00:04:12.380 and was one of the drivers in the, really in the cultural conservative movement and the Tea Party movement
00:04:19.720 and just a great man, Senator Rick Santorum.
00:04:23.040 Senator Santorum, the first question is, give us your perspective on where we stand today with this Biden regime
00:04:29.860 versus the conservative movement, MAGA, the America First movement.
00:04:35.140 We've had stock market collapse today, bond market collapse, the economy's in shatters.
00:04:40.820 And you've got Biden giving you, you know, Pete Buttigieg.

00:04:50.320 You know, this is a culmination of a long march from the left.
00:04:55.300 I mean, you've been out there fighting that battle alongside me and a handful of others who have been, you know,
00:05:02.180 true to, you know, sticking to conservative principles for a long period of time.
00:05:05.860 And what the left has been doing and is continuing to use their institutions in which they control,
00:05:15.620 whether it's the news media, Hollywood, higher education, now primary and secondary education,
00:05:20.500 to transform the culture of this country to the point where we can't define what a man or a woman is,
00:05:26.680 that, you know, institutions that used to be bedrock institutions, marriage and family,
00:05:31.300 have now been, you know, plowed under.
00:05:34.460 And we have a culture that is adrift.
00:05:37.960 Well, when you have a culture that's adrift and people confused, not having real standards,
00:05:42.980 not having virtue, not having truth, then what happens is you now have a ripe situation for
00:05:50.440 government to come in and be the God, the new God.
00:05:55.660 So you destroy religion, you destroy the family, destroy virtue.
00:05:59.240 You then replace it with something else.
00:06:02.040 And it's and that's what you see Barack Obama doing, Joe Biden doing, which is centralizing
00:06:07.880 power in Washington, trying to manage everything out of Washington, running over the Constitution,
00:06:15.340 ignoring it and and and, you know, paying out money like I don't think people realize what
00:06:22.880 a huge deal this student loan thing was.
00:06:25.040 I mean, for the president of the United States to basically spend a trillion dollars without
00:06:28.640 one member of Congress having one say in what's going on, there's no checks and balances left.
00:06:34.160 You see executive orders to just this week on abortion saying, you know, we're going to let
00:06:39.760 VA hospitals do it again.
00:06:41.760 All of this stuff is unconstitutional and and there's no check in place.
00:06:46.280 So we have a culture that is that is roiling.
00:06:49.080 We have a government in Washington taking advantage of this and and trying to centralize
00:06:55.040 authoritarian power in the left.
00:06:56.800 And you and I and a lot of folks have been talking about this, that this this day is coming
00:07:01.340 and this is what their plan was.
00:07:02.980 And now we're seeing it happen.
00:07:05.740 There's there's two ways, you know, there's many ways to fight this.
00:07:08.360 Obviously, we have to.
00:07:09.180 And I keep telling people there's no substitute for victory on November 8th.
00:07:12.360 And the whole purpose of our show is to give people, activists, the information they need
00:07:17.160 and then to motivate them to join and whatever it is.

00:07:22.160 They can do that, but it's motivated.
00:07:24.040 Last night, last night, last night I was in outside of Philadelphia at a rally for Doug
00:07:29.320 Mastriano and I was a speaker at the rally and, you know, I had two, three hundred people
00:07:32.800 there and on a Thursday night and and just listening to them talk was so inspirational.
00:07:38.880 I mean, you know, moms and dads and and people who are confronting the ills of of of woke
00:07:45.380 culture and of authoritarianism, of closing schools and mask mandates and CRT and and
00:07:52.320 and all this transgender stuff and everything that's going on in our society.
00:07:56.580 And and it was one person after another coming to the microphone, giving heartfelt stories
00:08:01.600 of how they were not they're not politicians.
00:08:04.760 They're never politically active, but it's now affecting their lives to a point that
00:08:09.000 they're willing they're not going to take it anymore.
00:08:10.760 And so it's it's encouraging to see.
00:08:13.940 But we have to have solutions and we have to have solutions that they can actually channel
00:08:18.160 people.

00:08:20.000 Got to get people involved in the election.
00:08:21.720 But we also have to have solutions that are that are long term solutions to this problem.

00:08:28.000 You and I have spent a lot of time here in leading up to this about structural issues.
00:08:33.160 There's there's a process of November 8th.
00:08:35.320 And then we got to be on the offense about governing.

00:08:39.460 But you and, you know, I've been such an admirer of yours and colleague of yours for over a

00:08:47.020 And when you guys really think through something, you're saying, hey, but they're also structural
00:08:49.980 issues and we can't lose track of the structure issues.

