02:53:22.000 Our featured story tonight, we're talking all about the trade war, which apparently just ended this afternoon, evening.
02:53:30.000 And I'm sure you've heard the news, but all of the reciprocal tariffs which were declared last Tuesday have now been suspended for 90 days.
02:53:42.000 So last week there were tariffs on 180 countries, baseline 10% tariff, and then tacked onto that was an additional tariff based on our trade deficit with each individual country.
02:53:56.000 Those reciprocal tariffs are now gone.
02:54:00.000 And those countries that had reciprocal tariffs are at 10%.
02:54:03.000 I don't know if the 10% baseline remains on other countries.
02:54:08.000 But as it stands right now, outside of China, there is no trade barrier higher than 10%.
02:54:16.000 Trade war is over.
02:54:18.000 Effectively over for now.
02:54:21.000 And we're going to talk all about what happened, the timeline today, how it transpired, why it happened.
02:54:30.000 And I'll just be the first to say it's a major, mega disappointment.
02:54:36.000 I was absolutely supportive of the tariffs and the trade war, and I tweeted so positively about it over the last week and even today.
02:54:46.000 So it's a just unbelievable disappointment.
02:54:49.000 I've been saying for the last week, this is the best thing that he's maybe done in 10 years, and it didn't even last week.
02:54:56.000 Totally called off, suspended for 90 days.
02:54:59.000 And once you walk it back like that, it's over.
02:55:04.000 It cannot be overstated.
02:55:06.000 The loss of credibility from this entire episode, the whole saga that's taken place over the past week, cannot be overstated.
02:55:15.000 How catastrophic that is for future trade policy, foreign policy, economic policy.
02:55:22.000 It is an unmitigated disaster on that front and a major disappointment.
02:55:28.000 So there's that.
02:55:30.000 But maybe what's even worse than the utter disappointment of this capitulation is the fact that none of his supporters see it that way.
02:55:40.000 If you're on Twitter today, I couldn't even stand it.
02:55:43.000 I had to get off Twitter.
02:55:46.000 Because it's clearly a 180.
02:55:49.000 This was not the plan.
02:55:51.000 This was not something that they had telegraphed in advance or something that was premeditated.
02:55:59.000 They were saying as recently as yesterday, two days ago, they said we are not budging on tariffs.
02:56:05.000 And then today, of course, totally, you know, how does it get much more obvious?
02:56:10.000 On Monday, there was a fake announcement of this policy.
02:56:14.000 On Monday, there was a fake announcement that there would be 90-day suspension of tariffs.
02:56:20.000 And the White House said, no, that's not true at all.
02:56:22.000 We are never walking back the tariffs.
02:56:25.000 Two days later, they do exactly that.
02:56:27.000 They walk it back, 90-day suspension, and all the Trump supporters say, according to plan, all according to plan, art of the deal.
02:56:38.000 They say, this is just what we wanted from the start, which is to box in China.
02:56:43.000 That's the real adversary is to take care of China.
02:56:47.000 No, that was not the goal.
02:56:50.000 That was not the plan.
02:56:52.000 They panicked because of what happened in the bond market, and then they had to justify it.
02:56:58.000 So we'll talk about what exactly took place, why I believe that, why I believe ultimately they decided to do the 180.
02:57:09.000 And it's not true that this was part of the plan from the start.
02:57:12.000 But a major disappointment, very sad day, because like I said, for the past week, I've been doing nothing but...
02:57:20.000 Praising the tariff regime and saying what an amazing thing it is for the country.
02:57:26.000 And even though the tariff policy was not, in my opinion, the most sophisticated, it definitely was not thorough enough, comprehensive enough.
02:57:36.000 They didn't do it in the right way.
02:57:37.000 I didn't care because it was bold and decisive and strong action.
02:57:44.000 And I'm willing to take it at this stage in the game, the way things are.
02:57:49.000 I said, that's fine.
02:57:50.000 As long as it breaks the lethargy, as long as it creates some forward momentum, as long as it is bold and decisive and sends a clear message to other countries, I said, it doesn't actually matter if the tariffs are perfect or even if they need to be adjusted.
02:58:07.000 I think everybody realized probably they would be adjusted eventually.
02:58:12.000 The formula they used to calculate them, it was convoluted.
02:58:16.000 And the manner in which they were applied was wrong also.
02:58:20.000 It should have been specific to each sector of the economy as opposed to across the board for an entire country.
02:58:27.000 So whether you see it as a starting point for negotiation or something else, they probably had to be adjusted eventually.
02:58:34.000 But it was a good start.
02:58:36.000 And now it's all gone.
02:58:40.000 So, we'll talk about this.

