00:10:31.280 through uh with these tech oligarchs sir well i wish the answer were more satisfying but i have
00:10:39.320 to tell people the truth it's actually confusing for a lot of people um for a decade um greg abbott
00:10:43.700 was one of if not the biggest cheerleader for data centers uh in the country and in fact just
00:10:47.980 Last year, he was at a ribbon cutting in my district just down the road minutes from where I'm talking to you right now.
00:10:53.480 And the problem with these things is it's not just we're saying, hey, let the free market work.

00:10:59.120 There absolutely is a need for some of these data centers, especially as we have geopolitical adversaries, you know, China and Russia and all these other places.

00:11:09.980 But the reason we've had the massive explosion of them in Texas isn't because of free market forces.
00:11:15.720 It's been because of something that I've been screaming from the rafters for years in Texas to try and end, which is the corporate welfare.
00:11:22.860 The state of Texas, the executive branch, has been bribing these massive, rich, international data center companies to move to Texas,
00:11:31.520 paying them to relocate with taxpayer dollars through grants administered by the governor's office.
00:11:37.120 And then when these big data centers get to Texas, we don't make them pay sales taxes like everybody else.
00:11:41.880 We don't make them pay property taxes. And the effect of that has been to increase the property taxes on homeowners who are being taxed out of their homes and small business ma and pa shops that have been servicing their community.
00:11:52.760 It has shifted the burden from these rich data centers to the small business owners.
00:11:56.940 And so that's the real problem. That's what we need to end.
00:11:59.520 And that's what for I think since late last year I've been calling that should be on the special session agenda to stop giving corporate welfare to rich, woke, multinational corporations.
00:12:11.340 We should say all corporate data, all corporate welfare in the state of Texas, including to the data centers, the corporate welfare has been the reason we've had these explosions.

00:12:26.300 The reason we've had the massive explosion of data centers in Texas is because the Texas government for well over a decade now has been taxing Texans exorbitantly and handing tax dollars, bribing them to relocate here, and then not making them pay property tax and sales tax.

00:18:40.880 So how much anger and concern are you hearing out there about data centers?
00:18:45.460 So what we've been focused on is responding to concerns that have been raised about data centers
00:18:50.060 and making sure that we have created a structure that's going to do more than any state to solve the problem.
00:18:56.880 As governor, I have outlined the greatest detail and most comprehensive plan of any governor in the United States of America to respond to the data center challenge.
00:19:07.560 Let me tell you what I've done.
00:19:08.780 I have pressed pause on any new data center, being able to join the operations in the state of Texas.
00:19:15.440 And other governors have done the same.
00:19:16.740 And well, here's the deal.
00:19:18.340 During that pause, I have set guidelines and guardrails that all data centers have to comply with.
00:19:25.580 Number one, they must identify what water usage they're demanding and make clear they are not taking water from communities that need it.
00:19:36.220 Number two, they must not take power from the Texas power grid that's needed.
00:19:40.860 Number three, they must actually lower the cost of electricity for consumers.
00:19:45.440 Number four, they need to make sure that they are not disturbing neighborhoods or rural communities.
00:19:51.620 These are standards that are now being universally applied by all the data centers in the state of Texas.
00:19:57.360 But you're seeing, I mean, we see it not just in Texas.
00:20:00.100 We see it all over the country.
00:20:01.320 I mean, some of these town hall meetings, some of these public hearings, real anger.

00:20:33.540 That's why I am now coming in as governor saying, listen, if you're a data center and you want to operate in Texas,
00:20:39.020 you have to first get the approval of those in local communities.
00:20:42.780 And that's why I set that standard, no data centers disturbing local communities in Texas.

00:21:21.080 But again, their concern about the exponential growth of this and to say that, well, we're pumping the brakes or that they didn't do a good enough.
00:21:26.740 You can't just really shift the burden like that after the fact because the reality is, like I said a minute ago, and I really can't stress this enough, it wasn't like they just showed up out of free market allocating resources.

