00:11:36.000And I have been scouring the internet for news for like the past two weeks, and I had no idea there was a debate last night.
00:11:45.000I thought it was over, because the RNC stopped hosting them.
00:11:48.000After the fourth one, the last one in December, the RNC said they're not hosting them anymore, but I guess the network went ahead with the scheduled debate.
00:11:59.000So CNN went ahead with the debate, but the RNC didn't do it.
00:13:37.000As far as I know, that's the only state where he has a ground game, that's where he spent a lot of his money, he's been touring the whole place for months now, because he really knows that for him to be viable, he's got to have a good performance in Iowa.
00:13:51.000He's not going to have as strong of a performance in New Hampshire, which is next, or Nevada, or South Carolina.
00:13:59.000Those are the first four states in the primary, and then you got Idaho and Michigan, and then you got Super Tuesday.
00:14:07.000And at the end of Super Tuesday, like half of the delegates have been allocated.
00:14:12.000So out of the early states in January and February, which is Iowa, New Hampshire, Nevada, and South Carolina, DeSantis is really only supposed to perform well in Iowa.
00:14:23.000Because New Hampshire is not very conservative, Nevada's Trump country, and South Carolina is Nikki Haley's home state.
00:14:32.000So, out of the first four, in the first two months, the only state that he can really compete with Trump in, theoretically, is Iowa, because it's much more conservative, it's much more Christian and evangelical.
00:14:46.000And so the idea is that if he can reach a liftoff capacity in Iowa,
00:14:54.000Then that'll help his performance in the rest of the early states and more specifically for Super Tuesday.
00:15:00.000That was the DeSantis strategy, but it hasn't been working because he has failed to break out in Iowa.
00:15:07.000If you look at any of the polls, he's at like 12% and he's tied with Nikki Haley.
00:15:12.000And he spent like 70 million dollars in the state.
00:15:15.000So... And I think in the whole race, but... So he has not been...
00:15:23.000Performing in the polls, so that's why Monday.
00:15:25.000That's really looking for we're looking to see how well the Santas Performs because if he does well He's viable if he does poorly he's out like he's done He will probably drop out of the race in shame if he doesn't if he if he really does poorly in Iowa So we're watching for that.
00:15:45.000We're watching for Trump's performance even a little bit with Haley see how you know if she's gonna be viable and
00:15:53.000And then maybe we'll see if Vivek does better than expected.
00:17:02.000They hate Jesus, they hate Catholics, and so I really can't wait.
00:17:07.000I've been watching all morning, the Kabbalist did an interview with Adam Green, the pagan atheist, and I was watching this debate and man, you would not believe the things he was saying.
00:17:22.000But it really shows that in the world you've got the Antichrist and you've got Christ.
00:17:30.000And the Antichrist is a devil and it's the Jews.
00:17:34.000And the Christ is God and the Catholics.
00:17:38.000And these are really the forces of history.
00:17:42.000These are really the forces that are driving history is Catholics and Jews battling it out for the soul of humanity.
00:17:53.000And you know it because when you listen to these mystical Jews, they just hate Catholics.
00:17:58.000They don't really care about Protestants.
00:18:19.000so anyway but we'll we'll get into all that tonight and more and basically if you're not a catholic you're just kind of with them uh so anyway but let's get into this this is the fifth republican debate we're gonna dive in
00:18:45.000Live from Drake University in Des Moines, Iowa, this is the CNN Republican Presidential Debate.
00:18:52.000We want to welcome our viewers in the United States and around the world watching us on CNN, CNN Max, CNN International, CNN en Español, and CNN.com.
00:19:02.000Good evening, I'm Jay Tapper, moderating tonight's debate alongside my friend and colleague, Dana Bash.
00:19:07.000And just five days from now, voters here in Iowa will cast the first votes of the 2024 presidential race.
00:19:14.000Tonight, the very first one-on-one matchup between top contenders Governor Ron DeSantis and former Governor and U.N.
00:19:24.000Former President Trump met the requirements for tonight's debate, but declined to participate.
00:19:29.000Our commitment in this debate is to provide as much information as possible to voters, especially here in Iowa, before the first contests begin next week.
00:19:37.000So in choosing topics, we focused on the issues important... Just so you know, Jake Tapper is Jewish.
00:23:21.000I thought they would stop applauding, but it's just because she wasn't on the stage.
00:23:32.000Candidates, please take your positions behind the podiums while we remind you and our audience of the ground rules.
