00:00:58.880 that's right this is the rule that must be approved by the house before the full house can consider the
00:01:04.400 bill to suspend the debt limit until january 2025 typically these rules were essentially sets of
00:01:09.520 parameters for the floor debate typically they're approved along straight party lines no members
00:01:14.400 from majority party vote against it no members of minority party vote for it this is different i mean
00:01:19.760 amid concerns from the far right of the house republican conference speaker mccarthy is struggling
00:01:24.560 to get the votes on the just republican votes alone in order to get this rule approved if all members
00:01:30.080 are voting he needs 218 votes to get this approved right now he has 187 votes there are 29 republican
00:01:38.560 votes voting against it you he can only afford to lose no more than four republican votes in order
00:01:44.960 for any bill to be approved along straight party lines at the moment democrats themselves are voting
00:01:51.040 against it that's what the direction from the democratic leadership was to the rank and file to
00:01:55.840 vote against it then but there are 42 democrats who have not yet voted they're holding out their votes
00:02:02.320 and they're expected ultimately to give the speaker the votes in order to get this rule approved but
00:02:07.760 it's very clear the democrats are trying to make the speaker sweat try to extract potentially some
00:02:12.960 concessions we'll see if any deals are cut on the house floor but at the moment right now the
00:02:18.640 leadership does not on the republican side does not have the votes to get this rule approved now our
00:02:23.360 our colleagues within the chamber say the speaker is in the chamber he looks pretty relaxed he does
00:02:28.080 expect this rule ultimately to get approved but at the moment right now it's going very slowly 188
00:02:33.680 votes in the affirmative that's not enough 188 republican votes 29 republican votes against it and
00:02:39.920 counting five republicans have not voted yet we'll see what ultimately happens here jake but if and
00:02:44.560 when this rule is approved that will be the first step before the full house votes tonight and to
00:02:51.200 suspend the debt limit past this bill that it was negotiated with the white house send it over to
00:02:55.360 the senate after weeks and weeks of negotiation months of standoff between the two sides but at the
00:03:00.320 moment drama playing on the floor as the speaker trying to get this first part procedural vote approved
00:03:05.600 and right now it doesn't have the votes and mana we're hearing uh that some uh members of the
00:03:10.080 conservative house freedom caucus are threatening uh to use the what's called a motion to vacate
00:03:16.080 uh basically it just it allows uh just one member to to raise this as a move to oust mccarthy as
00:03:23.200 speaker they're threatening to use this uh next week is is that real that is really an uncertain
00:03:29.760 question jake because as you mentioned just one member can essentially call for this vote and they
00:03:34.240 can't stop this vote from happening and if the speaker is unable to limit defections to more than
00:03:39.840 no more than four if there are four or more who want him out as speaker he's out as speaker assuming
00:03:44.000 all democrats vote to remove him as well the conservatives have not made a final decision
00:03:49.360 about whether to go that route but some of them are very angry about whether about the deal that was
00:03:53.680 cut they believe it didn't go far enough and are weighing whether or not to go that far that is
00:03:58.240 a discussion for another day the question is whether the temperature will cool down a bit if this bill
00:04:03.360 passes and the big question tonight is how many republicans ultimately vote for the underlying
00:04:08.960 bill to raise the debt ceiling the speaker and his team want to have a majority of house republicans
00:04:13.840 to get behind it the speaker today told me he is confident he will get a majority of republicans
00:04:18.560 voting for it some of the folks on the far right the congressman matt gates have warned that if it's
00:04:22.960 under a majority of house republicans that's what could trigger the efforts to try to oust him from
00:04:27.360 the speakership so that vote that threshold is key and the question will be if this will after this
00:04:32.800 passes if the the calculation changes on the far right of the conference but at the moment right
00:04:38.240 now the speaker doesn't seem to concern let's have it it's uh it's uh wednesday 31 may year of our lord
00:04:44.480 2023 that went on to get through the uh to the rules i asked uh congressman uh tim birchette um
00:04:52.800 birchette to come on uh congressman you've been um and this is about leadership that was a humiliation

00:10:48.400 so much more would have put us in much better space um 78 000 new people can be added to food stamps
00:10:55.840 each month under this program it's just mr bannon i mean it's gonna it's got a lot of holes in it you
00:11:02.400 know the irs deal they were gonna kick all these irs agents out and and that's that's not happening um

00:14:18.080 group think what happens is is people surround themselves with people they're yes men or yes women

00:22:45.440 raise the debt limit another four trillion dollars up to 35 36 trillion that means that the interest on
00:22:52.640 the debt is more than we we spend uh to fund the entire pentagon the department of defense just to to
00:23:00.000 keep our country safe and secure so without a doubt this is a national security issue i can't i i still
00:23:06.880 can't believe it steve that anybody is celebrating this that any republican or democrat would clap on
00:23:13.360 the floor for a bill like this to raise the debt limit that's never something that anyone should be
00:23:19.200 excited about if we're going to raise the debt limit then let's at the same time make reforms and
00:23:24.960 spending cuts that will bring down the national debt not allow it to grow another four trillion dollars
00:23:31.200 this is an easy vote for me i've had a lot of hard votes since i've been in congress this isn't one of
00:23:36.400 them i i i have no doubts about it i'm going to go down to the floor tonight and cast a no vote uh against
00:23:43.120 something that i think is a really bad deal for our country look the hoosiers are known as practical
00:23:50.880 kind-hearted tough folks kind of the heart of this country what are your you're you're you represent a
00:23:57.280 great district you're going to run statewide for senate what what are the hoosiers say about this
00:24:01.200 what do these common sense folks say about when you talk to them about this bill yeah my my phones
00:24:06.240 are ringing off the hooks have been the last couple of days um a lot of republicans scratching their
00:24:11.360 heads about this deal and and a lot of hoosiers who oppose it for the reasons that i just laid out
00:24:17.520 so we we went from a few weeks ago we passed the the limit save grow act that would have cut five
00:24:23.920 trillion dollars in spending and raised the debt limit by 1.5 trillion so i'm not the smartest man
00:24:29.680 in washington steve but you do the math and that's a good deal that sends us down a path to bring down
00:24:35.520 the debt to cut spending this deal does about the opposite it raises the debt limit by 4 trillion but
00:24:42.560 only makes arguably by some estimates uh at best 1.5 trillion dollars in spending cuts over the next 10
00:24:50.960 years so that's not to me that's not a good deal that doesn't do what we said we were going to do
00:24:56.960 you know a year ago from right now uh in in uh june of of um of 2022 republicans were talking about a
00:25:05.920 red wave election we we thought at that point we were going to win a 20 30 40 seat republican majority
00:25:13.280 we ended up with only a five seat majority and a lot of a lot of people were questioning what why did
00:25:17.680 that happen how did we fall so short and my my uh my response to that steve is that we we didn't we
00:25:23.760 didn't have a red wave because the voters didn't trust us they know that when they give us the majority
00:25:29.360 we usually fall short and don't follow through on the commitments and promises that we made so we had
00:25:35.040 an opportunity we won a five seat majority and i think this opportunity still stares us in the face if
00:25:41.040 we are if we are strong if we follow through on our promises we can grow that five seat majority
00:25:48.000 into a much more sizable majority in the 24 election win back the white house win the senate majority
00:25:54.320 as well and then we can do even more uh to to restore and save our country so i think in this
00:26:00.240 case though we're falling short on that i hope that we can recover quickly and and get back to following
00:26:06.080 through on the things that we said we were going to do on the campaign trail last year uh congressman
