00:13:31.560 they said that rates,

00:13:33.700 drivers' wages were going up 7% to 12%,

00:13:36.260 and they didn't think

00:13:37.840 that the market was catching up enough.

00:13:39.920 So they implemented this plan

00:13:42.340 to cut red tape

00:13:44.300 and streamline the issue of CDLs.

00:13:47.820 But the problem is

00:13:49.300 what that streamlining

00:13:51.300 and red tape cutting looked like,
