00:00:17.560 nor should it join NATO. Zelensky responded to that in a social media post of his own,
00:00:22.460 writing in part, quote, peace must be lasting, not like it was years ago when Ukraine was forced
00:00:28.180 to give up Crimea and part of our east, part of Donbass, and Putin simply used it as a springboard
00:00:34.560 for a new attack, or when Ukraine was given so-called security guarantees in 1994, but they
00:00:41.740 didn't work. Now, several European and NATO leaders are expected to attend today's meeting in Washington,
00:00:47.280 as we said. They include the president of the European Commission, the chancellor of Germany,
00:00:52.520 the prime ministers of the United Kingdom and of Italy, the presidents of France and of Finland,
00:00:57.140 and the NATO Secretary General, Joseph. I mean, this is, I've not seen in all the years that I have
00:01:04.460 covered American politics, I have not seen a delegation like this from Europe, not even at
00:01:10.720 the outbreak of the Iraq war, come to Washington, come to the White House to make Europe's case
00:01:17.200 for peace and security. One way to think about what's happening today and in the succeeding days
00:01:22.820 is this war has been about whether Ukraine can become a Western country. That's been the aspiration
00:01:29.740 of the Ukrainian people, and it was intolerable to Putin and to Russia, and Russia really fought a war to
00:01:35.780 prevent Ukraine from becoming European. If the United States today, by offering security guarantees to
00:01:43.660 whatever part of Ukraine merges from the war intact, so that that country can be, as South Korea became,
00:01:53.300 as West Germany became, a part of the West with our guarantees of security behind them,
00:02:00.640 then that's an outcome that's going to make for a more prosperous Ukraine. In the long run,
00:02:04.800 I can't imagine that the rest of Ukraine won't move as East Germany moved with West Germany.
00:02:10.000 That's down the road. But the key thing is whether the United States really will stand behind Ukraine's
00:02:16.240 sovereignty against Putin. If that happens today, then I think there's some reason for optimism.
00:02:22.180 If it doesn't, it's a cave-in to Putin's power.
00:02:25.140 Well, first of all, the Russians are already facing very severe consequences. There's not a single
00:02:29.240 sanction that's been lifted, and not one. I mean, they're facing all the same sanctions that have
00:02:33.560 been in place today. All the American support continues for Ukraine. And ultimately, look, if we're not
00:02:39.340 going to be able to reach an agreement here at any point, then there are going to be consequences.
00:02:42.940 Not only the consequences of the war continuing, but the consequences of all those sanctions
00:02:47.000 continuing and potentially new sanctions on top of it as well. But what we're trying to do right now
00:02:51.560 is end the war. And in order to end the war, you've got to give every opportunity that exists.
00:02:56.520 You have to be open to any opportunity that exists to bring it about. And here's the thing to remind
00:03:01.360 everybody. And when the president says this is not our war, but let's be frank, this is not our war.
00:03:05.640 The United States is not in a war. Ukraine is in a war, and we've been supporting Ukraine.
00:03:10.540 We happen to be in the role of the only country in the world, we're the only leader in the world
00:03:14.540 that can actually bring Putin to a table to even discuss these things. Now, the president has traveled
00:03:19.860 all the way to Alaska, all the way back, has dedicated months and months of work, him,
00:03:24.240 our entire team on this matter, because we want to see an end to the war. But if tomorrow the war
00:03:29.580 continues, life in America will not be fundamentally altered. So I think that what we have to understand is
00:03:35.120 that this has been a priority for this president because he wants to promote peace. He wants to
00:03:39.340 promote the end of a war. And I think we should be happy that we have a president that's trying
00:03:43.480 to promote peace and bring a war to an end. How much do you think Ukraine will be willing to give
00:03:48.640 up if, in fact, they get a rock-solid security guarantee where the European countries and Donald
00:03:56.580 Trump say, we're going to be in Ukraine. The U.S. is going to be supporting us. We're all going to be
00:04:04.020 rebuilding your country. And we're going to tell Vladimir Putin in no uncertain terms that an attack
00:04:11.920 against Ukraine is attack against the United States and Great Britain and France and Germany
00:04:19.240 and Italy and the EU. At that point, when he gets that rock-solid assurance, if he gets that rock-solid
00:04:28.640 assurance, at that point, do you think the land deal can be made?
00:04:35.340 So, Joe, he has to be able to sell this to the Ukrainian people. And they have suffered in this
00:04:42.040 war so much. Just think about bombardment every night, every night, spending much of that night awake,
00:04:48.880 which has been the case for much of this year for Ukrainians in Kiev and elsewhere. You have to sell
00:04:54.700 it to this war-weary people and say, we got something. We're giving up this land. It's a dagger
00:05:02.340 in our heart. But what we got was security, our ability to be a free European country.
00:05:07.800 So, I think it depends in how this is phrased. If the appearance at the end of today is of the
00:05:15.660 Western countries, the United States and Europe, marching together with Ukraine, even as it makes
00:05:21.740 this terrible concession of land, that may be something that Zelensky can take home. And the
00:05:27.280 Ukrainians would say it was worth the sacrifices we made. So, President Trump called this an extremely
00:05:32.540 productive meeting and said many points were agreed to. You were in the room. Can you give us
00:05:37.220 two specific points that were agreed to?
00:05:41.800 We agreed, Jake. First of all, thank you for having me and good morning.
00:05:46.200 We agreed to robust security guarantees that I would describe as game-changing. We didn't think
00:05:54.260 that we were anywhere close to agreeing to Article V protection from the United States in legislative
00:06:02.560 enshrinement within the Russian Federation, not to go after any other territory when the peace deal
00:06:10.280 is, you know, codified legislative enshrinement in the Russian Federation, not to go after any other
00:06:18.600 European countries and violate their sovereignty. So, we agreed to, and there was plenty more.
00:06:25.640 American security guarantees are the holy grail in all this. And I say this having served as ambassador
00:06:32.840 in Poland, which literally was in the crosshairs of Putin, because it was delivering the weapons to
00:06:39.480 the Ukrainians, the Ukrainians that were using to defend themselves against Russia. And the security
00:06:45.240 guarantee, the Article V commitment here in Poland worked. Without that Article V guarantee, I can only
00:06:53.160 imagine what Poland and the Baltic states and Romania would have faced. So, Article V, the fact that
00:06:59.800 Witkoff and Rubio, negotiator Witkoff and Secretary Rubio are talking about it, is truly the crux of a deal
00:07:09.080 that the Ukrainians could buy into. And a security guarantee would have to keep the peace on both sides.
00:07:15.400 This has been a terribly bloody war, with casualties massive on both sides. And years, over the next few
00:07:23.480 years, there will be feelings of retribution and passion for retribution on both sides.
00:07:29.480 The Russia-Ukraine conflict has historical dimensions that, if President Trump can broker
00:07:37.000 a ceasefire very soon, would be worthy of celebration, because it is so historically rooted

