00:04:33.240the way results are sometimes communicated. And we talk about them as though this is the votes
00:04:39.040coming in, as they're coming in. And in fact, all these votes are counted more or less at the same
00:04:43.760time. And the official results often don't come. We don't get an official result sometimes for
00:04:48.020weeks, even in an election where there's a called winner and where unofficial results come in.
00:04:53.400When you talk to election officials and when you talk to election scholars,
00:04:56.080this is something they really worry about, is that voters just don't understand the way that
00:05:00.560the system works. And I think they are getting a better understanding. I think a lot of people