02:58:43.000 There are many countries that are coming to the table to negotiate, and I think that this will result in some trade deals.
02:58:52.000 trade will improve because of this, but this is not what we asked for.

02:59:03.000 We want it for the revenue.
02:59:05.000 We want it to protect our industry.
02:59:08.000 Getting rid of all of this hurts our credibility.

03:27:28.000 Today, Trump announced that the reciprocal tariffs that went into effect last week, I mean, literally eight days ago, are now suspended for 90 days.
03:27:41.000 And this might sound familiar.
03:27:42.000 This is what Bill Ackman has been calling for.
03:27:45.000 And there was a rumor even on Monday when the stock market opened that the White House was considering a 90-day pause on the tariffs.
03:27:53.000 They then denied that.
03:27:55.000 But now it is policy.
03:27:56.000 Now there has been a 90-day suspension on the tariffs, except for China.
03:28:03.000 The tariffs on China went up to 104% at midnight last night.
03:28:09.000 And then at the same time that all the other tariffs were suspended, The tariffs on China went up to 125%.
03:28:16.000 And that's that for the tariff war.
03:28:22.000 The trade war, tariff man, it's all over as of today.
03:28:27.000 Complete reversal.
03:28:29.000 And we'll talk about what happened there.
03:28:32.000 But I also want to talk about how immediately after this announcement is made, and this is almost just as egregious.
03:28:41.000 Every Trump supporter on Twitter takes it completely in stride and says, oh, okay, no tariffs?
03:28:49.000 Well, that actually makes a lot of sense.
03:28:52.000 I actually get why you're doing this.
03:28:54.000 They say it was all part of the plan.
03:28:57.000 It was five-dimensional chess from the very beginning.
03:29:00.000 They say Trump's plan was to do all the tariffs as a fake-out to see which countries would retaliate.
03:29:09.000 And then, after we've determined which country retaliates, then we're going to remove the tariffs on the countries that didn't and increase them on the ones that did, and that is meant to give us the knowledge of who's against us and who's for us,
03:29:25.000 and also it's meant to isolate those countries and go after China, which is the big one.
03:29:32.000 And it's so convoluted.
03:29:35.000 You can't even make sense of it.
03:29:37.000 They say that was the plan from the start.
03:29:39.000 Crash the stock market, crash the economy, scare everybody, take everything as a fake-out, say it's not a fake-out, insist it's policy, and then at the last second completely reverse it abruptly because that was meant to show us that China was going to retaliate in a hypothetical trade war.

03:30:07.000 That's what the Treasury Secretary is trying to make us believe.

03:30:16.000 It says, quote, stocks soared on Wednesday after President Trump abruptly announced he would back down on his reciprocal tariffs for 90 days with the S&P 500 rising 9.5 percent.

