02:32:17.000Our big story tonight, we're talking about Treasury Secretary Scott Besant, who gave a statement today outlining exactly the new approach and strategy against Iran.
02:32:28.000We talked about this a little bit last week and how the Trump administration is shifting away from military action to economic pressure.
02:32:38.000And the big question last week is what exactly are we going to do to Iran that we haven't already done?
02:32:44.000We've already imposed a maximum pressure sanctions regime.
02:32:48.000We've already imposed a blockade over all their ports in the Persian Gulf.
02:32:53.000So the question is what can we do that hasn't already been done?
02:32:57.000Last week, they said there would be secondary sanctions.
02:33:01.000Against countries that do business with Iran.
02:33:05.000No secondary sanctions, no confrontation with Iran's major trading partners.
02:33:11.000But today, we finally got some clarity on what the program is going to entail.
02:33:17.000Today, the Treasury Department announced that there is a list of 60 individuals and entities which will now be sanctioned.
02:33:25.000They also are increasing economic pressure on a few key industries in Iran, specifically things like gold, cryptocurrency, aviation, and other things.
02:34:01.000But Iran's most important economic partner is China.
02:34:05.000So any attempt to collapse the regime.
02:34:07.000With economic pressure that does not involve pressure against China or does not even address China is probably not going to work at all.
02:34:16.000So, unless and until we hear what the program is vis a vis Beijing, it's kind of hard to say this is going to have any impact at all.
02:34:25.000So, we'll talk a little bit about that.
02:34:26.000We'll get into some of the details on the plan.
02:34:30.000We're also going to talk tonight about a Supreme Court ruling about a Trump administration executive order to crack down on mail in ballots, so called in person absentee voting.
02:34:42.000And I suppose this is supposed to be a substitute for the SAVE Act.
02:34:46.000The Trump administration was trying to get legislation passed through budget reconciliation that at the federal level would try to address voter fraud or some kind of nationwide voter ID scheme.
02:35:17.000The way it works is they're going to have Homeland Security create a list of every eligible voter in the country, and then they're going to use this list of voters to then go to the post office and say that anybody that's not on the list cannot submit their ballot by mail, which is a pretty convoluted idea when you think about it.
02:35:43.000I don't know how that's supposed to work.
02:35:45.000Because the eligibility is changing all the time.
02:35:54.000And so, how they're going to have an up to date current list of every voter and then have the post office then review that and determine whose ballots are going to be mailed and whose aren't, that doesn't even sound right.
02:36:14.000And so, of course, a Democrat state, Massachusetts, challenged the executive order immediately.
02:36:21.000Federal judge declared the whole thing is shut down.
02:36:24.000There's a nationwide injunction, elections in two months.
02:36:28.000The Supreme Court reviewed one of the challenges and said that it lacks standing, but basically they're going to have to adjudicate the actual substance of the executive order at some point, probably before the election.
02:36:41.000And I imagine that when that happens, it's going to get shut down.
02:36:45.000So we're going into 2026, just like in 2024, just like in 2022, with no real remedy about the increase in mail in ballots.
02:36:55.000Which is a major structural problem for Republicans.
02:40:16.000It's going to be a good show, but like I said, there's really not a lot happening.
02:40:21.000The biggest thing that I saw over the weekend is that yet again, Hassan Piker is out there mocking the death of Charlie Kirk.

03:01:31.000To bring them back would just be creating more targets for a future confrontation with Iran when they'll inevitably be destroyed again.
03:01:44.000And even if we continued fighting, knowing we couldn't achieve our objectives to create some kind of low level pressure with a limited campaign, it would backfire so badly we would actually just lose personnel and supplies.
03:02:00.000So the new approach, which we talked about last week, is that the administration is pivoting to this maximalist economic pressure.
03:02:09.000And so they're saying we went from epic fury, bombing them 15,000 times, to now it's economic fury.
03:03:41.000The big development today is that the Treasury Secretary made a statement and announced some of the details of what the economic warfare would look like.
03:03:49.000And this is the statement from the Washington Post.
03:03:53.000Or pardon me, it's from Wall Street Journal.
