00:58:00.000 She has effectively been the chief of staff of his operation for the last two years, and now she will be the first woman to be the chief of staff in the White House.

01:53:54.000 Today Trump appointed his first high-level cabinet member as chief of staff.
01:53:59.000 It is his campaign advisor Susie Wiles.
01:54:02.000 Like I said, she's effectively been his chief of staff for the past two years.
01:54:07.000 She's a former lobbyist.
01:54:08.000 She ran Trump's campaign in 2016 in the state of Florida.
01:54:13.000 And now she will be running the administration.
01:54:17.000 And this is the story.
01:54:18.000 It says, quote, President-elect Donald Trump on Thursday named Susie Wiles, the Florida strategist who has run his political operation for nearly four years, as his White House chief of staff for his incoming administration.
01:54:31.000 In choosing Wiles, Mr. Trump turned to an aide he knows well and who has worked closely with him, understands how he operates, is close with his family, and to whom most of his current team is loyal.
01:54:44.000 She will be the first woman ever to hold the job.
01:54:47.000 In addition to having run his political operation, she has helped deal with lawyers on his various criminal and civil cases.
01:54:54.000 His decision to choose someone in his inner circle is a sharp contrast to his choice after winning the presidency in 2016.
01:55:02.000 Most members of Mr. Trump's extended orbit wanted to see Ms. Wiles in the role.
01:55:07.000 Having a chief of staff in place was seen by some aides as important as the incoming president starts making further personnel choices, including cabinet posts.
01:55:17.000 Another potential choice was Brooke Rollins, who heads a think tank, the America First Policy Institute, and worked in his last White House.
01:55:27.000 But Ms. Rollins, who is close to Mr. Trump's son-in-law, Jared Kushner, is not trusted by most in Mr. Trump's circle of aides.
01:55:34.000 Her policy views have often been more moderate than his hardline base favors.
01:55:39.000 Yeah.
01:55:40.000 So, like I said at the top of the show, this has become the most important question.
01:55:48.000 And this is what we will be covering from here until the inauguration and beyond.
01:55:52.000 The personnel, the staff.
01:55:55.000 This is why the first Trump administration was such a disaster.
01:56:00.000 Because Trump, when he was elected, did not have anybody to fill these roles that would execute his agenda.
01:56:07.000 And that is how the White House works.
01:56:09.000 When you are the president, you are in charge of a bureaucracy that employs a quarter of a million people.
01:56:15.000 And you don't have unlimited power.
01:56:17.000 You face checks and balances from Congress and the courts.
01:56:20.000 And so the extent to which you as an individual can really shape the government is very limited.
01:56:27.000 You rely on a cadre of political appointees from your party.
01:56:32.000 You rely on the department and agency heads and you reply on their staff.
01:56:38.000 So you appoint the cabinet.
01:56:41.000 You appoint the department and agency heads.
01:56:43.000 They bring their people.
01:56:45.000 Their people bring their people.
01:56:47.000 And they fill up 10,000 positions.
01:56:52.000 And the reason why that matters is because Trump as the president and any president on the day-to-day has a ton of responsibilities.
01:57:01.000 They have to oversee everything.
01:57:03.000 They have to oversee the big picture.
01:57:05.000 And they can only oversee a few big policy directives.
01:57:11.000 And they put things to the bureaucracy and the bureaucracy has wide latitude to carry those things out.
01:57:18.000 And so the way that it typically works in the administration is like this.
01:57:23.000 All of the departments and agencies carry on the function of government.
01:57:28.000 And if there is policy from Congress or from the White House, they have the discretion of interpreting it and enforcing it.
01:57:36.000 And they really have the authority to do both of those things.
01:57:40.000 Only when there is widespread disagreement or controversy does the decision-making power rise up to the level of the Oval Office.
01:57:50.000 And what I mean by that is, at the lowest level, you'll have people in the agencies and departments carrying out policy.
01:57:59.000 And it's their choice.
01:58:00.000 If there's disagreement between each other, they go to their superior and they say, well, there's disagreement about this.
01:58:07.000 And their superiors will fight it out.
01:58:09.000 If their superiors can't make up their mind, it goes up another level and it rises up until it gets to the president.
01:58:17.000 And that is basically how issues come to his desk every day.
01:58:20.000 That is one of the ways.
01:58:22.000 That is basically how the administration works.
01:58:25.000 And he's dealing with only the most pressing concerns, only a select number of things being filtered through layers of personnel.
01:58:37.000 And with something like foreign policy, here's another model that you can think of.
01:58:42.000 When there's a crisis in the Middle East, there will be discussion within the State Department or within the Defense Department or within the National Security Council.
01:58:50.000 It varies depending on the administration.
01:58:53.000 There's discussion about what is to be done.
01:58:56.000 The experts will create options.
01:58:59.000 They will come to the Oval Office and they'll say, we could do this and we can do this.
01:59:03.000 And Trump will have them argue it out.
01:59:07.000 But ultimately, they're the ones writing the options.
01:59:11.000 So, Trump actually doesn't get to initiate a ton of the policy, and if he does, he's going to meet his advisors.
01:59:18.000 And if they don't like it, they're going to say, oh, that's not going to work.
01:59:23.000 Oh, we can't do that.
01:59:24.000 That's not practical.
01:59:25.000 Oh, that's a terrible idea.
01:59:28.000 And if Trump is persistent, if he keeps pushing, they might just disobey it altogether.
01:59:32.000 If Trump keeps pushing beyond that, they might just sabotage it in a way where it doesn't work and then they blame somebody else.
01:59:41.000 This is how the administration works.
01:59:45.000 So the personnel is everything.
01:59:47.000 That's why the first Trump term was unsuccessful.
01:59:50.000 I'll give you an example.

01:59:53.000 Trump told the generals, pull Assad of Syria.
01:59:57.000 We have thousands of troops in Syria to defeat ISIS ever since about 2015.
02:00:02.000 They're in the east of Syria on the border with Iraq.
02:00:06.000 They control the oil fields.
02:00:08.000 And you have thousands of troops and contractors and mercenaries inside of Syria working on behalf of the United States.
02:00:15.000 We control their territory.
02:00:17.000 And Trump said, get Assad of there.
02:00:18.000 We have no business there.
02:00:19.000 We're not trying to overthrow Assad.
02:00:21.000 It's over.
02:00:23.000 They just didn't listen.
02:00:24.000 And then they lied to him about how many troops were in Syria and Iraq.
02:00:29.000 Trump said, let's start reducing the troop totals and let's get everybody out of Syria.
02:00:33.000 And they consistently lied to him about how many people were there.
02:00:39.000 And when Trump found out, he was furious and embarrassed.
02:00:42.000 And he said, pull us out.

02:00:46.000 And in the final weeks, in the lame duck, Trump gave an order to McEntee.
02:00:51.000 McEntee wrote it on a piece of paper, gave it to the generals.
02:00:54.000 They just refused to obey the orders.

02:01:01.000 So again, I've said from the beginning, it's not Trump that we need to worry about.

02:01:23.000 He doesn't have an army of professional revolutionaries that he can hire to carry this thing out, to carry out the purge, to oversee and maintain loyalty.

02:01:33.000 So he relies on people like Susie Wiles, who he just appointed to be his chief of staff.
02:01:38.000 Susie Wiles is going to be giving him the options for who should staff the administration.
02:01:45.000 She's going to be in charge of his information diet.

02:01:50.000 She's going to be in charge of the White House.
02:01:53.000 And Susie Wiles, unlike Trump, is not an America firster.
