02:36:44.000 In addition to that, the Secretary of Defense, Pete Hegseth, in a press conference today made some key concessions.

02:36:55.000 And that Ukraine won't join NATO, and that Ukraine will be forced to give up the territories that are currently occupied by Russia.
02:37:05.000 Three major concessions, which would be a part of any peace deal.

02:37:15.000 It seems like we haven't heard too much on that front, and there's some uncertainty about how Trump will handle it.

02:37:36.000 And at the same time, we've heard some statements from Trump's defense officials which might indicate that maybe their policy towards Ukraine won't be so different from...

02:37:49.000 And I'm talking specifically about comments made by Mike Waltz during the transition.
02:37:54.000 He said this incoming administration would be like a hand in a glove with the Biden administration's policies.
02:38:01.000 What's more, the money to Ukraine is still going.
02:38:06.000 Trump is still giving money to Ukraine.
02:38:09.000 And apparently he is working on some sort of deal where we will give foreign aid still.
02:38:15.000 In exchange for rare earth minerals or access to other critical minerals.
02:38:20.000 But as far as we can see, the money is still going there and the United States is still upholding its obligations for Ukraine security.
02:38:29.000 So it's sort of a mixed bag, but finally we're getting some clarification on what this will look like.

02:39:26.000 On the one hand, Trump talked about his plan for displacing the Palestinians in front of the king, who was visibly uncomfortable.

02:39:42.000 At the same time, he then issued a statement later in the day and said he's opposed to any removal of Palestinians at all.
02:39:51.000 And he said that he, as well as Saudi Arabia, Egypt, and the whole Arab world, are against the displacement of the Palestinians from Gaza.
02:40:00.000 So maybe he was shy, maybe he was uncomfortable.
02:40:04.000 We'll talk about what was said, and we'll also talk about some of the demands on both sides.
02:40:10.000 Earlier in the week, Trump and Israel said they wanted every hostage freed by this Saturday or else they're done with the ceasefire.

02:47:44.000 And we heard a story like this last week that part of USAID's funding, part of their budget, was going to condoms to Hamas in Gaza.
02:47:56.000 So apparently Doge, in their effort to cut waste and identify spending that could be eliminated, They found a program that sent $50 million worth of condoms to Gaza as a form of humanitarian aid, ostensibly so that they could have sex.

02:48:19.000 And this got all kinds of headlines.
02:48:21.000 It was a huge story.
02:48:22.000 I can't believe we're sending $50 million worth of condoms to the Palestinians in Gaza.

02:48:31.000 Because then the media started pushing the story that Hamas was taking the condoms from the people in Gaza, and they were inflating them with helium and putting explosives on them as an explosive blimp.

02:48:54.000 They said that Hamas was taking the condoms, which is government waste, which they're getting from USAID, and they're filling them up with helium, and they're putting grenades or other explosive devices on the condoms and floating them into Israel as an attack to detonate them over Israel.

02:55:38.000 Trump has been putting a lot of pressure on this particular deal, but also on the whole situation, as is Netanyahu.

02:55:50.000 So this all started last week.
02:55:52.000 Trump met with Netanyahu and promised that the United States would occupy Gaza.
02:55:58.000 And it's sort of funny because He's on the Air Force One to go to the Super Bowl and they ask him, how are you going to buy Gaza?
02:56:07.000 He said last week, America is going to take and buy Gaza and we are going to have it.
02:56:14.000 So on Sunday during the Super Bowl interview, they say, well, who are you going to buy it from?
02:56:19.000 Who are you going to buy it from and how?
02:56:21.000 There's no government there.
02:56:24.000 Hamas is on the run.
02:56:26.000 They're being destroyed by Israel.
02:56:27.000 They're underground somewhere.

02:57:42.000 There has been discussion about temporarily relocating the Palestinians.
02:57:46.000 Within the Strip or outside the Strip while they clear all the rubble because everything's been destroyed.
02:57:53.000 And so Trump said, well, this is really for them.
02:57:55.000 We're going to remove them and rebuild it and it'll be really nice.
02:57:59.000 And the press goes, and then they can come back?
02:58:02.000 And he goes, no, they can't come back.
02:58:05.000 So you can't really frame it like you're doing it on their behalf, like it's for their benefit.