00:23:38.000Each of you will have 90 seconds to answer questions, 60 seconds for responses and rebuttals, and 15 seconds for clarifications.
00:23:47.000Timing lights will remind you when time is expiring.
00:23:51.000We also remind our audience here in the Sheslow Auditorium at Drake University to be respectful so the candidates can hear the questions and can hear each other.
00:24:00.000Just hours ago, the Republican field narrowed once again.
00:24:03.000Former New Jersey Governor Chris Christie ended his bid for the presidency.
00:24:08.000So, with one fewer candidate in the running, let's start with the decision voters here in Iowa are about to face.
00:24:16.000Governor DeSantis, why should voters who are looking for an alternative to the current frontrunner, former President Trump, vote for you rather than former Governor Haley?
00:24:27.000Well, to the people of Iowa, good evening.
00:24:29.000It's great to be in Iowa to have a debate here.
00:24:31.000Donald Trump's running to pursue his issues.
00:24:34.000Nikki Haley's running to pursue her donors' issues.
00:24:36.000I'm running to pursue your issues and your family's issues and to turn this country around.
00:24:40.000I'm the only one running that's delivered on 100% of the promises that I've made.
00:24:45.000We've delivered huge victories in the state of Florida, things that Republicans have been asking for for a generation.
00:24:51.000I'm also the only one running that has beaten the left time and time again.
00:24:55.000We beat the teachers union on universal school choice.
00:25:59.000When you, and it's like anything else, it's like if you go into a store and you get in like a confrontation with like a worker or somebody, and your fight or flight response kicks in, or you know, you get in like a fight, that's what that is.
00:26:16.000I mean, and you know it's that way because it's one-on-one, she's right next to him, like, he's calling her out to her face, there's nowhere to run, can't hide behind the rest of the people, so, I mean, he's literally quivering.
00:26:31.000Because his fight or flight has been activated because he's like verbally attacking a woman next to him.
00:28:49.000You talk about got mimicked and who's my.
00:28:55.000Because everything he just said is absolutely false, but I'm not surprised.
00:29:00.000In the first debate, in the first debate, I told people that it would be impossible to be fact-checking Donald all the lives better for people.
00:29:10.000You can fact-check him, fact-check, fact-check him in real time.
00:29:14.000Last time, at the first debate, we had, uh, because with the temperament of Joe, it is, uh, it's just awfully good that-
00:29:22.000I, uh... Clinton, I do... ...of Donald.
00:29:24.000It is, so I expect... ...not applaud... ...of your handling of... ...there were... ...repeat it, because I want everyone to hear it.
00:29:30.000That was a mistake... ...is, uh... ...it's also... ...some... ...a year long... ...uh... ...any... ...clariously... ...out of class... ...sum... ...for... ...that word... ...what that letter meant... ...act after... ...was fine... ...e-mails had to do with her... ...I for some... ...and more... ...Congress... ...department... ...that e-mail... ...subpoena... ...the audience... ...private sector... ...a chance here... ...jail... ...let alone... ...look...
00:29:59.000I didn't in the first debate, and I'm going to try not to in this debate, because I'd like to get to the questions that the people have brought here tonight to talk to us about.
00:30:23.000That DeSantis said, get this, DeSantis said that Nikki Haley got in the race or got into politics because she was inspired by Hillary Clinton.
00:30:33.000And then Haley, isn't that a little bit, I know maybe it's a stretch, but isn't that a little bit uncanny that she said word for word
00:30:41.000Republicans are abandoning you and your campaign is exploding, which is exactly what Hillary Clinton said in that debate.
00:30:47.000It's the exact... I know, maybe that's a stretch, maybe that you're like rolling your eyes is tedious, but... And that's because he's upset about the fact that his campaign is exploding.
00:31:54.000If you're a woman, maybe you want to watch the only other presidential debate that a woman was in, which, outside of the Democratic primary debates with Kamala Harris and Elizabeth Warren, it would be the general election debate, Trump and Hillary, in 2016.
00:32:10.000So, you wonder if she literally lifted that right out of there, or maybe subconsciously.
00:32:15.000Drake University, don't turn this into a drinking game, because you will be over-served by the end of the night.
00:32:20.000Well, I think this is interesting, because you can actually go to rondosanus.com, because Nikki Haley has this tactic.
00:32:26.000If you hold her accountable to her record, first she'll say, I never said that.
00:32:31.000Well, one good rule of thumb, if she says she's never said something, that definitely means she said it.
