00:17:18.580 and the claim uh is that the members of the board of supervisors in each county have a
00:17:24.860 non-discretionary uh ministerial duty to just rubber stamp anything that the the county recorder
00:17:32.600 gives to them that steve is not in any arizona statute i'll tell you exactly where it came from
00:17:40.740 it came from the pen of katie hobbs in the 2019 election procedures manual and the language sounds
00:17:50.020 exactly like the kind of language uh the democrat attorney uh mark elias might have suggested to her
00:17:57.300 at that time because he's using it in all the lawsuits and um what you have here is uh attorney
00:18:05.340 general mark bernovich and governor ducey were asleep at the wheel they missed that um they allowed that
00:18:13.500 to go through uh and it is a major major error they then said well if you don't just rubber stamp it
00:18:20.780 which is not statutory it's just in this election procedures manual then you're in violation of code
00:18:26.780 16-110 which would be a uh class six felony never has anybody been prosecuted for that but they are
00:18:34.340 basically creating a crime that's what they're doing they're creating crime they're going against
00:18:40.500 the supervisors that may not have uh at the time the most sophisticated talent i'm not criticizing the
00:18:46.640 lawyers i'm making an observation maybe not the most um astute lawyers on election law floyd you've been
00:18:54.160 uh centered uh centered in arizona for a long time you've seen the long arc of this what's going on
00:19:00.620 here because she's playing how can she force how can she force you have these supervisors coming for
00:19:05.460 go ahead first of all we need to talk about why these two counties didn't want to certify
00:19:11.440 because that's very important for us to understand and the certification problem has to do
00:19:18.680 with these machines that are used to tabulate the vote now according to hava which is the federal law
00:19:26.360 which governs these elections these machines have to be certified in a certain process and the machines
00:19:33.860 that we've had in arizona have not been properly certified and so they have kind of a pseudo
00:19:41.140 certification that came from katie obbs but they haven't really been certified through an outside
00:19:49.240 process which is part of what gives people comfort about elections and so these county commissioners
00:19:56.140 who are not controlled by um you know the big establishment that runs phoenix and runs the state
00:20:03.740 government these are these are outlying counties you know mojave county is way up north and
00:20:08.980 kingman along route 66 and cochise county is way down south next to the border and has experienced a
00:20:17.860 lot of the the serious border issues these people uh don't want to you know do something that that
00:20:25.940 that gives cover to uncertified machines and so uh you know the truth is it's very difficult if if i was a
00:20:36.320 county commissioner i i would be perplexed myself you know i don't read computer code the only people
00:20:43.380 that can certify these machines are people that are technology specialists and if you're not using
00:20:50.780 the right kind of technology specialists to certify these machines according to federal law then you know
00:20:57.960 you should have a problem with certification and that was their first problem the second problem is what
00:21:04.680 you brought up steven and that is this uh 14th amendment issue which is treating people the same across the
00:21:13.820 state and uh it's it's similar to the same issue that was brought up when texas sued pennsylvania
00:21:20.260 two years ago because texas was saying hey you know you have disenfranchised texans because you've so
00:21:28.940 botched your election in pennsylvania well this is this is the same um argument only on a county level
00:21:35.880 and they're saying to big old maricopa maricopa your election was so broken it was so flawed it was so
00:21:43.660 dysfunctional your malfeasance was so great and the corruption was so deep you've disenfranchised our
00:21:51.020 people out here in mojave county and out here in in cochise county so these are really serious
00:21:57.460 major constitutional issues and and yet uh the power elite just sweeps it under the rug
00:22:04.420 that it's it they they they really i think don't care about what the citizens think they just want to
00:22:13.880 you know make this go away and it and and this is where it's really important that we stand
00:22:19.700 and that we're firm we don't have a country steve if we don't have fair free impartial elections and
00:22:30.980 if we can't believe in those elections then uh we've got you know the fundamental building block that
00:22:38.800 holds america together is broken our foundation is broken and and and this is endemic of a society
00:22:47.680 and collapse it's a society that uh has its institutions really collapsing and um these
00:22:55.540 people out in the rural counties they're just saying hey you know they're they're saying we
00:23:01.060 got to stop this thing until we until we really get it figured out okay there's no path i don't care

00:23:15.420 to victory in 2024 and to take over the administration and start to deconstruct the
