01:45:13.000 And he said, I believe the average under Trump was 50,000 per month.

01:47:33.000 Apprehensions of illegal immigrants at the southern border.
01:47:37.000 And they measure apprehensions because of course you can only estimate how many got away.

01:47:44.000 People that just jump the border fence and run into the country.
01:47:48.000 Most of the illegals surrender at a port of entry and others are caught.
01:47:54.000 But the vast majority actually go to the border and they surrender to border security at a port of entry.
01:48:01.000 And the reason they do that, the reason that they are voluntarily apprehended is because they know, because they are instructed by NGOs and by their government that if they request asylum, that the United States does not have the infrastructure that the United States does not have the infrastructure and the personnel to detain them while we lawfully process their asylum claim.

01:48:30.000 They surrender themselves at a port of entry to the custody of border personnel.
01:48:36.000 We catch them.
01:48:38.000 They make a phony asylum claim.
01:48:42.000 Border Patrol, law enforcement cannot detain these people while we process their request.

01:48:52.000 We give them a court date and we say return to court when we have finished processing your claim.

01:54:33.000 And then he wrested control of the process from the legislature and the courts by negotiating with Mexico directly, by wresting the funds from the DOD to construct a border barrier.
01:54:47.000 And that is when he was finally able to triumph and bring the number down and defeat illegal That's the narrative.
01:54:55.000 That it started low, went up, and came down.
01:54:57.000 But that's not the whole story.
01:55:00.000 It crashed because immigrants were expecting enforcement.
01:55:04.000 It was low in 2017 because illegals were expecting enforcement.
01:55:10.000 They started to slowly realize it wouldn't be enforced.

01:55:15.000 Trump started to talk as soon as September 2017, eight months after the inauguration, about an amnesty for DACA. And illegal immigrants heard that and thought this is no different than any other administration, so they started testing.
01:55:31.000 And that is when the caravans began, in the spring of 2018, in the fall of 2018. And it kept going up.
01:55:40.000 And Congress wouldn't authorize money for a border wall.
01:55:44.000 Not in 18, in the beginning, not at the end of the year, not in the lame duck session, not in the beginning of 2019. And illegal immigration kept climbing until it soared to a 20-year high.

01:55:58.000 This is the only true part about the story.
01:56:00.000 Trump did implement effective policies which reduced illegal immigration.
01:56:04.000 He did negotiate with Mexico.
01:56:06.000 He did implement executive orders.
01:56:08.000 He did get money from the DOD to build a barrier.
01:56:12.000 It is true that during COVID, he used certain laws that were accessible because of the pandemic to restrict movement even further.
01:56:21.000 It's also true that immigrants weren't moving.
01:56:24.000 Global movement was frozen largely due to the pandemic and for no other reason.
01:56:30.000 The part that they're not telling you is that in spite of all of that, in spite of the enforcement, in spite of the freezing of movement due to the pandemic, illegal immigration rapidly increased after that and hit a very high level of up to 90,000, nearly illegal immigration rapidly increased after that and hit a very high level of And that is before Trump left office.
01:56:54.000 In a word, he was unable ever to fully bring it under control.
01:56:59.000 This is not a story of Trump discovering the problem, fixing it, and it being resolved.
01:57:04.000 This is a story of in spite of Trump implementing extraordinary executive actions, he was still unable to control the border.
01:57:15.000 And then when enforcement was totally suspended under Biden, it doubled yet again.
01:57:22.000 Now, here's the problem, and I've been saying this from the beginning.
01:57:25.000 Okay, forget about the graph for a moment, the graph which is deceptive and lied and created a false narrative.

01:57:36.000 Let's consider just the record of Joe Biden because people say, well, whether Trump had a good record or not, Biden's was worse, and now that Trump is back, it will be better.
01:57:49.000 And this is what they do every election cycle.
01:57:52.000 And it's really incredible how people fall for it.
01:57:56.000 Illegal immigration was very high.
01:58:02.000 There was a sustained high level of illegal immigration for 20 years.
01:58:09.000 That is why Trump got elected.
01:58:13.000 Trump was elected largely on the illegal immigration issue and his call to build a border wall.
01:58:20.000 He made that the centerpiece of his campaign and the center of the election.
01:58:25.000 And he won on that issue because people at that time in 2016 were tired of illegal immigration because it had been too high for decades.
01:58:40.000 Trump failed to bring it down.
01:58:43.000 His mandate was to end illegal immigration.
01:58:46.000 And due to incompetence and sabotage by the GOP, he failed.
01:58:52.000 It was high for another four years.
01:58:55.000 Then, because he was cheated out of the election, Biden came into office and with his mandate, doubled illegal immigration even further, compounded it.
01:59:05.000 And it soared to a level which was completely ahistoric.
01:59:11.000 A true anomaly, we're talking about more illegal immigration every single year of the Biden presidency than any year in history.
01:59:20.000 More than double the previous high, which had been set under Bill Clinton in the year 2000. But this is what they do.
01:59:29.000 Here we are in 2024. This problem has been going on for decades.
01:59:33.000 People elected somebody to solve it 10 years ago.

