00:01:18.640 but certainly the best school, at least in the SEC.
00:01:21.680 But I wanted to tell you, before we get into kind of the policy talk and different things,
00:01:28.600 I want to talk to you about UK's stance on a lot of these issues.
00:01:33.200 As you can imagine, the university, like most universities,
00:01:37.460 is taking this approach where they're not siding with common sense,
00:01:43.100 whether that be over the COVID issues,
00:01:45.540 of course, whether that be over the gender ideology issues.
00:01:48.560 And so I'll briefly tell you, before this national championships,
00:01:53.040 where we faced Leah Thomas, again, a male, formerly Will Thomas,
00:01:57.400 swam three years on the men's team at University of Pennsylvania,
00:02:01.260 University of Kentucky made us go to training,
00:02:04.460 where we had to learn how to use she or her pronouns,
00:02:07.540 which I just thought was the craziest thing.
00:02:10.260 You know, being 21 years old, a senior in college,
00:02:13.700 they're sitting there teaching me how to use pronouns.
00:02:16.600 I mean, something so entry-level, you don't even learn it in school.
00:02:20.820 You learn pronouns before you can even form full, coherent sentences.
00:02:25.400 And so I was just really surprised by this.
00:02:28.340 The athletic department was amazing and supportive to me,
00:02:31.140 but the system as a whole, I was shocked with,
00:02:34.980 and actually utterly unimpressed with.
00:02:36.880 And so I kind of wanted to ask you,
00:02:38.700 what direction do you see universities going?
00:02:41.720 Well, first of all, Riley, thank you so much for your courageous stand,
00:02:47.520 for your common sense, for your advocacy for women and girls and athletics.
00:02:51.860 And thank you for representing the Big Blue Nation so well.
00:02:56.780 I do represent the University of Kentucky.
00:02:59.600 I'm born and raised in Lexington, Kentucky.
00:03:02.040 I grew up going to cheer for Kentucky at Commonwealth Stadium,
00:03:05.940 now Kroger Field and also Rupp Arena.
00:03:09.380 And I'm a fan of all UK sports, including the women's sports teams.
00:03:14.860 And, you know, I graduated from high school.
00:03:19.880 I ran cross-country in high school.
00:03:21.580 I played soccer when I was a kid.
00:03:24.260 I graduated from the University of Virginia,
00:03:26.780 and I went to the University of Kentucky for law school.
00:03:29.160 And in all of my experiences in education growing up,
00:03:33.620 it was not even imaginable that you would have these kind of pronouns
00:03:39.940 that are inconsistent with basic biology or this movement to normalize discriminatory practices
00:03:50.160 against girls in sports.
00:03:51.900 I'm the father now of two daughters.
00:03:54.500 Eleanor is 12.
00:03:56.120 She is a volleyball star.
00:03:58.460 And she's also a basketball player on the varsity basketball team in her school.
00:04:04.320 She's made the varsity, even though she's in seventh grade, for volleyball.
00:04:08.660 And then my little one, my 10-year-old, she's on a soccer team.
00:04:13.420 She's getting better every single day.
00:04:16.000 Her best friend, who's a really, really outstanding young athlete,
00:04:21.980 who scores a hat trick every game.
00:04:24.420 She got my daughter into soccer.
00:04:27.500 And I just think, you know, fighting for these girls in their sports
00:04:32.600 to be able to compete and achieve their potential
00:04:34.900 and to strive for victory and do it on a level playing field is just basic.
00:04:42.120 I mean, it is fundamental.
00:04:44.360 And so what you're doing, and, you know,
00:04:47.640 it should be just common sense for everybody,
00:04:50.340 but it is in today's politically correct society,
00:04:53.660 it is a courageous stand that you're making.
00:04:56.080 But you're doing it not just advocating for yourself and your peers.
00:04:59.040 I want to thank you as a dad of two little girls
00:05:02.660 that are going to continue to grow in their athletic pursuits.
00:05:06.220 You're fighting for them, and that means a lot to me as a father.
00:05:10.320 Well, no doubt.
00:05:11.920 That's certainly what this is about.
00:05:14.440 I'm done competing.
00:05:16.020 No one wants to watch me swim anymore.