02:59:38.000 And this was proposed in the middle of a very contentious ceasefire.
02:59:43.000 Several weeks before that meeting, which took place last Tuesday, a ceasefire agreement was made between Israel and Hamas to temporarily stop the fighting.
02:59:55.000 And we've talked about the ceasefire agreement before.
02:59:58.000 It's supposed to unfold in three phases.
03:00:01.000 The first phase is the only phase both parties have actually agreed to.
03:00:08.000 In principle, they have agreed that there should be an agreement.
03:00:12.000 In principle, they have agreed that there might be other phases.
03:00:18.000 But there's something deceptive about this farce that everybody believes in called the ceasefire deal.
03:00:25.000 Which is that there isn't actually any agreement on anything other than a very short-term, very limited truce.
03:00:32.000 The terms of the Phase 1 ceasefire are a six-week cessation of hostilities, and that is coupled with a prisoner swap.
03:00:43.000 So over 1,000 Palestinian prisoners in exchange for 33 Israeli hostages, some living, some dead, some it's just their bodies.
03:00:53.000 And the part of the first phase of the agreement is that in February, they would renegotiate the second phase of the deal because the specifics are not there.
03:01:04.000 There is no second phase.
03:01:06.000 In principle, there are some things they'd like to accomplish in the second phase.
03:01:12.000 They're talking about a permanent ceasefire.
03:01:15.000 They're talking about withdrawing all the Israelis.
03:01:17.000 They're talking about some government that's supposed to come in that isn't Hamas.
03:01:23.000 But part of the Phase 1 deal is that they would negotiate the terms of the Phase 2 because there is no agreement on any of the particulars.
03:01:32.000 And there's no agreement because there's an impasse.
03:01:35.000 Israel wants to annex the Strip and they want to annihilate everyone in Hamas, which is impossible because for every Hamas member they kill, another one is recruited.
03:01:45.000 And as long as Israel is killing everybody in the Strip, more people are going to join to fight Israel.
03:01:52.000 And the other party in the negotiation is Hamas.
03:01:56.000 So if Israel wants the annihilation of Hamas and they're negotiating with Hamas itself, well, how could there ever be an agreement?
03:02:04.000 That there would be an agreement presupposes that Hamas exists, being a party to an agreement, and that is a condition that Israel cannot accept.
03:02:15.000 So it was a farce from the beginning, like we've said.
03:02:18.000 But the phase one deal says that I think it's 16 days into the deal, which would have been in the past.
03:02:27.000 They would renegotiate and figure out the second phase.
03:02:31.000 That hasn't happened.
03:02:32.000 The deadline for the phase two deal is in a few weeks.
03:02:36.000 It's in March.
03:02:39.000 It looks like if there's no agreement, if they don't come to the table, that it won't continue.
03:02:44.000 The ceasefire will not go on into a second phase or past the initial phase six-week deadline.
03:02:51.000 So this is the context of where we are this week.
03:02:55.000 You have, on the one hand, a very fragile ceasefire, which is currently in place, where Israel is withdrawing from the Strip, although there are some reports that they're actually redeploying into the Strip.
03:03:07.000 But there are reports that they've withdrawn from the corridor that bisects the Strip, the Netsurim corridor in the middle.
03:03:14.000 There's reports that all the military is leaving.
03:03:19.000 Some people say they're still there or they're coming back.
03:03:22.000 So you have this very fragile ceasefire.
03:03:25.000 They're still trying to finish the first phase.
03:03:28.000 They have not even come to the table to figure out the second phase, much less agreed to it.
03:03:34.000 You have Trump's proposal to, while they're in negotiations, Trump is proposing to just kick everybody out.
03:03:40.000 And then this is the backdrop for a meeting which took place yesterday between the Jordanian king and Trump.
03:03:47.000 So the King of Jordan met with Trump yesterday at the White House.
03:03:51.000 The reason this is significant is because Jordan and Egypt are Israel's treaty allies.
03:03:58.000 Technically, Israel is a treaty ally now of Bahrain and of the Emirates and Sudan and Morocco, but Jordan and Egypt are Israel's two primary treaty allies out of all the Arab states.
03:04:11.000 And these are the two countries where the Palestinians would go.
03:04:16.000 For as long as the Israel-Palestine conflict has been raging, it is Egypt which is responsible for Gaza and Jordan which is responsible for the West Bank.
03:04:25.000 At least that is the perception.
03:04:27.000 And so if the people are expelled from Gaza, they're going to Jordan and they're going to Egypt.
03:04:33.000 This is a particular problem for both countries, but especially Jordan, because when the Palestinians have left previously and gone to the Sinai Peninsula in Egypt, They have caused a lot of problems.
03:04:48.000 When the Palestinians went to the Sinai Peninsula, they joined up with all the other radical Muslim groups and started an insurgency and became terrorists.
03:04:59.000 When the Palestinians went to Jordan, they now comprise a significant percentage of the population and they killed one of Jordan's previous leaders and were terrorists and formed an insurgency.
03:05:12.000 Sort of what they do.
03:05:14.000 So if the Palestinians are expelled under Trump's plan, if the ceasefire breaks down and they're expelled as a part of that plan, they're going to Jordan.
03:05:25.000 They're going to Egypt.
03:05:26.000 And Trump has said repeatedly since he got elected that he will force Jordan and Egypt to take the refugees.
03:05:33.000 If the refugees go to Jordan and Egypt, that's the end of Jordan.
03:05:37.000 It's a lot of problems for Egypt, but that's the end of the Jordanian state.
03:05:41.000 You put a million Palestinians in Jordan, they will kill the government.
03:05:46.000 They will kill the head of state.
03:05:48.000 They will overthrow the government.
03:05:49.000 They will be violent.
03:05:50.000 They will use it as a base of terrorism, which may invite aggression from Israel.
03:05:55.000 That would probably be the dissolution of Jordan as a geopolitical entity.
03:06:02.000 So the Jordanian king is totally opposed to Palestinians leaving Gaza.
03:06:07.000 He's totally opposed to this.
03:06:09.000 Proposal by Trump that they're going to wind up in Jordan and Egypt.
03:06:13.000 And so he met with Trump yesterday, and this is a story.
03:06:17.000 This is from the New York Times.
03:06:18.000 It says, quote, King Abdullah II of Jordan on Tuesday rebuffed President Trump's proposal for his country to absorb Palestinians living in Gaza, saying he remained opposed to a plan Mr. Trump laid out to clear the territory so the United States can take control of it.
03:06:35.000 During a constructive meeting with the president, King Abdullah said that he reiterated Jordan's steadfast position against a displacement of Palestinians in Gaza and the West Bank.
03:06:45.000 He said this is the unified Arab position, rebuilding Gaza without displacing the Palestinians and addressing the humanitarian situation.
03:06:54.000 That should be the priority for everybody.
03:06:57.000 The statement came hours after Mr. Trump insisted the United States had the authority to take Gaza, part of an effort to pressure the leader of Jordan and other nations to embrace a forced removal.

