00:19:22.180 Ms. President, for weeks, Democrats have spoken about the urgent need for reforms to immigration enforcement.
00:19:29.560 But it's been Democrats who have been the biggest obstacle to getting those reforms enacted.
00:19:36.320 The Trump administration took a number of steps on its own, I might add, to reform immigration enforcement.
00:19:43.040 And on top of that, the White House made two substantial and serious offers to Democrats to legislate reforms,
00:19:50.700 the most recent of which was sent more than two weeks ago.
00:19:55.700 The Democrats couldn't even be bothered to respond to the White House's latest offer until late last night.

00:21:40.120 And like their record-long shutdown in the fall, the victims of this shutdown are beginning to
00:21:44.140 pile up. TSA agents are working without pay. A significant number of agents are calling out sick,
00:21:52.020 leading to long wait times and lines stretching into airport parking garages.
00:21:56.880 CBS reports that 300 TSA agents have quit since this shutdown began. And that's on top of the
00:22:04.500 1,100 agents who quit after Democrats shut down in the fall. And it's pretty darn understandable
00:22:11.880 if you think about it. What do you do when, for two out of the last six months, you have
00:22:20.200 to work without pay? Well, that's what Democrats have put these people through. So it's more
00:22:27.140 than understandable that they might be thinking that there's got to be an easier way to earn
00:22:31.320 a living. I heard from one TSA agent in South Dakota who was at the end of her rope. She
00:22:37.340 writes, and I quote, it is very hard to live without getting paid. I do not know how long
00:22:44.520 I can keep doing this, end quote. Well, that's what happens, Mr. President, in the shutdown.
00:22:51.780 Real people get hurt. But if you ask the senior senator from Democrat, a member of the Democrat
00:22:57.820 leadership, he says, and I quote, we are very serene with what is going on, end quote. Very
00:23:05.800 serene, Mr. President.
00:23:10.920 I suppose that's not a surprising statement considering the Democrat leader characterized
00:23:14.340 Democrats' last shutdown in the fall by saying, and I quote,
00:23:18.600 every day gets better for us, end quote.

00:23:28.580 For Democrats, a government shutdown is just fine as long as it seems to be working
00:23:32.440 for them politically, no matter whether it's hurting hard-working Americans, no matter
00:23:38.580 if it's jeopardizing public safety and national security.
00:23:42.240 And Mr. President, make no mistake, Democrats' shutdown is harming hard-working Americans
00:23:47.220 and putting national security in jeopardy.

00:24:13.100 And on Thursday, we saw two tragic attacks take place.
00:24:17.320 One of those in Virginia was perpetrated by an individual who was arrested in 2016 for
00:24:24.680 attempting to provide material support to ISIS. The other, an attack on a Detroit area
00:24:33.140 synagogue was perpetrated by an individual who is reported to have had connections to
00:24:36.960 known or suspected Hezbollah terrorists.
00:24:42.720 Ms. President, this is no time for Democrats' political games.

00:25:23.680 Mr. President, if there's anything essential to the integrity of elections, it's ensuring
00:25:28.260 that those who are registered to vote are eligible to vote, and that those who show
00:25:35.020 up to vote at polling places are those who they say they are.
00:25:39.580 And how do you do that?
00:25:40.660 Well, by requiring that Americans show proof of citizenship when they register to vote
00:25:46.900 and that they show photo ID at polling places.
00:25:52.680 That's what the Save America Act would do.
00:25:57.720 It's just common sense.
00:25:59.600 And polls show that the American people overwhelmingly agree.
00:26:04.440 But to hear Democrats talk, you'd think that demonstrating citizenship or showing a photo
00:26:10.260 Photo ID is an intolerable burden, and yet, Mr. President, I haven't heard Democrats complaining
00:26:16.480 about the thousand other circumstances in which we require photo ID in this country.
00:26:24.080 Democrats are aware that Americans have to show photo ID to get on a plane, right?
00:26:28.800 And to start a new job, and when they head to the doctor's office, and to rent a car,
00:26:38.980 to stay in a hotel. Heck, if you want to get a library card, you have to show a photo
00:26:47.160 ID. The Democrats remember their 2024 convention when attendees had to show a photo ID to get
00:26:57.160 in. The senior Democrat senator from Georgia required photo ID to get into his recent rally.
00:27:08.980 Mr. President, did Democrats hear themselves?
00:27:13.980 Are they going to start boycotting libraries and airplanes and hotels for requiring a photo
00:27:20.980 ID?
00:27:21.980 Are they going to explain why they're perfectly justified in requiring photo ID for their
00:27:30.040 political rallies, why it's somehow an intolerable burden to ask people to show their photo ID
00:27:35.180 when they go to vote?

