:01:21.000 And this proves it.
00:01:22.000 It's down 80%.
00:01:24.000 They're probably not even stopping anybody.
00:01:27.000 And if they're not stopping people, if traffic stops, you can assume probably that there is a lot of crime proliferating in Minneapolis and probably in every other major city.

00:01:46.000 So, the report talks about how just about every kind of traffic stop is down.

00:35:37.000 Kinds of different traffic stops, but police pulling people over in their cars.
00:35:41.000 It's happening 80% less than it was since George Floyd died.
00:35:46.000 And we all predicted this.
00:35:47.000 And by the way, think about it this way it's down 80%.
00:35:52.000 And think about how that is since May 25th when George Floyd died.
00:35:59.000 And May 25th is two months into the coronavirus pandemic.
00:36:03.000 I want you to think about that.
00:36:05.000 So it's down 80% from May.
00:36:08.000 But I have to imagine that in May, it was substantially down from February.
00:36:13.000 February being the last normal month before everybody got sent home from work and school.
00:36:20.000 So that's really not even the entire picture.
00:36:23.000 If it's down 80% from when the whole world stood still, the day the earth stood still after all the lockdowns went into place, I mean, that means the traffic stops are really down.

00:36:39.000 It says, quote, as protests over the killing of George Floyd in Minneapolis continue across the U.S., policing data from that city show one particularly stark change in behavior a precipitous drop in the number of traffic stops.
00:36:52.000 The department has been making an average of 80% fewer traffic stops each week since May 25th, the day of Floyd's death, according to an analysis by Bloomberg City Lab.
00:37:04.000 The drop at the end of May was far steeper than a dip in traffic enforcement after Minnesota declared a state of emergency.
00:37:11.000 Because of the coronavirus pandemic, it's a particularly striking data point given observations in some U.S. cities that police appear to be quietly disengaging from some parts of their jobs.
00:37:23.000 Imagine that.
00:37:25.000 And it says here, even in this article, that police traffic stops dropped off after the pandemic started, and then they dropped off way more, even further after George Floyd died, confirming that who knows what the real number is.
00:37:39.000 It doesn't say in this article, but You have to imagine that that must be like a 90 to 95% drop in traffic stops compared to a normal week, compared to a normal month, which is insane.
00:37:53.000 And we know why that is, which I'll get into in a moment.
00:37:56.000 It says in Minneapolis, two other major categories of police stops also dropped after Floyd's death, though not to the same degree as traffic law enforcement, which typically involve offenses such as moving or equipment violations.
00:38:08.000 Stops for suspicious vehicles, which means pursuit of vehicles thought to be involved in a crime, dropped 24%.
00:38:16.000 And suspicious person stops, which are those outside the vehicle context that involve someone who does not belong, appears out of place, or whose actions are suspect, were down 39% since May 25th.
00:38:30.000 The brunt of a typical police department's interactions with the public occurs not in response to violent issues, but during these kinds of routine stops.
00:38:38.000 So, in other words, this constitutes the majority of the police's interaction with the public, these kinds of traffic and people stops.
00:38:48.000 It's not responding to calls.
00:38:50.000 It's pulling them over.
00:38:51.000 It's approaching them in public.
00:38:54.000 So, when you're saying that the traffic stops are going down 80%, and probably much more than that because it's already down since May, or I guess since March, and that window from March to May, and then down 80% since then, that constitutes the majority of the police activity.
00:39:11.000 I mean, this is like a good metric to look at for all police activity altogether.
00:39:17.000 In other words, the police are basically not operating in Minneapolis.
00:39:21.000 They talk about defunding the police.
00:39:24.000 They talk about disbanding the police.
00:39:26.000 And really, before any of that has even been achieved, the police are effectively abdicating their responsibility altogether.
00:39:35.000 They're totally disengaging before the funds are pulled, before they're disbanded.
00:39:39.000 And this is what we said from the beginning, which is that once you start to, and this is the Michael Brown effect or the Trayvon effect, once it gets out there in the media that the people are against the police, that the media is against the police, that the politicians don't support the police, And criminals no longer obey the police.
00:40:00.000 Well, you're now in a situation where the police, every time they answer a call, every time they pull someone over in traffic, they're entering into a life or death situation.
00:40:11.000 And actually, it's even worse than that because it's really like life and death.

00:40:19.000 But in the event that they don't die, if they end up okay, their life might be life behind bars.
00:40:25.000 Each time they're doing a traffic stop, each time they're engaging with a criminal, They're entering into a situation where it's worse than life and death.
00:40:33.000 Either they end up getting shot and killed by a Michael Brown who takes their gun, shot or beaten to death by a Michael Brown or a Trayvon or a George Floyd.
00:40:44.000 And if they survive, if it's life in the life and death, then the politicians will not protect them.
00:40:52.000 The police unions will be powerless to protect them.
00:40:55.000 They'll be charged by a politicized DA, right? 0.97

00:45:53.000 Well, We need even less traffic stops.

00:45:57.000 It says, Across the U.S., Stanford University's Open Policing Project estimates that 50,000 drivers and pedestrians are stopped by police on a typical day.
00:46:09.000 These stops are primarily intended to promote traffic safety and prevent injuries, but sometimes they can be part of broader strategies to fight violent crime.
00:46:17.000 Because police can stop vehicles for so many minor offenses, such stops give officers a tremendous amount of discretion, opening the door for dramatic racial disparities.
00:46:28.000 After Analyzing 100 million stops, Stanford found that black drivers were 20% more likely to be pulled over than white drivers.
00:46:37.000 These disparities have long characterized Minneapolis traffic enforcement.
00:46:41.000 The city is 64% white, according to 2019 Census Bureau numbers, and 19% black or African American.
00:46:50.000 And yet, year after year, more black Minneapolitans are pulled over than white residents.
00:46:58.000 Since Floyd was killed, average rates of these stops across census tracks have plummeted below pandemic levels, an average of 70 a week from May 25th to the end of August.
00:47:09.000 Even, and that is compared with a weekly average of 351 prior.
00:47:13.000 Even at these depressed rates, stark racial disparities remain.
00:47:18.000 Between the end of May and the end of August, 47% of traffic stops recorded were of people identified as black, 7% as East African, which is Somalis, only 24% were of people identified as white.
00:47:33.000 So, again, like I said, if everything I just said sounded redundant or obvious or something that we all already know, The article that says that traffic stops are down 100%, police activity has virtually ceased in the city, they say that it's still not enough because blacks are still being stopped at a disproportionately high rate.