00:05:25.060 So it's definitely not about me.
00:05:27.260 It's about those young girls like your daughter
00:05:29.080 and ensuring they have the same opportunities that I had throughout my career.
00:05:34.260 But speaking of policy,
00:05:36.440 this issue, it's become controversial,
00:05:41.940 fallen entirely on farting lines, it seems,
00:05:44.920 at least within the legislature, both at the state and federal level.
00:05:48.820 And we have an administration in the White House right now
00:05:51.200 who's actively working to rewrite Title IX.
00:05:54.540 Of course, Title IX, it's a beautiful,
00:05:57.340 it's only 37 words,
00:05:58.800 a 37-word federal civil rights law
00:06:01.240 enacted to prevent discrimination on the basis of sex.
00:06:05.240 But they're rewriting that entirely
00:06:06.980 to where sex would equate to gender identity,
00:06:09.660 meaning men can join sororities,
00:06:11.720 which is already happening.
00:06:13.440 Men can live in dorm rooms,
00:06:15.020 of course can take athletic and academic scholarships.
00:06:17.560 Men would have full access to bathrooms,
00:06:20.960 locker rooms, changing spaces.
00:06:23.300 I actually saw a tweet yesterday from AOC
00:06:26.500 who went on to call Republicans,
00:06:28.740 all Republicans, misogynists.
00:06:31.200 But she said,
00:06:32.740 the original intent of Title IX
00:06:34.740 was indefensible and embarrassing.
00:06:38.520 I don't know how she is able to call anyone a misogynist
00:06:41.940 without claiming to be one herself
00:06:43.640 when she says equal opportunities for women
00:06:46.060 are indefensible and embarrassing.
00:06:48.640 But the Protection of Women and Girls in Sports Act
00:06:53.180 introduced by Greg Subi in the House,
00:06:56.260 which you voted in support of.
00:06:58.640 As I said, it's fallen almost entirely on party lines.
00:07:02.020 Why do you think this is?
00:07:04.280 Well, it is disappointing.
00:07:05.440 And Alexandria is a colleague of mine.
00:07:08.480 We debate on all matters of things.
00:07:11.080 We don't see the world the same way in many respects.
00:07:15.440 But I would just challenge her on this point
00:07:19.180 and be happy to debate her at any time about this.
00:07:21.940 Again, as a father of two female athletes,
00:07:25.320 Title IX enacted 50 years ago
00:07:28.480 has been a huge benefit for women and girls.
00:07:33.720 And female participation in sports
00:07:36.640 since the passage of Title IX
00:07:38.400 has increased 1,057% at the high school level
00:07:42.640 and 614% at the post-secondary level.
00:07:46.880 In other words, Title IX really revolutionized women's sports.
00:07:50.380 And for the Biden administration to want to rewrite that,
00:07:53.460 to diminish the gains that female athletes have made
00:07:58.420 over these last 50 years is really indefensible.
00:08:02.460 And what they basically want to do with this regulation
00:08:05.960 that the Biden administration has proposed
00:08:08.200 would eliminate the states, including my own state,
00:08:12.000 our state, the Commonwealth of Kentucky,
00:08:14.600 our ability to protect in a comprehensive way
00:08:19.420 women and girls from discrimination in athletics,
00:08:22.440 protect them from biological male athletes
00:08:25.440 competing against them.
00:08:27.320 And there are, look, it's biology.
00:08:30.280 It is, this is not about politics.
00:08:32.760 It's about biology and there are certain
00:08:37.380 just fundamental differences between men and women.
00:08:40.260 Now, I will just stipulate right up front,
00:08:43.000 if you and I were to get into a sling pool and compete,
00:08:46.060 you would laugh me multiple times.
00:08:48.860 So I'm not saying that women can't compete successfully
00:08:51.460 against men, especially, you know,
00:08:54.020 a great athlete like you
00:08:55.420 and a very substandard athlete like myself.
00:08:57.840 But that's not the point.
00:08:58.680 The point is, we want a level playing field
00:09:01.180 in competitive athletics.
00:09:04.480 Absolutely.
00:09:05.240 And this is the same argument.
00:09:07.000 I was a part of a Senate Judiciary hearing
00:09:09.260 where I was sat next to the human rights campaign president
00:09:12.560 and that was her argument, you know.
00:09:14.760 Senator Joe Kennedy, who's standing on the other side,
00:09:17.540 you know, he's asking her,
00:09:18.960 well, how many genders are there?
00:09:21.240 And she didn't know how to respond.
00:09:23.280 She said, there's an infinite number of genders.
00:09:25.160 And then she goes on to say exactly your argument.
00:09:27.420 And she said, well, Serena Williams,
00:09:29.720 she can beat lots of men in tennis.
00:09:33.120 And Senator Kennedy then looks at me and he says,
00:09:35.440 you know, Raul, what's your experience?
00:09:37.860 And I told her, well, Senator Kennedy,
00:09:41.660 if Kelly Robinson is alluding to the fact
00:09:44.180 that Serena Williams can beat you in tennis,
00:09:46.760 I'm sorry, I agree.
00:09:49.540 But Serena and Venus Williams lost in a blowout
00:09:52.960 to the 203rd rate male tennis player.
00:09:55.780 That's the argument.
00:09:57.500 And to do any other argument is disingenuous
00:10:00.420 to what we're actually saying.
00:10:03.600 President Biden, we've talked about
00:10:05.860 what he's doing to Title IX.
00:10:07.080 Of course, he said he will veto HR Senate 3-4,
00:10:10.580 which is the Protection of Women and Girls
00:10:12.300 in Sports Act.
00:10:14.280 It's stuck in the Senate right now,
00:10:15.900 but he said if it makes it to his desk,
00:10:17.420 he's going to veto it.
00:10:19.120 And so what message do you think
00:10:20.440 this sends to young girls?
00:10:21.800 Young girls like your daughter who are aspiring athletes,
00:10:25.580 who are already accomplishing amazing things,
00:10:28.380 but have big dreams?
00:10:29.360 What message is this sending?
00:10:31.840 Well, it sends a terrible message
00:10:35.000 that women's sports do not deserve
00:10:39.220 the protection that it has earned
00:10:41.180 over these last 50 years
00:10:42.600 where women are encouraged to participate in sports.
00:10:45.440 Look, you know as an athlete what sports do.
00:10:47.900 I certainly benefited from participation in soccer
00:10:51.080 in my baseball teams.
00:10:52.660 I played basketball when I was a kid.
00:10:55.660 I ran on the cross-country team.
00:10:57.860 I was better at that than anything else at the time.
00:11:01.420 And so the camaraderie of teamwork
00:11:04.220 and the effort of competition
00:11:07.320 keeps you out of trouble too
00:11:08.520 when you're a teenager working.
00:11:10.860 And so we don't want to discourage young girls
00:11:13.420 from that experience.
00:11:14.580 We don't want to discourage young women
00:11:16.560 from that experience of the camaraderie
00:11:18.880 of a teen,
00:11:20.600 of pushing yourself to achieve excellence
00:11:23.240 because it's just unfair from the start.
00:11:25.760 That's not right.
00:11:27.900 And look, it's a fundamental recognition
00:11:31.200 that there are certain physical attributes
00:11:34.780 of males that are different
00:11:36.440 and biological attributes of males
00:11:38.240 that are different than attributes of females.
00:11:41.680 And to have separate,
00:11:42.740 look, we have separate categories
00:11:44.020 within the gym as well.
00:11:46.460 We don't have a featherweight
00:11:48.120 fighting a heavyweight in boxing.
00:11:49.620 We have categories.
00:11:51.720 And because when you have level playing fields,
00:11:55.380 the competition is better.
00:11:57.840 And you actually have the kind of competition
00:12:02.060 that forces those athletes
00:12:04.500 to achieve their very, very best.
00:12:06.260 And we have different divisions
00:12:09.620 in the NCAA.
00:12:11.700 We have Division I, Division II, Division III.
00:12:14.200 You know, this segregation by various categories,
00:12:17.560 and of course, in swimming is a great example,
00:12:19.540 or gymnastics, great example.
00:12:20.920 You have different categories.
00:12:22.700 And you may excel in one category
00:12:24.580 versus another.
00:12:26.160 We're trying to preserve the integrity
00:12:27.820 of that categorization.
00:12:29.300 That's not discriminatory.
00:12:30.740 That's about fair competition,
00:12:34.120 which is encouraging greater participation.
00:12:39.020 Absolutely.

