00:00:06.660 towards a government shutdown, which is on March 14th. And it's not about whether Democrats or
00:00:13.660 Republicans would win politically, because we know the American people will lose. But let me tell you
00:00:18.840 why I'm deeply concerned that we are headed to a government shutdown on March 14th. I'm worried
00:00:24.460 because the Speaker has not brought the 12 individual spending bills the way we should
00:00:31.380 fund the government. In fact, the promise that was made by my Republican colleagues on how we would
00:00:37.340 fund the government. Republicans have made the argument that the last election was about the
00:00:42.620 status quo disappearing. It can't exist. People are fed up. They created Doge, right? Doge, which is
00:00:51.180 going through the federal government and finding fraud, waste, and abuse, so they say, so they claim.
00:00:59.520 But if that's true, Mr. Speaker, if Elon Musk and Doge has found all this fraud and waste and abuse,
00:01:05.220 hundreds of billions of dollars, as they claim, well then, Mr. Speaker, we can't fund the government
00:01:11.360 by CR anymore because the CR would refund all of that waste, fraud, and abuse that Doge has found,
00:01:19.300 which means the only way to fund the government is to fund it by individual spending bills. But we're
00:01:25.660 running out of time, Mr. Speaker. We have a month before the government shuts down. We got to get
00:01:30.320 back to the process of individual spending bills. If we don't, if we don't, then the Speaker will be
00:01:36.120 the one who will have closed the government for the American people. And so I'm concerned. I'm here
00:01:42.880 to work with the Speaker on the 12 individual spending bills. Democrats are at the table
00:01:47.960 to do that. But we have to be honest. We can't tell the American people we're for reducing fraud,
00:01:55.780 waste, and abuse. We're for government efficiency. Look at all these things we have found and then say,
00:02:02.200 but we're going to refund them all with a clean CR. And so, Mr. Speaker, I rise to say,
00:02:08.840 I'm here. I'm willing to stay weekends. I'm willing to work for the next month so that we can fund the
00:02:14.960 government appropriately by the 12 individual spending bills, a promise that my Republican
00:02:20.840 colleagues made. But the Speaker's got to start getting that train moving. Otherwise, he will close
00:02:27.540 the government. Can we go on the Hill today? They had Johnson open to, and I don't think I got it to
00:02:34.000 you, but if we can get Johnson's open to a clean CR for the rest of the year. So, and we'll dip back
00:02:41.520 into this budget hearing. Jody Arrington has been probably one of the guys up there trying to cut
00:02:47.080 the budget most. But they do these 10-year bills and one Congress can't bind another. They do these
00:02:53.820 10-year bills. It's really a theoretical exercise. We're in a financial crisis. It's a turnaround.
00:03:01.820 In a turnaround, the only thing that matters is the here and now. I need to know what action we're
00:03:08.260 taking today. What did Churchill put on the top of the memo? Every day, they would send him stuff.

00:12:11.420 But what allows us to resolve those, despite disagreements, intense disagreements,
00:12:24.060 is the pushing and the shoving, the engagement, the winning and moving forward,
00:12:34.480 losing a fight and falling back, but all within the norms of the Constitution.
00:12:44.100 That's being threatened, and I don't say that lightly.
00:12:48.420 But what has happened on January 6th is continuing.
00:12:51.440 And where we saw the Stop the Steal, the renunciation of the decision that the American people made in 2020 in that election,
00:13:04.920 and the candidates, many of them who came before us, including Mr. Patel,
00:13:09.340 unable to simply say who won the 2020 election,
00:13:14.400 continuing to stop the Steal narrative,
00:13:20.400 and then with President Trump in his first weeks in office,
00:13:27.720 acting in ways that challenge the constitutional order.
00:13:33.040 I'm voting against Mr. Patel because he is clearly an instrument in that effort
00:13:44.960 to continue eroding the precepts of the Constitution on the separation of powers.
00:13:54.200 My colleagues, this is a very difficult time, particularly for my colleagues on the Republican side.

00:14:08.940 But it is so essential to each of us as a U.S. senator to make our own judgments

00:26:28.160 and technology and systems because we can cut costs, we can cut manpower by 50% minimum.
00:26:35.940 And that goes basically from the 2.5 million bureaucrats, I don't know, down to a million, two, five, or a million.

00:26:45.240 Why? Because many, many, many administrative managerial positions will just be completely, totally automated.

00:39:22.220 And I think it's the pressure of this audience that has actually got the Secretary of Defence to come out there and say
00:39:28.300 explicitly security, US provided security guarantees will not involve US boots on the ground because nobody was talking about it apart from this show.