03:07:10.000 It's a war-torn area.
03:07:11.000 We're going to take it.
03:07:13.000 We're going to hold it.
03:07:14.000 We're going to cherish it.
03:07:16.000 Mr. Abdullah demurred when asked by reporters about Mr. Trump's proposal describing the president as a force for peace.
03:07:23.000 According to a statement, however, Mr. Abdullah was more direct.
03:07:27.000 He said achieving just peace on the basis of the two-state solution is the way to ensure regional stability.
03:07:32.000 That requires U.S. leadership.
03:07:35.000 And the talks came as the ceasefire agreement in the war in the Gaza Strip appears to be at the risk of breaking down.

03:07:57.000 And Trump has said, among other things, that the current ceasefire, the Phase 1, will break down on Saturday, before the Phase 1 deadline is even reached.

03:08:15.000 Now, the Phase 1 deal says that Hamas releases 33. Not all of them.
03:08:20.000 And there's not a ton.
03:08:21.000 I think there's like 45 or 50 left.
03:08:24.000 There's not a ton left.
03:08:26.000 But the phase one deal, which Israel and Hamas agreed to, is 33 hostages in phase one.
03:08:33.000 They've already released 30, and so they have three left to go.
03:08:39.000 And so the three are supposed to come back on Saturday.
03:08:43.000 Hamas says they're not going to release anybody as long as Trump is talking about killing everybody or kicking everybody out.
03:08:50.000 Hamas says we're not giving the three back if you don't even want to negotiate on a second phase.
03:08:57.000 We're not giving them back.
03:08:59.000 They're saying why would we make good on the promise if in the middle of the negotiation you're talking about expelling everybody?

03:09:08.000 The hostages are their leverage not only for a ceasefire but also for the political future of Gaza.
03:09:14.000 If Israel's reneging on the deal, if...
03:09:16.000 Trump is already plotting to blow up the deal and kick everybody out.
03:09:21.000 Hamas says, we're not even going to give the three that we owe you, according to the phase one deal, because you're not holding up your end of the bargain.
03:09:28.000 So Trump said, well, we want them all back now.
03:09:31.000 If we don't get the three back on Saturday, plus the rest, which aren't even part of the agreement, then the whole thing's off.
03:09:37.000 Then Netanyahu said, yeah, what he said, if we don't get them all back, then it's off.
03:09:42.000 And Hamas said, well, you know, we're not giving them back.
03:09:45.000 So Netanyahu changed his position entirely and today said, okay, we'll settle for just the three.
03:09:52.000 So then today Netanyahu said, you know, we didn't mean that.
03:09:55.000 We don't want them all back.
03:09:56.000 Just the three is fine.
03:09:57.000 Whatever he could do, just the three by Saturday or else the deal is off.

03:10:05.000 You've got this negotiation between Israel and Hamas on a permanent ceasefire.
03:10:11.000 That is at the center of everything.
03:10:15.000 Israel versus Hamas.
03:10:18.000 And on the current fighting, because there hasn't been a truce for very long.
03:10:23.000 And theoretically, there's a truce, but in reality, there isn't.
03:10:28.000 Israel's still bombing Gaza.
03:10:29.000 Israel's still bombing Lebanon.
03:10:31.000 They're still doing operations in the West Bank.
03:10:33.000 So there's still fighting going on.
03:10:36.000 But at the center of it is this current ceasefire.
03:10:39.000 They've agreed to a short-term truce in exchange for some of the hostages.
03:10:44.000 It immediately starts to get difficult when you consider Israel's objectives.
03:10:49.000 Like I said, what Hamas wants in the negotiation is a permanent end to the fighting.
03:10:55.000 What Israel wants is for Hamas not to exist.
03:10:58.000 But for that to happen, Israel has to be in Gaza for a lot longer.
03:11:02.000 They need to be there effectively as a counterinsurgency, killing everybody in Hamas.
03:11:09.000 And that's going to take a long time.
03:11:13.000 There's really no agreement that can be had there.
03:11:16.000 We're in a short-term truce right now, but I don't see how that's going to be extended at any point.
03:11:21.000 There's been a deal floated where Hamas will leave the strip and they'll go somewhere else in exile.
03:11:27.000 And then Gaza will be reconstituted under a different regime.
03:11:32.000 But Hamas will never agree to that.
03:11:34.000 They'll never agree to disarm and leave.
03:11:36.000 At the same time, what other regime can come to power that wouldn't become just like Hamas?
03:11:41.000 What would even be acceptable to Israel?
03:11:43.000 Because Israel says they don't want the Palestinian Authority to come in.
03:11:47.000 They don't want the Arab countries to come in.
03:11:49.000 They don't want another foreign government to come in or the United Nations.

03:11:55.000 So it does not seem like a ceasefire is even possible.
03:11:59.000 And yet that is at the heart of the negotiation.

03:12:05.000 What will happen inevitably, it seems, when all the Palestinians are removed?

03:12:14.000 Is if or when, however Hamas is destroyed, whether Israel goes back in and kills them all and conducts a counterinsurgency, whether they agree to go in exile, whether they're assassinated, whatever the deal is, the debate is what happens whenever the fighting stops, whoever's a party to it.

03:12:35.000 Whose responsibility is it?
03:12:36.000 Who administers it?
03:12:37.000 Because the problem in Gaza, on top of the impasse over the leadership, is that it's utterly destroyed.

