00:24:34.740 Whether they know it or not, and the amount of lives he saved, lowering violent felonies over 50% between Bill Bratton and Howard Safer and him as third in line as the police commissioner under Rudy Giuliani.

00:24:50.220 They need him again here as rapes are at 28% up this year, felony assaults, 20-year highs again.

00:25:02.100 And I spoke to a guy named Kevin M., who didn't want to be named with his last name served with Bernie, under Bernie, at the Department of Corrections in 1995.
00:25:11.020 And when he showed up, everyone thought it was Jean-Claude Van Damme because he was tough as nails.
00:25:16.020 But he cleaned up Rikers Island, Steve, and even 60 Minutes acknowledged that, getting dangerous weapons away from inmates.

00:25:29.900 So he was likable, he was caring, and he deeply cared about the people of New York.

00:25:36.920 And his leadership being on site after 9-11 in the first 20 minutes, side by side with Rudy Giuliani, something that Rudy never forgot.

00:26:21.560 David Zier, the reason this is so symbolic is that Bernie Carrick, as police commissioner, and Mayor Rudy Giuliani at the time,
00:26:30.420 presided over so many funerals of the fire department and the police department that took place in St. Patrick's Cathedral.

00:26:44.940 The country, too, but, I mean, New York City, it ripped to the heart of it, and particularly day after day after day.
00:26:50.740 I remember there was a very famous photo from the New York Times that had it like an overhead crane shot,
00:26:56.540 and it was a mother and a couple of small, I think her daughter, and these children couldn't have been three, four years old,
00:27:04.180 very properly dressed for their funeral, going in and back of the flag-draped casket of the children's father and her husband.
00:27:15.760 Take us back to that time because Bernie Carrick laid to rest in really a commissioner's ceremony,
00:27:21.620 which is quite, you know, it's like a high requiem mass as far as the civil part of this,
00:27:26.880 the turnout of the, we'll show it to you later, but the guard of honor of the motorcycles,
00:27:34.040 and like David Zier said, almost a quarter of a mile in length.
00:27:37.900 But take us back to that time when Bernie and Rudy were presiding every day,
00:27:42.820 it seemed like for weeks and weeks and weeks and weeks over the honored dead of NYPD and the fire department.

00:28:03.100 but 9-11, we have 7,000 dead so far, including the first responders who came through the pile.

00:28:36.000 under Rudy Giuliani and Bernie Kerrick.
00:28:40.000 It was an incredible time, and it was leadership that maybe people around the rest of the country didn't really get,
00:28:49.060 but everybody lost somebody here in New York, whether you were there or whether you heard about it,
00:28:54.160 or you lost a family member or you lost a best friend.
00:28:57.360 And, you know, it was more than 6 degrees, or it was less than 6 degrees of separation for New Yorkers on that time.
00:29:04.440 And I couldn't think of anybody better than to have Bernie Kerrick at the helm with Rudy during 9-11.
00:29:12.260 And, you know, imagine it was someone else, you know, who wasn't as effective as those two in power here.
00:29:20.660 And the crime rate here in New York City, property crimes tumbled 65% in the 90s in New York.

00:29:32.160 And they deeply cared about the funerals, you know, as opposed to say, not to get too political,
00:29:38.280 but de Blasio, who was late to everything, he was late to funerals.

00:29:45.140 And Rudy Giuliani and Bernie Kerrick are historic figures for all of New Yorkers.
00:29:52.060 And when I saw the procession coming up Fifth Avenue today, it reminded me, again, of that time here
00:29:59.020 when there was pride in New York, there was pride in the NYPD, Bernie Kerrick overseeing 40,000, 41,000 officers.

00:31:35.360 the crime rates of the past going down from 3,000 murders to 2,000 murders a year to under 300 under Giuliani.

00:32:42.360 And, of course, Bernie and Bernie Carrick and Rudy Giuliani ran the department and ran their division

00:34:02.040 the Midtown Tunnel, the Holland Tunnel, the St. Regis Hotel, FBI headquarters, the GW Bridge,
00:34:07.000 caught mixing the explosives even after the first World Trade Center attack.
00:34:11.220 And thank God for the leadership of Bernie Carrick and Rudy Giuliani
