00:17:57.000 And our featured story tonight will be talking about the ruling against the Trump Organization in New York State.
00:18:04.000 And I touched on this briefly last night.
00:18:06.000 I didn't want to spend the whole night talking about it because... Actually, it wasn't much later last night that I started the show.
00:18:15.000 But I wanted to do a little bit more time on that one.
00:18:20.000 And it's a pretty big deal.
00:18:21.000 Apparently a judge in New York has ruled that because Trump, they say, inflated the value of his assets to secure loans and certain treatment in the tax code, they say that he is now required to forfeit his business license in the state.
00:18:40.000 Which is a big problem because that is where he conducts a large amount of his business.
00:18:47.000 And that would include the operation of Trump Tower, the Trump National Golf Course, and other skyscrapers in the city.
00:18:55.000 So these are several properties that some are saying that if the ruling stands, he'll have to completely forfeit to the state.
00:19:02.000 So they'll have to give Trump Tower to the government!
00:19:06.000 Which is just...
00:19:09.000 I mean, who could have predicted something like this?
00:19:12.000 I mean, I know it's not surprising, but I would just say it's unexpected that they would go so deep and personal in this way.
00:19:21.000 Although, it's not that it doesn't fit with how they've treated him so far.
00:19:25.000 So, we'll talk about that ruling and what that's gonna mean.
00:19:29.000 We'll also be talking tonight about the government shutdown, which is now basically a certainty.
00:19:36.000 Tomorrow is October 1st, so that's it.
00:19:39.000 I mean, the government's as good as shut down.
00:19:42.000 There was another attempt today to pass a continuing resolution which would fund the government until the middle of November, so they could work out these other spending bills, but it failed.
00:19:53.000 And actually, it seems like not only are they not getting closer to a solution, they're getting further away.
00:20:01.000 Because at the start of this process, one or two weeks ago, it was just, I think, 15 Republicans that were working with the Democrats, or I wouldn't say working, voting with the Democrats, to prevent these appropriations bills from coming to the floor or voting against them outright.
00:20:21.000 Now it's 21.
00:20:22.000 Now there's 21 Republican defectors and they can only afford four.
00:20:28.000 Republican majority is so slim that they can only have four Republicans not vote with them along party lines on these measures.
00:20:36.000 And there's 21 that will not budge no matter what.
00:20:39.000 It doesn't matter what they pledge to put in these CRs.
00:20:45.000 They want the shutdown.
00:20:46.000 They won't vote for it.
00:20:47.000 And I completely support that.
00:20:50.000 So it's actually a good thing.
00:20:51.000 But...

00:26:02.000 I want to get into the government shutdown.
00:26:05.000 You know, we've been talking about it for weeks.
00:26:07.000 So if you've been watching the show, you know where we're at with this.
00:26:11.000 So...
00:26:13.000 I believe it's tonight.
00:26:14.000 Tonight or tomorrow when it's official.
00:26:17.000 But as you know, Congress has not followed the budgetary process for like 50 years.
00:26:24.000 There's supposed to be... and every time these things happen I go through and explain the whole system and how it's supposed to work.
00:26:32.000 Realistically, how it's supposed to happen is that the President proposes a budget, and that is supposed to guide the spending for the fiscal year for the federal government.
00:26:45.000 And that's supposed to be released, and Congress is supposed to receive that, and they're supposed to come up with a budget that matches that, and they're supposed to pass it, and I'm oversimplifying, but that is how it's supposed to work.
00:27:01.000 Instead, how we've been doing it for like 40 or 50 years is that the president proposes a budget and then that's really just kind of a joke.
00:27:11.000 Like, that is not the budget that the Congress passes.
00:27:15.000 That's not how the money is ever appropriated.
00:27:18.000 It's really just more like a statement of policy goals at this point.
00:27:22.000 The president produces a budget that every year is unrealistic and it's never adhered to.
00:27:29.000 And instead of getting a budget for the fiscal year, what we have are these omnibus spending bills.
00:27:37.000 And omnibus, all that means is that we take all the appropriations
00:27:42.000 We're good to go.
00:28:02.000 And so it's really this game that we play where we race up against a few different things like earlier this year we reached the debt ceiling.
00:28:14.000 Congress has to tell the executive branch how much money it can borrow.