00:32:36.000And then she'll say, you're lying, you're lying.
00:32:38.000That means not only did she say it, but she's on videotape saying it.
00:33:20.000Go to DeSantisLies.com and you can find out for yourself.
00:33:23.000But why don't we talk about the fact that, if we're going to say this, when Ron was representing Florida, he said that he promised not to raise the debt limit when he got to D.C.
00:33:33.000Yet he raised the debt limit by hundreds of billions of dollars.
00:34:22.000So if you're going to talk about what you said and what you did, I think you've got your own explaining to do rather than telling lies about... Thank you, Governor.
00:34:29.000We're going to get to a lot of these issues in the debate.
00:34:32.000Governor Haley, when Governor Christie dropped out of the race just a few hours ago, he said the most important issue is, quote, the character of the candidate.
00:34:40.000Governor Christie also said he ran because he knew he would be the only Republican candidate to speak the truth about former President Donald Trump.
00:34:49.000Do you believe Donald Trump has the character to be president again?
00:34:52.000Well, I think the next president needs to have moral clarity.
00:34:55.000I think you need to have moral clarity to understand that it's taxpayer money, not your own money.
00:34:59.000I think you need to have moral clarity to understand that when you're dealing with dictators in the world that we always have to fight for democracies and human rights and protecting Americans and preventing war.
00:35:09.000And so when you look at Donald Trump, I have said...
00:35:12.000I think he was the right president at the right time.
00:35:14.000I agree with a lot of his policies, but his way is not my way.
00:37:56.000I thought people liked Trump because Trump was just like talking to you.
00:38:02.000Trump, they would, you know, they go from debate club correspondent to debate club person and they're doing this, um, well I believe I'll be elected because I'm the most conservative one and Ron DeSantis, and then Trump would be like,
00:38:18.000We can't fight two people at one time.
00:39:28.000Because I want my kids to have a good future.
00:39:31.000I want them to have one without debt, one where they can read, one with secure borders, one where we have law and order, and one where America is strong.
00:40:28.000We're going to talk about China in a little bit.
00:40:30.000I want to talk about the economy, which, according to a recent Des Moines Register poll, shows that the economy is the top issue for caucus-goers here.
00:40:40.000So, Governor Haley, the rate of inflation is down.
00:40:43.000Prices, though, are still high, and Americans are struggling to afford food, cars, and housing.
00:40:48.000What is the single most important policy that you would implement as president to make the essentials
00:40:56.000I think we have to acknowledge that Republicans and Democrats have both done this.
00:41:02.000I mean, the fact that they've done all of this wasteful spending.
00:41:04.000They did a $2.2 trillion COVID stimulus bill that expanded welfare that's now left us with 80 million Americans on Medicaid, 42 million Americans on food stamps.
00:41:16.000What I will do is I think it's time we have an accountant in the White House.
00:41:19.000We have to have someone that respects taxpayer dollars.
00:41:23.000And we'll start by clawing back $100 billion of unspent COVID dollars that are still out there.
00:41:29.000We'll go and instead of 87,000 IRS agents going after middle America, we'll go after the hundreds of billions of dollars of COVID fraud, one out of every $7.
00:41:38.000If 8% of our budget is interest, quit borrowing, cut
00:42:47.000People are working hard, they're getting the most out of their God-given ability, they're doing everything right, and they're falling further and further behind.
00:42:53.000Trying to afford a new home today, your monthly mortgage payment would probably be twice as much as what it would have been if you were starting out
00:42:59.000Five years ago, we have to make the economy work for those folks.
00:43:04.000Yes, we're going to battle the spending in Florida.
00:43:07.000You look and we have the national debt clock going up to 34 trillion.
00:44:51.000So, I can tell you that we killed the gas tax multiple times, but what we said is if you want to raise the gas tax, you have to reduce the income tax by five times that amount.
00:45:03.000We've killed taxes every step of the way.
00:45:04.000But if he's going to talk about his economy, I think what we should say is, why does Florida have the highest property insurance in the country?
00:45:13.000Why is it that it is named the American hotspot for inflation?
00:45:17.000Why is it that his state is now known to have the highest cost of living increases?
00:45:22.000And why is it that they're saying senior citizens can no longer afford to live in Florida?
00:45:32.000When we eliminate that federal tax, the money is collected in the states and they send it to the feds.
00:45:37.000The feds attach a lot of strings to it and send it back.