03:03:55.000It says, quote, Treasury Secretary Scott Besson said the U.S. is launching a new campaign to isolate the Iranian regime, warning the countries and companies that do business with Tehran will face the wrath of the Trump administration.
03:04:09.000As part of the new effort, which he called Operation Economic Outcast, Besson said his department has mapped every node, every facilitator, and every network that Iran has used to smuggle oil and evade sanctions.
03:04:22.000He said the U.S. was sanctioning more than 60 entities, individuals, and vessels across.
03:04:27.000Across the world, that enable the regime to procure nuclear and missile technology, earn revenue from oil, and carry out cyber operations.
03:04:36.000Besson didn't outline any specific steps the U.S. would take against individual countries, including China, a major buyer of Iran's oil, which is to put it mildly.
03:04:47.000He said the U.S. privately defined timelines for countries to comply, but then told reporters, I'm not actually going to set timelines, but we don't have infinite patience here.
03:04:58.000After the press conference, the Treasury Department announced that secondary sanctions could apply to countries and entities that do business in five sectors digital assets, technology, gold, aviation, and shipping.
03:05:10.000Last week, Besant said the aim of the new policy would be to create the conditions for regime collapse.
03:05:15.000Notably, Besant didn't mention China, the regime's top trading partner, in his opening remarks about countries being targeted by the Treasury Department.

03:05:30.000Like we've been talking about, the Trump administration is in a jam because we have to very carefully calibrate our approach to satisfy a few different constraints.
03:05:44.000So, what our objective is, what we would like to see ideally, is that there would be a new regime in Iran, that the new regime would abandon their ambitions for a nuclear weapon, that they would comply with restrictions on their ballistic missile program.
03:06:02.000And that they might integrate into the region by normalizing ties with the Gulf countries and with Israel.
03:06:14.000Let's say we want to achieve regime change.
03:06:17.000Well, that is the goal, and that has been the goal.
03:06:20.000The problem is we can't achieve regime change with military means alone, because as it stands, the only thing that we're willing to do is use our Air Force and our Navy to strike Iran from a safe distance.
03:06:34.000And that's not enough in a vast, huge country with a massive population like Iran with a million man army.
03:06:54.000We can't achieve regime change that way.
03:06:56.000Okay, well, another way that we could topple the regime, and this would be relatively easy theoretically, we could topple the regime with just air and sea power.
03:07:06.000But to do this, we would have to destroy their economy completely.
03:07:58.000Maybe destroying their economy brings about the overthrow of the government, but then eventually we're going to want a new government to stabilize control over this territory.
03:08:08.000The government will collapse, the Islamic regime will fall, but then the country descends into chaos, and we're going to need a new regime that will step up.
03:08:17.000And then at some point, be able to exert control over all the territory and all the people.
03:08:22.000But to do that, they're going to need to be able to pay police and the military.
03:08:26.000And to do that, they need the oil and gas revenue.
03:08:29.000They won't be able to have it because the infrastructure will take decades to repair.
03:08:34.000So Iran becomes a failed state, and 90 million people now have an uncertain destiny.
03:08:40.000You have a border crisis, refugee crisis.
03:08:42.000Maybe this creates militant groups, terrorists that then go overseas looking for vengeance against the United States or the Gulf countries.
03:08:51.000Maybe destabilize the Shiite majority provinces or countries in the Middle East.
03:09:27.000We need to extract some kind of compliance from the regime.
03:09:30.000We have to hurt them, but not too badly.
03:09:33.000We have to hurt them enough so that they actually are willing to negotiate.
03:09:37.000And this has been the process basically since February how do we calibrate exactly the right amount of pressure that it gets us results?
03:09:47.000The Iranian regime fears us, they buckle under the pressure, so they're willing to give us concessions, but it's not so much pressure.
03:09:56.000That Iran retaliates in a way that's devastating to America and its allies, or the regime completely collapses and turns into a failed state.
03:10:06.000And so, this is what they came up with.
03:10:08.000They said, Well, we're going to stop all the kinetic strikes on Iran, the actual bombing.
03:10:13.000The bombing is increasingly becoming more costly for us than it is for them, because as we've talked about, we're burning through offensive and defensive weapons, our bases are being destroyed, we can't protect our allies anymore.