03:30:31.000 He announced that instead he would raise tariffs on China's exports to 125% after Beijing announced a new round of retaliation.
03:30:40.000 The turnabout, which came just days after Mr. Trump declared on social media that he would never change his tariff policies, temporarily calmed the fears of economists who had expressed concerns that the United States might be careening toward a recession.
03:30:56.000 Carolyn Leavitt, the White House press secretary, said the tariff rate for most countries would be brought down to 10%.
03:31:01.000 In announcing the pause, the White House repeatedly tried to suggest it was part of a premeditated strategy.
03:31:07.000 Leavitt accused reporters of having failed to see what President Trump is doing here.
03:31:12.000 And Scott Besson, the Treasury Secretary, said it was Mr. Trump's strategy all along.
03:31:17.000 But even as the S&P 500 soared, The index was still down 11.2% below its recent high in February.
03:31:26.000 So it recovered from where it's been the past five or six days, but it's still 10% down.
03:31:33.000 The abrupt change in course came amid a sell-off in U.S. bonds, which are generally safe for investments and after days of deep losses in financial markets around the globe.
03:31:44.000 Mr. Trump himself acknowledged his decision was made in response to the turmoil.
03:31:48.000 Telling reporters that you have to be flexible, he said over the last few days it looked pretty glum.
03:31:54.000 The reversal followed another tumultuous day.
03:31:56.000 Before the pivot, Mr. Trump's tariffs had hit nearly all U.S. trading partners, with Beijing offering the starkest response, a total levy of 84% on American-made products.
03:32:06.000 That left American companies that import from China still on edge.
03:32:10.000 Before the pause was announced, European Union member states voted to approve counter-tariffs against the United States.
03:32:17.000 They would take effect on Tuesday.
03:32:19.000 A sharp sell-off in U.S. government bond markets showed concerns about the fallout of a trade war.
03:32:26.000 Yields rise when investors sell bonds, pulling down the price of bonds, which can reflect worries about inflation, shifts away from U.S. dollar assets or a need for investors to raise cash to cover losses on other trades.
03:32:39.000 Rising yields push up the cost of borrowing from mortgages, credit cards, business loans, and many other rates.
03:32:45.000 The 10-year U.S. Treasury yield jumped to around 4.4%, up from below 4% at the start of the week.
03:32:53.000 So let's just talk about the reversal to begin with, because that is what happened.
03:33:01.000 And then we can talk about the why.
03:33:03.000 You know, why did it happen?
03:33:04.000 First, we have to talk about what happened.
03:33:06.000 So last week, we get this unbelievable tariff policy.
03:33:12.000 Tariffs on basically every country in the world.
03:33:16.000 A permanent baseline tariff of 10%.
03:33:20.000 Tacked onto that is an additional tariff, which was calculated based on the trade deficit that another country has with us.
03:33:30.000 So every country got hit with a 10% tariff, and every country that had a trade deficit got hit with an additional tariff proportionate to how large that deficit was.
03:33:42.000 And it was pointed out that this was very sloppy.
03:33:44.000 It was sloppy for two reasons.
03:33:46.000 One, the formula that was used to calculate those tariffs was very dumb, so to speak.
03:33:52.000 And by dumb, I don't mean stupid.
03:33:54.000 I mean, it wasn't targeted.
03:33:56.000 It wasn't precise.
03:33:58.000 To take a market like China or India, where we get a lot of different types of products from, or Vietnam for that matter, to calculate a tariff Based only on the deficit is a really simplistic and crude way to arrive at what would be an appropriate or measured or sensible tariff rate.
03:34:23.000 You would think that in the United States federal government, they would have a better way to calculate something more efficient, something more strategic.
03:34:33.000 To say that we're going to literally take the trade deficit as the numerator And the trade volume as the denominator, or the inverse, and crudely say that purely based on the deficit versus the trade volume,
03:34:49.000 that's going to be the rate that applies to everything that comes from your country.
03:34:53.000 It's very crude.
03:34:54.000 It's very simple.
03:34:55.000 It's very rough and created a lot of problems.
03:35:01.000 So it was not comprehensive.
03:35:03.000 It was not thorough enough.
03:35:05.000 That's a big problem with how they levied the tariff.
03:35:09.000 And then the other problem with the tariff schedule is that it was not accompanied by other tools.
03:35:15.000 So you don't just need tariffs and the tariffs we got.
03:35:19.000 I mean, they were strong and they were broad, but they were probably not measured enough.
03:35:24.000 They probably weren't strategic enough.
03:35:26.000 But the other problem is that you don't just need tariffs.
03:35:29.000 You also need subsidies.
03:35:32.000 It's a question whether America can manufacture again.
03:35:36.000 It's going to take a long time.
03:35:37.000 There's concerns about training up the workforce.
03:35:40.000 There's concerns about moving capital.
03:35:42.000 If we're going to re-industrialize or, you know, re-shore manufacturing, it's going to take time.
03:35:49.000 It's going to take investment.
03:35:51.000 And there's going to need to be accommodations from the government that aren't just trade barriers to make that possible to accommodate.
03:35:59.000 You're going to need subsidies to get the ball rolling.
03:36:02.000 You're going to need strategic investments, research and development.
03:36:05.000 You're going to need all kinds of things to make that happen.
03:36:08.000 And that was lacking.
03:36:10.000 So from the beginning, I was a big supporter of the tariff schedule, but it had these problems in it.
03:36:17.000 I supported it because politically, I think you just need to go hard.
03:36:22.000 We have had 40 years of deindustrialization and trade deficits.
