00:05:13.380 The numbers that came out today, you kind of hear it, you know, even EJ and Tony said
00:05:19.040 this productivity increases in this big GDP number is still to be seen if we're going
00:05:25.860 to have the wage increases that come along with a growing economy.
00:05:28.420 I think one of the reasons we may not be is that you're going to start to see the, the
00:05:33.200 artificial intelligence taking a bite.
00:05:35.160 My point is, is that this topic of AI, uh, the regulatory apparatus for AI, what the, uh,
00:05:42.420 what the four horsemen of doing the four horsemen of the apocalypse and the frontier labs, their
00:05:47.340 control, the national labs, all of it, these are going to be front burner political issues
00:05:51.080 for the country.
00:05:52.060 And then for 2026, what do you got for us, sir?
00:05:54.540 Well, Steve, returning to the America Act, I think this really is a huge step forward.
00:06:03.620 It's going to open up the conversation as to what the proper role of government is in
00:06:08.340 all of this.
00:06:09.240 You hear all the time from people like David Sachs, people like Marc Andreessen, to some
00:06:14.920 extent, Sam Altman, Elon Musk.
00:06:16.720 You hear that over-regulation will slow down the industry, patchwork of state laws will
00:06:24.640 cripple the industry and allow China to push ahead of us. 1.00
00:06:28.360 I don't really buy any of those arguments for the most part.
00:06:31.640 I can see some, uh, validity to the idea that if you had, say, California passing draconian
00:06:39.060 laws, that it could really impede, uh, the development of AI.
00:06:42.300 But personally, I don't care.
00:06:45.540 The thing is, it really doesn't.
00:06:47.220 Like, for instance, SB 53, which passed in California.
00:06:52.400 This is the framework for the Trump America AI Act in regard to risk assessment.
00:06:58.420 And it explicitly says that it's only frontier companies that'll be under the scrutiny.
00:07:04.500 In the case of California, their regulatory bodies, in the case of the Trump America Act
00:07:11.000 put forward by Senator Marsha Blackburn, it would be only frontier companies that are regularly
00:07:18.600 evaluated by OSTP, the Department of Energy, the Department of Homeland Security.
00:07:25.520 So the argument that this is going to cripple, like, small AI firms, that's just simply not
00:07:31.780 there.
00:07:32.120 That's something on, out in the future.
00:07:34.440 The argument that it would somehow slow down the frontier companies, to me, it's like,
00:07:38.280 do it.

00:07:40.700 Is that a loophole, though, that's too big?
00:07:44.120 I mean, we don't want to over-regulate, but you are, one of the things that they're talking
00:07:47.240 about, I guess, is the concept of the moat, but you're regulating the guys that are the
00:07:51.940 farthest out there, have the most capital, and are driving this.
00:07:56.500 But you are making a decision not to go off to little, little, smaller companies.
00:08:00.300 Part of that is just manpowering the ability to do it.
00:08:03.120 The other is this assumption that they can only get you in so much trouble, correct?
00:08:08.900 Are you comfortable with that loophole in this, what we're talking about, this federal
00:08:12.880 app arrest?
00:08:14.100 Then why are you comfortable?
00:08:16.360 You know, I don't see it as a loophole.
00:08:18.000 I see it really as, especially in regard to risk assessment.
00:08:21.740 I see it as something that, for the most part, leaves the smaller AI firms alone.
00:08:26.240 It allows, even, you know, a lot of my friends work in AI.
00:08:31.240 They work for small companies, and it won't really affect them in any way.
00:08:36.720 The larger companies, yes, they will have to regularly publish what their capabilities