03:10:27.000So, now they pivoted to this economic war.
03:10:30.000Problem is, we're already doing economic war.
03:10:33.000We've been doing economic war for 10 years.
03:11:22.000And sometimes there's others, but those are really the major countries.
03:11:25.000Like I said, it's maybe four, five, six, but the big four are the UAE, Iraq, Turkey, and China.
03:11:32.000So if you really want to go after Iran, if you don't want to bomb Karg Island, if you don't want to keep bombing Iran, If the existing sanctions regime isn't producing compliance, what do you do?
03:11:43.000You go after those other countries they do business with.
03:11:49.000Well, in the first place, last week, after the Treasury Department announced this new economic D Day campaign, the UAE cut off all economic ties with Iran.
03:12:01.000And this is a big deal because even though the UAE is allied with Israel, and even though they've been the most aggressive against Iran, arguably out of the Gulf countries, They still had a very important economic relationship with Iran.
03:12:15.000And Iran, or rather the UAE, was how Iran was able to do trade with the world.
03:12:19.000They did a lot of their banking in the UAE, a lot of the financial transactions went through the UAE.
03:12:25.000And so, after Iran attacked some shipping in the UAE's territorial waters, and under pressure from the United States, it was said that Trump had a call with MBZ, the head of the UAE.
03:12:37.000The UAE did an official embargo of Iran, cut off all trade relations.
03:12:46.000Now, the Trump administration has not said what the secondary sanctions would be.
03:12:50.000And what that would look like is if China, Turkey, and Iraq don't stop doing business with Iran, then we're going to put sanctions on those countries.
03:13:01.000We've already exhausted sanctions against Iran.
03:13:10.000We're going to then put sanctions on their trading partners.
03:13:14.000But that's the thing, they haven't really said what those secondary sanctions would be.
03:13:18.000And when they're going to happen, and which countries are going to be affected.
03:13:24.000And so last week, they didn't really say that.
03:13:26.000This week, they haven't said that either.
03:13:29.000So they say we're going after some of these entities that are facilitating the sale of Iran's oil.
03:13:35.000We're going after the entities that are facilitating the transit of Iran's oil and the banking entities that facilitate the sale of Iran's oil.
03:13:46.000But they're not talking about the countries that are buying the oil.
03:14:21.000So, when we're talking about economic D Day and we're talking about how Iran evades the sanctions and evades the blockade, and we're talking about bombing Karg Island, what we're really talking about here is China.
03:14:35.000Karg Island is how Iran exports 90% of its oil.
03:14:44.000We're talking about the Strait of Hormuz.
03:14:46.000And how do we prevent Iran from using its shadow fleet of oil tankers from bypassing the blockade or the sanctions?
03:14:53.000But we're not talking about the fact that all those ships are headed to one destination, which is China.
03:15:01.000So, whether we're talking about bombing Iran's oil industry or we're talking about cracking down on Iran's circumvention or evasion of the sanctions regime, we're really fundamentally talking about the same thing, which is that China buys all the oil.
03:15:15.000So, if you're not seriously talking about putting secondary sanctions on China or having China cooperate with us in some way on this, then it just isn't.
03:16:18.000And we do 50% of our trade with China.
03:16:22.000They're our most important trading partner.
03:16:24.000In order to achieve compliance with Iran, we need compliance from China, but we are completely dependent on China.
03:16:31.000We're barely winning our own trade war with China, which has to do with all of our economic interests.
03:16:39.000For the past 18 months, the Trump administration has been trying to repair relations with China.
03:16:45.000We've been in a bilateral standoff over trade with them as well.
03:16:49.000And you might remember after Liberation Day, we at one point were talking about a 200% tariff on all Chinese goods, and they still wouldn't back down.
03:16:58.000What's more, think about the timeline.
03:17:10.000So, how can we put the screws in China, our most important trading partner, two months before the election, one month, actually just a few weeks before Trump receives Xi Jinping?
03:17:23.000It just doesn't seem like it's going to happen.
03:17:26.000So, this is just like everything else.
03:17:28.000What we're finding is there's no military options to deal with Iran.
03:17:33.000There's also really no economic options.
03:17:36.000There's no military options because we're not going to invade them.
