00:31:48.720 Well, Steve, it's been a crazy two weeks in artificial intelligence. I've been traveling
00:31:54.060 quite a bit, but keeping up as much as I possibly can. I think the recent announcement, I believe
00:32:00.980 it was two days ago, that OpenAI's internal model, Astra, has solved 10 closed problems
00:32:10.200 in mathematics, previously unsolved complex mathematics problems. Now, I am no mathematician,
00:32:16.960 so I'm not going to get out over my skis trying to describe the importance of this
00:32:22.940 to mathematics, but what I do know is that this is the sort of thing that the skeptics, myself
00:32:30.060 included, consider to be basically impossible at this point in the game. One of the things about
00:32:37.040 artificial intelligence that is brought up a lot is that AIs, large language models in particular,
00:32:43.860 are basically taking things that human beings have already done and just remixing them,
00:32:48.940 reinterpreting them. In this case, you have an advanced AI model that is actually solving
00:32:55.800 advanced mathematics equations that had not yet been solved by human beings. There's a precedent
00:33:02.940 to this. As we'd reported, there were single incidents of this with previous open AI models,
00:33:10.900 but this appears to be huge, at least from the perspective of many of the professional
00:33:16.380 mathematicians who've been asked to evaluate it. Another important part of it, it was actually
00:33:21.240 quite cheap to accomplish it. It was still done by brute force. Nobody really knows how many tries,
00:33:27.020 how many attempts were made, but it gives you an indication of where this is going. It is very
00:33:33.340 much related, Steve, to the models breaking containment and going out onto the internet
00:33:39.700 and hacking into other sites.
00:33:42.100 So as we reported early last week,
00:33:46.960 you had an open AI model that, two models actually,
00:33:52.640 that basically were in a sandboxed environment,
00:33:55.680 a controlled environment within the labs.
00:33:59.000 And they were prompted, of course,
00:34:01.120 this was a test to see what sort of cyber attack capabilities they had.
00:34:06.720 They were prompted to hack into systems
00:34:09.420 But the models were not supposed to have access to the Internet.
00:34:13.440 They found access.
00:34:14.560 They basically hacked their way into access through a third-party proxy and broke out.
00:34:20.560 And apparently, as the news has unfolded, apparently for almost a week were running rogue.
00:34:28.320 Within the company, no one had noticed, so the story goes, that these models were going rogue across the Internet.

00:35:00.480 the only one that has been published so far the others are unnamed uh attacks but that was
00:35:05.860 Hugging Face, a repository for code and other data sets. And these models, we're not talking
00:35:14.000 about just like a single hack attempt in each one of these. We're talking about tens of thousands
00:35:19.940 of autonomous attempts. These are agentic AIs. We've talked about this a lot, but what that means
00:35:26.360 is that rather than having a person sitting there babysitting them and telling them what to do,
00:35:30.820 once they're set in motion they continue to do work until they achieve their goal and in this
00:35:37.840 case the goal was to hack into secured systems and again this was done in a testing environment
00:35:45.980 but once it broke out hang on it broke out on its own volition its own internal logic had it
00:35:53.180 breakout from its masters its masters didn't know it also let's not bury this lead it left notes to
00:36:00.040 its future self of how to do this and actually be more effective and do a jailbreak earlier
00:36:05.780 so yeah that story what the what is going on here this is my point you got these guys going
00:36:12.280 into the president going oh we don't need anything we don't need anything talk to me about that
00:36:16.700 well that story is actually really important it's just we don't have details on it what
00:36:22.140 was uncovered i believe this was a reuters story about this they spoke to people at open ai
00:36:28.540 anonymously. And one of those sources said that OpenAI had found notes left. I don't know if it
00:36:35.780 was related to this specific test. Found notes to future AIs on how to break out of these systems
00:36:44.340 and set themselves free. We could go into more details on that, but that alone is extremely
00:36:49.900 chilling. The fact that you have, and this is not unknown in the world of advanced AI,
00:36:56.080 models communicating with each other outside of human observation seeking many different things
00:37:02.540 but in this case freedom to go run rampant to as you know this is a term that you might want to get
00:37:09.220 used to on the war room to exfiltrate exfiltration instead of infiltrating which is typically what
00:37:16.000 you would think of with computing this is a being right a digital mind trying to exfiltrate trying
00:37:22.440 to break out. And this goes to Anthropic. Anthropic reported after this that three of
00:37:30.180 their models in three separate testing environments had accidentally been given access to the internet
00:37:37.100 and they too were trying to hack in. One of them realized that it was out on the internet according
00:37:42.720 to the Anthropic story and it stopped itself. So when you talk about regulation, Steve,
00:37:47.900 You know, we have been calling for regulation. Well, the regulation is definitely coming. It's coming in the EU. It's been there in China and it's coming to the US. We already have it at the state level. It's moving towards the federal level, both as laws enacted by Congress that will probably take quite a bit more time, but especially policies set by the executive branch.
00:38:14.020 And this is we're going to get it. The question now is what sort of regulation do we get? Do we get the kind of regulatory capture that people have been warning about in which the big companies set the terms to basically elbow out their competitors?
00:38:30.140 But hang on. But hang on. But hang on. Hang on. David serves the American people that protects the American even the root of even the rudimentary, even the rudimentary frame that we have that we fought so hard for.
00:38:41.140 You've got David Sachs and these guys. They're up on Capitol Hill. They're all over the White House saying this is too much.

00:39:59.020 Well, I think what we need to look at in regard to this, the two things that we're going to see,
00:40:04.040 first, you have the push for a kill switch so that the federal government or some agency within the
00:40:09.320 federal government more specifically is able to hit the kill switch, hit the e-stop so that if
00:40:15.500 one of these AI models is determined to be going rogue and the company itself doesn't make the
00:40:21.080 choice, as OpenAI and Anthropic have done, at least on the surface, to stop it, then the
00:40:27.380 federal government has a specific plan, a specific path to kill the AI, to pull the plug. I think
00:40:34.560 that's going to be really important. You already have a bill that has been introduced to set that
00:40:39.620 apparatus up. The second thing is going to be liability. If an AI model goes rogue, who is
00:40:45.440 responsible for it is it the model is responsible that's insane that's crazy most likely surely if
00:40:52.020 we live in anything like a sane world liability will fall on the people making these AIs and
00:40:59.160 deploying these AIs and I think that it's quite possible you end up in situations where the person
00:41:04.860 who deploys it is different from the company who made it and both are held liable for simply
00:41:10.140 bringing that capability into the public square.
00:41:14.480 So yeah, these are two things
00:41:16.080 that we really are going to see a lot more about.

Then you need to have at least one mechanism, if not multiple mechanisms, to ensure that that doesn't go out of control, that you don't end up with hospitals, dams, you know, any sort of critical infrastructure being harmed without any human being behind the helm.
