00:00:54.620 But Congressman Andrew Clyde, the former Navy Commander, CB officer, is going to join us in the second block
00:01:04.000 and talk to us about efforts to make sure that the pistol brace bill gets back on the calendar and gets to the floor.
00:01:13.360 He's going to give us some breaking news here in a few minutes.
00:01:15.540 But I want to make sure, because this is obviously the most important vote of the 118th Congress,
00:01:22.120 that you understand how these losers got played.
00:01:26.860 And I want to be very specific.
00:01:28.560 They're giving high hosannas to themselves.
00:01:30.540 This is the Sunday morning edition of The Washington Post.
00:01:33.840 And this article of brinksmanship, bagels in a broker deal, of brinksmanship.
00:01:41.060 It is so humiliating, humiliating when you find out the full surrender,
00:01:47.420 and not just the cowardice and the malfeasance of McHenry and Graves and McCarthy,
00:01:54.580 but also their staffs.
00:01:56.600 And let me be blunt.
00:01:58.220 Cowardice, incompetence, malfeasance.
00:02:00.620 And we're going to hold them all accountable by name.
00:02:04.600 I've got E.J. Antony and Jeff Clark, and I want to walk through some of the details.
00:02:09.440 E.J., first you, and this is a story that's been, I don't want to,
00:02:12.620 the organization is a tremendous news site on the right that's working this story right now.
00:02:21.220 But please, I want you to tell me about the work requirements and the permitting,
00:02:25.860 as far as you know, about just a pure, flat incompetence that's in this bill, sir?
00:02:34.040 Certainly.
00:02:34.720 Well, Steve, what all of my sources on the Hill have told me is this.
00:02:39.000 What the McCarthy negotiators thought they were getting out of this deal
00:02:42.820 is not at all what the Biden negotiators were putting in.
00:02:46.940 In other words, they thought certain measures would do X,
00:02:50.220 and the Biden negotiators, on the other hand, knew they would do Y.
00:02:54.140 So this started out essentially with incompetence.
00:02:57.280 But where it became malfeasance was when other members of the House and their respective staffs
00:03:03.420 went to McCarthy's staff and said, hold on a second.
00:03:07.360 This is not going to do what you think it's going to do.
00:03:09.780 In the case of welfare reform, for example, it turns out that while there is a modest increase
00:03:16.120 in work requirements for food stamps, for instance, TANF, the Temporary Assistance for Needy Families
00:03:21.900 program, what that essentially does is reduce the requirements that have to be met to be enrolled
00:03:28.380 in that program.
00:03:29.380 In other words, it makes it easier to get on welfare with this legislation, not harder.
00:03:34.360 And so when that was brought to the attention of McCarthy's staff, instead of going back to the negotiating table
00:03:41.080 and doing a mea culpa and saying, look, we messed this up and we're going to go back and fix it
00:03:45.720 and get better concessions out of the Biden administration, instead of doing that,
00:03:51.860 they protested and said, no, no, no, this isn't going to do what you think it's going to do.
00:03:55.780 Everything's going to be fine.
00:03:57.140 And they used that to actually get some Republican legislators to vote for this monstrosity.
00:04:02.900 And the exact same thing happened with permitting reform, where this was essentially sold to the
00:04:08.120 Republican caucus as something which would increase the amount of permitting.
00:04:12.320 In other words, cut the red tape for things like coal, oil and natural gas, clean, reliable
00:04:17.620 domestic energy.
00:04:19.000 But instead, what this is going to do is cut the red tape for green energy boondoggles like solar
00:04:25.140 and wind, which are inefficient and not cost effective and predominantly benefit special interest groups
00:04:30.920 and not the American people. And once again, the same thing happened here.
00:04:35.000 The McCarthy negotiators thought they were getting X.
00:04:38.380 The Biden negotiators knew they were getting Y.
00:04:41.420 And when that was all discovered, instead of going back to the negotiating table,
00:04:46.140 McCarthy's staff tried to convince everyone else that it was all going to be fine.
00:04:50.060 And we're going to see very clearly that it's not all fine.
00:04:52.460 I just want to go back and I want to go back to that because you had the negotiations.
00:04:59.120 They were out negotiated because these professionals over at the White House and the
00:05:02.580 and the Hakeem Jeffries guys are killers.
00:05:05.720 They knew what they were getting.
00:05:06.920 The amateurs on our side got played.
00:05:10.220 But even worse, once they were told by the staffs that worked this on the Hill,
00:05:14.040 hey, you're getting played.
00:05:15.100 What this says is not what you think.
00:05:16.760 This is what's going to happen.
00:05:18.140 Biden and these guys are smart and they're driving this.
00:05:20.180 They even covered it up then.
00:05:22.440 They refused to kind of, you know, eat the embarrassment and go back and change it.
00:05:27.000 And what we ended up with, and I want to be specific on Medicaid,
00:05:30.100 because they pushed Medicaid.
00:05:31.260 They were going to be, you know, what Gates came into this very,
00:05:34.520 into the very war room and pushed a trillion dollars of work requirements
00:05:38.960 that would be savings because people would bounce off the system
00:05:41.640 instead of doing the work requirements.
00:05:43.880 We were told it was going to be Medicaid.
00:05:45.080 Then it ends up, it's some small thing on SNAP,
00:05:48.460 but that technically, when you read the fine print,
00:05:51.880 72,000 new people are going to be eligible for benefits every month.
00:05:59.200 And Dusty Johnson was on TV going, oh, no, no, no,
00:06:01.520 well, that covers multiple categories and it's not going to be that much.
00:06:05.600 I just want, once again, on the work requirements for basically SNAP
00:06:11.320 or the food stamps, we got nothing out of Medicaid.
00:06:13.720 There's no work requirements of Medicaid whatsoever.
00:06:15.780 That was a lie that fell out because Biden, those guys said,
00:06:18.560 we're not going to do it.
00:06:19.500 But on the work requirements on the food, we're essentially adding,
00:06:24.920 what is it, 72,000 new bodies per month?
00:06:29.120 Right.
00:06:29.600 And Steve, the other thing I want to emphasize is even that the modest increases
00:06:34.160 in work requirements that the Republican negotiators did manage to get into this deal,
00:06:38.620 unfortunately, states, people don't realize this, but obviously the Biden negotiators did,
00:06:43.860 states have a lot of leeway in what they can waive in terms of these federal rules
00:06:48.540 in order to increase the welfare roles.
00:06:51.580 And so while you do have some additional work requirements,
00:06:54.840 that doesn't mean that every blue state in the country isn't just going to turn around
00:06:58.520 and waive that.
00:06:59.920 In other words, it's going to even further diminish the impact
00:07:03.300 than the Republican negotiators thought they were going to get in the first place.
00:07:06.700 When you read the Washington Post and you read these accounts, the CNN account,
00:07:12.860 which talks about McCarthy, both of them talking about McCarthy giving up,
00:07:17.100 basically offering up the two years with uncapped,
00:07:19.840 you don't get any sense that we took any hard positions at all.
00:07:24.140 Everything was just performative, and it was all just to get optics in there
00:07:27.680 that could then be spun to Fox News and to try to fool the MAGA base.
00:07:36.700 Am I incorrect in that assertion, sir?
00:07:40.280 No, Steve, I think that's a really accurate assessment here.
00:07:44.000 And once again, I don't believe that this all started with any kind of malice.
00:07:48.600 I think it just started with incompetence.
00:07:50.720 All of the information that's available to me at times points to that this was just simply,
00:07:55.420 as you said, our team got outplayed, outfoxed, and outnegotiated by their team.
00:08:01.380 And as a result of that, essentially what happened was we got a raw deal.

