02:32:23.860certain conditions have to be met in order for that commercial interaction to happen now do i
02:32:28.420believe that american business interests could play a positive role in a future of cuba in which
02:32:32.920its economy is free and open and people are allowed to self-employ or work for whoever they want sure
02:32:37.980of course we're the largest economy in the world i also think by the way that one of the huge
02:32:42.480opportunities that cuba has is it has a very large expatriate community of cuban americans and cubans
02:32:48.640living in other parts of the world that could contribute greatly you know the diaspora that
02:32:52.400contribute greatly to cuba's future and there are also companies from other parts of the world that
02:32:56.720could contribute as well the fundamental challenge in cuba and what keeps companies forget about
02:33:01.040american companies for a moment because obviously they're impeded by some investments by helms
02:33:05.600burton what keeps company cuba can do trade and commerce with any country in the world they want
02:33:12.080outside the united states the reason why they don't is because why would i invest giving you
02:33:17.120an example why i business person from whatever spain why would i invest 10 million dollars

02:34:21.040model on that island that gives the private sector confidence that if they invest they're
02:34:26.080going to make their money back with a profit and have not have it taken from them and never get

02:34:39.280Did you find that the Russians are at all interested in an energy ceasefire, as Zelensky has been proposing?
02:34:45.820I think both sides have expressed an interest in some limited ceasefire that involved grain and energy.
02:34:50.800Obviously, you know, that won't be easy either, because, but it's something that both sides have expressed an interest in.
02:34:56.880I think President Zelensky has done so publicly, did it with us yesterday, did it, I think, in interviews over the last few hours.

02:35:58.420Secretary, I'd like to ask you about the meeting that President Trump had last night with acting
02:36:06.660President Chelsea Rodriguez. Can you tell us about what was discussed, what you shared, what she
02:36:11.440shared? Well, it was a short meeting, but it was an important meeting. And obviously, there are
02:36:15.760three things that were discussed that are important. Number one is, look, at the end of the
02:36:20.220I go back to what we said from the very beginning. Venezuela is dealing with almost 20 something
02:36:25.560years of destruction, okay, in economic and otherwise. And then you add to that probably
02:36:31.200the worst earthquake in the region, maybe ever, according to seismologists. I am not a seismologist,
02:36:36.240so I rely on their expertise on it, but certainly a very devastating one. And by the way, an
02:36:39.900earthquake that could have been far worse had it hit inland versus on the coast, but it was very
02:36:43.840bad. The full death toll is still not known. And as you saw, they struggled to respond to it because
02:36:49.160they had not invested in the mechanisms to do so as a government. So Venezuela has a lot of
02:36:53.640problems. They have probably the world's largest sovereign debt that has to be restructured.
02:36:58.500They have an economy that is still suffering from the remnants of kleptocracy and graft. And,
02:37:05.840you know, the fact that that regime was held together, the glue that held the regime together
02:37:10.120was corruption. And the fact that individuals tied to government got sweetheart deals that
02:37:15.520they have to disentangle from. There was 8 million Venezuelans living abroad, many of whom
02:37:21.100would desire to come back to Venezuela, live there, invest there, rebuild their businesses
02:37:26.060there, but they need to have confidence that that's going to happen. So there's a lot that
02:37:29.400needs to be fixed in order for Venezuela to be successful. So we discussed the steps that
02:37:33.800remain to make that happen. Debt restructuring is key to that. Obviously, we want to be helpful
02:37:38.900in that regard. It has to be done in the right way. The second, and equally important, is there
02:37:43.140has to be a political transition process, which is underway. Leadership from the 2015 National
02:37:48.820Assembly have been engaged now in regular talks with the interim authorities to create the
02:37:53.520groundwork and rebuild the institutions necessary in order to have free and fair elections in
02:37:58.360Venezuela, which is critical. What we don't want to see, right, what we want to see is not only that
02:38:02.720you have free and fair elections, but that you have an enduring republic. What would threaten
02:38:06.680an enduring republic in Venezuela would be that someone is elected and they inherit a complete
02:38:11.920catastrophe economic and social. And then the whole project is endangered because now anything
02:38:17.580can happen. So we want to do two things at the same time. We want to help them rebuild their
02:38:22.860economy, you know, not perfect, but certainly to a level of stability that allows an elected
02:38:27.980government to succeed. And second is build back all the things necessary in order to truly have
02:38:33.600free and fair elections. What are the things that are required for that to happen? You need media,
02:38:38.100you need media coverage, you need candidates need to be able to communicate with the public.
02:38:42.180And there have been positive steps in that regard. In just the last two weeks, underreported fact,
02:38:46.720but a number of independent venezuelan outlets that have not been allowed to broadcast in venezuela for
02:38:51.700almost seven years on our broadcasting venezuela if you watch some of these opposition figures they
02:38:57.380do press conferences and there are literally 50 microphones on the table if you had gone there
02:39:01.880two years ago there would have been three microphones at the table you need to rebuild
02:39:05.320political parties many of the leaders of these parties are still abroad it's not just maria
02:39:09.700carina who's a very brave woman but there are other people that are abroad these parties need
02:39:13.640the opportunity to rebuild, to organize, to become not protest movements, but political movements.
02:39:18.800You need to have an electoral process that people have confidence in. In essence, are the votes
02:39:22.900going to be accurately counted and accurately reported? So you need to have authorities that
02:39:27.600govern elections so people have confidence that those elections are real. So we made that point
02:39:32.100that in the end for this project to be successful, it culminates in a free and fair election in which
02:39:37.640the leaders of that country have the credibility that the private sector will have confidence in.
02:39:42.520But obviously, we also need to at the same time work on the economic conditions that need to be improved, because if you have societal breakdown, if you have economic crisis in Venezuela, it not only endangers elections, it endangers the survival of a democracy there, which is ultimately what we want to see in Venezuela, a stable democracy with a functional economy that allows its people to have prosperity and allows many of the millions of Venezuelans who have had to leave the opportunity to go back and live in their country again, invest in their country again, participate in their country.

