00:13:28.500 states that you have to review the signature before tabulating the ballot and validate that signature
00:13:35.320 if it's invalid or cannot be validated then the ballot should not be removed from the envelope and
00:13:41.640 it shouldn't be counted and and that is the basis of the rules here in our legislation however the
00:13:49.340 secretary of state creates policy and the policy and procedures manual shows you 12 points of signature
00:13:57.320 verification that must occur in order to pass the signature and you know the reasonable attitude
00:14:02.980 is six out of 12 points should pass the signature but these signatures aren't even meeting that
00:14:09.060 criteria so you both have a statute and then you have the the procedures manual which is about that

00:20:36.140 for the 2022 election they claim that the eac is the regulating agency that takes care of those
00:20:43.420 tabulators and decides which ones are used and how they're used these tabulators are not to exceed an
00:20:50.160 error rate of 0.002 or one in 500 ballots on election day maricopa county used 446 tabulators
00:21:00.840 not one of them met eac standard as a matter of fact they averaged 235 times the eac standard
00:21:10.980 rejecting over a quarter of a million ballots in ballot feed errors this is not just an imperfect
00:21:19.620 election as they like to claim they say well there's no perfect election but this is an incredible election
00:21:25.800 this was an absolute disaster and a disservice to the citizens of maricopa county