00:28:21.000 And so there's a difference of course between they'll appropriate the money but the government has no money so they have to borrow it.
00:28:27.000 Well Congress also sets the limit for how much money in total can be borrowed and so really for like 40 or 50 years
00:28:37.000 We just spend as much as we need.
00:28:39.000 We pass these bills when we need the money.
00:28:42.000 And then when we run up against the debt ceiling, then we ask Congress to borrow more money.
00:28:48.000 And so every day, the money is just slipping through our fingers like water.
00:28:54.000 And it's just a question of when we run out of appropriations, we gotta pass all the spending in one week.
00:29:01.000 And then when we run out of money to borrow, we have to pass a bill that raises the limit.
00:29:07.000 And the point is, and this is, the reason I give this background is because this is what Matt Gaetz has been saying.
00:29:14.000 Matt Gaetz, the representative from Florida, he's been leading the charge within the Republican Party to shut down the government.
00:29:20.000 He's basically said he wants a government shutdown, and more on that in a moment.
00:29:26.000 But I'm explaining the background because every time he's interviewed, why are you shutting down the government?
00:29:31.000 Why are you obstinate and preventing these appropriations bills from coming to the floor even for a vote?
00:29:39.000 And he says, well, that's because we need a shock to the system because the system is dysfunctional.
00:29:46.000 And he's right about that.
00:29:47.000 How could we ever get the debt under control?
00:29:50.000 How could we ever get the deficit under control?
00:29:54.000 If there's no plan.
00:29:55.000 That's just, that's the problem.
00:29:57.000 There's no plan.
00:29:59.000 There is no long-term plan.
00:30:00.000 There's no short-term plan.
00:30:02.000 There's not even an annual plan.
00:30:04.000 There's, for the biggest government in the world, this is the biggest, richest government in the world, and we don't even have a plan for 12 months out for how much money will be borrowed or spent.
00:30:18.000 And it's ridiculous.
00:30:19.000 And that's how you get a 33 trillion dollar debt.
00:30:23.000 That's how you get
00:30:25.000 A debt that is greater than the annual GDP of a nation is because there's there's just no plan here and the process is totally broken and you know I just talked about this with the Republican debate I don't think this is the biggest problem in our country but it is a huge problem and so anyway so that that's really what's going on here and specifically this time
00:30:51.000 It's a battle within the Republican Party.
00:30:54.000 The Senate has proposed a spending bill and to get really specific so right now they need to pass I think it's 12 appropriations bills that will fully fund the government for like a year.
00:31:12.000 But there's no agreement on those spending bills between Democrats and Republicans.
00:31:17.000 So what the House and Senate need to do is pass a temporary spending bill called a continuing resolution that will fund the government until mid-November.
00:31:27.000 So they want to pass a continuing resolution, a CR, which will fund the government through the middle of November.
00:31:34.000 And that will give them time to pass these 12 other spending bills that will fund the government for a much longer period, for like a year.
00:31:45.000 And so what they're trying to do, what they've been trying to do for the last few weeks is to pass this CR, to avert a government shutdown.
00:31:51.000 If they don't pass additional spending by tomorrow, the government officially runs out of money.
00:31:58.000 They still have money and people still get paid and everything.
00:32:03.000 But they say that non-essential workers will be furloughed temporarily.
00:32:07.000 There have been government shutdowns.
00:32:08.000 You probably remember them in the news in 2018 and 2019.
00:32:14.000 Under Obama, there was a big government shutdown.
00:32:18.000 It's really not a big deal.
00:32:20.000 It's really political theater.
00:32:22.000 And anyway, the source of this government shutdown is that members of the House Freedom Caucus, which is a caucus within the Republican Party, they have said that they are basically committed to shutting down the government.
00:32:35.000 They will prevent the Republicans in the House from passing any spending at all.
00:32:40.000 They will prevent them from passing a continuing resolution.
00:32:44.000 Really, no matter what, they've said that no matter what the establishment Republicans give them, no matter what Speaker McCarthy gives them, they're not going to vote for it, and that's because they want a government shutdown.
00:32:56.000 Although the reason, for some, is mysterious.
00:32:59.000 Nobody really knows exactly why.
00:33:02.000 But this is a story, this is from the New York Times.