04:26:33.700work. It's a young woman in Pasto, Nariño, preparing to be a part of the future industries.

04:27:41.140seen this very tangibly when friendly countries and international organizations came to our aid
04:27:47.620following the earthquake this solidarity makes full sense when it reaches people when it
04:27:56.420solves problems and when it produces results and it is precisely because i recognize the value of
04:28:04.580that corporation that today i want to speak frankly about the un i've been critical about
04:28:10.180this of this organization i was critical of it before i became president and it would be
04:28:15.380inconsistent to address this assembly today and conceal my attempt to conceal my convictions.
04:28:23.780This criticism isn't born out of whim or hostility towards the United Nations. It's based in
04:28:31.300political, institutional, doctrinal considerations. I believe in the UN as an organization and it is
04:28:39.860precisely for that reason that I believe it's legitimate to ask whether the institutions that
04:28:44.980we've been building are effectively responding to the problems that that it was created to address
04:28:54.740the charter itself is very clear here this organization was born to maintain international
04:29:00.340peace and security to foster friendly relations among nations and to promote cooperation in
04:29:07.460resolving the major common problems. Eight decades on, the question cannot be whether those purposes
04:29:17.540remain valid. Of course they do. The questions have completely changed though. Is the UN fulfilling
04:29:25.140those purposes with the effectiveness demanded by today's world? Are there bureaucratic structures
04:29:32.820that have become excessively cumbersome are we dedicating too many resources too much energy to
04:29:39.540administering procedures and or too little to resolving problems are we measuring our results
04:29:47.460rigorously enough another matter that i wish to address is human rights
04:29:54.820rights. Colombia defends human rights and will continue to do so. But my country believes
04:30:02.780that protecting human rights loses credibility when it becomes subjected to political calculation.
04:30:11.060I categorically reject human rights being used as a banner raised against some and lowered
04:30:18.260against others. Nor can human rights become an instrument rewarding friends, punishing
04:30:24.220adversaries or worse still remaining silent in line with the political circumstances of the time
04:30:32.860our duty is to prevent politics from weakening the defense of human rights
04:30:38.860if we want the system to be respected it needs to be serious consistent and equally demanding on all
04:30:46.780of us my country is consistent and therefore we want to ensure that we have a credible defense
04:30:54.540of human rights and in this just as in so many other areas the united nations still
04:31:01.660has some room for improvement in that connection we trust in a democratic transition in venezuela
04:31:11.340a swift safe far-reaching transition there's another doctrinal concern that i wish to
04:31:18.460raise just as honestly globalism allow me to begin by clarifying what i mean by that
04:31:25.100i'm not talking about international trade or cooperation among states nor am i talking about
04:31:30.380a humanity that shares common problems and responsibilities all of those things are
04:31:34.860absolutely necessary. I'm talking about a concept according to which nation, sovereignty, distinct
04:31:41.580identities, traditions and the values of peoples are obstacles that gradually give way to increasing
04:31:50.140political and cultural uniformity decided by supranational bodies. I don't share in that
04:31:56.860doctrine which I consider perverse and harmful. For me, multinaturalism isn't about dissolving
04:32:04.140nations but rather about facilitating cooperation among them loving one's homeland isn't compatible
04:32:11.420with respecting others defending history culture values and traditions doesn't mean disparaging
04:32:19.420those of another international cooperation is richer when those who sit around this table
04:32:28.380know who they are where they come from and what the people in whose name they speak represent
04:32:37.340several of the questions that i've asked are not unfamiliar to this organization the un80
04:32:43.420initiative has placed on the table issues of duplication fragmentation administrative burden
04:32:49.900and the way mandates function as part of an effort to make the united nations more efficient
