00:01:10.000 Senator Mike Lee is going to come up to talk about recess.
00:01:13.000 He's had a plan from the beginning and trying to hammer through.
00:01:16.000 I actually think what Senator Lee's plan is fantastic.
00:01:19.000 And if we can't implement it, we ought to go to the recess appointment route.
00:01:22.000 So the three R's.
00:01:24.000 Here's taking number two pencil out.
00:01:26.000 This is our work.
00:01:27.000 Number one is recess.
00:01:28.000 Right?
00:01:29.000 What does it mean?
00:01:30.000 Why are we going on it?
00:01:31.000 What's supposed to happen during it?
00:01:33.000 Number two is rescissions.
00:01:35.000 That was the deal that was made to get the votes in the big, beautiful bill.
00:01:40.000 Remember, the House approved a Senate version that was quite different than the House.
00:01:44.000 And War Room Posse, we didn't love the House version.
00:01:47.000 We had all kinds of problems with the House version.
00:01:50.000 However, we were prepared to take the good with the bad, the sweet with the sour.
00:01:54.000 The Senate version was even worse.
00:01:57.000 But there was this agreement that the president was going to use his Article II power,
00:02:03.000 driven by Russ Vogt and the team, for rescissions.
00:02:06.000 Now, we had won the symbolic rescission of the $9.4 billion.
00:02:09.000 And you thought, you know, it was the end of the world.
00:02:13.000 That got rid of a billion dollars over at NPR and PBS.
00:02:17.000 And I think another $8 billion from USAID and other programs like that.
00:02:21.000 But that's not as a drop in a bucket.
00:02:23.000 It was symbolic that it could be done.
00:02:25.000 Now there's other rescissions packages ready to go.
00:02:28.000 Why are they not coming forward?
00:02:30.000 These have big, big, big cuts.
00:02:32.000 And if you can't do that, pocket rescissions.
00:02:34.000 Where President Trump just puts it in his pocket and says, hey, the money's not going to
00:02:37.000 spent September 30th.
00:02:38.000 These are rescissions for this fiscal year, this fiscal year.
00:02:42.000 September 30th comes, money hasn't been spent, Bob's your uncle.
00:02:46.000 And the third, and I think the one we just ought to get to, cut the games out.
00:02:50.000 Let's just go impound the money and go back.
00:02:52.000 The Impoundment Control Act of, I think, 1972 or 71, 72, 73, was done with a gun to Nixon's head.
00:03:01.000 A gun to Nixon's head.
00:03:02.000 And he agreed to it.
00:03:03.000 It was totally unconstitutional, President.
00:03:05.000 And we have to use this as another exercise to prove our theory in the case on the unitary executive
00:03:13.000 theory of being chief, officer of the president, chief executive, commander in chief, and chief
00:03:18.000 magistrate.
00:03:19.000 Yo, let's just roll and roll hard.
00:03:23.000 We got to have these cuts.
00:03:24.000 And I'm telling you, remember that the default position of the imperial capital is to spend
00:03:29.000 more and to lie to you.
00:03:31.000 And this is one of the number one priorities of MAGA.
00:03:35.000 And folks, they understand you keep spending.
00:03:37.000 You're going to keep having problems with interest rates.
00:03:39.000 This is one of the reasons the Fed can point to and say, no, we can't cut because you're
00:03:42.000 going to have this inflation.
00:03:43.000 We cannot continue on with $2 trillion deficits.
00:03:47.000 That's just another Keynesian disaster.
00:03:50.000 Now that you see the supply side starting to kick in, that private sector is growing higher
00:03:55.000 than public sectors, now's the time to cut the public sector.
00:03:58.000 That is what rescission is about.
00:04:00.000 So, Caroline, I realize none of the donors, the fix is in.
00:04:04.000 Nobody wants to cut spending except for the grassroots.
00:04:07.000 And they want to cut spending because they're the recipient of all the negative of the spending, right?
00:04:13.000 They're not lobbyists.
00:04:14.000 They don't have their own lobbyists.
00:04:15.000 They're not getting a special deal.
00:04:17.000 And Rand Paul in that clip is so powerful.
00:04:19.000 It said in the old days, they used to spend all this money and go to the junior guy and
00:04:23.000 have all the junior guys hooked up and everything like that.
00:04:25.000 They don't need to do it anymore.
00:04:26.000 They go right to leadership.