00:08:53.380 This is the convention of states now that you're very engaged in.
00:08:56.260 I want you to walk through in the middle.
00:08:58.260 And like I said, in the middle of a gunfight, how can I focus on on the structural problems?
00:09:02.820 Are you saying, hey, if we lose sight of that, we're losing sight of what really needs
00:09:06.400 is to turn this thing around.
00:09:07.620 So walk me through the convention of states and why you're so engaged in that now.
00:09:11.720 Yeah, I appreciate that, Stephen.
00:09:13.980 I'm a lover of the Constitution.
00:09:15.820 But I was running for office.
00:09:17.320 I always carried a pocket Constitution along with me.
00:09:19.880 This this is you know, this is the format as to how our country survives.
00:09:24.020 But here's the reality.
00:09:25.040 And I talked about this.
00:09:26.060 I've been talking about it for years.
00:09:26.920 You have to, which is the Constitution has been amended many, many times prior other
00:09:31.780 than the 27 amendments that that have actually passed and been ratified by the states.
00:09:38.080 What's happened over the last hundred years is that the Supreme Court has amended the Constitution
00:09:43.140 to allow the federal government to do things that it was never permitted to do under the
00:09:46.900 Constitution.
00:09:48.300 There there have been, as we see, as I'm just talking about, presidents waving their pen
00:09:53.920 and saying, I can do whatever I want to do.
00:09:56.520 And and if if the Supreme Court, which they haven't for a long time, checked, doesn't
00:10:00.900 check the president and the Congress, which is now feckless, doesn't check the president.
00:10:05.380 Then then then tyranny continues to to on its rampage and authoritarian power continues
00:10:11.400 to concentrate in the president and in Washington, D.C.
00:10:14.560 And and the only way to stop that is a really difficult process.
00:10:18.840 I'm not I'm not I'm not going to sugarcoat this.
00:10:20.960 The founders, but hang on, but hang on, but hang on, but hang on.
00:10:23.980 I want to get to this process a second.
00:10:26.140 What you're saying, I want to make sure everybody strategically understands what this is.
00:10:30.920 We talk about taking on the Leviathan of the administrative state, this thing that's been
00:10:34.720 created over 40 or 50 years as fourth branch of government that's all consuming.
00:10:38.660 We have a line of attack, an angle of attack on that, which is to take the House and the
00:10:43.340 Senate investigations, choke them off with money.
00:10:45.380 Then win the White House, have our four thousand political appointees ready to hit the beach.
00:10:49.080 You've got schedule. There is a well thought to plan to do that.
00:10:53.260 What Santorum and Meckler are also saying, there's also another angle of attack that is
00:10:58.500 structural in nature and needs to happen almost simultaneously to take on the Leviathan.
00:11:04.060 And that would be your your concept of this convention.
00:11:07.000 Stay. Is that a generally the that's that's that's that's absolutely right.
00:11:10.760 But here and the reason we need both is because, as you know, and you talk about this with Republicans,
00:11:16.920 we're becoming more and more tolerant of big government.
00:11:20.160 I mean, there's just no.
00:11:21.340 And you're right.
00:11:22.320 I mean, November 8th is matters and we're and we can we can call it back.
00:11:25.420 But as you know, when Republicans take control, even under the Trump administration, which
00:11:30.020 probably did more than any administration, conservative administration in history, you
00:11:33.920 know, there's still limitations on what you can do.
00:11:36.160 And and and and a lot of what you do and what Trump did was overturned by the next Democratic
00:11:41.080 president. And so you have this swinging back and forth, which, by the way, isn't healthy
00:11:45.440 for a country to see laws change and policies change that dramatically between administration.
00:11:50.440 And the only way to to stabilize America, to stop the ever increasing concentration of
00:11:56.960 power, which may swing back a little bit under Republican administrations, then swing even
00:12:01.140 farther during the Democratic administration.
00:12:02.680 And we never quite get back to where we want to go, even with Republicans in charge
00:12:06.740 and conservatives have realized that there has to be structural change.
00:12:13.060 And and the founders got that.
00:12:15.100 I mean, when people say, hey, we don't want to mess with the Constitution.
00:12:18.160 I'm actually talking about the Constitution.
00:12:20.240 It's called Article five of the Constitution.
00:12:22.940 You know, during the the the Constitutional Convention back in 1787, it was probably people
00:12:28.540 don't realize how contested it was.
00:12:30.240 There was there was hardly anything that was agreed on unanimously, except one thing.
00:12:34.300 At the end of the convention, George Mason stood up and said, look, we have to have a
00:12:40.220 mechanism that if if Washington becomes tyrannical or wasn't Washington, the federal government
00:12:45.520 becomes tyrannical, there has to be a mechanism to restore state sovereignty and federalism and
00:12:52.180 individual liberties and to stop this leviathan of the federal government taking control, because
00:12:57.480 in every Republican to always happen, they knew that and they knew someday that would
00:13:01.380 happen in America.
00:13:02.200 And so Morrison, George Mason said, we have to do something.
00:13:08.940 So Gouverneur Morris of Pennsylvania, along with Elbridge Gerry from Massachusetts, offered
00:13:13.160 an amendment.
00:13:13.960 And the amendment said that the state legislatures could come together by passing resolutions
00:13:20.400 if two thirds of the state legislatures passed a resolution to call for a convention of states
00:13:25.680 to propose amendments to the federal to to the Constitution.
00:13:30.760 But specifically, they were concerned about proposing members to limit federal power and
00:13:35.360 overreach.
00:13:36.720 And unlike almost any other member that was offered at the Constitutional Convention, it
00:13:40.580 passed unanimously without debate.
00:13:42.960 And so the point I'm making here is, is the founders trusted the state legislatures, the
00:13:49.760 bodies closest to the people, to be the check to make sure that federalism survived, that
00:13:55.920 power would stay at the state and local level and not accumulate in Washington.
00:14:00.760 And I think they would be amazed that here we are 250 years later, and the state legislatures
00:14:06.660 have never used that power.
00:14:08.200 They have never taken the opportunity to be the check that the founders intended them
00:14:13.380 to be.
00:14:14.380 And this is what we're calling for, the convention of states to propose amendments to limit power.
00:14:19.500 Senator, hang on, because I want to get to the punchline on the other side.
00:14:24.220 I mean, some of the guys I admire most about knowledge of the Constitution, like Santorum, like
00:14:28.280 Mark Levin.
00:14:29.640 But this is the second angle of attack on the administrative state.
00:14:33.140 This is the structural, the structural.
00:14:35.460 We now, with the EPA, West Virginia, the Supreme Court has told us we can go after the administrative
00:14:41.420 state.
00:14:42.020 We've got the whole plan of how to do it, which they're melting down about.
00:14:47.340 This is, and the question's got to be, with everything going on, do we have time for this?