00:27:40.360 They'll simply continue with their mindless partisan opposition

00:29:17.760 dominate in women's sports, taking wins and medal opportunities away from women.
00:29:21.560 In an August 2024 United Nations report on violence against women and girls, they had this to say about the results of men participating in women's sports.
00:29:34.380 And I quote, according to information received by March 30th, 2024, over 600 female athletes in more than 400 competitions had lost more than 890 medals in 29 different sports, end quote.

00:30:01.760 The Save America Act would ensure that men are not allowed to hijack women's sporting opportunities.
00:30:08.260 And yet, once again, we expect my Democrat colleagues to oppose keeping women's sports for women.

00:33:44.760 democratic party they like to mutilate women they like to prevent you from having voter id when you
00:33:50.040 go to the polls. The reason to have voter ID is to thwart potential malintended threats to our
00:33:59.280 elections, such as fake absentee ballots, which is what the FBI ultimately concluded in 2020
00:34:05.080 that China was likely doing when it sent a bunch of driver's licenses to the United States in
00:34:10.780 December 2020 with the goal that they would become absentee ballots in fake names to help
00:34:16.080 Joe Biden win. That is what the FBI documents we made public last June show. We now know that the
00:34:22.260 intelligence community not only kept that plot from the American people, not only in 2020, but
00:34:27.660 in 2022 and in 2024, quite frankly, they're keeping it from the 100 senators that'll be debating
00:34:34.200 the SAVE Act in the next few days. They also kept the fact that China accessed, penetrated
00:34:41.260 the voter registration databases of American. I want to remind everybody these are the databases
00:34:47.680 where you have your driver's license number, your social security number, other key personal
00:34:52.380 identifying information that allows you to vote and to be identified as a legitimate voter. It's
00:34:57.940 so sensitive that the Democrats currently say we shouldn't even share it with the Justice
00:35:03.160 Department. But the intelligence community decided to keep secret from the American people,
00:35:08.660 from the Congress, the fact that China accessed multiple states' voter registration databases in
00:35:15.320 2020. Now, remember, people like Chris Krebs said no foreign interventions in the election.
00:35:20.320 The FBI director at the time, Chris Ray, said we didn't have any problems. We were on top of
00:35:25.080 everything. It turns out that there were major breaches of the state voter registration data
00:35:31.000 that China directly committed, and it was kept from us. Now, in England, similar revelations
00:35:38.100 came out in 2024. The Biden administration, in fact, was alarmed and said they were angry. They
00:35:44.100 even indicted some Chinese hackers when Great Britain revealed its voter databases were breached
00:35:50.580 and hacked in 2021. And they revealed that in 2024, three years later. When the Biden administration,
00:35:56.640 when the U.S. Intelligence Committee expressed outrage at Great Britain, they knew our voter
00:36:01.120 registration data was breached, that it had been accessed by China, that it was being used
00:36:05.800 for public opinion measurement and possibly other malfeasas.
00:36:12.020 To keep that from the American people from six years,
00:36:14.180 to keep it from the senators who are about to vote on this bill
00:36:17.220 is a real disservice to the American public.
00:36:19.980 So we were able to get these declassified documents.
00:36:22.480 Ironically, some of them were declassified by the Biden administration.
00:36:25.720 I got more help from the Biden administration right now than the Trump administration.