00:12:41.280 We don't have the Paralympics
00:12:44.260 because we're discriminating against people
00:12:46.460 who are able-bodied.
00:12:48.660 That's not what the Paralympics is doing

00:12:53.940 a fair opportunity to compete.
00:12:56.040 Same thing in boxing.
00:12:58.400 We're not fat-shaming the people

00:13:07.280 in place for a reason,
00:13:08.560 and so I couldn't agree more.

00:13:15.220 if it were to make it to his desk,

00:13:18.320 In Kentucky, Andy Beshear vetoed this.
00:13:21.100 He joined a long list
00:13:21.980 of Democratic governors
00:13:22.860 in Republican states
00:13:24.900 like Roy Cooper in North Carolina,
00:13:27.840 Laura Kelly in Kansas,
00:13:30.060 who also vetoed this bill.
00:13:32.800 Fortunately, we were able
00:13:34.060 to override this veto
00:13:35.580 with a majority vote.
00:13:38.160 But do you think
00:13:38.980 Governor Beshear's veto
00:13:40.880 represents how
00:13:42.140 Kentuckians,
00:13:43.700 Kentucky families,
00:13:45.420 feel?
00:13:46.200 No.
00:13:47.040 No, it's not.
00:13:47.940 It shows the extremism.
00:13:49.400 You asked about the partisan nature

00:13:51.400 on Congressman Stubbe's bill

00:13:56.140 in Sports Act of 2023.

00:14:00.500 of a conservative state,
00:14:03.300 Kentucky,
00:14:03.660 that vetoes a very
00:14:05.140 common sense bill
00:14:06.420 to protect women and girls
00:14:07.820 in sports,
00:14:10.140 in elementary,
00:14:11.580 middle,
00:14:12.160 and in high school sports
00:14:14.520 in Kentucky.
00:14:15.680 And he vetoes that bill.
00:14:16.600 That's a real radical position
00:14:18.300 to take
00:14:18.900 in contrast
00:14:20.160 with the values
00:14:21.020 of the people of Kentucky.