03:36:26.000 No government has had the willingness to stand up to the WTO, to Wall Street, to the business community.
03:36:34.000 To China.
03:36:35.000 And so in my opinion, I said, you know, they are dumb.
03:36:38.000 They should have these other policy elements.
03:36:41.000 But I prefer bold and decisive and expeditious action as opposed to hemming and hawing, calculating the perfect strategy and either never getting it or getting it too late.
03:36:56.000 So I said it's fine.
03:36:58.000 I said it's fine.
03:36:59.000 The terror is fine.
03:37:00.000 Maybe they can adjust it over time.
03:37:02.000 Maybe they can make deals.
03:37:03.000 They can refine it as we go along, but it's fine.
03:37:06.000 So they announced this last week, again, very rough, very crude.
03:37:09.000 It had its problems, but this
03:37:11.000 heralded by many unions and by workers and by America firsters and by a coalition for prosperous America and me, because, you know, you know, all these different groups that look, the terrorists might not be perfect, but they're going to bring in revenue
03:37:26.000 and they're going to incentivize people to manufacture in America.
03:37:30.000 And at the minimum,
03:37:36.000 We started to get concessions from Asia right away, offering to eliminate all their trade barriers, buy more of our product.
03:37:44.000 They would work to reduce the deficit.
03:37:48.000 So it was great policy, and I was very excited about it.
03:37:51.000 What happened today is Trump comes on the news and says, oh, that's all over.
03:37:56.000 We never intended for these to go longer than a week, I guess.
03:38:01.000 He effectively said it's a test.
03:38:03.000 He was just testing us.
03:38:05.000 The tariffs go into effect.
03:38:07.000 The stock market crashes.
03:38:08.000 The bond market crashes.
03:38:10.000 There's this chaos and confusion, total calamity in the U.S. economy.
03:38:15.000 And Trump says, well, thank you for participating in the social experiment.
03:38:19.000 It was all a test.
03:38:20.000 Our plan all along was basically just to use shock and awe to get countries to negotiate.
03:38:25.000 We wanted to see who would retaliate.
03:38:28.000 We figured out that China did.
03:38:30.000 Now we're just going to increase the tariffs on China.
03:38:33.000 We're going to leave everybody else alone.
03:38:37.000 Now here's the biggest problem with this.
03:38:39.000 Let's just say from the beginning.
03:38:41.000 Whether this was intentional or not intentional, it doesn't matter.
03:38:47.000 Because the biggest problem with this tariff and with all the other tariff threats up to this point is the uncertainty.
03:38:55.000 And I said this before they did this.
03:38:58.000 I said this in March.
03:39:00.000 I said the problem with how they're doing the tariffs is they're doing it in an ad hoc way.
03:39:05.000 They're threatening them, then they walk it back.
03:39:08.000 They put them on, then they take them off.
03:39:10.000 Now, if you're going to re-engineer the American economy, you need investors and firms and importers and exporters and even consumers to be confident.
03:39:21.000 You need to inspire confidence.
03:39:23.000 You need to create certainty.
03:39:26.000 They need to know what the program is.
03:39:28.000 And it's only common sense.
03:39:30.000 If you're a business that does all your manufacturing in China, and Trump wants you to do your manufacturing in America, and in order to incentivize that, he's going to tax all the stuff that comes from China, you have a strong incentive to move your manufacturing to America.
03:39:48.000 But that's a huge undertaking.
03:39:50.000 If you're going to move all your business from China or India or Vietnam to America, It's going to take years.
03:39:56.000 It's going to take a lot of money.
03:39:58.000 It's going to be very costly.
03:39:59.000 You might not be profitable while you're undertaking the transition.
03:40:02.000 It's a big deal.
03:40:05.000 Now, if you expect that the tariffs will be here today, next year, five years, ten years, you don't have a problem making those long-term decisions.
03:40:15.000 If you have confidence and certainty that this tariff, which is disincentivizing manufacturing in China, will be here in ten years, You don't mind making a multi-year plan, making a huge investment, shaking things up, because that's the new reality and you'll adjust to the new reality.
03:40:34.000 But if the tariffs are coming on, coming off, they're being threatened, they're being walked back, it's a high rate and affects everything, then the next day the rate is cut down or it's suspended or something else, then not only are you not going to make the transition,
03:40:53.000 You're going to invest less than you otherwise would.
03:40:57.000 Because if you didn't have the tariff threat at all, you would keep investing money.
03:41:01.000 And maybe you'd invest it here, and maybe you'd invest it there.
03:41:05.000 Maybe you'd hire people here, maybe you'd hire them there.
03:41:08.000 If you knew there were tariffs, you would invest in the transition, you'd move your money, you'd make it happen.
03:41:14.000 But when there's all this chaos and uncertainty, you just freeze.
03:41:19.000 Because you say, well, I'm going to wait.
03:41:21.000 Because if there's tariffs for the next five years, or if there's not, that's going to totally change our outlook.
03:41:26.000 It's going to totally change our forecast.
03:41:29.000 So people say, we're going to sit on our capital before we make that capital investment, before we do that IPO, before we open this factory, employ these people.
03:41:40.000 We're going to stop.
03:41:41.000 We're going to pause all our activities, and we're going to wait.
03:41:45.000 We're going to wait until things calm down.
03:41:47.000 We're going to wait and see.
03:41:48.000 We're going to take a wait and see approach.
03:41:50.000 And we will determine over the course of time whether we're in a tariff environment or whether we're not.
03:41:57.000 And this is killing investment.
03:42:00.000 It's killing investment.
03:42:01.000 It's not achieving reshoring.
03:42:04.000 It's not doing what you want it to do.
03:42:06.000 And not only that, it's slowing investment.