00:36:30.640 It does look like CI Director Ratcliffe, DNI, Tulsi Gabbard are in the process of declassifying some documents.

00:36:45.700 And there's one report raising concern that Ukraine was engaged in a plot to do something bad in the 2024 election to help Joe Biden.

00:36:55.380 There is intercepted intelligence that the Trump administration has had for many, many months, in which it is suggested by Ukrainian officials that they're going to try to help Joe Biden win the election using American taxpayer money.

00:38:50.420 larger operation, China penetrating different places where they could get access through cyber
00:38:56.580 intrusions, cyber activity, access to the personally identifying information of American voters and
00:39:02.800 then use it or be in a position to use it to influence the election. Now, there is some
00:39:07.520 dispute in the election. There's some dispute in the Intelligence Committee about how much China
00:39:11.880 it did in 2020, but there is zero dispute. It is undisputed from the documents I've been shown
00:39:17.840 that I've seen and from the people I interviewed. I even interviewed a whistleblower on the record
00:39:21.900 yesterday, Christopher Porter, who talks about exactly what the Intelligence Committee knew.
00:39:26.880 It was unanimously believed by the U.S. Intelligence Committee that China hacked into our
00:39:32.180 and accessed voter data information, just like what created a national crisis and scandal in
00:39:38.620 Great Britain just two years ago. But in America, we've had crickets. We've had crickets from the
00:39:43.060 White House. We've had crickets from the Intelligence Committee. There are most members
00:39:47.400 of the United States Senate that I interviewed in the last couple of days had no idea these
00:39:51.840 documents existed, that these concerns were unanimously understood to be a problem by the
00:39:57.960 U.S. Intelligence Committee. Everybody's been kept in the dark. I think there's an extraordinary
00:40:01.880 opportunity for President Trump. His intelligence team, starting today with the oversight hearings
00:40:06.940 that they're going to have with the intelligence leaders
00:40:10.380 to brief and educate the senators who are in this debate right now
00:40:14.660 about what China did.
00:40:16.360 And by the way, how voter ID and citizenship checks
00:40:19.300 could prevent future use of this data from being misused.
00:40:26.460 John, I want to get to the whole overall for China in a second.
00:40:30.100 I want to go back, though, because this is the way people lose faith
00:40:33.500 even in a Trump administration.
00:40:35.820 wasn't it krebs i mean over and over and over again we had our nose rubbed in this was the
00:40:42.520 safest most secure election by political appointees of the then president so how how
00:40:49.360 are people supposed to sit here and go i don't understand how this can happen and biden and the
00:40:54.580 cover of biden's bad enough but you had people sit there and talk about the 2020 election people in
00:40:58.920 charge of cyber at the highest levels of dhs would go on tv and brief the president and then go on tv
00:41:04.600 and say the most secure and that we our nose has been rubbed in that by rachel maddow now for five
00:41:10.600 six years how how could that have happened are you telling me krebs and wolf and the highest people
00:41:17.380 at uh at dni and cia and dhs and and uh and fbi knew this happened had these facts as they're
00:41:27.120 being presented today and look people in the eye and lied to the president united states and then
00:41:31.360 went on camera and doubled down on that line? There are great questions to be figured out when
00:41:38.260 each component in the United States intelligence community concluded that China had breached these
00:41:44.320 databases. But by all the reporting I've done, it was widely understood by the Homeland Security
00:41:49.460 Department, which employed Chris Krebs, the FBI, which employed Chris Wray, the CIA, which employed
00:41:55.780 Gina Haspel, and the DNI, which was in transition at that time, eventually the future CIA director
00:42:03.240 John Ratcliffe got in charge of that, that by April there was consensus in the U.S. Intelligence
00:42:09.200 Committee that China had breached these documents. In May of 2020, the United States government
00:42:15.240 learned that Iran, another bad actor, had hacked into a single state's database and stole 100
00:42:22.640 American voter identities, 100,000, excuse me, 100,000 American voter identities. All of that
00:42:29.420 was kept. When they made those statements in December 2020, that information was known
00:42:33.960 by U.S. federal agencies. There were sealed indictments. There was multiple briefings,
00:42:39.400 scores of raw intelligence reports, two or three completed products, intelligence products,
00:42:45.500 where the committee writes a whole report on it, confirming that these things happen. And you have
00:42:50.180 to ask yourself, who knew what when when they made those comments in December? And I think
00:42:54.240 that is a great opportunity for the House Intelligence Committee, the Senate Intelligence
00:42:58.380 Committee, the President's Intelligence Advisory Board to go back and find out which officials
00:43:03.300 allied to us, which officials looked in the camera and knew what they were saying wasn't
00:43:08.400 true. But more importantly, right now, at this moment, there are 100 senators still
00:43:14.200 flying blind beyond what I put into the public domain in the last 24 hours, which are reports.
00:43:20.180 declassified. They clearly state China gained access to this voter data. Most senators don't
00:43:25.660 know. Most members of Congress don't know. Most former cabinet secretaries from Trump one don't
00:43:30.200 know. And tomorrow, we're going to put some pretty explosive documents out again, Steve. And what
00:43:35.300 we're going to show people is what the intelligence ombudsman, the person who's supposed to watch the
00:43:40.940 intelligence community on behalf of the American public, what that person concluded, why China
00:43:46.980 intelligence, intelligence about China doing bad things in the 2020 election, why it was suppressed
00:43:53.280 from the American people. When you see what he concluded, you're going to be angry. The people
00:44:00.100 around Donald Trump, the people who were supposed to serve that president, the man the American
00:44:03.680 people elected, were trying to keep from him information he could potentially use to raise
00:44:09.660 concerns about China. They kept a president in the dark and they kept an American public and a
00:44:15.440 Congress in the dark because they had a political agenda of not letting Donald Trump score points
00:44:20.540 on China. That's what you're going to see tomorrow, the documents we make public tomorrow.
00:44:29.100 As damning as that is, because this is not done in isolation, these are unrestricted. We're
00:44:33.800 linked. Let's go back in time. Why the Chinese Communist Party? Why were they focused on mail-in

