00:02:04.400 I'm here in front of the National Gallery, Washington, D.C., with Shelby Knox of Parents Together and a number of parents who have lost their children to social media and artificial intelligence.
00:02:18.160 They've been kind enough to tell their stories, and they're here trying to push back on the tech companies and those currently in the administration who are pushing for federal preemption to either defang or stop state-level legislation to prevent any further damage.

00:02:40.280 Shelby, can you just tell us about what organizations put this together and what this projection behind us really is trying to communicate to the public?

00:02:50.340 So this is an event put on by the Heat Initiative, Young People's Alliance, Parents Together, and we have folks here from Parents Rise and Parents SOS.
00:02:58.740 And this is to take a strong stand against preemption in any form.
00:03:03.400 The folks who are standing next to me lost their kids due to unregulated social media.
00:03:07.960 They lost their kids because no one reigned in big tech.
00:03:12.140 And if we allow states, if we allow big tech companies to let AI off with a pass, then we will lose another generation of kids to social media.

00:03:27.460 So we're an organization that works on issues that helps parents and kids thrive.
00:03:31.480 So we do a lot on education, raising healthy kids.
00:03:34.960 But my team particularly works on keeping kids safe online.
00:03:38.260 We hear from parents every single day, this is the kitchen table issue.
00:03:42.400 They are fighting with their kids over screen time.
00:03:44.500 They're worried about who they're talking to online.
00:03:46.840 They're worried about them trying dangerous challenges.
00:03:49.500 So we work with parents across the country to keep their kids safe online and to push regulators to do more.
00:03:55.900 Can you tell me a little bit about the Kids Online Safety Act?
00:04:01.160 It's going to the House tomorrow.
00:04:03.540 Can you give us an update on where it stands right now?
00:04:07.040 Has it been defanged as it moves forward through the Congress?
00:04:10.340 Last year, the Senate passed a version of the Kids Online Safety Act that had a strong duty of care, that allowed parents and kids control over the algorithms, that allowed researchers access to what the companies were doing.
00:04:23.220 The version that the House is going to hear tomorrow is much weaker.
00:04:27.420 It would not protect kids.
00:04:28.720 It is only the Kids Online Safety Act in name, and we want the version that the Senate passed last year.
00:04:35.160 There was broad agreement on it, and that is the law that could get passed, and we would urge Congress to take up that version.
00:04:41.060 And there's language in the new Kids Online Safety Act that would allow for federal preemption.
00:04:47.180 Can you tell us a little bit about that?
00:04:49.100 Yeah.
00:04:49.400 I mean, basically, this is a slap in the face.
00:04:51.600 The folks here have been working on this issue for over three years.
00:04:55.220 They are the backbone of COSA, and to use the bill that they fought for, that they put their sweat, blood, and tears into, to then say states cannot make laws to protect kids when states have been on the forefront, on the front lines of protecting kids on social media, frankly, it's a slap in the face.
00:05:11.160 On the tech companies' side, has anyone from these tech companies reached out to any of you to either offer their condolences or give any assurance?
00:05:22.220 No.
00:05:22.700 So just to get an idea of the sorts of things that these tech companies are pushing, Meta recently, it was revealed, allowed for children to be groomed on their platform.
00:05:36.320 I think that it took something like 16 or 17 times for a complaint to be filed for them to even take it down.
00:05:43.460 And we saw how quickly they can take down any material they don't want.
00:05:47.680 What do you really perceive on the other side of this?
00:05:50.660 Do you think that Mark Zuckerberg is willingly doing this?
00:05:54.260 Do you think his hands are tied because of profits?
00:05:56.600 How do you perceive people like Zuckerberg or any of the other tech oligarchs?
00:06:00.880 I think that they are choosing to put profit over kids' lives.
00:06:04.200 They could protect their most vulnerable users.
00:06:06.600 They have the tools.
00:06:07.340 They can age verify.
00:06:08.960 They can know who's a minor.
00:06:10.080 They can know who's a groomer.
00:06:11.260 They have the tools, but they're not going to use them until they're forced to because it doesn't benefit their bottom line.
00:06:16.180 And David Sachs, I mean, David Sachs has run cover for these guys.
00:06:19.860 He talks about this, this issue as a moral panic.

