00:01:09.000 At what point do you review a big review of the U.S. relationship with China?

00:01:33.000 The whole purpose of that discussion was to move this relationship forward in a better way.
00:01:38.000 The most consequential bilateral relationship in the world, the president knows that.
00:01:42.000 And he wanted to move that relationship forward in a better way.
00:01:45.000 And Secretary Blinken was dang near wheels up trying to head to Beijing to have those kinds of conversations,
00:01:51.000 to get some of these communication vehicles and venues back on track, whether it's climate change or military to military.
00:01:57.000 We were willing to do that.
00:01:59.000 We were looking forward to doing that.
00:02:01.000 And then the Chinese decided to fly a surveillance balloon over the continental United States.
00:02:06.000 And it wouldn't be inappropriate to have that meeting.
00:02:09.000 When are those discussions going to get back on the counter?
00:02:12.000 I couldn't tell you.
00:02:14.000 As Secretary Blinken has said, it'll happen at the appropriate time.
00:02:18.000 Now is not that time.
00:02:19.000 It doesn't mean, and people shouldn't take away from this,
00:02:22.000 that all communication has been severed between the United States and China,
00:02:27.000 that Beijing and Washington aren't talking.
00:02:29.000 We still have an embassy there.
00:02:31.000 We still have an ability through Secretary Blinken's good offices to communicate with senior Chinese leaders.
00:02:37.000 Unfortunately, the Chinese military is not interested in talking to Secretary of Defense Austin,
00:02:43.000 but there are still ways to communicate.
00:02:46.000 And the President would tell you that now is exactly the time to at least preserve some of those lines of communication
00:02:52.000 so that we can avoid miscalculation.
00:02:54.000 Has that set back the relationship?
00:02:56.000 Has this all, this list of things set back the relationship?
00:02:59.000 It has certainly not helped us move forward in the way that we want it to move.

00:03:05.000 You started the briefing by talking about the President's involvement in this.
00:03:09.000 The report from ODNI recently that goes over this.
00:03:14.000 In that ODNI report about unidentified aerial phenomena,
00:03:17.000 it says there were 247 unidentified aerial phenomena reports since March of 2021,
00:03:23.000 some of which have, quote, demonstrated unusual flight characteristics or performance capabilities.
00:03:29.000 So can you say why the President just recently, within the last couple weeks,
00:03:34.000 started ordering some of these objects to be shot down
00:03:38.000 and why there weren't any orders throughout 2021 or throughout 2022?
00:03:43.000 It's very simple.
00:03:45.000 It comes down to what sort of safety and security threats and risks we're talking about.
00:03:51.000 And also it comes down a lot to our ability to track, detect, and engage.
00:04:03.000 Having come from the Pentagon, I can tell you that some of these UAPs,
00:04:09.000 while we may not be able to know what each and every one is doing,
00:04:13.000 some of the big concern there was that many of those reports were happening around our training ranges,
00:04:22.000 were happening around air training ranges.
00:04:25.000 So combat pilots were seeing these things,
00:04:28.000 and there was a potential impact to the safety of flight of our pilots.
00:04:32.000 But you may not have but a fleeting moment on some of these things to see it.
00:04:38.000 And so it's different.
00:04:39.000 In these cases, we had time to detect, time to analyze, time to engage, time to make those kinds of decisions.
00:04:49.000 But it all comes down to safety and security, first and foremost.
00:04:53.000 So is that the time, though, is a matter of capability?
00:04:55.000 We have better capabilities now than we did back then?
00:04:58.000 We are certainly improving our capabilities now.
00:05:00.000 And as I said, the president has directed the national security team to dig into this deeper from an interagency effort
00:05:07.000 and to see if other improvements might need to make.
00:05:11.000 I mean, look, just by adapting the way the radar parameters are set, we have improved our ability to detect.
00:05:20.000 And again, I said that could be one reason why we're seeing more.
00:05:23.000 The American people is the president and the department's number one priority.
00:05:28.000 And I want to reassure Americans that these objects do not present a military threat to anyone on the ground.
00:05:36.000 They do, however, present a risk to civilization and potentially an intelligence collection threat.
00:05:45.000 And we'll get to the bottom of it.
00:05:48.000 Right now, our priority is debris recovery so that we can get a better sense of what these objects are.
00:05:55.000 We're working closely with the rest of the federal government, including the FAA, the FBI, NASA, and others to work through what we might be seeing.
00:06:07.000 We, of course, know that a range of entities, including countries, companies, research organizations,
00:06:16.000 operate in these altitudes or at these altitudes for purposes that are not nefarious, including legitimate research.
00:06:26.000 That said, because we've not been able to definitively assess what these recent objects are,
00:06:33.000 we've acted out of an abundance of caution to protect our security and interests.
00:06:40.000 That's why we have teams working hard to track down the debris from over the weekend.
00:06:45.000 We have extensive efforts in South Carolina, Alaska, and Lake Huron,
00:06:50.000 and we're supporting our Canadian partners in their efforts there.
00:06:56.000 Each of these recoveries are unique, and each pose their own challenges.