00:33:06.000 It says, Hardline Conservatives on Friday tanked Speaker Kevin McCarthy's long shot bid to pass legislation to avert a government shutdown in an extraordinary display of defiance.
00:33:18.000 Is it really?
00:33:19.000 Is it really extraordinary?
00:33:23.000 Is it really defiance?
00:33:25.000 In an extraordinary display of defiance that made it clear that Congress would almost certainly miss a midnight deadline on Saturday to keep federal funding flowing.
00:33:36.000 It appeared evident even before the vote that the stopgap bill was bound to fail as several hard-right Republicans had declared that they would not back a temporary spending bill known as a continuing resolution under any circumstances.
00:33:52.000 And the measure, which would slash spending and impose severe immigration restrictions, never had a chance of preventing a shutdown since it was regarded as a non-starter in the Democratic-controlled Senate.
00:34:04.000 But Mr. McCarthy, bracing for the political blowback for a government closure, had scheduled the vote anyway in hopes of showing that he was trying to avoid the crisis.
00:34:15.000 And the decision by right-wing lawmakers to effectively blow up his one final effort to seize political leverage in the shutdown dealt the Speaker a stinging defeat while leaving politically vulnerable Republicans fuming.
00:34:29.000 The size of the group of defectors was striking, reflecting both Mr. McCarthy's weak hold on his conference and the influence of the far-right in the House.
00:34:37.000 The bill failed by a vote of 232 to 198, with 21 Republicans joining all Democrats to oppose it.
00:34:46.000 So, if you've been following the show, last week it was 4 or 5.
00:34:54.000 Prevented a appropriations bill from going to the floor on Tuesday and Thursday last week, and both times it was just five.
00:35:01.000 Today was 21.
00:35:03.000 The defeat in the House sent Republicans back to the drawing board with little more than 24 hours remaining before the shutdown deadline.
00:35:10.000 Mr. McCarthy, a California Republican, told reporters he had other ideas on how to keep government funding flowing.
00:35:18.000 And he would keep working to make sure that we solve the problem.
00:35:22.000 House leaders alerted lawmakers that more votes were expected on Saturday.
00:35:27.000 But the loss also made clear that Mr. McCarthy faces almost impossible odds of getting a stopgap funding bill through with votes from his own party, and that the simplest way to avert a shutdown would be for him to work with Democrats on a compromise measure.
00:35:42.000 His detractors have warned that that would prompt a
00:35:48.000 A move to oust him from the speakership.
00:35:50.000 The measure put to a vote on Friday would keep the government open for 30 days and during that period impose drastic cuts in many cases as much as 29% to government programs except for funding for veterans, homeland security, and disaster response.
00:36:06.000 It did not include any military or humanitarian aid for Ukraine and it directed the Homeland Security Secretary to resume all activities related to the construction of the border wall

00:36:20.000 And you know, really this whole thing is just a joke and it's all bullshit.
00:36:27.000 And here's why.
00:36:30.000 When they say there will be a 28% cut across the board, here's what that means.
00:36:37.000 And I talked about this I think the last time there was a shutdown or talk about appropriations.
00:36:45.000 When they say a 28% cut to certain departments and some other bill said it was a 9% cut across the board
00:36:54.000 We've laid it out before.
00:36:56.000 You have to understand how government spending works.
00:36:59.000 There are two kinds of federal government spending.
00:37:02.000 There's mandatory spending and there's discretionary spending.
00:37:05.000 The mandatory spending cannot be touched.
00:37:08.000 This is money.
00:37:09.000 It's mandatory that the government spends that money.
00:37:13.000 And that's Medicare and Social Security and Medicaid and some other things.
00:37:18.000 That's more than half of the money that's spent.
00:37:21.000 That's the majority of the money.
00:37:24.000 Then you have interest on the debt, which is basically a form of mandatory spending because you're obligated to pay interest to service the national debt.
00:37:34.000 The national debt is 30-some trillion.
00:37:37.000 And so now, I don't know precisely what it is, but it's something like a quarter.
00:37:41.000 It's a very large number.
00:37:43.000 It's a very large percentage of the federal spending that is just interest to service our debt.
00:37:51.000 Then, so that's mandatory spending.
00:37:54.000 Then you have interest on the debt, which is, I don't know if that's technically discretionary or mandatory, but we also have to spend that regardless, so I guess that's mandatory.