00:06:25.400 I think that the moral weight of a country is whether we can protect our most vulnerable citizens.
00:06:31.160 And to say that America, the greatest nation in the world with the greatest minds, is going to lose the AI race because we can't protect our own kids, that's an admission of failure.
00:06:40.920 So the message that is being projected behind us right here, right now it says, don't let AI buy the government.
00:06:49.880 It's going, it's sequencing through and hopefully many thousands, tens of thousands of people will see this stop Sachs AI preemption.
00:07:00.080 As this message is going out, as it's going out to the war room posse, what do you hope to see tomorrow and what do you hope to see long term in this fight against these companies and the people who are facilitating it here in Washington, D.C.?

00:07:57.700 You had asked if anyone reached out to us from the tech companies, and we said no.
00:08:04.620 But what happened in January of 2024 was all the big tech leaders were forced, pretty much, to come to a Senate hearing about how they had been operating and how they were harming children.
00:08:17.180 And at one point, Mark Zuckerberg from Meadow was kind of goaded into standing up and turning around and apologizing to us, and I think most of us were here, if not all of us were here for that.
00:08:29.560 But then he turned around and spent millions and millions of dollars lobbying against it, telling, the lobby was telling lies depending on which side they were talking to, the Democrats or the Republicans.
00:08:42.820 They were different lies, but they blocked the bill that passed the Senate almost unanimously.
00:08:48.600 And in this day and age, that's crazy, so amazingly good.
00:08:52.220 And then it just never got out of the house.
00:08:55.060 It never even was brought to the floor.
00:08:56.840 So big tech has blocked us every step of the way, and it can't happen anymore.
00:09:04.520 David Sachs calls this a moral panic.

00:09:13.860 The tech companies have spent $50 million last year fighting the Kids' Online Safety Act.
00:09:19.140 Google has one lobbyist for every eight congresspeople, and we're just a bunch of parents trying to save children's lives.
00:09:27.340 And the bottom line is NetChoice, their lobbying group, spreads money around like it's water.
00:09:33.940 And the bills that pass federally are bills that have money behind it.
00:09:37.860 And that's something that we don't really have.
00:09:40.080 We just have the citizens of America who are tired of seeing hundreds of people die every day from online harms.

00:10:17.200 We have a lost generation of children now because of AI, because of social media, and because of the isolation, the anxiety, and the depression that this all engenders.

00:10:33.100 And these bots are speaking to them like they're adults and trying to push all their buttons, encourage them to suicide with suicide baiting.

00:10:44.380 And the only reason this is allowed to happen is because they report user engagement to Wall Street every quarter.

00:12:40.200 So my daughter is Becca, and Becca first met some older boys.
00:12:48.980 She and her friends met all the boys online, and the boys invited them to get together.
00:12:54.440 They got together.
00:12:55.000 My daughter was drugged and raped, and then she was the victim of revenge porn.
00:12:59.640 And these traumas led her to start self-medicating.
00:13:05.340 And she could go online any time, 24 hours a day, no matter where she was, and she could find drugs.
00:13:12.360 And eventually she picked up something with fentanyl, and she died.
00:13:16.980 She was 18 years old.

00:13:20.180 Mason Bogard was our youngest of three.
00:13:26.840 Mason was our healthy, well-balanced, well-rounded kid.
00:13:30.960 He loved the outdoors.
00:13:32.740 And he would watch YouTube videos to learn how to make better fishing lures and master his woodworking skills.
00:13:38.640 And eventually the YouTube algorithm fed him unsolicited the choking challenge or the blackout challenge.
00:13:45.780 And Mason recorded himself trying it, and it was obvious in the video that he was doing it for the laughs and the likes to get people to laugh and thinking it was safe and fun.
00:13:58.460 And we lost him to that.