03:12:49.000 It's a demolition site the size of a major city.
03:12:53.000 And it would take 15 years, tens of billions of dollars, to even grade the land, remove the rubble, remove the unexploded.

03:13:10.000 And in the meantime, so then there's questions about that.
03:13:13.000 Who's going to pay for it?
03:13:14.000 Who's going to do it?
03:13:16.000 Who's going to take control of it while this is done and take responsibility for the security?
03:13:22.000 Because you go into a place like that, sending in construction crews and developers.
03:13:28.000 It needs to be secured against if there's any kind of Hamas sell or any holdouts.
03:13:34.000 You're effectively fighting a counterinsurgency doing a security operation on top of a real estate development operation.
03:13:43.000 So there's all sorts of questions.
03:13:44.000 But then the biggest question is, what do you do with the people that are living there while you're doing all this?
03:13:50.000 Because while you're removing the rubble, while you're removing the explosives, What do you do with the 2 million people that live there?
03:13:59.000 All the hospitals, schools, farmland, houses, everything's been destroyed.
03:14:04.000 So they can't even live anywhere.
03:14:06.000 And it's not like they can be moved around within the territory.
03:14:09.000 It's a very small territory.
03:14:12.000 And it's 2 million people.
03:14:14.000 It's already one of the most densely populated places in the world.
03:14:17.000 Now you're going to take half of it.
03:14:19.000 For refugees, half of it for development.
03:14:21.000 It doesn't even work.
03:14:22.000 So they have to go somewhere else.
03:14:24.000 And if they go somewhere else, then the question is, well, who's going to take them?
03:14:28.000 Who's all these pissed off people that just got bombed to smithereens and then rooted out from their homeland?

03:14:37.000 Saudi Arabia doesn't want them.

03:14:41.000 And they're Israel's allies and neighbors.

03:14:54.000 Trump has proposed that we would put them in Morocco or we might put them in Somaliland.

03:15:05.000 Morocco claims a territory called Western Sahara.
03:15:08.000 Morocco is a party to the Abraham Accords.
03:15:11.000 They made peace with Israel in Trump's first term.
03:15:15.000 So the idea is we will give Morocco Western Sahara, we'll recognize their sovereignty over this disputed territory, and Morocco grows.
03:15:25.000 In exchange, we push the refugees onto them.
03:15:29.000 In Somalia, there's a couple of disputed territories there as well.
03:15:33.000 There's one enclave called Somaliland in the northwest of the country, which claims independence, although it's not recognized by the world or by the capital, although it's effectively independent.
03:15:44.000 Trump says we'll recognize Somaliland as the world's newest country if they take the Palestinians.
03:15:52.000 So now that Washington is bribing countries to take the people, then the question is, okay, we get rid of the people.

03:16:03.000 Who owns it and then who will profit from developing it?
03:16:06.000 Well, Israel and the United States have said something like an international trust.

03:16:25.000 It becomes a charter smart city owned by multiple countries, the world's first charter city on the Mediterranean.

03:16:44.000 Now, the question is, how feasible is it to even get the two million people out of this trip?

03:17:16.000 If Israel reinvades Gaza when Hamas doesn't give back the hostages or when they're not able to extend the ceasefire beyond March, then Israel reinvades Gaza.
03:17:28.000 The Houthis in Yemen start bombing shipping in the Red Sea again.
03:17:32.000 Hezbollah starts bombing Israel again.
03:17:34.000 Militias start attacking Israel again.
03:17:37.000 The United States is now involved because Trump will not stand for it.
03:17:42.000 And this is where Iran and other countries enter the negotiation.
03:17:45.000 So it's a very complicated picture right now.
03:17:48.000 And it's hard to know exactly what is serious and what is a tactic, especially when you're dealing with Trump.

03:18:02.000 It could just be like talking about taking Canada, talking about taking Panama.
03:18:06.000 The United States will not reinvade Panama, but the threat of doing that forced Panama to withdraw from BRICS and to allow U.S. naval vessels to go through the canal.
03:18:18.000 Talk of putting tariffs on Canada and Mexico forced them to redouble their efforts on border security and make other concessions.