03:17:58.000We also have no economic option because they're almost entirely economically self sufficient.
03:18:04.000We cut them off from the world economy a long time ago.
03:18:07.000They've been living under maximum pressure for 10 years.
03:18:11.000They almost had a revolution a couple months ago, and they shut it down because they're experts in crushing revolutions.
03:18:19.000We think we have another economic card to play, which is to try to mess with their other trading partners.
03:18:24.000Those are our biggest allies, or rather, our biggest trading partners.
03:18:27.000They're countries that we need to do business with.
03:18:31.000So there's no economic cards to play either.
03:18:35.000And fundamentally, the biggest question, like we talked about last week, is time.
03:18:40.000While we are implementing these things, it just happens to be a little bit too late.
03:18:46.000At the same time that Scott Besant is fleshing out what the program is going to look like in the future, and they still have no details, making it up as they go along.
03:18:57.000Simultaneously, while Scott Besant, all the way at the end of August, is saying, Our patience is not limitless.
03:19:05.000We're not going to even create a timeline for when we're going to tell China they have to sanction Iran or else we're going to sanction them.
03:20:12.000We're borrowing now to buy debt from the future.
03:20:15.000And it's in the middle of this crunch ahead of the midterms, which are still two months away, that we're saying, yeah, you know, eventually we're going to do something with China.
03:20:26.000And so it's like we've been talking about all along the most important function in the conflict is time.
03:20:34.000Had all of this been fleshed out at the very beginning, this might have been the right approach.
03:20:41.000If you rewind to February 2026 and the initial strike on Iran doesn't work, we bomb them really heavily for six weeks, it doesn't compel them to come to the table.
03:20:53.000If back in April, at that point, we dealt in China, And we blockaded the Persian Gulf.
03:21:00.000And maybe we even extended that to the Caspian Sea.
03:21:03.000If we had a really serious plan to quarantine their economy in the event that military intervention didn't work, maybe if we had done it back then, it would have been working by now.
03:21:16.000If Iran had been under a truly maximum pressure economic regime, if we had made some kind of effort to get China on board before we launched a war, or maybe NATO or other allies in Asia, If we had a plan B, in other words, back then, then maybe four, five months of maximum pressure would have compelled Iran to negotiate.
03:22:25.000Why would China, which has spent the past year and a half stockpiling oil in anticipation of this eventuality?
03:22:35.000And they're also controlling energy demand in their country.
03:22:39.000Why would they come in at the 11th hour?
03:22:41.000And by the way, other countries are becoming dependent on China in Asia because of this.
03:22:46.000Why would they come in at the 11th hour and bail us out as Iran degrades our position in the Middle East, degrades our stockpile of standoff weapons, degrades our stockpile of THAAD systems and Patriot missile batteries, destroys our economy with an energy crunch and stagflation, which is going to blow up the whole AI bubble?
03:23:08.000Now we're going to go to China and ask them to bail us out?
03:23:17.000So the statement from Scott Besant is meaningless.
03:23:21.000Unless you're going to bring China into the equation, it's hard to see how this is going to hurt Iran more acutely than they are hurting us and thus force Iran to make a deal before we have to tap out.
03:23:36.000It just doesn't look like that's going to happen.
03:23:39.000So, unless that, you know, and who knows, maybe by the end of the week they'll say something else.
03:23:45.000Just like every other effort so far, is that it's far too little too late.
03:23:51.000This administration is clearly making it up as they go along.
03:23:54.000There's no strategy, there's no plan B. They're soliciting ideas from the soldiers.
03:24:00.000Tell the Pentagon if any of the U.S. service members have creative ideas about how to fight Iran.
03:24:40.000Our other story, which we'll talk about a little bit tonight, and there's not too much to say about it, but we'll get into this a little bit, and then we'll take a look at the super chats.
03:24:49.000Our next story for tonight is about the Supreme Court ruling on an executive order from the Trump administration that has to do with mail in voting.
03:24:58.000So, as you may know, the Trump administration has been pushing very hard for the SAVE Act.
03:25:05.000And it's hard to even know what is viable here.
03:25:10.000We could get into the legislative history of it, it's kind of been all over the place.