00:22:15.040 your NATO 5 obligations. Security guarantees are far, and this is a point only the war room has been
00:22:22.080 making, right? Security guarantees are far more weighing on the US administration and its taxpaying
00:22:30.960 public because they bind you into doing something. They are guarantees. A better analogy of a security
00:22:36.560 guarantee is what the UK provided for Poland in the Second World War. We said to the Germans,
00:22:42.880 if you invade Poland, Germany and Britain would be at a state of war. Germany invaded Poland,
00:22:49.520 and therefore, on the next day, we declared war against Germany. That is a guarantee. That binds
00:22:54.960 you into doing something. Hang on, hang on, hang on, hang on. Both World War I and World War II.
00:23:01.280 World War I was, Scott, when the Germans came across the low countries, they had security guarantees.
00:23:05.520 The thing was in Belgium. That triggers it then. They had security guarantees with all these,

00:23:38.000 a European war to a global war when the Japanese attacked us. And why did that, why did Germany
00:23:45.520 then announce a war against the United States, declared war on us? We didn't declare war on them.
00:23:50.880 Guess, wait for it, a security guarantee. A deal with the, between the Germans and the Japanese,
00:23:56.240 and then all of a sudden you had World War II. Security guarantees, and they're making the
00:24:00.800 analogy now, this is like Germany or like South Korea. Well, I think South Korea, we still got 25,000
00:24:06.960 combat troops, and Germany, I think, still have 30 or 35,000, right? I mean, these are massive
00:24:13.200 commitments of American troops. This is what they're, they're going for our money on the redevelopment.
00:24:18.800 They're also going for much more long-term commitment on arms and refinancing that Zelensky
00:24:24.080 mess of that government. But now they actually want our active engagement in securing this. And
00:24:29.600 they're not stepping up. They're saying, yeah, you know, Zelensky's saying, yeah, we get the Americans,
00:24:33.840 and then some other guys, the chaperones will come in and kick in what they will, because you can't
00:24:37.680 trust them. The European elite are untrustworthy. They weren't with us in World War II. They were not.
00:24:43.600 We have to understand history here. The Russian peasants, the Russian people, the Russian serfs,
00:24:49.760 okay? They're the ones that broke the Wehrmacht, right? With, I don't know, 25 or 30 million

00:25:20.960 get to a deal, because Zelensky wants more. They always want more. I think it's an insult to the