04:32:55.660and more effective president secretary general heads of state and government excellencies
04:33:05.180acknowledging an institution's imperfections doesn't mean overlooking its value on the
04:33:11.820contrary it might be a way of strengthening it it has never been my style to hide behind
04:33:19.660political correctness or to tell my interlocutors what i imagine they want to hear i'm not looking
04:33:26.860to please anyone but rather to set out the position of the republic of colombia respectfully
04:33:33.260cordially and clearly no human institution is perfect all can be improved perfected and the
04:33:43.500united nations is no exception there is one specific area that colombia wishes to reflect
04:33:51.100on further that is the international fight against terrorism this organization has done significant
04:33:57.660work here since 1963 the international community has developed 19 universal legal instruments
04:34:05.020aimed at preventing different terrorist acts however after decades of discussion there is still
04:34:13.420no legal definition of terrorism that is universally agreed by member states.
04:34:20.440The UN Office of Counterterrorism itself has recently flagged that the lack of a universally
04:34:27.400agreed definition begets legal uncertainty, discrepancies among national laws, and causes
04:34:35.240difficulties in international cooperation. The Republic of Colombia believes that the time has
04:34:42.500come to move ahead. We need a common international definition that is sufficiently clear and precise,
04:34:52.260compatible with international law and fundamental safeguards, but also useful enough so that states
04:35:00.420can cooperate effectively in combating acts of terrorism. A serious definition should avoid two
04:35:06.740extremes on the one hand a political disagreement being arbitrarily characterized as terrorism and
04:35:14.580on the other hand allowing an organization to hide murders kidnappings bombings or deliberate
04:35:21.060attacks against civilians behind a political label in order to evade the legal consequences of its
04:35:28.860actions. Terrorism must be condemned regardless of the perpetrator, where it is committed or the
04:35:37.580cause they invoke. The United Nations has repeatedly reaffirmed that terrorism in all
04:35:45.020of its forms and manifestations represents one of the most serious threats to international peace
04:35:50.640and security now a better definition is not enough states need better tools to combat this phenomenon
04:36:02.960we need faster mechanisms for exchanging information and intelligence we need better
04:36:10.400judicial cooperation effective tracing freezing seizing instruments for assets related to
04:36:18.080terrorist financing and we need closer cooperation to deal with networks that operate simultaneously
04:36:23.760across different countries. Colombia stands ready to participate actively in that discussion.
04:36:31.120My country wants to see United Nations where the effectiveness is measured less by the volume
04:36:38.160of documents it produces and far more by the results that it delivers. A UN that is less
04:36:44.880inclined to multiply processes and more determined to translate international cooperation into
04:36:51.440concrete action that is the sort of multilateralism that colombia is ready to defend one that respects
04:36:58.480the sovereign equality of states as the charter itself provides but one that is also capable of
04:37:05.520acting effectively when threats recognize no borders drugs trafficking terrorism transnational
04:37:14.080organised crime and illicit economies are precisely those threats.
04:37:22.320Specifically, my government's foreign policy is guided by national interest by the defence of our
04:37:29.760sovereignty and by the pursuit of results. That national interest I refer to also has
04:37:38.080a specific objective that is ensuring the prosperity of our people. Foreign policy
04:37:43.280should serve to create jobs to attract investment and technology to open markets and to create
04:37:49.840opportunities for Colombians with that goal in mind i wish to extend an invitation to the world
04:37:59.040come to Colombia invest in Colombia grow and prosper with Colombia believe in Colombia
04:38:08.480I don't promise you a perfect country, but I can assure you that I am working tirelessly to build you a nation that is to build a nation that is safer, more prosperous and with more opportunities for its people.