00:04:28.000 Leadership in the Senate, John Thune, with that slick look and, you know,
00:04:33.000 looks like the all-American boy right now, he doesn't, not just agree, doesn't trust President Trump.
00:04:40.000 Because if he trusted President Trump, they would actually go on a recess.
00:04:44.000 He and Johnson would work it out.
00:04:45.000 And then President Trump could do some things with recess appointments and other things.
00:04:49.000 They don't trust me, just like McConnell.
00:04:51.000 Also, they're lying to us.
00:04:53.000 They're up on Capitol Hill right now and their staffs are going to stay.
00:04:57.000 Some of these people are going to work over the recess where they do CODELs in Sweden and in Athens
00:05:03.000 and in the Greek islands because you've got to go there to, you know, look at NATO naval installations
00:05:08.000 and, oh, maybe we'll hang out on the beach for a week, right?
00:05:11.000 They don't want to do any cuts.
00:05:13.000 And their staffs are working away to come back with an omnibus.
00:05:18.000 And they're going to put a gun to Trump's head and said, hey, you're on a roll and you don't want your government to shut down.
00:05:23.000 But, hey, we didn't have time to do the single subject appropriations bills.
00:05:27.000 We never got them done.
00:05:28.000 Sorry.
00:05:29.000 You know, we didn't have time.
00:05:30.000 We didn't know these years.
00:05:31.000 And, you know, we know you don't want to do a CR like you did with approving Biden's budget.
00:05:36.000 No more CR.
00:05:37.000 So we're just going to do an omnibus.
00:05:39.000 It's 9000 pages.
00:05:40.000 It's got all this crap in there for the lobbyists.
00:05:43.000 But if you don't do it, come in 9 to 30, if the government's going to shut down, the Democrats want it.
00:05:48.000 It'll never open back up.
00:05:49.000 You won't have your border patrol.
00:05:51.000 You won't be able to go do your your mass deportations.
00:05:54.000 The other things you want to do, you'll be able to accomplish.
00:05:56.000 And they're going to say, man, you know, this thing's got a two and a half trillion dollar deficit.

00:06:03.000 Ma'am, what is wrong with my theory of the case of exactly this is reality of what's happening,
00:06:08.000 not the happy talk on Fox where they get up there and they're talking RNC talking points.

00:06:19.000 I'm glad the nine billion rescissions package passed, but there's way more to cut.
00:06:23.000 I mean, nine billion is putting a Band-Aid on a bullet wound.
00:06:26.000 And the ultimate budget kill switch is the pocket rescission.

00:06:30.000 It's powerful.
00:06:31.000 It could gut billions in deep state pork.
00:06:33.000 And the White House, frankly, should send a new rescissions package every two weeks.
00:06:37.000 Like nothing should be off the table for us to be able to deal with the deficit.
00:06:41.000 And why does the Uniparty hate rescission packages so much?
00:06:45.000 And it is because it strips them of their favorite things, which are slush funds, earmarks and backroom deals.
00:06:51.000 And look right now.
00:06:52.000 We talked about this earlier that look no further than the text is coming out from these new appropriations bill out of the House for fiscal year 26.
00:06:59.000 Go through the text of these bills coming out.
00:07:01.000 And rhino Republicans are sneaking in funding for the very things that President Trump has explicitly told them do not fund.
00:07:09.000 Mario Diaz-Balart, Congressman from South Florida.
00:07:12.000 He put $315 million in this most recent appropriations bill to fund the National Endowment for Democracy, NED, which you had Mike Benz on talking yesterday.
00:07:21.000 I mean, NED is the deepest of the deep state organizations.
00:07:24.000 Their purpose on their website is to promote democracy abroad, which, by the way, just one month ago, the State Department and the White House put out a statement saying that there will no longer be any funding to promote democracy abroad.
00:07:36.000 Then you have Mario Diaz-Balart put $315 billion into the bill to fund this exact thing.
00:07:42.000 And so, you know, I'm just so sick of it.
00:07:45.000 And so the House and even in the Senate, they want to fund these pork programs.
00:07:50.000 And so use, like, Russ Vogt is a genius.
00:07:53.000 Go do this, Russ.
00:07:54.000 Get Trump's agenda passed and slash this funding in any, any, any way possible.
00:07:59.000 Well, Russ Vogt's got the packages.
00:08:02.000 The rescission packages are ready.
00:08:03.000 They're on his desk.
00:08:04.000 They're stacked up.
00:08:05.000 He's got different.
00:08:06.000 And look, I'm harder core than that.
00:08:08.000 Even you got rescissions where you have to go get a vote, but it's only 50.
00:08:12.000 You don't need to.
00:08:13.000 You don't need to break cloture.
00:08:14.000 You and that's being nice.
00:08:15.000 And let's all work together.
00:08:16.000 But you saw what happened for five weeks.
00:08:19.000 They got it up or thing.
00:08:20.000 And every now and MSNBC, they're saying, oh, kids are starving.
00:08:22.000 You're killing people in sub-Saharan Africa.
00:08:25.000 You're the biggest, you know, they get they get to weaponize the others pocket recisions.
00:08:28.000 You just put it in your pocket.
00:08:30.000 You don't spend the money on national endowment of democracies.
00:08:33.000 Midnight on the 30th comes.
00:08:35.000 The money's from the previous year.

