00:03:28.820 and china pays them in chinese yuan uh and then china ships um manufactured goods to brazil and

00:03:34.900 brazil pays them in their local currency and you're keeping all this on a ledger the central banks in

00:03:39.880 each country can pay this can pay the sellers and the buyers uh but the countries then have a ledger

00:03:45.200 where they owe each other a certain amount well you have two problems there one is you might have

00:03:49.860 too much of the currency that more than you can really spend if you have a big yuan balance but you

00:03:54.580 don't need that much from china what are you going to do with the excess the other thing is

00:03:58.060 you have exchange risk if russia has a big yuan balance from china and the chinese yuan devalues

00:04:04.920 russia could lose money on that so how do you solve that the answer which is you know 5 000 years old

00:20:27.700 in pennsylvania yeah so we have one case in federal court in the middle district of pennsylvania where

00:20:35.580 six members of congress uh have challenged the pennsylvania department of state's policy to not

00:20:44.240 attempt to verify the information on uocava applications so uocava voters submit uh their

00:20:52.980 application via something called a federal postcard application and on there they are required to include

00:21:00.060 a driver's license number uh if they don't have a driver's license they can include a social security

00:21:05.920 number and the department of state has taken the position that that the counties should not attempt

00:21:12.840 to verify that information but should instead just email them in most cases or send them a ballot without

00:21:20.200 any sort of verification of identity or eligibility

00:21:23.660 heather could you just tell us uh just go break that down once again please about this this this

00:21:33.200 lawsuit so that the war room posse can fully digest its significance

00:21:37.780 sure so this this lawsuit is regarding the process for uocava applications and uocava is the

00:21:45.860 uniform and overseas citizens absentee voting act so this is how people who are in the military but

00:21:52.740 also who are u.s citizens who are overseas are able to have certain privileges that make it easier for

00:22:00.120 them to vote and um so most people believe that uocava is mostly used by the military but in pennsylvania

00:22:09.640 um out of the 34 almost 35 000 uh uocava ballots that have been sent so far only 17 percent of them

00:22:21.040 are sent to the members of the military and their military military family members so that's 17 percent all the

00:22:28.080 the rest of them have been sent to uh applicants who purport to be u.s citizens who are overseas

00:22:36.560 and uh in fact uh about 15 and a half thousand of those so 1 500 of those are applicants who indicated

00:22:46.460 that they are overseas and that their intent to return is uncertain or they have no intention of

00:22:53.620 returning to the united states let me ask brian brian how are you involved with this yeah yeah ben the uh

00:23:03.700 heather and i and a bunch of other folks because we didn't see the rnc doing enough in places like

00:23:10.260 pennsylvania just jumped in there and tried to examine what's really taking place on the ground

00:23:15.720 one of the things was this whole ua cop issue the democrats are saying that there are

00:23:21.100 eight million people abroad who should be eligible to vote the u.s census said there's something like

00:23:27.300 under three million people who should be eligible to vote and we were colleagues of mine were talking

00:23:33.280 to heather about how best to deal with this just you know the disparagement disparaging excuse me the

00:23:39.780 disparity between the the eight million and the three million we were just looking at pennsylvania

00:23:44.700 and in pennsylvania i think there's going to be 32 000 ballots sent out to people living abroad

00:23:52.700 and i think if i've got the numbers right about 15 000 aren't even registered to vote

00:23:58.140 in the state of pennsylvania so the department of state in pennsylvania is going to send ballots out

00:24:04.100 32 000 15 000 of them are not even registered to vote many of them say they're never going to return to the united states

00:24:12.420 but they're going to be sent a ballot they can fill it out put it in an envelope mail it in

00:24:18.500 and when it gets to the department of state it is very likely to be counted and heather's lawsuit

00:24:24.680 is really designed to push the the government to examine whether or not the department of state

00:24:33.240 i mean under the black letter of the law the department of state can't actually be doing that

00:24:38.180 to people who are not even registered to vote and so this system we have in place is is extremely

00:24:45.160 corrupt and screwed up so part of this whole effort has been to simply examine whether the election can

00:24:55.400 be stolen you look at the uh the madison square garden rally and it was super i loved it and there's a

00:25:03.040 sense of victory in the air but this election is not over with yet there are still a lot of twists

00:25:09.400 and turns and pennsylvania is a big battleground state and if in pennsylvania they're going to be

00:25:17.340 accepting ballots from people overseas who are not registered to vote have no have no intention of

00:25:24.680 ever living in the united states again that could be decisive in this election if it is close now i think

00:25:31.480 again it could be a red wave and a blowout election but the democrats are very determined to win this

00:25:38.220 and if they have been using methods to stuff the ballot box whether it's it's you know we're not seeing

00:25:47.280 drop boxes so much but if it's mail-in ballots and they're pushing that and they can combine that

00:25:53.420 with these uocompa votes that could be decisive and so for the people of pennsylvania however positive

00:26:00.300 you think things may be there's a lot going on in the background that you're just not seeing

00:26:05.600 and the need if you're a republican and you want donald trump to be president the need in pennsylvania

00:26:12.560 to get people out to vote to overcome this potential either theft or exploitation of the system

00:26:20.140 is absolutely critical right now ben and that's one of the reasons i wanted heather on the show because

00:26:25.400 she is knee-deep in the details of this fighting every day for these kind of things

00:26:42.780 seeing as we are dealing with americans overseas and as you said brian people who may not have any

00:26:48.800 intention ever to come back to the united states what is their tax paying status are they still paying

00:26:54.300 income tax to the irs abroad well here here's the problem right we're not verifying that these people

00:27:02.180 are who they say they are so if you are a u.s citizen and you live overseas you have certain obligations to

00:27:10.180 the irs but what we found in 2020 is that there were far more people who were voting via uocava than

00:27:18.200 there were people who filed individual tax returns from overseas and i think just to kind of follow up

00:27:24.500 on on what brian said our issue isn't whether or not these people should be eligible federal law says

00:27:30.860 that they that if they are real people and if they are really u.s citizens that they are eligible to vote

00:27:38.380 what we're simply saying is the department of state is removing any guardrails on the system that would

00:27:45.060 allow these county election officials to determine if these are fraudulent the the iranian terrorists