00:45:41.00075% comes from the state, 25% comes from the federal government.
00:45:45.000What they do when they add those strings is they pay for a lot of things that aren't roads.
00:45:49.000Green spaces, sidewalks, all of those things, but they attach strings.
00:45:53.000I want that money to stay in the states.
00:45:56.000I want the states to be able to decide how to spend it.
00:45:58.000I don't want Washington bureaucrats deciding what we need for scenery and green space and all those other things.
00:46:04.000I want every state, including the state of Iowa, to make the decisions on how they spend their road spending instead of the federal government.
00:46:51.000We want families to be able to prosper in this country.
00:46:55.000One of the things that's causing so much problem is the breakdown in the American family.
00:47:00.000We've done a lot in Florida to be able to rejuvenate that, but we need to make it easier for people to raise children in this country so that we can have strong families in a strong country.
00:47:13.000At a CNN town hall last week, you said you support a flat tax, which is a single income tax rate for every American.
00:47:20.000Under your plan, would working families pay the same tax rate as billionaires?
00:47:25.000I would only do it if people are better off
00:47:29.000I mean, I want people paying less taxes.
00:47:31.000Actually, if you think, the last year we have numbers for, the federal government took in the highest percentage of taxes from the economy since World War II.
00:47:40.000And yet, they're going deep into debt.
00:47:41.000We have a spending problem in this country.
00:47:44.000It's not a tax problem in this country.
00:47:46.000And if you had something that was simple and transparent, not only would that be better for economic growth, it's also better to end the weaponization of government.
00:49:09.000And before we begin, we want to offer our condolences to you and the former First Lady Melania Trump for the loss of her mother last night.
00:51:07.000He had a hot mic where he was talking to somebody about the weather and he happened to say that she doesn't have what it takes she'll be creamed in the in the election and I mean I know her very well and I happen to believe that Chris Christie's right that's one of the few things he's been right about actually.
00:51:22.000You don't think it changes the dynamic much?
00:56:12.000One of the things that Ron DeSantis said in a town hall this week was that it might feel good to Republicans to vote for you and support you in the primary, but he felt they shouldn't leave the general election potentially up to 12 jurors in a D.C.
00:56:40.000And interestingly, you see what happened in Georgia with Fannie Willis and a million dollars almost to her boyfriend is the prosecutor of Trump.
00:57:51.000And in the last two days, at the same time, in the last two speeches, President Biden is focusing his campaign on the threat to democracy and political violence.
01:01:55.000This is a war for the survival of the white race in our country, and you get some female teacher get up and say, how are you gonna convince people to play nice?
01:05:52.000This is the face of pure determination and American revanchism.
01:05:57.000If American revanchism, if a giant American fist punching the earth had a face, it would be this face.
01:06:05.000If the will of a nation, of this nation, of whites, punching through a closed fist, punching the earth, and that fist had a face, it would be that face.
01:06:19.000Looking down from a six foot three frame at the top of a building.
01:07:41.000We even did something that hopefully nobody in this room needs, but Right to Try, where we're able to use space-age medicines that won't be approved for four or five years that work in many cases.
01:07:53.000And I've saved thousands and thousands of lives with Right to Try.
01:09:50.000I'm a Federalist, in a sense, because that's the Federalist way.
01:09:54.000No, I didn't actually have a shutdown, despite the fact that some people wanted to, and some people didn't want to.
01:09:59.000But we had some great governors, and the governors that did the best job were Republican governors, and they were the ones that didn't shut down.
01:13:52.000So with regard to, you know, when Governor Haley was here the other night, she talked about the $8 trillion added to the debt when you were president.
01:15:06.000He wouldn't have done it, but he also wouldn't have done it because he couldn't have done it because oil wasn't high enough.
01:15:13.000At $100 a barrel, he made a lot of money, and he's making a lot of money because it's so high.
01:15:18.000And it's also what caused the inflation, because energy is so big, it's such a big deal, that when energy goes up, if you make donuts, if you make hamburgers, anything you do,
01:15:32.000You have trucks that deliver your product.
01:15:34.000You have to heat your stoves, your ovens.
01:15:38.000And we had the highest cost of energy in history.
01:15:42.000You know, when they talk about New Hampshire, New Hampshire has the highest price of energy, the highest cost of energy of any state in the nation.
01:15:50.000They should vote for me because I'm going to cut their energy price in half.