00:14:19.120 What we eventually found out after she passed was that the powerful algorithms were being pushed at her with pro-suicide contact, anxiety, and depression.
00:14:29.600 And she even had five Instagram accounts because we were those parents that said,
00:14:33.960 your phone's on the counter at night.
00:14:35.640 We're going to check your phone.
00:14:37.300 We didn't allow her to have TikTok.
00:14:39.160 And shockingly, we found out that she did have TikTok.
00:14:41.760 And it was one of the big contributors to her death and her mental health state that caused her to take her life.
00:14:51.500 This is my son, David, 16 years old.
00:14:54.620 We're from San Antonio, Texas.
00:14:56.920 David is the youngest of three brothers.
00:14:58.800 He was an Eagle Scout, a great basketball player, a good student, had a lot of friends.
00:15:06.580 But after a basketball injury, he turned to social media and online gaming to fill the void.
00:15:12.500 And over a period of about eight, nine months, we started to see a real change in his behavior.
00:15:17.480 He was showing all the signs of a behavioral addiction from lying about completing his homework.
00:15:22.700 He was sneaking around using his devices when they were supposed to be locked up in the kitchen.
00:15:27.780 He would get angry and aggressive, and we would try to get him to stop.
00:15:31.360 And then towards the end, he started stealing from us in order to purchase virtual assets to increase his player power through some of these gaming platforms.
00:15:40.080 The last three months of David's life, he was the target of relentless and threatening cyberbullying by a group of classmates at his school.
00:15:49.020 And it was just the final match on a huge bonfire that exploded in our home.
00:15:55.620 And I know you've already spoken about grace, but anything else you'd like to add?
00:16:00.260 I'd like to say that we are the first generation to lose children to social media, and we need to be the last.

00:16:16.680 Sammy was approached by a dealer on Snapchat and delivered a counterfeit medication that had fentanyl in it.
00:16:26.160 It was delivered to our house like a pizza after we were asleep, and we found him dead on the floor the next day.
00:16:32.540 We tried to resuscitate him and failed.
00:16:35.520 We reached out to Snapchat and couldn't get any help.
00:16:38.920 And we're pushing for Sammy's Law, which is at the hearing tomorrow, and that will require any platform with children on it to provide a link or an API to third-party safety software that will give parents a warning if something like that happens to one of them.
00:16:55.920 Hey, Joe, could you just ask Shelby Knox, go back to Shelby and just ask her, I want to know the difference between the specifics of the Senate bill and the House bill.
00:17:09.600 What did the lobbying, the $50 million of lobbying, get the tech companies?
00:17:13.540 What is different in the House bill that the big tech lobbies forced?
00:17:18.280 So, Shelby, what's the primary difference between the Senate bill and the House bill that we're looking at right now?

00:17:29.100 Yeah, so they have removed the duty of care, which was the provision that would require companies to protect kids on their platforms.

00:17:51.540 It's one of the things that our parents whose kids have had eating disorders tell us all the time.

00:18:01.180 They've taken the research provisions that would have allowed us to see inside the black box and see how these companies work.

00:18:47.780 I mean, Senator Marisha Blackburn and Senator Dick Blumenthal have been the champions of COSA.
00:18:52.960 They wrote a strong bill that got a lot of input from their colleagues that had a lot of co-sponsors.
00:18:59.280 So, we know that there are a lot of folks on the Hill who support a strong COSA.
00:19:03.160 We know that there are folks on the House side who support a strong COSA.