03:18:29.000 You know, it might wind up with the United States annex in Greenland.

03:18:39.000 And talking about taking it was about loosening Denmark's hold on it so that we could do that or making them amenable to us doing that.

03:18:50.000 We're talking about taking the strip is meant to loosen the position of Saudi Arabia.

03:18:56.000 If we tell Jordan and Egypt, we're going to force these refugees down your throat, then maybe they will be more amenable to some sort of settlement in Gaza that otherwise they wouldn't accept.
03:19:08.000 And if we're telling Saudi Arabia we're going to kick all the Palestinians out and you're going to have to pay for it, then maybe they will loosen their position as well.
03:19:18.000 At the end of the day, the effect that this is having, though, is it's uniting the whole Arab world against all of us.
03:19:25.000 Saudi Arabia does not want to see Iran be eradicated because if Iran's eradicated, then Saudi Arabia is owned by Israel and there's no balance.
03:19:35.000 Jordan and Egypt are allies with Israel, but if they have to take Palestinians, that will very quickly change.
03:19:43.000 And so it's creating a situation where from Egypt to Jordan to Saudi Arabia to Lebanon, Syria, Iran, Iraq, all these countries which had their own It seems like they're now all being united against Israel and the United States because nobody likes what's being proposed.

03:20:06.000 Israel is building military bases in Syria.
03:20:10.000 So if the Syrian government, if this guy's a puppet, then that's one thing, but they can't be happy about that.

03:20:27.000 Saudi Arabia, Jordan, and Egypt are not happy with the proposal.

03:20:35.000 So the only thing that this seems to be doing is uniting everybody against Washington and Jerusalem.