03:42:14.000 And by the way, not only do you have this effect, so Nobody knows what's happening.

03:45:02.000 The Trump administration, by putting a 125% tariff on China but lowering it for everybody else, is saying, you don't have to move your factories to America, but you do have to move them out of China.
03:45:16.000 If you have a tariff on every country, it's saying, you can't get around the tariffs, you're bringing the capital here.
03:45:22.000 But if you get rid of the tariff on every country except for China, you're saying, okay, you don't have to come here, but you can't stay in China.
03:45:30.000 If it's 10% in India and 10% in Vietnam and 10% in Indonesia, but it's 125% in China, the message is clear.
03:45:38.000 It is you don't have to move your iPhone factory or your car parts factory or your whatever factory to Texas, but you do have to move it at least to India.

03:48:49.000 These are the two biggest foreign holders of U.S. debt.
03:48:53.000 Some said it was hedge funds that had to cover their losses from stocks.

03:49:01.000 People were trading on the basis points.
03:49:04.000 It's so convoluted.
03:49:08.000 They're trading on the spread between basis points.

03:49:16.000 People are saying it's this particular financial instrument that's very leveraged in the bond market and that, they said, started to unravel and that is what caused the collapse.

03:49:33.000 To put it very simply, the stock market crashing was part of the plan.
03:49:39.000 You create uncertainty.
03:49:41.000 You restrict international trade, stock market's going to go down, and volatility goes up.
03:49:48.000 But when the stock market goes down and volatility goes up, you expect all that money to pour into the bond market.
03:49:55.000 Bonds are supposed to be a safe haven for capital.
03:49:58.000 If the stock market is turbulent, if the stock market is very risky and volatile and unpredictable, then you take your cash out of stocks and you put them in the safest investment, which is US debt.
03:50:10.000 Because the U.S. pays back its debt.
03:50:12.000 And by causing chaos on the stock market and directing money into bonds, the price of bonds is driven up by demand.
03:50:23.000 The yield goes down.
03:50:26.000 So money pours into bonds.