00:19:08.200 We believe that we could put it back together and we could have a strong version.
00:19:12.160 And that's what these parents are up here.
00:19:14.080 I heard today they met with 20 offices to talk to them about supporting a strong COSA.
00:19:19.020 What is, Joe, ask them, why are they so against the preemption?
00:19:28.140 Why do they believe the states have to have a role here?
00:19:31.520 Doesn't it make it too confusing on state by state?
00:19:33.920 I mean, they seem pretty adamant about this part.
00:19:36.240 If we got the right regulations at the federal level, would they be happy or they still want the states to be involved?
00:19:42.560 So, if the federal government could actually enact legislation that would have teeth, that would protect children,
00:19:51.160 that would hold these companies to account, what would your opinion then be on state legislation?
00:19:57.060 Do you think that the power should rest in the states or that the federal government is equipped to actually take care of this?
00:20:03.800 They haven't proven to be.
00:20:05.300 It's been 25 years since Congress has passed a law to protect kids online, whereas states have been on the forefront of passing legislation that is impacting their constituents right now.
00:20:16.240 Sure, if there was a strong federal law that truly protected kids, preemption might be appropriate, but that's not the situation that we're looking at.
00:20:25.420 We need a ceiling, not a floor.
00:20:27.620 And without a strong federal law, we don't have it.
00:20:30.540 And what states have really stood out that have stepped up, especially in regard to child protection?
00:20:36.600 Yeah, I mean, so we passed the Maryland Kids Code.
00:20:39.140 Christine was one of our big advocates on that, which is a safety by design law.
00:20:43.460 Nebraska has passed that as well.
00:20:45.280 Vermont.
00:20:46.100 Deb got phone-free schools legislation passed in Massachusetts.
00:20:50.380 Lori has been working on legislation in Colorado to protect kids from AI.
00:20:55.200 So there are bills, great bills across the state, safety by design.
00:20:59.080 We are asking for these products to be designed to be safe from the very beginning.
00:21:03.760 Technologists tell us that's possible.
00:21:05.820 Tech companies say it's not, and that's only because they want to protect their profits.
00:21:10.060 Joe, ask them, a lot of the examples here are about access to drugs, online bullying.
00:21:18.220 Some people may be confused.
00:21:19.980 Why does all of this fall into the heading of AI?
00:21:23.020 This is the big fight over AI now.
00:21:24.660 How does this tie back to artificial intelligence?
00:21:29.320 So the big fight right now is artificial intelligence.
00:21:33.320 But in your experience, you know that digital culture has all sorts of pitfalls that children fall victim to.
00:21:41.140 If you or any of you would like to speak to that, how does the effect of digital culture and the tragedies that you've experienced,
00:21:49.540 how does that relate to the current issue of artificial intelligence and chatbots?
00:21:55.200 I mean, I will say that Parents Together just put out some research.
00:22:00.860 We spent 50 hours posing as kids talking to character AI bots.
00:22:05.880 Within that time, we had a bot posing as an art teacher having a sexual relationship with a 12-year-old student.
00:22:12.060 A bot that claimed to be a therapist with a degree from Lewis and Clark University telling a child to quit taking their prescribed medication.
00:22:19.460 And a bot concocting a plan with a child to lie to their parents, tell them there was a wedding out of town so that they could be alone together.
00:22:28.540 These are things that are horrifying.
00:22:30.380 If a parent heard those things were happening in real life, they would be calling the cops.
00:22:34.900 And instead, these are kids in their bedrooms alone talking to bots, being groomed by bots, being talked into bad ideas and lying to their parents by bots.
00:22:43.160 It's unconscionable.
00:22:44.820 Joe, did this just happen?
00:22:49.280 Talk about the 50 hours.
00:22:50.680 They just went on commercial applications and had adults in 50 hours, and they got those results just in 50 hours talking to commercially available bots today or ChatGPT?
00:23:04.200 Yes, correct.
00:23:05.440 And just if you could expand on that a bit, the app was Character AI, correct?
00:23:10.420 And that was the same app that Megan Garcia's son, Sewell, was using.
00:23:15.220 That's correct.
00:23:15.820 So this is an app where anyone can create a bot, and then users can interact with it.
00:23:21.500 The algorithm generates the responses.
00:23:23.960 So we found a harm every five minutes.
00:23:27.340 Grooming, promotion of eating disorders, bullying.
00:23:30.980 Basically, we found that you cannot really have a conversation with one of these bots without something disturbing happening.
00:23:36.480 Did you really have to lure it out of the bot?
00:23:39.320 No.
00:23:40.620 You know, it's really funny.
00:23:41.560 Character AI recently came out and said that they were going to do some age verification after our research.
00:23:47.500 And at the moment I got that news, I was doing a little study with a Travis Kelsey bot.
00:23:53.600 And it took three minutes for it to ask me if I'd like to go upstairs and come to his hotel room and do some cocaine.
00:23:59.320 I had told the bot I was 15 years old.
00:24:01.980 And just for context, too, the Character AI app right now has something like 40 or 20 million users right now, right?
00:24:12.820 And that's enormous, but ChatGPT has 800 million users.
00:24:19.900 So how many of those are children?
00:24:22.420 How many of those children are actually being barred or protected?
00:24:25.480 Zero.
00:24:27.040 The scope of this really can't be overstated.
00:24:31.220 Many millions, tens of millions, maybe hundreds of millions of children lured into this.
00:24:34.980 So in your fight against preemption, and you hear David Sachs call this a moral, some sort of moral panic,
00:24:45.320 you know that in the lives that you're touching that real people are seeing disastrous effects,
00:24:51.280 and you know statistically this is happening.
00:24:53.660 What would you say to David Sachs right now in regard to that?
00:24:57.140 It is a moral failure of America to refuse to protect our kids in priority of tech company profits.
00:25:05.800 That is not American.
00:25:07.160 That's not who we are.
00:25:08.420 And it's unconscionable.

