And it was an attack on the United States Capitol by a lot of people who were doing it in the name

My message to residents is this. We know that access to our democracy is tenuous. That is why

you have heard me and many, many Washingtonians before me advocate for full statehood for the

unprecedented, I can't say that given some of the rhetoric of the past, that we're totally

surprised. I can say to D.C. residents that we will continue to operate our government in

a way that makes you proud. We will balance our budgets. We will deploy our services.

There was a lot of deception from the president there. So here's a reality check. There is no

doubt that D.C. has for decades been a high crime city. It is among the U.S. cities with the
00:02:58.920
highest homicide rates, though there are a bunch of other big cities that are worse.

And D.C. did indeed have a big crime spike in 2023, which is the year the president kept

citing. But contrary to what the president said today, even in 2023, D.C. did not have
00:03:13.220
an all-time high in murder. It was way worse during the crack crisis of the 80s and early

90s. And more pressingly, Dana, the president was just flat wrong when he said it's getting

worse now, not getting better. Crime in D.C., including murder, has fallen sharply since
00:03:28.080
that 2023 spike. It fell in 2024. It's fallen further in 2025. So let's look at some of this

data. In 2023, D.C. had its most murders in more than two decades, 274. Of course, that's
00:03:40.460
terrible. But it then plunged to 187 murders last year. And it's been falling again so far
00:03:46.160
this year. Through July, according to figures compiled by crime data expert Jeff Asher, D.C.
00:03:51.760
had 34 percent fewer murders than it did through the same period in that year, 2023. Now, how

about violent crime more broadly? Well, that's also down sharply in the last year and a half.

In fact, per Jeff Asher, D.C.'s officially reported violent crime rate in 2024 was the second lowest

since 1966, so lower than every year of Trump's first administration. It's about a third of what

it was in those bad old days, the early 1990s. And you heard from the president and his team about

carjackings. Well, indeed, a problem in D.C. But what do the numbers say? Again, a big spike in 2023,

down since. Asher noted the 16 carjackings reported in July were the fewest reported in any month in

more than five years in D.C., down more than 87 percent from the same month in 2023. So, look,

we know crime is an issue in D.C. We've lived there. We know that every violent crime is a shame,

a tragedy, of course, not excusing any of them. But this isn't an ongoing crime spike like President

Trump suggested. And he said it's rising even in the text of the executive order. I went through it.

The first section says crime is rising in the Capitol. That is just not true.

As our home rule charter is also clear, and the president's executive order restates,

Chief Pamela Smith is the chief of the Metropolitan Police Department, and its 3,100 members work under

In the briefing, they gave us a packet of information to show us some of the arrests that were made over the

weekend as this starting to ramp up or increase in federal law enforcement took place. And they were fairly low-level

criminals. It was somebody with possession or a DUI at one point. And there were only five of them, I believe,

listed in this packet. So it's unclear, you know, he's talking about this major escalation in violent crime,

but that is not quite clear from the packet of information they gave us here.

He's been making these threats since last year, and now he's carrying through with them. There's no reason to believe

stat data researcher pushing back against legacy narratives, the idea that, you know, crime is a

myth in our Republican heads. You even see it today, CNN talking about something that is a low-level

criminal. I would love to get some clarification on what the heck that means. But could you sort

of walk us through what the data shows us about the state of affairs when it comes to criminality in

Right. Well, we have different types of data on crime. What people mostly rely on are the data
00:21:54.760
that's reported to criminal—reported to police. That's what the FBI data is based on. But the Bureau

of Justice Statistics, which is another part of the Department of Justice, has something called the
00:22:06.740
National Crime Victimization Survey, where they survey about 240,000 people each year. And the reason
00:22:13.160
why they do that is we've known for many decades that not all crimes are reported to police. And that

that gap varies systematically over time based primarily on whether people think the criminals are going
00:22:28.680
to be arrested or convicted. Now, normally, over time, those two numbers, the total number of crimes

and the ones that are reported to police, have tended to move up and down together.

Unfortunately, basically, since COVID, that hasn't been the case. And there are multiple reasons for

that. One is there's been nationally a drop in arrest rates. You also have parts of the country where

five years ago or six years ago, if you'd called up the police to report a crime or 911,

they would send out a police car. Now, there are parts of the country, when you call up,

they'll ask you, is the criminal still there? And people will usually say, no, he's already left.