03:21:15.000 And this is a big breakthrough.
03:21:17.000 Trump had an hour-long phone call with the president of Russia, Vladimir Putin, today.
03:21:23.000 And there was also a big press conference today with the Secretary of Defense, Pete Hegseth, and he talked about what the United States expects out of a peace deal.
03:21:32.000 So a couple of big developments.
03:21:34.000 This is a story from the New York Times.
03:21:36.000 It says, quote, President Trump said on Wednesday he had a lengthy and productive phone call with President Putin of Russia.
03:21:43.000 He said, we talked about the strengths of our respective nations.
03:21:46.000 And the benefit that we will someday have working together.
03:21:49.000 But first, we both agreed we want to stop the death taking place in the war with Russia and Ukraine.
03:21:55.000 For Mr. Putin, the call was a major milestone signifying the collapse of Western efforts to isolate him diplomatically after he invaded Ukraine.
03:22:05.000 The conversation between the two presidents came a day after Russia agreed to release an imprisoned American teacher in exchange for the U.S. returning a convicted cybercriminal to Russia.
03:22:17.000 His announcement of a plan to work with Russia on a ceasefire comes amid fears that in Ukraine that Mr. Putin and Trump would forge a close relationship that would push Ukraine to the sidelines in any peace talk.
03:22:28.000 The Ukrainians appear to be facing an effort in which they have little leverage.
03:22:32.000 The call between Putin and Trump came on the same day that the Defense Secretary Pete Hegseth, speaking at the NATO headquarters in Brussels, said it was unrealistic for Ukraine to restore its borders.
03:22:46.000 He also suggested Europe needed to assume a greater role in its own defense.
03:22:51.000 Mr. Trump echoed his defense secretary later on Wednesday telling reporters it's unlikely Ukraine would return to its pre-2014 borders.
03:22:59.000 He said they took a lot of land, they fought for it.
03:23:02.000 He said some of it will come back, but he said that NATO membership for Ukraine was not practical.
03:23:08.000 But he also said that he intended to continue sending financial support to Ukraine, adding he wanted it secured.
03:23:14.000 He said if we don't do that, Putin would say he won.
03:23:18.000 On top of that, Mr. Zelensky wrote on social media that they discussed a plan that would secure continued U.S. support in exchange for access to Ukraine's natural resources in preparation of a new document on security, economic cooperation, and resource partnership.
03:23:35.000 So here's the thing about the Ukraine war.
03:23:38.000 Everyone agrees, every sensible person agrees that it needs to end.
03:23:42.000 It cannot continue to escalate as it was under the Biden administration.
03:23:47.000 At the same time, it's difficult to find an off-ramp for the United States' massive support for Ukraine, diplomatically, militarily, economically.
03:23:59.000 It's hard to find an off-ramp without looking like it's a complete capitulation.
03:24:04.000 The United States for three years has given Ukraine an unconditional, unlimited security guarantee.
03:24:10.000 We're paying for everything.
03:24:12.000 And we're handling basically all the fighting with the exception of the actual soldiers on the ground.
03:24:19.000 But even some of those are ours.
03:24:21.000 It's our logistics.
03:24:22.000 It's our satellites.
03:24:24.000 It's our officers.
03:24:25.000 It's our equipment.
03:24:27.000 It's our teams on the ground that are handling the equipment.
03:24:31.000 Many of the systems that we've given Ukraine, they don't even know how to use.
03:24:36.000 The planes, the tanks, the missile systems, they can't even operate them without U.S. support.
03:24:43.000 So we're literally doing almost everything other than the actual pulling the trigger, other than the actual infantry, front lines.
03:24:51.000 We are there.
03:24:52.000 And like I said, we even have American mercenaries most likely on the ground.
03:25:01.000 NATO troops are on the ground in Ukraine.
03:25:04.000 So this is our war.
03:25:08.000 We're in it.
03:25:09.000 We have a stake in it.
03:25:10.000 And we have a stake in the outcome in it.
03:25:12.000 If the United States has made every effort to defeat Russia with soft power and everything short of hard power in the realm of military, we have suspended them from the SWIFT system.