00:08:52.520 And I was watching EJ, who I agree with completely on this.
00:08:57.220 Look, the main thing we did in the NEPA reform was to cut out cumulative impacts,
00:09:03.400 to eliminate a lot of the red tape that ties down energy projects
00:09:07.720 and ties down physical infrastructure projects
00:09:10.820 and ties down regulatory reform to scale back the administrative state.
00:09:15.400 Those were the main things we were targeting.
00:09:17.840 The Republicans in Congress could have taken that proposal,
00:09:21.700 that actual final rule, from the Trump administration
00:09:24.540 and then codified it and converted it into amendments to the NEPA statute.
00:09:29.700 It's clear now, as we kind of like reverse triangulate on this,
00:09:34.320 that the Biden people made a proposal and they sold it to McCarthy,
00:09:39.160 and it is incompetence, of, oh, look, we'll give you this
00:09:43.920 if basically you let us have free reign on the debt limit.
00:09:47.960 And what they gave them was not worth anything, really.
00:09:51.640 And actually, as EJ was pointing out, I didn't talk about this on your program last time,
00:09:57.060 one of the things that the NEPA reform that they have adopted in this debt bill does
00:10:02.500 is it eliminates NEPA for loan guarantees, OK?
00:10:07.420 So I just checked the number as I was sitting here.
00:10:10.440 The Inflation Reduction Act provided $40 billion worth of Green New Deal slush money in loans.
00:10:18.880 So what they're doing is they know that the main problem with NEPA for energy projects is litigation.
00:10:27.120 The environmental organizations sue and they block all of the projects.
00:10:31.300 They know when they give out these kinds of loan guarantees and so on,
00:10:35.060 first of all, that no one's going to sue.
00:10:36.800 And then second of all, they basically fast track those like being on a slipstream through the NEPA process.
00:10:44.800 So, you know, the McCarthy team, the Garrett Graves, you know,
00:10:49.960 I think who was supposed to have been the point person on this, they got totally outfoxed.
00:10:54.680 As EJ pointed out, they could have admitted that.
00:10:57.480 But I want to ask a logically prior question of that.
00:11:01.560 What are they doing allowing the Biden people to make a proposal that does all the things they want
00:11:06.660 as opposed to saying, look, here's what we want.
00:11:09.400 We have an affirmative proposal to get energy projects moving in America and, you know, give us that.
00:11:15.620 And then maybe we'll trade that away for something.
00:11:17.700 But we're not going to let you make a proposal to us.
00:11:20.300 And we just say with a pat on our head, oh, yeah, that's great.