01:59:37.000 Somebody else came into office.
01:59:39.000 He made the problem worse.

01:59:45.000 Now, let's say Trump brings illegal immigration down to the levels during his presidency.
01:59:54.000 We are still objectively worse off in terms of the rate of illegals coming into the country than we were before he came into office the first time.
02:00:06.000 Cumulatively, we are far worse off because it's like calculus.
02:00:11.000 All the people that came in under Trump are still here.
02:00:15.000 All the people that came in under Biden are still here.
02:00:18.000 And all the people that come in under Trump in his second term will be here for the foreseeable future.
02:00:24.000 So the rate has not gone down in 12 years since Trump was elected to solve it the first time.
02:00:34.000 The rate has never gone down.
02:00:36.000 And all those people have just added to the pile of 20 million illegals that were probably here in 2016.

02:00:47.000 If Biden let in 10 million, if Trump let in half that or a quarter of that, how many are living here now?

02:01:55.000 And so now because we have these insane high levels of illegal immigration, Trump gets in and we say, wow, finally, common sense and law and order are restored, but it's still not good.

02:02:21.000 And this is a big part of why I've been so skeptical today.

02:02:27.000 If he had pledged something like net zero immigration, if he had pledged finishing a real border wall, if he had pledged no illegal immigration or something ambitious or mass deportations, real mass deportations, I would have supported it.

02:02:47.000 He ran as a generic Republican, not talking about deportations or specifics, but rather talking about Border security.

02:05:03.000 Now, the big story tonight is how Trump's immigration policy is changing in his second term.
02:05:10.000 And the first part of it that I want to talk about is a new statement by Tom Holman, The Borders Are.
02:05:16.000 There's been a lot of talk about the scope of Trump's promised mass deportations.
02:05:23.000 You might remember that at the RNC back in July, the Republican delegates at the convention held up signs that said mass deportations.
02:05:35.000 This was one of the white pills that was handed out to people.
02:05:40.000 They said, vote for Trump.
02:05:42.000 We are getting mass deportations.
02:05:44.000 Trump has transformed the party such that the delegates are holding up signs that are calling for massive deportations.

02:05:53.000 And I said throughout the election, we have to be very careful about what we mean by mass deportations because historically deportations were low under Trump.
02:06:05.000 Interior removals and removals at the border were both lower than Obama's first term every single year.
02:06:15.000 Every single year of Trump's first term had lower deportations, both interior removals and rejections at the border than every year of the Obama administration, which is a legitimate criticism because You cannot fail in deportations your first four years because you didn't marshal the resources,
02:06:37.000 because you didn't extract the money from a Republican Congress or reroute it from another government agency, and then turn around and promise mass deportations in the second term without any kind of scrutiny.
02:06:49.000 So they said mass deportations now.
02:06:51.000 And people like myself said, that sounds good.

02:06:56.000 But if you failed in the first term, how will it be different in the second term?
02:07:01.000 What are the specifics?

02:07:08.000 And Trump was asked, as well as his running mate, throughout the campaign, what does that mean?
02:07:13.000 How will you achieve mass deportations?
02:07:16.000 And throughout the campaign, they gave a very—it wasn't specific, but it was a very particular kind of response.
02:07:26.000 Throughout the campaign, when they were asked about mass deportations, Trump and Vance said, well, we're going to prioritize violent offenders— And for everybody else, they will self-deport because we will make it difficult to employ them.
02:07:43.000 Now, if you're new to politics, that is what Republicans have said for 25, 30, 40 years.
02:07:51.000 They will say something like this.
02:07:53.000 They'll say, well, first, let's stop the bleeding and close the border.
02:07:57.000 And that means I don't want to talk about deportations because I'm not going to deport anybody.
02:08:03.000 So typically they'll say, well, let's just focus on the border first, then we'll worry about the people that are here.
02:08:08.000 And what that means is, we're going to amnesty everybody here.
02:08:12.000 But that'll go over better once we secure the border.
02:08:14.000 And that has been the compromise, which never...
02:08:20.000 They never follow through on it, but that has been the political thinking for like 40 years.

02:08:28.000 He said, well, I will amnesty 3.6 million illegal immigrants in order to secure the border.

02:17:59.000 So how could she stand up to the financial pressure and the political pressure, like I said, While undertaking a whole-of-government effort to deport tens of millions of people, she just doesn't seem like the type of person for that kind of job.