00:39:41.900 The other thing, Steve, so we have Pete Heggsson finally, and that will make a lot of people that follow this show very, very happy.
00:39:49.980 President Trump, this to some extent is saving the best to last on his social media platform Truth,
00:39:59.500 said yesterday that he had spoken to Vladimir Putin.
00:40:05.140 They spoke for about 90 minutes, and he said that they had agreed to have their respective teams start negotiations immediately.
00:40:14.380 Now, in and of itself, that's not what has got the European press in meltdown from this morning onwards.
00:40:21.360 Every single European newspaper has been writing about this.
00:40:24.960 It's not the fact that he had this phone call.
00:40:28.260 It's the fact, I think he said the president is sending a message, and we'll go into that.
00:40:35.140 It's the way he rolled out the fact and the in-your-face lack of consultations about that phone call
00:40:42.320 that has got all the European chancellors panicking.
00:40:46.620 Specifically, on one point, Steve, Vladimir Zelensky had been bitching repeatedly to the president
00:40:55.680 that he thought POTUS should speak to him first before Putin.
00:40:59.940 And if you'll notice, in the statement in his President Trump's social media post,
00:41:07.860 he said, I've spoken to Putin, we're going to start negotiations immediately,
00:41:13.280 and I will be having a phone call.
00:41:17.580 The next thing I'm going to do, he said, I'm going to have a phone call with President Zelensky
00:41:21.620 and brief him about it.
00:41:23.040 For those, Steve, who have eyes to see, that was a massive cutting down to size of President Zelensky publicly.
00:41:33.540 I have to say, I think it was even basically a public humiliation.
00:41:37.440 And it was a long time coming.
00:41:38.960 And I'll say this, Steve, because on this show, we've been sort of,
00:41:41.740 since the inauguration on January the 20th, every time I've been coming on the show,
00:41:47.120 I've been expressing a slight amount of impatience with the way things were going.
00:41:53.860 And we said, Steve, I think the president hasn't made his mind up on how he wants to do this.
00:42:01.320 And I think that's the case.
00:42:02.520 And in the end, I just think POTUS had had enough of Zelensky's posturing
00:42:09.120 and continuing to say day after day, because this is something that we text about in real time,
00:42:15.860 constantly, Zelensky is constantly pushing out the United States to be paying for its security guarantees.
00:42:22.460 And I think President Trump basically said, you know what, I'm done.
00:42:25.900 I've had enough.
00:42:26.400 I'm not going to wait for General Kellogg to fly to Kiev on, I think, the 20th of February, the third anniversary.

00:42:34.560 I'm not going to wait for Vice President Vance to sit down with General Kellogg in Munich.

00:42:58.320 And if you want, I can go into just how the European capitals are melting down on this.

00:43:06.360 So one of the things that President Trump has said is that there'll be no NATO membership for Ukraine.
00:43:15.620 And we've been sort of mentioning this repeatedly, that this was really a negotiation tactic of Zelensky is to say, OK, I'll relinquish NATO membership, but I want the U.S. provided security guarantees in their place.
00:43:28.520 He's not going to get either.
00:43:29.360 But you had this absurd scenario where, for example, Sweden came out this morning saying, oh, look, hang on, you know, we're not, no, nothing's being closed down.
00:43:39.580 It's still possible that Ukraine can join NATO, which is a direct countering of what President Trump has just said.
00:43:48.080 And, you know, you think to yourself, well, hang on a minute, hang on, Sweden hasn't even been in NATO for 12 months yet.
00:43:56.020 It spends just a little over 2 percent of its, 2.2 percent to be precise, of its defense of GDP.
00:44:03.480 So slightly over the minimum target, which, do you know how much that is?
00:44:07.840 It's $12 billion equivalent a year on its defense.
00:44:12.840 Massive free ride, massive free ride at American taxpayers' expense because, like for like, no one is going to invade the United States.
00:44:23.940 But Sweden's risk isn't zero.
00:44:26.240 So Sweden, with its $12 billion of defense, I think the U.S. racks up in a couple of days in terms of interest payments on its own debt, Sweden will make no difference whatsoever to any incident that takes place in the United States.
00:44:43.000 But the United States is a big gift to Sweden.
00:44:46.740 So there they are in NATO for less than 12 months.
00:44:50.600 And they're directly cutting across what President Trump has said, America being by far the largest donor to NATO.

00:45:01.480 I will desperately say to President Trump, I think for the health and safety of NATO and the United States, it is to be considered withdrawing America from the alliance and let the Europeans pay for NATO themselves.
