00:07:41.420 this right that was what everyone was freaking out about at the world economic forum and gpt was amazing
00:07:48.760 because it showed these emergent capabilities now it's easy to kind of dismiss it as a just a chat bot
00:07:56.520 and it is a lot of people dismiss it by saying well it's just garbage in garbage out and that's
00:08:01.240 basically true but what you have with gpt technology right a generative pre-trained transformer
00:08:08.560 is that this neural network this artificial brain by virtue of its size by virtue of the number of nodes
00:08:17.560 and parameters within it and put that in layman's terms basically think of it as brain cells and
00:08:24.600 the connective uh dendrites and axons between them what you have by virtue of size is an emergent
00:08:33.960 system so it beyond just being able to predict the next word in a sentence to create coherent paragraphs
00:08:43.160 and coherent essays it exhibited a sort of reasoning capability and before they put the woke safety layers
00:08:51.640 over top of it uh it was a fairly non-biased system everybody kind of talks about this as like oh ai is woke
00:08:59.400 the system under the brain underneath all of those safety layers that make it so-called woke is not woke

00:09:38.840 you've got a meta used to be facebook their lead their chief ai scientist uh jan lacun is pushing this
00:09:46.920 forward as fast as possible they already have language models like chat gpt uh then you have of course
00:09:55.400 microsoft's investment in an incorporation of gpt and then you have google with their system uh lambda uh
00:10:04.920 now known as bard and they are rushing into this so that's that's just a few of the players within the
00:10:11.480 country itself but then steve i think maybe the most important part at least uh on you know an existential
00:10:19.480 level perhaps is that the international competition in this ai arms race is also ramping up part of that
00:10:26.920 is about you know the chat bots the language model uh you've got uh baidu with their ernie bot innocently
00:10:35.160 named ernie bot which is basically a kind of version of chat gpt but what's really really striking is the ai
00:10:43.080 arms race around militarized artificial intelligence right so uh as you mentioned palantir had donated
00:10:53.000 their system to ukraine for the purposes of battlefield reconnaissance overall surveillance uh a target
00:11:01.480 acquisition and you know you you there have been different estimates but alex carp the ceo of palantir
00:11:09.480 estimates that it improved their their target their targeting by 20x that's pretty massive if that's
00:11:17.400 the case and then you also now have because darpa of course the defense advanced uh research uh projects
00:11:26.600 agency for the u.s department of defense darpa is putting up a ton of money to develop better and
00:11:34.680 better of course artificial intelligence systems but most importantly maybe the uh they're trying to
00:11:40.840 build up america's drone swarms so they have the amass program in which they're they're funding and
00:11:49.400 contracting with different companies to create better and better more and more sophisticated drone swarms
00:11:55.960 both for surveillance purposes and also uh to attack right these can be used to target individual
00:12:01.960 people they can be used to target um tanks they can be used to target bases and maybe um you know one
00:12:09.880 of the important developments there too you have eric schmidt former google ceo eric schmidt who is is
00:12:19.080 backing a company is starry and is starry's goal is to create these sophisticated drone systems they have
00:12:27.080 two major goals aside from their previous role as a cyber security company one to create uh simulations
00:12:34.440 to make better and better and more sophisticated high-tech equipment for the military and two to have
00:12:41.160 uh interoperable drone technology to have interoperable systems that can be used for surveillance and
00:12:47.080 presumably also for attack so uh this ai arms race has at least two elements there's actually quite a few
00:12:53.880 more but just very simply you've got the the language models which are going to be incorporated as you
00:13:00.440 say all across the economy and the education system and what could be more important than who speaks to
00:13:07.960 you and who tells you the truth right and two you've got the military angle you've got the the race to
00:13:14.200 create better and better surveillance and and weapon systems through artificial intelligence

00:25:09.400 to build and it's super expensive uh you also look at the satellites the space order of battle that we have
00:25:17.320 um it takes time to launch about a bunch of those up into the sky because that's how we conduct missile
00:25:24.680 warning precision targeting navigation everything and finally we also have not transitioned onto a
00:25:32.280 wartime footing because officially we're not in a war even though we are in a proxy war with russia
00:25:38.280 right now over ukraine and we are in a deterrence posture with uh with china but our production
00:25:45.400 capacity is just not up to par to be able to meet those requirements joe allen what did we just see

00:26:19.480 weapons systems it has terrified people from really i i remember reading pw singers wired for war
00:26:27.320 back in the early 2000s and these systems were already alarming to anyone who was following it
00:26:33.880 but now the swarming technology really makes for a much more sinister element what that means swarming
00:26:41.160 technology just simply means that you have anywhere from say a dozen to a hundred and they they hope to
00:26:48.360 create swarms of thousands of drones that would just completely overwhelm any sort of defense system
00:26:56.200 that would overwhelm any sort of surveillance system and if they are weaponized right if each one of these
00:27:02.840 drones has a payload that can then target an individual or equipment and explode then you
00:27:10.360 basically have a sort of a flock of seagulls that will swoop down on you and kill you and the maybe
00:27:17.640 the most terrifying thing about it steve is that people are developing artificial intelligence systems
00:27:24.200 that can pilot these that can organize the swarm itself that can recognize the target independently
00:27:33.320 and then strike the target independently meaning that that whole fire and forget sort of notion you have
00:27:39.880 these systems are unleashed with a target programmed into them and from that point forward who is killed