00:11:31.240 We weren't happy about the first deal, but we accepted it because it had the one-year cap,
00:11:36.180 had the duration of one year and a $1.5 trillion cap, and it got a bill passed.
00:11:41.240 But it had, remember, it had worker garments, had these things in there.
00:11:45.560 Why are you sitting there and allowing Biden to make these, put these things forward
00:11:52.020 and just tell him, instead of just saying, no, that's not going to work, it's not the first thing,
00:11:55.120 it's ridiculous.

00:12:57.320 Steve, there's certainly a few good things that are going to come from this piece of legislation.
00:13:02.200 But I don't think it's so much a question of did we get anything good out of the deal?
00:13:06.940 I think it's at you have to ask at what cost?
00:13:09.640 And when you look at the astonishing cost of this, it was certainly not worth cutting a small amount of red tape for a small amount of oil drilling, for instance.
00:13:19.560 That was not worth giving away the entire House, for example, like we did in this piece of legislation.
00:13:25.640 I don't think almost anything could have been worth giving the Biden administration a removal of the debt ceiling, as we talked about previously.
00:13:33.940 And like you said in that conversation, Steve, and as a couple of Republicans pointed out when they were debating this for a short period in the Congress, you know, if the Biden administration had any intent, any intent at all of spending as little as they said, then they would not have needed a removal of the debt ceiling.
00:13:54.000 They would have been perfectly fine with capping it and having an increase of only one or two trillion dollars.
00:13:59.380 But that was just yet another example of McCarthy's staff getting out Fox to you.
00:14:05.380 If they had believed in any of these cuts, they would have codified that in the deal.

00:16:37.920 EJ, on the work permits, the work requirements are supposed to be Medicaid, all this, given that we were, you know, we were outsmarted and then people weren't courageous enough to come forward and say we made a mistake and try to get a change.

00:17:00.520 But the only hope that we do have right now is that it's going to be a very, very vicious appropriations fight coming up later this year and into next year.

00:17:22.540 And unfortunately, we gave up our biggest piece of leverage, right, which was the debt ceiling.
00:17:27.060 But we still have the opportunity there to, you know, essentially draw a line in the sand and try to defund some of these things by simply just not giving them enough federal money to fulfill all of their promises.
00:17:40.100 The problem is, is that the Senate is not going to back us on that, that they have, we have 19 collaborations in the Senate.

00:19:09.620 If they were going to talk about amending the NEPA statute significantly for the first time in 53 years, they could have called me and said, what are the top reforms we need?
00:19:18.760 But that never happened, again, because I suspect they just took the off-the-shelf proposal of, oh, this will be good for you coming from the Biden administration.
00:19:29.620 You know, there is one small silver lining, Steve, which is that because of the loan, the way they wrote the loan guarantee program, you know, provisions, probably farmers who get loan guarantees can now argue that they don't have to go through NEPA.
00:19:47.080 So if you're a farmer, take note of that.
00:19:50.060 You know, you kind of got a side benefit.
00:19:53.340 And then the last thing I would say is, look, Steve, you know, if Republicans make a comeback to the White House in 2025, right, and I'm called on or something to, you know, hey, you've fixed this once before, you know, go fix it again, right?
00:20:07.880 You know, now we would have had to have written around the Biden and through the Biden regulations that reverse the Trump reforms.
00:20:17.840 But now there's a statute and there are a whole bunch of provisions.
00:20:20.480 A lot of them don't do anything except to kind of add, ironically, more red tape.

00:20:25.960 So congratulations, you know, House and Senate.

00:21:15.460 Of course, they're selling to the Chinese at $40 and no worse than 30 percent discount to what they sell to us.
00:21:20.560 Plus, it's got to be in yuan, so they're going to break the U.S. dollar.
00:21:23.800 Any sense, your sense of other bad things are going to happen to us because of this, sir?
00:21:31.440 Well, I think increasingly countries are seeing what the Biden administration has done to the U.S. dollar and they're trying to run from it.
00:21:37.900 You know, Biden promised the Saudis, for example, that he was going to start refilling the Strategic Petroleum Reserve.
00:21:43.080 Instead, he's still draining it.
00:21:44.720 So instead of decreasing the global supply, he is helping to increase it.
00:21:50.280 And now the Saudis are having to make production cuts and they're trying to put in a price floor, as you just detailed.
00:21:55.420 So he has essentially betrayed the Saudis in terms of what we said we were going to do for a commodity priced in dollars.
00:22:02.540 Look at what we did when we confiscated dollars that were owned by the Russian people, for example, as a result of the war in the Ukraine.
00:22:09.500 That was another betrayal of the sanctity of the United States dollar.
00:22:13.900 And now Biden is threatening sanctions against countries in Africa for having anti-sodomy laws.
00:22:19.720 So once again, and by the way, that was actually something that you and I discussed months ago, that Biden was going to start using the dollar as a weapon, not just against countries that go to war, but against countries that don't agree with his woke agenda.
00:22:32.340 And so as this increasingly happens, people around the world are looking at the dollar and realizing it's not a safe bet anymore.