03:25:24.000 We've put sanctions on their energy.
03:25:26.000 We have sanctioned their leaders.
03:25:31.000 Forced American companies to stop doing business there.
03:25:34.000 We've cut them off from our telecom companies.
03:25:36.000 We've got Americans in Ukraine with hundreds of billions of dollars of equipment firing missiles inside Russia.
03:25:43.000 We backed a Ukrainian incursion into Russian territory.
03:25:47.000 We and our intelligence and our satellite footage are responsible for a Russian warship in the Black Sea being destroyed.
03:25:55.000 If we did all of that and Russia survives, And is able to keep the territory they took.
03:26:04.000 Then we lost.
03:26:05.000 And that means the United States lost a war with Russia.
03:26:09.000 It means that Russia made a bold claim.
03:26:13.000 They went in.
03:26:14.000 They invaded.
03:26:15.000 They took territory.
03:26:17.000 Territory they've coveted for a long time.
03:26:19.000 And if at the other side of it, even in spite of all the United States efforts, diplomatic, financial, military, logistical, otherwise.
03:26:28.000 If they're able to do that, in spite of everything we've done, it sets a precedent.
03:26:34.000 It means that every other country that wants to take territory, maybe they will be able to pull it off.
03:26:40.000 Because maybe the United States isn't as powerful as it used to be.
03:26:44.000 If Russia, which is effectively a regional power that doesn't really have the ability to project power on an intercontinental scale, with some minor exceptions.
03:26:54.000 If Russia's able to do that and basically stand up to and defy the United States, it's a powerful precedent.
03:27:02.000 It's a powerful new dynamic that has been established.
03:27:07.000 And that is why this is such a tricky thing to untangle.
03:27:10.000 Because you'd like to think, oh, Trump got elected and now sense can prevail.
03:27:16.000 We're going to end this foolish war.
03:27:18.000 Russia, you take Ukraine and we're out of there.
03:27:22.000 We should have never went in.
03:27:24.000 But this does send a message, maybe most importantly, to China.
03:27:29.000 China is looking at invading Taiwan.
03:27:31.000 Maybe they're capable in 2025 for the first time ever.
03:27:34.000 They're thinking about it in 2027 because it's their anniversary of the revolution or whatever the year is.
03:27:41.000 Maybe 2030. China is looking at invading Taiwan.
03:27:46.000 Other countries have territorial ambitions.
03:27:50.000 Venezuela is looking at the Esikibo region in Guyana.
03:27:54.000 Iran is supporting all these proxies, although not necessarily looking to invade.
03:27:59.000 Azerbaijan is looking at securing the Zangzer corridor through Armenia with an invasion.
03:28:05.000 So every country that you could consider a middle power or a country that is freelancing, that is not loyal to Washington, that has a territorial ambition, they're looking at what happened with Russia and they see that The United States put everything they could short of war, which is something the United States doesn't have an appetite for, and failed.
03:28:29.000 And so there is at once this agreement that the United States will not take back that territory.
03:28:35.000 We're not going to get Crimea and the Donbass back, and maybe even some of the other territory we won't get back.
03:28:41.000 So there's agreement that we're not getting it.
03:28:44.000 Ukraine's not joining NATO. We can't keep this up forever.
03:28:47.000 It's not popular.
03:28:49.000 It's destroying Europe.
03:28:50.000 At the same time, we also can't not do that because if we do, then Russia wins.
03:28:58.000 And it's not so simple.
03:28:59.000 People think that's petty.
03:29:01.000 People say, well, let them win.
03:29:02.000 Who cares?
03:29:03.000 It matters because the world keeps turning after this.
03:29:06.000 And other countries and other capitals, and as the world balance of power changes, it is going to have profound effects on how states consider Whether to take risks like this, whether to invade other countries.
03:29:21.000 In a word, it's profoundly destabilizing to the international order.
03:29:25.000 And so that's why I said when Trump got elected, don't be so sure that Trump's policy will be completely different than Ukraine.