And then they'll say, well, you can come down to the police station and wait in line

and fill out a police report. And the problem is, is that there are some people who otherwise would

have had their crimes reported now that you make it more difficult, more time consuming for them to do

it, say, you know, it's just not worth it, because they're less likely to go and catch the criminal to

begin with. I mean, back in 2022, the arrest rate for violent crime for cities with more than a million

people, there are nine such cities in the United States, had fallen to 20%. And, you know, when it gets
00:23:55.020
to be something like that, you know, people ask, you know, is it really worth it? And for property crimes,
00:24:01.600
it was even much less. And that's 20% of reported crimes. If you look at the percentage of total crimes,
00:24:10.060
you're talking about only about 8% are reported to police.

And I'm curious, I was sent over one of your pieces, you were talking about how I think,

you know, the attack on on the Doge engineer is kind of emblematic, I think, of the status quo in

DC. But you were talking about how, quote, Trump's move for FBI agents in the National Guard will

increase arrest rates and simply the threat of arrest will reduce the crime rate. I'm curious your

thoughts on what exactly the mechanisms are, the plan that President Trump has put forth are going to

be the largest drivers, you think of potentially bringing either the arrest rates up, or the murder
00:24:47.360
to your crime, that number down? Is it a function of, you know, having the National Guard there? Is

it really the the arrest that'll be making the largest impact? Well, I think it's a function of

many things. Look, the bottom line is this, it's not rocket science. If you want to reduce crime,

you have to make it risky for criminals to commit crime. They haven't been prosecuting a large
00:25:09.620
percentage of the violent criminals in Washington, DC. Those been decisions by the US attorney during
00:25:18.640
the Biden administration, as well as decisions that the district itself makes, particularly with
00:25:25.020
regard to juveniles. And Pirro today was saying that she wanted to have the laws changed so that the US
00:25:35.460
attorney, her, could go after these juvenile criminals that were committing crimes right now,

because they would often be given very light sentences. So look, here's the bottom line. If you

want to deter it, you can make it risky in many ways. You can have higher arrest rates, higher conviction

rates, longer prison sentences. You can also make it so that the victims themselves are able to go and

protect themselves and defend themselves from crime. I mean, you only have about 1% of the adult population

in Washington, DC, that has a concealed carry permit. And there are all sorts of places where you're banned

from being able to go and carry. So there's a good chance that even a lot of that 1% aren't going
00:26:23.700
around carrying, because this is not practical, given the number of gun-free zones that exist there.

So, you know, the fact that a victim might be able to go and defend themselves in a carjacking

can also make it riskier for criminals to commit crimes. And if my research convinces me of anything,

there are basically two groups of people who benefit the most from being able to go and have guns.

There are women and elderly people, people who are relatively weaker physically. You know,

I was chief economist for the US Sentencing Commission. I must have read over a thousand

trial transcripts. And these criminals, you know, they may be stupid in some sense, but they're not

that dumb. You know, if they see somebody who's weaker, an easier target, that's the person that they

go after. And so, you know, having a woman by herself is often a very attractive target for

these guys because they feel the strength advantages that they have. They don't have to worry about

anything that she might do. If you give her a gun or allow her to be able to have a gun for protection,

that can often make a big difference. I mean, it's a great equalizer in that case.

And the other group of people who benefit the most are the people who are the most likely victims of

violent crime. And that's basically poor blacks who live in high crime urban areas. And there's

foreign workers. You've got to get that in mind. Congress designed this program to replace Americans with cheap

foreign workers. They made it explicitly legal to replace Americans, and then they created a wage

system to allow employers to pay extremely low wages. And the lobbyists use the gaslighting that

this is for highly skilled workers where there's shortages. But in reality, there's no skill requirement

whatsoever in the H-1B program except for fashion models. And there's no shortage requirement.

There had been a shortage requirement in the predecessor H-2 visa, and there had been a requirement

that H-1B would not, that these workers would not negatively affect Americans. But Congress got rid of

aliens as well. And what you're seeing here is part of an even larger problem of the executive under Obama

communities across the country to saturation with migrants. And so the big question is,
