00:31:05.620I think that tweet of yours has 34 million views on it, where you pointed out Biden's declassified internet censorship plan relying on USAID to, quote, combat online disinformation by promoting, quote, media literacy.
00:31:18.180You'll also see on that list in that screenshot, DHS, the Department of Education, the State Department, and USAID.
00:31:26.240So that's four different federal government agencies, all providing funding, grant money, and using, quote, digital literacy as a way to, quote, combat online disinformation.
00:31:37.040Now, this goes back to the 2016 election of President Donald Trump and the, quote, fake news epidemic that the blob said was responsible for his win.
00:31:48.600So what the blob oriented at that time was to revive effectively an old, sleepy, mostly dead field called media literacy and redefine it to mean that media literacy is a way to combat mis and disinformation,
00:32:07.500to take this kind of existing concept and use it as a predicate to launch a censorship operation within U.S. schools at the state and local level.
00:32:18.300And the way it works is this, while parents and members of parent-teacher associations or state assemblies think that media literacy means they're teaching your kids how to read the media,
00:32:35.240what they really mean is if you don't read the right media sources, you are illiterate and need to get your mind right.
00:32:42.320And so this has become the de facto way of creating blacklists in order to block access to or the ability to cite news or information that comes from alternative news sources,
00:32:55.540basically anyone who's not the New York Times or the Washington Post, in schools all over the country.
00:33:01.000And they have spammed this weapon up to the hilt.
00:33:03.640Twelve states have now made, quote, media literacy, a mandatory course in K-12 schools and have mandatory media literacy education tech firms like Newzella and NewsGuard installed in school Wi-Fis and school devices.
00:33:25.880So this basically blocks the ability to listen to the conversation we're having right now.
00:33:31.680And this was actually part of Norm Eisen's playbook as well.
00:33:35.380Natalie, if you can believe it, that 2025 Democracy Playbook from Norm Eisen published in January this year called for a huge push on, quote,
00:33:44.920digital literacy in schools and in the private sector and for more money to flow into the space.
00:33:51.480And until the time of our speaking, there has not been a single punching back.

00:35:33.300Speaking of, I guess, both Michael's and state level legislation, I'm honored to bring on Michael Lucci of State Armor, who you guys do great work when it comes to combating the threat that is the Chinese Communist Party.
00:35:47.840But really, from a nuanced level, you get down to the nitty gritty, whether it's the influence ops, the sister cities, the United Frontward Department, the sort of euphemistic charm offensive.
00:36:01.600But before we get into the sort of Chinese student stuff, obviously, there was a big New York Times piece talking about Chinese influence of elections up in New York.
00:36:09.340You have been helping coordinate a lot of what Texas has been doing in terms of really, I think, leading, being the tip of the spear when it comes to countering malign Chinese influence.
00:36:19.500Can you walk us through some of the bills that were just signed yesterday?
00:36:22.380Yesterday, Governor Abbott, who's been the best leader in the country on these issues, signed three key pieces of legislation.
00:36:34.060None of these terrorist organizations can buy or rent property in Texas.
00:36:37.840Two, ending sister cities with adversary nations, China, Russia, North Korea.
00:36:42.360And then three, first in the country, probably first in the world to create a new criminal statute for what's called transnational repression.
00:36:51.660Short form of that, the Chinese government reaches in here and attacks people in the state of Texas.
00:36:58.600It's happening across the United States.
00:37:00.500So Texas, first state in the country, probably the first jurisdiction in the world to define transnational repression and say, we're going to send you to jail for a very long time if you try that here.
00:37:10.640But on top of that, Governor Abbott issued, say, five executive orders, another 10 pieces of critical legislation to block the Communist Party in all sorts of ways, getting our pensions out of China, blocking their genomic harvesting, which is a really sort of heinous thing.
00:37:26.160They're gathering genomic data across the United States for all the wrong reasons.
00:37:30.700And so there's a huge swath of legislation that was enacted in Texas this year.
00:37:35.240Every other state needs to be looking at what's happening here.
00:37:37.580But the federal leaders as well on higher education, Texas enacted legislation that's going to send you to jail for a long time if you do what one Chinese researcher was just caught doing this week, which is stealing trade secrets.
00:37:52.000Texas is making that a 20-year prison sentence with a new law that goes into effect in just the next week.
00:37:58.080Protecting our higher education system, screening researchers, all sorts of critical legislation that needs to happen, as I said, at both the state and at the federal level if we're going to stop the Communist Party.
00:38:11.180Yeah, I think it's an interesting way sort of building from the bottom up, a very robust defense to Chinese influence and infiltration, right, starting at what seem to be these innocuous things like the sister cities or the academic exchanges.
00:38:26.940But as you well know, this is part of a multi-billion dollar political warfare effort that Beijing very strictly controls and deploys quite strategically, right, to curate these sort of Western politicians or academics or think tanker types or media types to push and peddle their line.
00:38:42.640I'm curious, kind of relating this to what was, I mean, we've been talking about it here in the warm for a while, but I guess maybe for the New York Times readers when they're not busy taking China daily advertisements, they publish years later investigations into Chinese infiltration, particularly in New York.
00:38:58.500But can you just sort of give us, you know, an overview of how exactly this compromised network works and why it's so important to sort of use that to reverse engineer the policy solutions to combating it?
00:39:10.520So the name of it is called the United Front Apparatus, but really think of it as a political warfare machine.
00:39:19.060Think of it as you're trying to win an election in the United States every single day.
00:39:24.360That's why with the New York Times covered, and they deserve credit for this because they've been ignoring this problem for a while, over 50 organizations in the city of New York, all with ties to the Chinese government working on behalf of the Chinese government while actually operating under American nonprofits.
00:39:40.520So they're engaging in electioneering, which is illegal for them to do under nonprofit law, but set that aside, they're running broad influence operations to try to take out politicians who say support Taiwan and insert politicians, and they don't care the party, insert politicians that support the global agenda of the Chinese Communist Party.
00:40:00.180They also inserted spies into the governor of New York's offices.
00:40:04.800You know, she's under indictment now with her husband.
00:40:07.480They're inserting spies across governments where really you have a soft underbelly, New York, California, Minnesota, where the leadership's really not watching very closely.
00:40:18.200So what they're doing in New York, over 50 civil society orgs, they're really just arms of the Communist Party.
00:40:24.540They're operating to enhance the Communist Party's power within the United States, and then they're crushing dissent against the Communist Party.
00:40:32.120New York also had an illegal police station where the Communist Party was policing ethnic Chinese in America, in New York City itself.
00:40:43.860That's the kind of thing that Texas said, you're going to go to jail for a really long time if you do it here.
00:40:49.340But in New York, unfortunately, they still have free reign.
00:40:51.880And I think that the FBI really needs to start looking at some of these deep blue jurisdictions, California, New York, where the Communist Party is really just running wild.
00:41:02.500I mean, Gavin Newsom is running right along with them in California.
00:41:05.920The governor of New York had spies in her office.
00:41:09.620And I think you really need federal law enforcement to dig in deeply into these networks, suss them out.
00:41:15.240And if, you know, the President Trump, he should sanction all these entities.
00:41:20.160Their proposals should just sanction the entirety of what's called the United Front, cut off all their funding, send all the agents home, and denaturalize anyone who became a citizen of the United States by lying about their affiliations and loyalty to the Communist Party.
00:41:35.080That's what we need to win this political war just on our own soil, set aside the global conflict we have with the Communist Party.
00:41:42.660Michael, if you can hang with us through the break, I have been a very staunch advocate of sanctioning anyone, even tangentially tied to the United Front.
00:41:51.520Frankly, I would subpoena all of the lobbyists that worked on behalf of a lot of these influence groups, too, not just to get the names of the people who participated in all these meetings.
00:42:00.560But I think those people should face criminal charges, frankly, for treason.
00:42:04.280I mean, collaborating with the Chinese Communist Party, let alone military-linked entities, let alone helping them target the Achilles heel of the American political system so they could get, I don't know, a better ROI for China's preferred policies.