03:25:15.000At one point, they were saying the SAVE Act was about nationwide voter ID, and then they were saying it was about Transgenders and getting transgender care for children.
03:25:27.000And then these two things were going to come together in one bill.
03:25:31.000And then they said they were going to pass it using budget reconciliation, which is sort of impossible for reasons we could get into.
03:25:40.000And so they have this big legislative push throughout the year.
03:25:44.000Elon was involved, Trump was involved.
03:25:46.000And the long and short of it is they're trying to get every state in the country to pass voter ID requirements.
03:25:54.000And the reason they're doing this is because they know there's going to be a blowout in 2026 for the Democrats.
03:26:00.000And they've been trying everything in their power voter ID through the Save Act.
03:26:05.000They've been trying to do the gerrymandering.
03:26:08.000They're going to do this midway thing.
03:26:11.000You know, we're halfway to the next census.
03:26:13.000And so now they're going to redraw all the districts and try to milk out all the Republican electors that they can or all the Republican representation they can.
03:26:22.000They've been doing basically everything in their power now that they're in government.
03:26:40.000Now, the Trump administration, in their last ditch effort, they've passed an executive order to the Department of Homeland Security where they're telling DHS to collect a list of all the eligible voters in the country.
03:26:56.000They're going to give the list to the post office and they're going to instruct the post office not to accept ballots from individuals that are not eligible to vote.
03:27:09.000This is their Roundabout scheme that they're going to do through executive orders and the executive branch of government to try to manipulate voting regulations in the different states.
03:27:21.000And so, obviously, I mean, this doesn't even sound legal or appropriate or right.
03:27:59.000It says, quote, President Trump can implement an executive order restricting mail in ballots just months before the midterm elections, said the Supreme Court on Monday.
03:28:11.000The Supreme Court said in the unsigned order that states lack standing to challenge the executive order.
03:28:17.000Because it is an internal directive that doesn't harm the states that sued.
03:28:22.000But the majority wrote that the administration was likely to suffer irreparable harm from the freeze.
03:28:29.000The Supreme Court's order reads This internal directive does not regulate the state's voter registration process, nor does it impinge on the state's authority to create and enforce a legal code for elections.
03:28:42.000The federal appeals court previously found the order could impose unprecedented levels of involvement by federal officials.
03:28:49.000And how states administer elections and could confuse and disenfranchise voters.
03:28:55.000The court's disposition of this application does not mean that any measure taken by the government to implement the order will necessarily be lawful, said the court.
03:29:07.000So, in other words, creating the database doesn't injure or even really directly affect the states that sued.
03:29:15.000So, for DHS to create the list theoretically does not have anything to do.
03:29:21.000With the actual voter registration process, which is governed by the state legislatures.
03:29:27.000The Supreme Court says, however, if the federal government tries to implement other aspects of the executive order, like let's say they try to reject ballots, well, that may necessarily not be lawful, they said, but time will tell.
03:29:42.000So the article goes on and says the decision did not address whether the administration has the authority to implement the order, said Sotomayor in her dissent.
03:29:51.000Rather, they argued, quote, today's decision merely postpones adjudication of those challenges.
03:29:57.000Trump's executive order issued in March of this year directed the Department of Homeland Security to compile a list of citizens eligible to vote and called for the U.S. Postal Service to accept ballots only from voters on those lists, which is ridiculous.
03:30:16.000So, for those that don't know, voting is totally controlled by the states.
03:30:23.000Okay, the states have the authority to control how the votes are collected.
03:30:32.000And so it's not up to the federal government.
03:30:34.000It's up to the states to actually create these voter databases and do voter registration and set the rules and so on and so forth.
03:30:43.000And this is why the Trump administration is trying to create this way around it.
03:30:47.000They're going to say, we'll have DHS, which is an executive department, create the list.
03:30:53.000They're going to go through with their database, apparently, of all people living within the borders, and they'll find out who's eligible.
03:31:00.000Then they're going to give the list to the Postal Service.
03:31:03.000Which is another federal department, and they're going to tell the Postal Service to only accept the ballots from people that are eligible to crack down on voter fraud.
03:31:13.000And that just doesn't even sound right.