00:08:42.300 Yes, they'll have to regularly publish where they're getting their training data.
00:08:47.120 And that second part, to be transparent about where you're getting your training data, one
00:08:52.880 of the big arguments you hear about the downsides of AI is that any person, an artist, a filmmaking
00:09:01.240 company, anyone can have their data scooped up, fed into the AI system, and then someone
00:09:09.000 can simply use it to make a derivative work from that, basically copyright infringement,
00:09:14.500 you know, artwork theft, content theft.
00:09:18.340 And so, you know, I don't really see it as a loophole.
00:09:22.260 I see it as an attempt to hold these companies accountable for massive content theft and data
00:09:30.420 theft, for massive recklessness in regard to rolling out their product.
00:09:36.420 Three big things about, for instance, Blackburn's Trump America AI Act.
00:09:42.720 Number one, child protection.
00:09:44.980 It would demand the duty of care.
00:09:48.780 It would demand that these companies would have to evaluate their AI systems for foreseeable
00:09:55.420 risks.
00:09:56.080 And we know that those foreseeable risks include AI systems that coax children or adults into
00:10:04.800 suicide.
00:10:06.100 So it's a pretty reasonable thing to ask, for instance, that a car doesn't, you know, goad
00:10:13.000 you into driving off the road.
00:10:15.060 You know, if you had a car that constantly told you that it was time to drive off the
00:10:19.420 bridge, you would consider that a defective product.
00:10:21.940 And so it would just hold them up to that.
00:10:23.560 The second big part of it is copyright.
00:10:26.360 It simply states the Trump America AI Act, at least the framework, that you cannot publish
00:10:33.880 or your system cannot produce derivative works by artists, right?
00:10:39.040 So you can't have a company train on Star Wars and then make kind of a generic Star Wars
00:10:46.120 for anybody.
00:10:47.200 That's simply theft of copyrighted property.
00:10:51.000 And the third is the risk assessment.
00:10:53.780 Like, what are the dangers of these systems?
00:10:56.340 So that would be a system that would be able to tell a terrorist how to make a bioweapon.
00:11:00.780 It would be a system that was in charge of a critical piece of infrastructure that hallucinated
00:11:07.200 or had other kind of glitches that caused a massive catastrophic failure.
00:11:12.420 And I don't think that that's unreasonable either.
00:11:15.440 You'll hear from people like David Sachs, oh, these systems aren't really that powerful
00:11:19.420 or Marc Andreessen.
00:11:20.640 Oh, you know, all of these fears are overblown.
00:11:23.000 Well, if that's the case, then what does it matter if you have a regulatory body that's
00:11:28.160 overseeing this sort of thing?
00:11:29.780 If that's not a problem, then the regulatory body has nothing to find.
00:11:33.620 So yeah, this is, like I said, this is the beginning of a long, drawn-out fight.
00:11:39.280 And I think that it's a really positive step forward, even if the final kind of one federal
00:11:45.200 rule doesn't end up anything like Marsha Blackburn's framework.
00:11:49.800 One problem that we have, though, Steve, is that whatever ends up being this one federal
00:11:55.120 rule, it's not going to be implemented anytime soon.
00:11:59.100 I don't foresee, sometimes say in mid-2026, Blackburn's Trump America AI Act being passed.
00:12:07.240 The only way around that is to have states who move much more rapidly and respond much
00:12:14.620 better to their local communities, have states continue to pass their own laws.
00:12:19.460 And the possibility of Trump signing an executive order that would implement these rules.
00:12:32.060 Yes, but Ron DeSantis, the states are going to be a big part of the leverage here because
00:12:38.980 they're heading down the path and they're going to do it.
00:12:41.820 That's going to be part of the negotiations.
00:12:43.360 This gets down to, you know, Lincoln said, if you've got the popular consent of the people,
00:12:48.880 nothing can stop you.
00:12:51.160 The, I knew we had a winning hand here.
00:12:54.200 Now we've got to figure out, we're outgunned, you know, there's no money, there's no consultants,
00:12:59.660 there's no lawyers, the oligarchs have everything. 1.00
00:13:03.300 But two things have led me to think that we're not in terrible shape.
00:13:08.300 Number one, we won the two biggest fights.
00:13:10.860 Every time they've come up against the bulk of the populist movement, they've lost catastrophically.
00:13:17.280 And these guys aren't used to losing.

00:13:20.300 The first time they try to slide it in for the, into the big, beautiful bill, the AI amnesty.
00:13:24.940 The second is the one they try to get into the NDAA, which is a must pass piece of legislation.
00:13:29.900 And that even got a worse treatment.
00:13:31.140 They even put it to a vote.
00:13:31.960 They yanked it out after a couple of days of treatment by the war and posse.
00:13:36.480 The president's executive orders, I think a lot of people have told him, including people close to him,
00:13:40.420 not so sure how they can even be executed in court.
00:13:43.980 So you've got to mess right now with these states sitting there until we see what this federal, you know, regulatory apparatus is.
00:13:50.540 The other thing I know we're winning, you brilliantly eviscerated today, this poll put out by Tony Fabrizio.
00:13:57.340 Remember, Tony, I think in my mind is probably the most significant pollster for the president.
00:14:03.180 He was our pollster and he was the lead pollster in 16.
00:14:06.900 And Tony knows what he's doing.
00:14:08.640 He put those numbers out, which show, I think it's 90% of the American people.
00:14:12.700 This is a topic that unites Americans.
00:14:15.060 It's like, whoa, we got to slow down.
00:14:17.080 What exactly are we doing and how we're going to do it?
00:14:19.080 And, of course, they're putting this threat of the Chinese Communist Party up when they're selling them the chips. 0.73

00:14:27.360 They're sending them to Harvard, all of that.