01:15:54.000So when Nikki Haley and Ron DeSantis hit you again and again on this $8 trillion figure and call you a big government republic,
01:16:30.000And now, what they should be doing, instead of the kind of debt that they're building at record levels, they should be paying down their debt, and they ought to go into the energy business instead of this green new scam business that they're in.
01:19:23.000She came in saying that she was, if I remember correctly, you were leaning towards President Trump, but you did say you heard some things last night that you liked.
01:28:33.000He got $3.5 million from the mayor of Moscow's wife.
01:28:36.000I tell you this, we're gonna have a success that's so great that I won't have, hopefully, I won't have time for retribution.
01:28:43.000There won't be retribution, there'll be success.
01:28:45.000Mr. President, before we wrap up this, you know, there is this report, House Democrats, documents that say that nearly $8 million in payments to your businesses from foreign governments, China included, Saudi Arabia, while you were in office.
01:28:59.000They say Article 1 of the Constitution says you can't accept money from foreign governments while president.
01:29:04.000Would you pledge to divest from your business in a second term, as other presidents have done?
01:29:22.000In his essentially White House, which wasn't built, but they had an office, he had a business desk and he had a country desk right next to each other.
01:31:56.000Are you decided, leaning towards one person or another?
01:32:02.000Well, for me, it all comes down to this question.
01:32:05.000Between you, sir, President Trump, and Ron DeSantis, because you both talk a lot about pro-life, your record, and that's my number one issue, and the cry of my heart is justice for all people.
01:32:17.000And I've been, you know, vocal and celebrating with you all of your pro-life victories from the past.
01:32:22.000But then in this campaign, you've also blamed pro-lifers for some of the GOP losses around the country, and you've called heartbeat laws like Iowa's terrible.
01:32:31.000And so I'd just like some clarity on this, because it's such an important question to me.
01:32:35.000I'd like for you to reassure me that you can protect all life, every person's right to life, without compromise.
01:32:47.000You wouldn't be asking that question, even talking about the issue, because for 54 years they were trying to get Roe v. Wade terminated, and I did it.
01:33:57.000If you look at it, Iran, DeSantis, I don't know what he really believes, because, you know, you never know with a politician, and he's just another politician, as far as I'm concerned.
01:34:06.000But his poll numbers have gone down to a level that he's going to be out of the race very soon.
01:34:34.000It happened to coincide with that, because a lot of people say a lot of, you know, if you talk five or six weeks, a lot of women don't know if they're pregnant in five or six weeks.
01:34:42.000I want to get something where people are happy.
01:34:44.000You know, this has been tearing our country apart for 50 years.
01:35:01.000Elections and they've used this you know, we have some great Republicans and they're great on the issue and you would love them on the issue And a lot of them have just been decimated in the election decimated.
01:35:13.000I mean absolutely so we're going to come up with something that people
01:35:19.000Want and people like I would love you to first of all you have to go with your heart, okay?
01:35:24.000You have to go with your heart first go with your heart your mind go with it But you do also have to put in there a little bit you have to win elections But if it weren't for me with Roe v. Wade you wouldn't even be talking about this up You wouldn't be asking that question because we're great, but I remember this they're the radicals.
01:35:40.000We're not the radicals because they'll kill a baby remember I had the debate with crooked Hillary Clinton and
01:37:13.000At the end of the day it's just politics and I like that Trump just says it because he's just right, you know.
01:37:21.000The Dems are obviously trying to make pro-life a poison pill because on the one side you've got the fact that most women do not support these laws and it is costing Republicans elections.
01:37:33.000On the other side, you have the pro-lifers that are trying to kill the Republicans if they are not sufficiently pro-life.
01:37:40.000And you hear all these people, like, on the other stage, they're waffling about it.
01:37:45.000They say, well, we need to build a consensus, or we need to do this or that.
01:37:49.000And I like that Trump just comes out and says it's politics.
01:37:53.000You know, I'm pro-life, but we have to win the election.
01:41:01.000Look, NATO is taking advantage of our country.
01:41:03.000The European countries took advantage of us.
01:41:06.000I want to use a word starting with an S, but I don't want to do it, because I see some young, very good-looking children in the audience, and I assume they're watching on television.
01:41:14.000But they took advantage of us on trade, and then they took advantage of us on our military protection.
01:41:19.000Of the 28 countries at the time, only 8 countries were paid up.
01:48:49.000We'll take a look and if there's anything, I'll read it.
01:48:52.000Otherwise, I'll probably get out of here in a minute.