03:31:19.000And who's going to make that determination?
03:31:21.000Now, the post office is going to turn into some kind of voter screening agency, the mail is going to hit the mailroom from a mailbox and a letter carrier.
03:31:34.000The envelope is going to hit the desk in some kind of post office, and the determination will be made there about which ballots will be mailed in and which ones won't be.
03:31:46.000It sounds like there's a lot of problems with this.
03:31:48.000This doesn't even sound legal, it doesn't even sound right.
03:31:51.000And I think, let's be honest, the Trump administration doesn't even expect that this is going to be upheld.
03:31:58.000I don't think even the Trump administration, clearly, even they don't think this is correct.
03:32:05.000What could possibly be the legal theory?
03:32:08.000That the executive branch of government has the authority to do this.
03:32:11.000They're going to have letter, the letter carriers are going to throw out the ballots.
03:32:22.000But what this is about is that, like everything else, like literally everything else in the administration, no one's even really trying here.
03:33:26.000And then, always, there is a legal challenge that immediately shuts it down.
03:33:30.000It creates a major scandal for the administration because the policy is a disaster, turns public opinion not just against the specific implementation, but the policy in general.
03:33:40.000And then eventually, the policy is overturned under public pressure or on the order of the Supreme Court.
03:33:48.000And this is what happened with the tariffs.
03:33:50.000Trump used emergency authority to put tariffs on every country.
03:34:36.000Elon came in with all of his people from PayPal and from Palantir and from SpaceX, and they start cutting everything.
03:34:44.000They start cutting all these agencies and personnel.
03:34:46.000And pretty soon there are disasters with the nuclear arsenal, there's a complete disaster with some of the regulatory agencies.
03:34:55.000Now there are all these Salmonella outbreaks.
03:34:58.000It turns public opinion against the policy.
03:35:02.000Now, people hear Doge and they associate that with a bunch of kids running around cutting things they don't really fully understand and causing a major lapse in government services, like paying government benefits or regulation or the nuclear arsenal.
03:35:17.000And then, months later, the Supreme Court comes in and determines they never have the authority to fire some of these people or close some of these agencies.
03:35:27.000It's like with destroying the West Wing Trump bulldozes the West Wing to build some.
03:36:12.000Now we're trying to buy back all these long term bonds.
03:36:18.000And it's the same story even with the voting.
03:36:22.000The election in 2020 was stolen because of in person absentee voting, mail in ballots.
03:36:30.000We have, in every cycle since, had this problem.
03:36:33.000And in spite of government control of half the states, In spite of Republican control over the House, the Senate, the White House, and the Supreme Court, we haven't done one serious thing about this.
03:36:46.000Haven't passed the Save Act, haven't changed regulations in most of the states.
03:36:51.000So here we are, a few months before the midterm elections.
03:36:54.000Since we haven't done anything else, we're going to just throw something at the wall and see what sticks.
03:38:03.000And so, you know, to me, this is just the epitome of this entire administration from start to finish, which is the biggest missed opportunity in history.
03:38:13.000It's not that it couldn't have been done, it's that this guy. Can't do it.
03:38:17.000I've been trying to say this from the beginning.
03:38:24.000The things that he cares about get done.
03:38:26.000Look at all the bullshit that's been done to the White House.
03:38:30.000Look at the bullshit that's been done to the Oval Office.
03:38:33.000Putting gold decorations everywhere, and one of the replicas of the Declaration is hanging in the office, and they have all the portraits of the presidents in the White House garden.
03:38:45.000And then they put the patio where the Rose Garden was, and the helipad, and the race cars, and the UFC fight.

03:40:28.000We could have fired 50,000 government employees and filled it with Trump loyalists.

03:40:39.000Could have had a tariff schedule with a 10, 15% global minimum and rebuilt industry in the country, re industrialized, had charter cities, could have had a border wall, could have had mass deportations, could have had nationwide voter ID.

03:41:46.000When all this bullshit started, when Trump took the deal with Miriam Adelson, when he went on the All In podcast and promised them he was going to staple green cards to diplomas.

03:44:13.000And what took center stage was all the patronage, the spoil system, all of the favors that could be dispensed by Trump to these political people.
