00:01:20.000 No. That's the nature of Congress and the nature of a compromise.
00:01:23.000 A lot of senators on both sides of the aisle very upset about the process.
00:01:27.000 Upset, too, about what is in the bill, what may not be in the bill in some cases.
00:01:33.000 Senator Cain, your colleague from Virginia, is very upset about the inclusion of a pipeline
00:01:39.000 that is a pet project of Democratic Senator Joe Manchin's.
00:01:42.000 A pipeline that would go from West Virginia Manchin State into Cain State, Virginia.
00:01:47.000 Why do you think the White House blindsided Cain with that?
00:01:52.000 I don't know the answer to that.
00:01:54.000 And I can tell you Tim Cain is one of our best.
00:01:56.000 And Joe Manchin is a friend.
00:01:58.000 And they feel very strongly about this issue and they're on opposite sides.
00:02:02.000 It's a tough moment for the Senate Democratic Caucus as to how this is going to work out.
00:02:06.000 I don't know how it got in the bill.
00:02:08.000 But at this point, I think passage of the bill and avoiding default is the major challenge that we face.
00:02:13.000 Do you think the White House handled that poorly,
00:02:16.000 considering that it normally has such a positive relationship with Senator Cain?
00:02:21.000 The White House has a positive relation with Tim Cain for sure.
00:02:25.000 And also with Joe Manchin on the Inflation Reduction Act, which did so much to move us forward.
00:02:30.000 So I don't know the details on who was notified and who should have been notified.
00:02:34.000 We're going to face a tough vote with two of our friends that we value in the caucus on opposite sides.
00:02:40.000 So do you think that the White House should have more seriously considered the 14th Amendment as an authority for raising the debt ceiling?
00:02:51.000 This is something that your Democratic colleague, Senator Blumenthal, urged earlier today.
00:02:57.000 Here's the problem that I saw. If this went into the courts, there is no guarantee that there would be a timely decision.
00:03:04.000 Enough time for us to avoid defaulting on our debt.
00:03:07.000 I happen to think there's a good argument about Section 4 of Article 14.
00:03:11.000 And we shouldn't make that argument.
00:03:13.000 Perhaps now we can find a way to bring it before the court.
00:03:16.000 But ultimately that decision is going to be made by a Supreme Court, which is not predictable on a subject like this.
00:03:22.000 So to have the fate of the American economy hanging in the balance of a long court process or an uncertain Supreme Court decision and then dumped back in our laps is something I didn't want to see happen.
00:03:33.000 It was bad timing.
00:03:34.000 But how worried are you that this is just going to become the norm whenever this needs to be raised?
00:03:40.000 Well, that's why the starting point in this negotiation, which Speaker McCarthy insisted on, was that we would postpone facing this again at least until the end of next year.
00:03:51.000 And that to me is a promise that really convinced a lot of us that we can move forward and not have this hanging over our heads.
00:03:59.000 All right. Senator Durbin, thank you.
00:04:01.000 Our national debt now stands at about $32 trillion.
00:04:06.000 How did we get here? Whose fault is it? Republicans? Democrats?
00:04:12.000 Well, the answer is yes. Both parties are at fault for different reasons.
00:04:16.000 Republicans come to this floor and will come to this floor today saying we need unlimited military spending.
00:04:23.000 And Democrats will come to this floor and say we need unlimited welfare spending.
00:04:28.000 And guess what happens? They compromise.
00:04:30.000 They compromise. People say Washington doesn't compromise.
00:04:33.000 They compromise all of the time.
00:04:35.000 That's what this debt deal debt deal that's before us is is compromise.
00:04:39.000 But the compromise is always to spend more money.
00:04:42.000 How do we know that?
00:04:43.000 The debt deal that's been crafted by Biden and McCarthy is an unlimited increase in the debt ceiling.
00:04:52.000 See, historically, when we raise the debt ceiling would be a hundred billion dollars or two hundred billion dollars or God forbid, a trillion dollars.
00:04:59.000 It was a dollar amount.
00:05:01.000 This debt ceiling will go up till January 2025.
00:05:05.000 How many dollars will be borrowed?
00:05:08.000 As many as they can possibly shovel out the door.
00:05:12.000 It will be how much money can you shovel out the door until January 2025?
00:05:17.000 That's how much we will spend.
00:05:19.000 Is there a dollar amount? No.
00:05:20.000 How much can you shovel it out?
00:05:22.000 And how fast can you shovel it out?
00:05:25.000 There will be no restraint from this debt deal.
00:05:28.000 There is a pretense.
00:05:30.000 There is a playing around the edges as if, oh, there might be a cut here or there might be a cut there.
00:05:35.000 There are no cuts.
00:05:37.000 Why?
00:05:38.000 Two thirds of your spending is entitlement spending.
00:05:43.000 The on budget entitlement spending is Medicare, Medicaid, food stamps, and other programs.
00:05:49.000 They are called mandatory and no one ever looks at them.
00:05:52.000 They go on in perpetuity.
00:05:55.000 This is what drives the deficit.
00:05:57.000 Who took them off the table?
00:05:59.000 How come there's no discussion of this?
00:06:01.000 Actually, Republicans took them off the table because they fear being criticized by the Democrats.

00:06:09.000 Let's not talk about the entitlements, but that's two thirds of what gets spent every year.
00:06:14.000 So if you don't talk about the entitlements, if you don't talk about mandatory spending, you're frankly not a serious.