00:21:40.300 They're here because the Texas government has for probably 10 to 15 years now been giving them massive amounts of my constituents hard earned money.

00:21:51.780 It's not only are they going up in rural Texas, are they going up in communities and rural areas where people don't want them?
00:21:57.360 It's the fact that Texans understand that their property tax dollars have been being given to these very wealthy data centers to subsidize.

00:22:10.780 and sales tax breaks that they don't get. So if we want to actually deal with this and we could
00:22:15.340 deal with this right now in a special session, cut off their corporate welfare, cut off the sales
00:22:19.400 tax abatements, cut off the property tax abatements, that would get to the heart of the issue and allow
00:22:25.080 Texas to still expand, to still lead in these areas, but not have the artificially in high
00:22:30.700 numbers of data centers going all over the state of texas that we wouldn't have if it were not for
00:22:36.400 the property tax breaks that these wealthy companies are getting that small mom and pa
00:22:40.300 shops are not getting let's solve the issue let's not just talk about it let's do something and by
00:22:44.480 the way i haven't seen much polling saying that the legislature is likely to pick up a lot of
00:22:48.300 republican seats next year so if we believe we've got a majority right now let's use it while we
00:22:52.960 know we have it i promise you the democrats would did anything that the governor just said right
00:22:59.680 there i mean it's obviously you know about the aquifers about the power about you got to cut

00:25:31.840 One massive power plant for a meta data center approved in 20 days, another in just three days, another in two days.

00:25:43.840 Well, so the way that it works in Texas, they didn't get approvals from the state of Texas.
00:25:48.420 They had to get approvals to build those power plants to power their data centers.
00:25:52.380 So to actually begin the data center, they don't need to get approval from the state of Texas, which is the way the law currently works.
00:25:59.400 One thing that they would need to do eventually is to get approval to plug into the power grid.
00:26:05.480 However, in Meta, for example, out in El Paso, they are outside the Texas power grid there.
00:26:11.860 And so they weren't required to be a part of getting the approvals from the power grid.

00:39:26.480 with it so when voters go vote in November they will vote on contrast and
00:39:33.380 and make a choice about do they want the Republican or the Democrat candidate?
00:39:38.880 And the answer to that is far more complex than just one price point.

00:39:45.400 But also I say that I want safe communities, whereas our opponents, they vote to defund the police.

00:41:25.200 So the hypocrisy is always something to behold. But look, one thing I would say to that, and just going to be really blunt, I don't know any other way to do it.
00:41:32.340 I don't have much of a filter here. What voters want when it comes to the affordability crisis, and I'll say this directly, the main driver of affordability being a problem in Texas is government.
00:41:42.440 government spending, crowding out the private sector, and in particular in Texas, property
00:41:47.380 taxes. We've got the highest effective property tax rate in the country, according to one think
00:41:51.600 tank. We need to address that head on. And what I think the issue is for voters right now,
00:41:56.620 they're in the mode of, show me, don't tell me. And here's the reality. We have every office from
00:42:03.640 the governor, lieutenant governor, every statewide, massive majorities in the Texas House, the Texas
00:42:07.320 Senate. Let's use it. You know, when Democrat states have a one seat majority in states around
00:42:13.060 the country, their entire agenda gets through. We've got a 20 to 30 seat majority in the Texas
00:42:17.420 House. Why can't we get our agenda through? Let's show the voters. They don't have to take our word
00:42:22.500 for it. Let's show the voters. If the governor's got this five point plan for property taxes or 0.80
00:42:26.920 this, that and the other thing on health insurance to get rid of some of those mandates. By the way,
00:42:30.000 I support that. Let's do it. Let's vote on it this week. Call a special session. Let's pass it. Let's
00:42:35.740 show the voters. Voters are starving for bold leadership in the state of Texas where they can

00:44:00.400 ticket in 2026 it would be an albatross on the party. I said if he's the nominee we could well
00:44:05.760 experience a massacre and the first Democrat elected statewide. Elections are about choices