00:45:34.000They revealed a lot of these companies or these sort of entities as being military proxies and collaborators, obviously sanctioning, adding to the entity list, a lot of these kind of groups.
00:45:44.100I'm just curious, make the case, you know, a lot of admin people watch this show, they love Steve, can't blame them, but why you think going after the united front is a really, really useful arrow in the quiver to combat malign Chinese influence?
00:46:00.840I take the Chinese leader seriously when he says that the united front is his number one weapon to defeat the United States.
00:46:10.960He places that ahead of the People's Liberation Army, which he puts at number two, and the Communist Party itself, which he puts at number three.
00:46:18.260I think he means it when he says that.
00:46:20.700And why does he think that's his number one power against the United States?
00:46:24.460Because it subverts our democratic system and our constitutional system.
00:46:29.180It erodes the rule of law, but for their purposes, it allows them to extract extraordinary value from the United States while also damaging our system.
00:46:40.460So it's a way to use our system against us, to use our open system against us by extracting value and damaging our democracy at the same time.
00:46:49.460Easy example, as I know we're talking about higher education.
00:46:52.320The greatest heist in the history of the world has been committed by the Communist Party against the university system and corporate America.
00:47:01.340They've extracted literally trillions of dollars of intellectual property, and then they monetize that every year.
00:47:07.200They get a return of hundreds of billions of dollars every year on the trillions of wealth that they stole from us.
00:47:32.360All of these influence operations that we see—you could talk to some Chinese students on campus, and they will tell you, if I say this thing, my parents get visited back home.
00:47:42.480This is—so they're subverting constitutional rights inside the United States against Chinese immigrants, Chinese Americans, regular American citizens.
00:47:52.120They're broadly undermining our system, and they win by inches.
00:47:56.140That's why the United Front is so important to them.
00:47:58.660They turn our institutions against ourselves.
00:48:02.820And so perhaps they don't win an invasion against President Trump in this term, but they will win inches this entire time unless we eject this entire political warfare machine.
00:48:16.080The alternative is we let them slowly defeat us over time.
00:48:19.740They've already done this to some of our allies, New Zealanders, Australia.
00:48:23.960They are swamped with United Front influence operations.
00:48:26.520We have to eject them here, and then we have to help our allies eject them from their countries.

00:48:37.960And, Michael, just one more time, if people want to follow you, get engaged, you guys are always sort of sounding the alarm against a lot of, I think, Chinese infiltration, whether it's the Microsoft stuff, the Visa stuff, the United Front.