00:18:30.600 It's just not what you guys can do.
00:18:31.780 We need to have a structural change here.
00:18:35.180 And the founders gave us a methodology to do that.
00:18:38.420 So, Rick, here's my concern.
00:18:40.960 And the history of it is quite brilliant that they want us to do it.
00:18:43.920 My concern is that with everything else going on, how can we focus on this aspect,
00:18:48.280 how we do that?
00:18:48.840 And number two, my bigger concern is if this happens, it's a Pandora's box.
00:18:53.980 Next thing you know, you've got the George Soros putting billions of dollars in.
00:18:56.720 And you've got the Rachel Matters of the world running around.
00:19:00.060 And next thing you know, we've got a fiasco with the First Amendment, the Second Amendment.
00:19:03.140 So make us comfortable that now is a good time, and we have to do this as a dual track.
00:19:08.700 And number two, we're not opening Pandora's box, sir.
00:19:11.400 Okay, so first off, now's a good time because the country is divided, but the state legislatures
00:19:16.400 of this country are not really.
00:19:18.460 31 of the 50 states right now are controlled by Republicans.
00:19:22.360 Remember, this is a process to propose amendments to the Constitution outside of Washington's control.
00:19:29.800 Washington has nothing to do with this.
00:19:31.940 This is the state legislatures.
00:19:33.380 And so 31 are controlled by Republicans.
00:19:36.320 Minnesota has one house.
00:19:37.720 We're going to flip Minnesota this year.
00:19:39.100 That'll be 32.
00:19:39.980 We'll flip Virginia next year.
00:19:41.120 That'll be 33.
00:19:42.280 If we can flip one more state this year, we'll have the 34 states necessary that if all Republicans
00:19:47.780 vote for this Convention of States resolution, we will actually have a Convention of States
00:19:52.320 in a very short period.
00:19:53.280 So this isn't a long, off thing.
00:19:55.400 This is something that can happen and happen very, very quickly.
00:19:59.020 And here's the important thing to understand.
00:20:00.940 The resolution they're voting for, that all these states, 19 states have already passed
00:20:05.540 it, Florida, Texas, Arizona, Indiana, Wisconsin, and a bunch of southern states have already
00:20:11.580 passed this.
00:20:12.120 So we've already got some tough states already in the bag, if you will.
00:20:16.260 There's three things that this resolution would provide for.
00:20:21.860 In other words, the convention would be limited to these three subject matters.
00:20:26.120 One is what you just talked about, going after the deep state.
00:20:29.060 One of the provisions is to limit the terms of federal officer.
00:20:34.720 That doesn't mean just Congress.
00:20:36.500 It means bureaucrats.
00:20:38.140 It means the deep states.
00:20:39.680 An amendment could be proposed that says no one in a policymaking position in the federal
00:20:44.360 government can serve more than 10 years in a position.
00:20:47.340 Those are the kinds of things that I think could animate the American public debate.
00:20:52.360 But that's one, is to limit terms of federal officers.
00:20:55.620 Number two, to limit the jurisdiction of the federal government.
00:20:59.240 We could put specific curbs on the federal government should not participate in primary
00:21:05.660 and secondary education, as an example.
00:21:07.840 Third is to limit taxes, spending, balanced budget.
00:21:11.940 So those are the three areas.
00:21:13.360 And remember, the convention would be called under the rubric of this law, if you will.
00:21:20.700 These would be the limited things that could be proposed at this convention.
00:21:25.500 We've had 20 conventions of states in the past in this country, and they've all been for
00:21:29.460 limited purposes.
00:21:30.920 And guess what?
00:21:31.740 The courts have held them to a limited purpose.
00:21:34.220 So the idea that this could be a runaway convention, number one, it won't be because there's
00:21:38.960 case law out there that says they can't do it.
00:21:40.860 Number two, 34 of the 50 states, each state, because it's a sovereign entity at a convention
00:21:47.240 of states, gets one vote, which means that 34 of the 50 delegations will be controlled