00:09:14.000 Well, one option somebody needs to look at is can we just move all this money over to the Institute of Peace?
00:09:20.000 The only person I would trust for Congress to move money to at this point is Darren Beatty, who, by the way, has taken over that entity to try to dismantle it.

00:09:29.000 If you are so insistent on promoting peace and democracy abroad, well, then send it right over to Darren Beatty.
00:09:34.000 I'm quite certain that he will find a good use of the funds.

00:09:55.000 We had a big, huge fight, I think, in the first year of the Tea Party, 2010, to take away earmarks.
00:10:00.000 This is where Congressmen put their library or their bridge or something named after them.
00:10:06.000 I think Shelby down in Alabama was the worst.
00:10:09.000 He was naming everything.
00:10:10.000 Every crosswalk was named in his name through earmarks.
00:10:13.000 Grace, if you can pull the punch bowl today and get it up and highlight.
00:10:17.000 I think they said there's some Jay Sherman and his team are saying that they're working on these mini buses and all this because they're working away on these huge spending bills.
00:10:25.000 Don't think they're sitting there thinking about cutting.
00:10:27.000 I think I saw that there are 11,000 already.
00:10:31.000 There's 11,000 earmarks.
00:10:33.000 Not a dollar number.
00:10:35.000 There's 11,000 different earmarks already that have been proposed by members of Congress because the earmarks thing is clearly gone again.
00:10:42.000 And these guys, it's like a bazaar, right?
00:10:45.000 If you've ever been to these bazaars where they're selling stuff, you're going down aisles, that's what the imperial capital is like.
00:10:50.000 It's like a bazaar, and you've got these lobbyists who now don't even go to the rank and file.
00:10:55.000 They just cut them in on the tip money.
00:10:57.000 It's all about leadership, right?
00:10:59.000 And this is why, you know, Kevin McCarthy leaves, and immediately he sets up a lobbying shop with, what, Jeff Miller, the biggest lobbyist in D.C., and these guys become the power players, and they're the guys driving this agenda, ma'am.
00:11:11.000 Actually, I love that you just brought up the Tea Party, Richard Shelby.
00:11:15.000 I actually, going back to that time, I was the college Republicans president at Auburn, and I founded the East Alabama Tea Party, and I built a literal ship on campus and brought a baby pool and did this whole demonstration against Richard Shelby.
00:11:28.000 We dumped the tea, and I'm ranting against him.
00:11:31.000 But it is, I mean, so I've been yelling about this, working on this my entire career, and it's still, the deep state and these, and they still find a way every single time.
00:11:41.000 And now I feel like we are the closest that we have ever been to truly bringing a hammer down and stopping this insane spending.
00:11:47.000 Not to mention, when we were talking about deficits back then, it was always kind of a concept, it was hard to explain that to people, how this will really affect your lives.
00:11:54.000 Right now, people are actually feeling it.
00:11:57.000 They feel it more, I mean, this level of deficit, it affects, people cannot buy homes.
00:12:01.000 This is now, we are living in the times that we were screwed about during the Tea Party days.
00:12:07.000 And so, there's never a better, if we can't get it done right now, we will never get it done.
00:12:12.000 This is the only moment in history that we can truly do a course correct.
00:12:16.000 We have the most brilliant person that we could have at the helm of this, which is Scott Besant.
00:12:20.000 We have a president in Donald Trump who is fearless.
00:12:23.000 The problem is, we have a Congress that is Republican-led that is spineless.
00:12:28.000 And so, I am hoping that President Trump and Scott Besant and others really step up and they force this down Congress's throat because it matters for, you know, your children, your future grandchildren, for, you know, our country to survive.
00:12:42.000 We have to deal with this spending problem.
00:12:45.000 Before I leave, and by the way, President Trump, he gets the full information.
00:12:49.000 It's worked up, like, right now, I'm pretty sure he's worked up about recess appointments because I think he got bad information from people.

00:12:58.000 He's got this whole alternative plan that they've got to stay because they knock off every Thursday.
00:13:02.000 They've been, and the Democrats take to the maximum, right, the ability to slow these things down, to slow walk them, right, using filibuster and other means for every candidate.

00:13:15.000 You haven't had the U.S. attorneys, and you haven't had any of the second- and third-tier people that actually make it work inside the government.
00:13:23.000 I kind of think Joe Kent's one of the first guys that got in that way.
00:13:26.000 Before you leave, how big a deal is to force Thune to go into recess because Johnson's already there.
00:13:34.000 He'll do it to go into recess, so President Trump gets recess appointments, which are only for a year, but you clean the whole slate of backlog of folks, right?
00:13:41.000 You can't do judges on that, but you clean the whole slate of backlogs, and then they continue through the normal process for the next year to get confirmed.