04:38:30.340responsibility to do for ourselves. Rebuilding our country, restoring security, growing the economy,

06:56:48.100as needed in individual cases. So what the president has now is a tool in his toolbox that
06:56:53.820he could use, not just to influence what happens in Russia, Ukraine, and in that conflict, but
06:56:58.500potentially what's happening with Iran as well. How he'll use it is up to him to decide and up to
06:57:03.040him to announce. On the format of yesterday's Iran talks, you said the mediators were involved.
06:57:10.520Did they strictly shuttle back and forth, or was there a face to date? Yeah, I'm not going to
06:57:14.260characterize. I mean, human beings talked to each other yesterday, yes. Was it mediated by Qatar?
06:57:19.620Yeah, I'm not going to discuss who the mediator was. Okay, and you mentioned the MOU. Did that serve as the
06:57:23.900basis of yesterday's talks? I'm not going to characterize yesterday's talks, but by and large,

06:57:32.020the MOU. They strangled it by violating it, the IRGC. So we'll see what happens. Like I said,

06:57:43.160to have a prosperous country that's not at war with its neighbors, or they can continue on the
06:57:48.440path they're on right now, and they'll face extraordinary economic and potentially military
06:57:52.540repercussions as a result of it. That's a decision for the president to make. But beyond that, I
06:57:57.680don't want to characterize the talks yesterday or tell you who was in there or what the basis of it
06:58:01.600was. But, you know, the MOU didn't work out. They violated it. They broke it. They did it.

09:39:07.300with China in that respect. The need for global effort and negotiations with countries like China
09:39:13.900to set global rules of the road as it pertains to the development of frontier AI.
09:39:21.400A few weeks ago, President Trump told Laura what these supposed guardrails on AI or SI would mean
09:39:29.560for China. We want guardrails, but it's a very fine line. You know, China doesn't have guardrails,
09:39:36.460by the way. You know, the guardrail is President Xi. Here's the guardrail. They don't have any
09:39:40.460guardrails on anything. The president's right on that one. But having communication with China
09:39:46.560on this issue is not at all crazy. Treasury Secretary Besant just proposed an AI incident
09:39:53.560alert system with China to notify us of incidents that could affect national security.
09:39:59.800That proposal will no doubt come up this weekend. But the question is,
09:40:04.620why would we trust China, to be honest with us, on this when they steal our intellectual property?
09:40:11.460And to this day, they have not been honest about what actually happened in Wuhan.

09:41:28.600They want him to be a little less charming, have a lot more candor when it comes to China's president.
09:41:35.360One of the biggest issues on top of mind for Republicans is Iran.
09:41:40.180And that is because China is the largest buyer of Iranian oil.
09:41:44.180And so far, the U.S. has not sanctioned Chinese banks.
09:41:48.120Some China hawks want Trump to drop the velvet glove and use the iron fist.
09:41:53.500There's been many reports that China's provided intelligence,
09:41:56.060whether it's to Russia or Iran for targets in both Ukraine and the Middle East against us.
09:42:01.080Hopefully, President Trump can talk to presidency and make sure that they cut that out.
09:42:04.460I think the president should make clear that we know that China is collaborating with the Iranian regime