00:46:36.720 apparatus of Great Britain was in enormous alarm, and they created a national solution to this,
00:46:42.980 including election integrity improvements, punishments for China. The Biden administration
00:46:47.980 joined in trying to punish China in punishing some of the Chinese hackers involved.
00:46:53.500 We're 14 hours into the same revelations, the same MO as China. There hasn't been a White House
00:46:59.020 briefing. There hasn't been a peep out of the director of national intelligence. There hasn't
00:47:03.760 been anything said by the people who possess this evidence. The difference in how Great Britain,
00:47:10.260 which by the way, isn't a model for a lot of things right now, and how we're reacting to it
00:47:15.200 now is part of the reason. The current people around the president have the opportunity to
00:47:20.860 make this what it should be, a moment of alarm for the American people, a moment of alarm for
00:47:26.220 Congress. They should be educating folks. There have been crickets on this. You can't complain
00:47:31.360 about the deep state. If after the deep state's been foiled and the information is now public,
00:47:36.940 you don't do the responsible thing that this information requires be done. And I think you
00:47:42.260 have to ask yourself, where's the communication strategy today? Where is the briefings that
00:47:48.140 those senators could have? Where's the rest of the documents? Now, to this credit, John Ratcliffe
00:47:52.740 told me yesterday in a statement from his press secretary. He's going to declassify everything.
00:47:57.120 That's great. But where is the movement today? Great Britain jumped on this within hours.
00:48:03.180 We're not going to be a day or two into it. And there's been nothing but a yawn from the people