03:29:35.000 Trump says we're going to keep giving money to Ukraine, but we want rare earth minerals.

03:29:43.000 These critical minerals that the United States sources from China or other countries.

03:29:57.000 Oh, well, it's okay because we're getting something.

03:30:08.000 If we attach a condition, if we get something for the aid, well, you know, then it doesn't look so bad.

03:30:18.000 But make no mistake about it.
03:30:20.000 He intends to keep, and he said that very clearly, the aid will keep going and maybe even increase.
03:30:26.000 The aid will keep going and it'll come from somewhere.

03:30:30.000 It'll come from Europe.
03:30:31.000 But Ukraine will continue to be financially supported resisting Russia.
03:30:35.000 And Trump says some of the things they'll agree to is that NATO membership is off the table.
03:30:42.000 U.S. troops won't be in Ukraine.
03:30:43.000 The territory will be given up.
03:30:45.000 But allegedly, this is already part of a deal that was floated to Putin during the transition.
03:30:51.000 After Trump got elected, there was a leak, purportedly a leak, that showed Trump's proposal to Russia for a peace plan, and it contained all that.
03:31:00.000 No U.S. troops.
03:31:02.000 No NATO membership indefinitely or for 30 years.
03:31:06.000 Ukraine would have to give up the territories that Russia seized.
03:31:11.000 That was already rejected by Russia.
03:31:14.000 So Trump will have to extract some concessions for Russia for this to be a win.
03:31:21.000 And that is very important.
03:31:23.000 Trump does not want to start his presidency and does not want to be remembered as the president that gave up.
03:31:29.000 And lost the war to Russia.
03:31:31.000 Does not want to be remembered as the president that made a peace deal and capitulated and was an historic defeat for Washington.
03:31:38.000 For Trump, it has to be a win.
03:31:40.000 That's why he's attaching critical minerals to the Ukrainian aid.
03:31:43.000 It has to be a face-saving win.
03:31:46.000 Even if it's a farce, we have to get something at least on paper in exchange for what we're giving.
03:31:51.000 And the same is true doubly with Russia.
03:31:54.000 If we expect rare earths in exchange for foreign aid to Ukraine, what do we expect from Russia in exchange for the territory?
03:32:01.000 Because Trump will want something.
03:32:03.000 So they made a phone call, and it's good that the diplomacy has been reestablished.
03:32:08.000 It's good that the lines are open, because that reduces the risk of a miscalculation.
03:32:14.000 There's sort of an understanding about this predicament that we're in on both sides.
03:32:19.000 At the same time, I don't think it's a done deal necessarily just yet because if that's all it took was Ukraine's going to give up the territory, give up NATO membership, and we're going to have a non-NATO force in Ukraine, well, a deal would have been made already.
03:32:34.000 But it's a little more complicated than that.