00:38:04.000 And then you have discretionary spending.
00:38:06.000 And discretionary spending is money that is appropriated year over year that we don't necessarily have to spend.
00:38:14.000 But the biggest item in the discretionary budget is the military.
00:38:20.000 It's more than half of the discretionary spending is the military.
00:38:25.000 So when they say, we're going to cut certain departments by 28%, or it's going to be a 9% cut across the board, that doesn't include mandatory spending, it doesn't include interest on the debt, and whenever they say that, they never include the military or the VA, which is the Office of Veterans Affairs.
00:38:45.000 So when they say, we're going to do a big cut across the board, they're not talking about mandatory spending, which is a majority of it.
00:38:53.000 They're not talking about the military, which is a majority of the discretionary spending, which is what's left over.
00:38:59.000 They're not talking about interest, which is a large percentage.
00:39:03.000 It's a double-digit percentage of all federal spending.
00:39:05.000 And they're not talking about the Department of Veterans Affairs, which is not huge, but it's pretty big.
00:39:12.000 It's one of the biggest departments in terms of spending.
00:39:16.000 So when they say we're going to cut it by 9% or 28% you're talking about like 10 or 20% of all government spending.
00:39:26.000 It's not a steep cut and we're having trillion dollar deficits.
00:39:31.000 It's trillions of dollars that are being added to the debt every year since the COVID pandemic.
00:39:37.000 No end in sight to this.
00:39:40.000 So
00:39:41.000 We're talking about really nibbling at this problem.
00:39:46.000 I mean, we're eating around the edges here.
00:39:48.000 We're, uh...
00:39:50.000 We're cutting the crust off.
00:39:52.000 This is not a serious discussion.
00:39:55.000 And that's really the point.
00:39:57.000 When I do this show all the time, I really am like a revolutionary actor, because when people say we have to live to fight another day, like Paul Gosar's people tell me, this is the fucking bullshit they're talking about.
00:40:10.000 And sorry for the language, I don't mean to come across unhinged or whatever, but it's just ridiculous.
00:40:17.000 When they say, well, we gotta live to fight another day, we can't talk about, you know, one thing or another thing, it's because they have to fight about stuff like this.
00:40:25.000 We gotta go and secure a 7% cut for non-defense, non-veteran discretionary spending.
00:40:34.000 Really?
00:40:35.000 Who is this really helping?
00:40:36.000 What does this really do?
00:40:38.000 The deficit is only gonna go up by $100 trillion this year instead of $100 trillion, $100 billion?

00:40:48.000 And they're not even going to get it!
00:40:49.000 They're not even going to get it.
00:40:51.000 When all is said and done, they're not going to get anything.
00:40:54.000 They're not going to get a meaningful cut on this tiny, tiny part of the budget.
00:40:59.000 And even they say in this, they say, well, we're going to include a provision in the continuing resolution
00:41:06.000 That was the last bit.
00:41:13.000 Now, one, that's never going to pass the Senate and Joe Biden will never sign it.
00:41:18.000 So, you know, just drop it.
00:41:20.000 You know, I love all these idiot Republicans like Lauren Boebert and Marjorie Greene.
00:41:26.000 If you saw this in the press today, I think it was in the Hill.
00:41:29.000 I said that Marjorie Greene put an amendment on this appropriations bill that would cut Lloyd Austin, the Defense Secretary's salary, to $1.
00:41:41.000 And Lauren Boebert introduced an amendment that would reduce some transgender federal bureaucrat to $1 also.
00:41:50.000 These are amendments to appropriations bills that they're voting against.
00:41:55.000 Marjorie Greene and Lauren Boebert are proposing amendments to bills that they voted against even bringing them to a floor for a vote.
00:42:06.000 So, the Congress didn't even vote on these bills.
00:42:11.000 Because the Republicans, including Marjorie and Boebert, voted against bringing them to the floor.
00:42:16.000 But it made a headline, didn't it?
00:42:18.000 You know, there was a big headline in Daily Beast and The Hill and everywhere.
00:42:22.000 Marjorie Greene proposes amendment that would reduce the Defense Secretary's salary to $1.
00:42:29.000 It's not even going to be in there.
00:42:31.000 The Senate would never agree to that.
00:42:32.000 The President would never agree to that.