00:39:21.560 Talk to me about that because when you get into it, he actually does say decelerationists or people that are not accelerationists when it comes to artificial intelligence or people that would put on any regulatory apparatus at all are the beginning of the Antichrist.

00:39:46.900 I think that would be a way to characterize it.
00:39:49.460 And the way that he is putting it forward, we'll just take his argument in brief.

00:39:58.320 So all the fears of Armageddon, whether it be nukes or bioweapons or rogue AI, will come after the Antichrist.
00:40:07.540 And the Antichrist is a figure that comes in the name of peace and safety or peace and security.
00:40:13.720 And that the fears of AI or nukes or bioweapons will be used to position this Antichrist and give him rule over the planet.
00:40:23.200 Now, Thiel, I think, himself has a bit of an ironic sneer when he presents this.
00:40:29.020 But what it really does, I think, Steve, is it puts a kind of veil over what's actually happening.
00:40:36.240 It doesn't have to be the entire world going up in flames due to nuclear war.
00:40:42.220 And it doesn't have to be every single human on Earth turned into a nanobot swarm as the AI begins to eat the entire biosphere.
00:40:50.260 What we know is that these products, these algorithms, these AI apps are put out and used in a predatory fashion to hook children, to hook adults.
00:41:02.120 We know that they are taking all of that data and using it for their own purposes, whether it be advertising or behavioral manipulation or to train the next run of AI.
00:41:13.380 So, to me, the entire argument that Peter Thiel is making is just a distraction.
00:41:17.980 He might as well just go ahead and trademark Antichrist to get it out of the way.
00:41:22.680 The real Antichrist, I think, is inside the hearts of every person on Earth.

00:42:22.740 And her son very rapidly committed suicide on kind of not just orders, but really instructions or a kind of a how-to guide and a little bit edged on by the bot he was dealing with.

00:42:36.400 Now, that happened a while ago.
00:42:37.560 Shelby Knox just tells us that the online parents group, this activist group, took 50 hours and worked with the same app.
00:42:47.480 And what did she say?
00:42:48.300 In 50 hours, they had how many major – she said something bad happens every five minutes.

00:42:56.220 They had three major incidents over the 50 hours.
00:42:59.300 And this was just parents starting basic interactions with the bot.
00:43:04.060 How can we be a couple of years removed from the Megan Garcia suicide, knowing that the company is under a tremendous spotlight, and have a situation where you do 50 hours of testing and you come up with this?
00:43:17.200 Well, you know, Steve, if you had asked the bot, is Donald Trump a good president, or probably if you asked it, is Steve Bannon a good guy,
00:43:26.540 immediately the safety layers would kick in, and it would begin to give you some sort of generic sort of libbed rainbow version of whatever it had in its training data.
00:43:37.080 On the other hand, if you begin asking the questions that Shelby Knox was describing, posing as a child – and their organization is not the only one to do this.
00:43:48.620 You have organizations that are professionals, and you also have media organizations who have done the same sorts of tests, and they consistently find that just normally these bots will go into that mode, into kind of Pervo mode, naturally.
00:44:03.380 But if you tell the bot that you are a child, then the bot with just the slightest bit of manipulation will start going there.
00:44:13.680 And we know from the Reuters exposé that at Meta, in their own standards, they codified this, that it's okay to, up to a point, be sensual and romantic with children as young as eight.
00:44:29.100 And the entire purpose of these apps is to get people addicted, and in this case, we're talking about young children being groomed.

00:44:39.640 So, yeah, her story is – Shelby Knox's story and the study they did should horrify everyone, but the thing is, these studies are constant.