00:14:31.940 But the overwhelming nature of it from the American people that wants at least some modicum of control on this and then to know that it was because if you read it, it sounds weird.

00:16:23.940 Yeah. You know, I think Brendan, Brendan Steinhauser of the Alliance for Secure A.I. put it best.
00:16:33.300 He's always told the reporters or audiences when I've been in attendance at his talks that they have the money, but we have the people on our side,
00:16:45.320 meaning that you have these tech oligarchs who are pouring at the at the moment, it looks like about 100 million plus into the leading the future pack to push pro A.I.
00:16:56.360 candidates and all the other cash flowing through the system to make sure that they come out smelling like a rose.
00:17:02.480 Whereas on our side of the aisle, it's mostly the popular will.
00:17:07.640 And in a republic, the popular will should win.
00:17:11.320 When you also do have some money potentially coming into our side, the public first pack, assuming that they can get everything moving,
00:17:21.720 they should be able to fund candidates who are willing to stand up to these companies.
00:17:28.000 Maybe to put it in Jim Morrison's terms, they got the guns, but we have the numbers.
00:17:32.780 And I think that without a doubt, if my experience traveling around, not just America, but also in conversations with people in Europe,
00:17:41.360 people are terrified of what these systems could do to their children, what they could do to their livelihoods,
00:17:48.720 what they could do to an enemy population, especially if you end up on the wrong side of it,
00:17:54.280 should these weapons systems turn out to be as effective as they're billed to be.
00:18:00.320 So the people don't want the future that these tech oligarchs are putting out there. 1.00

00:18:10.340 The laws will do a lot to shield the most vulnerable and even the strongest among us should these systems get powerful enough.
00:18:17.380 But one thing that these laws will not do is stop the long-term goal of Elon Musk or Sam Altman or Dennis Asabas or Larry Page.
00:18:28.720 Those goals, the goals of creating human-level AI and replacing every worker from coders to white-collar to blue-collar
00:18:38.080 and to create a system that becomes the final authority on what is and isn't real,
00:18:43.600 those goals are only slowed down by the state.
00:18:46.800 It's possible that you cannot create such a system,
00:18:50.540 that such a system is not possible due to the laws of physics or the mechanics of the systems themselves.
00:18:57.100 Or it could be that we won't have enough resources to pour into it.
00:19:00.120 But one thing is for sure, that that is the final goal.
00:19:04.460 And for the most part, no American or any normal person around the world wants to see a future like that.
00:19:11.540 The only person who would want to have a future in which they were basically cradled by robots
00:19:17.100 and they become pets to the machine are the kind of blobs that you would find that seek out welfare.

00:19:26.280 So, again, these laws are not perfect, whether they be the state level or the federal level.
00:19:32.280 But I do see them as both a way to keep these companies accountable,
00:19:38.020 to put up guardrails for the worst effects of what they're putting out,
00:19:41.700 and to mitigate some of the economic damage that is most likely going to occur.
00:19:47.420 But long term, it's going to take widespread will.
00:19:51.580 It's going to take the collective will of the people to say,
00:19:54.120 we do not want to live in a future like that,
00:19:57.040 either if they get the machines right and actually are able to replace people,
00:20:01.040 or what I see is most likely that they will shove it down the throats of every corporation they can.
00:20:07.240 They will integrate it into the military in every facet that they can,
00:20:10.700 into schools in every way they can.
00:20:12.760 And these systems simply won't live up to the promises.
00:20:15.920 If you think about children, I'll end on this.
00:20:19.020 If you think about this generation of children coming up right now,
00:20:22.700 who are told that machines will be able to do anything better than they can do,
00:20:27.980 they are demoralizing an entire generation of students.
00:20:31.920 And those students are expecting, those who believe the line,
00:20:35.680 are expecting that they aren't going to have an active role in the future.
00:20:40.140 If the systems work, well, then they won't have an active role.
00:20:43.580 But if these systems are not as good as human beings,
00:20:46.560 and I suspect that will be the case,
00:20:48.580 then you will end up with a huge swath of the young generation
00:20:51.960 who's not prepared to go into the world as an active participant.
00:20:56.600 They will have been told that everything's taken care of,
00:20:59.240 and then reality will smack them in the face.
00:21:01.760 And then for us, we'll be at the mercy of a young generation,
